PART A CONTRACT INFORMATION
A.1 Executive Summary
The Connecticut General Assembly (CGA) is the legislative branch of government of the State of Connecticut. Through
statutory enactments, the Joint Committee on Legislative Management (JCLM) is responsible for the coordination and
management of legislative affairs and the supervision and approval of any and all legislative expenditures.
The JCLM is comprised of the top legislative leaders from each political party and works through a subcommittee system.
The Personnel Policies Subcommittee is comprised of the President Pro Tempore of the Senate, the Speaker of the House of
Representatives, and the Majority and Minority Leaders of each chamber. The Subcommittee is responsible for establishing
legislative personnel policies, guidelines, regulations, and salary schedules, and also approves legislative expenditures
exceeding $50,000.
The JCLM, on behalf of the CGA, is seeking informational documentation on behalf of the Connecticut Network (CT-N) for
the selection of television broadcast cameras, robotics, and controls to record and/or broadcast legislative events from the
Hearing Rooms in the Legislative Office Building, the House and Senate Chambers in the Capitol, and miscellaneous remote
locations in high-definition. Respondents may provide informational documentation on all or part of this Request for
Information (RFI), and may submit multiple solutions across manufacturers. Respondents are not required to submit on every
portion of this RFI.

This Request for Information (RFI) is posted on the portal website which can be found at the following address:

A.3.1 Issue the RFI
The RFI will be issued by March 27, 2014.
A.3.2 Deadline for Questions
All questions must be submitted in writing by April 7, 2014. These submissions must be sent via email to
CGAContracting@cga.ct.gov or addressed to the attention of CGA Contracting Group at the Office of Legislative
Management, Legislative Office Building, 300 Capitol Avenue, Room 5100, Hartford, CT 06106-1591.
A.3.3 Amendments to Request for Information
All amendments to the RFI and response to written questions will be published no later than 5:00 pm on April 11, 2014.
A.3.4 Submission Delivery
All sealed Submissions must be delivered by 12:00 noon on April 23, 2014, to the CGA Contracting Group at the Office
of Legislative Management, Legislative Office Building, 300 Capitol Avenue, Room 5100, Hartford, CT 06106-1591.
Prior to submitting Informational Documentation, each Respondent shall examine the RFI and may visit the site of the
work. Each Respondent shall fully inform itself prior to submitting Informational Documentation as to the existing
conditions and limitations under which the work is to be performed, and shall include in its Submission a sum to cover
the cost of items necessary to perform the work as set forth in this RFI. No allowance will be made to a Respondent
because of lack of such examination or knowledge. The submission of Informational Documentation will be considered
conclusive evidence that the Respondent has made such an examination.
A.3.5 Presentations
Respondents may be contacted for a time to make presentations to provide an overview of their Informational
Documentation, answer questions, and/or provide clarifications. Respondents may also be asked to provide a

demonstration of the equipment, and to leave the equipment on site with CT-N for approximately 2 weeks so that CT-N
may perform its own evaluation. Further, Respondents may be asked to come on site for a follow-up presentation with
other manufactures or integrators to provide a demonstration of the equipment in an integrated manner.

This RFI is being issued solely for informational planning purposes and does not constitute a solicitation. All information
provided in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI will not be
returned. Responses to this notice are not considered offers and cannot be accepted to form a binding contract.
Respondents are solely responsible for the accuracy of all information associated with responding to this RFI.
PART B SCOPE OF WORK
The Office of Legislative Management is soliciting responses to this Request for Information (RFI) on behalf of CT-N for the
selection of broadcast equipment to improve network reliability and meet current and future operational needs. Section B.1
below details the broadcast equipment that CT-N currently uses. Section B.2 below details the new equipment CT-N is
seeking.

and telephone number of reference; overview of the project; length of the project; and total fees associated with

Specifications: Respondents shall provide specification sheets for each type of camera, robotic system, and/or
controls they recommend, bearing in mind that they may submit Informational Documentation for multiple options,
across manufacturers.

Recommendations: In the Informational Documentation, Respondents shall provide the following, as it applies to
the products they are proposing:

Recommend robotic camera systems, consisting of lens, SD/HD camera chassis, and P/T/Z control, either as
an integrated unit or as compatible components per Respondent’s recommendation, with quick-release
mounts. The CGA intends to purchase a minimum of 26 camera systems, and up to a maximum of 44;
Recommend safety lanyards/cables for all permanently-installed cameras;
Recommend 3 tripod mounts compatible with recommended cameras;
Recommend power supplies for each camera and/or robotics system, noting that power supplies will be
installed remotely from the camera locations;
Recommend 5 Robotic Remote Control Panels, noting that 4 control panels are to be networked and 1
control panel will be stand-alone;
Indicate availability of software for remote laptop control of camera P/T/Z and Camera Control Unit (CCU)
functions via IP using a web browser;
Indicate availability of legislative control software for presetting camera robotics moves; and
Indicate options for connecting SD/HD-SDI camera video, camera control for adjustments of camera
parameters and control of robotics, from individual camera/robotics locations to the CT-N Control Room.
Materials and products: Respondents shall include the following information for each camera system they
recommend, as it applies to the products they are proposing:
1. Cameras/Pan/Tilt/Zoom Heads:
A. Designate whether the recommended camera system utilizes an integrated P/T/Z head or a
convertible/box camera with a separate P/T/Z head. Respondents may provide recommendations for
either or both approaches;
B. Indicate availability of software for remote laptop control of P/T/Z and CCU functions (white balance,
black balance, gain, pedestal, etc.) via Internet Protocol using a web browser;
C. Specify if Internet Protocol control, access or programming is available for the recommended robotics
platform; and
D. Specify if an option is available to add more than 50 presets.
2.
Remote Control Panels:
A. Specify if an option is available to control more than 4 cameras;
B. Specify if an option is available to add more than 12 presets;
C. Specify if a specialized “legislative control” package is available;
D. Specify if CCU functions are controlled by the robotics control panel or if a separate panel is required;
E. Specify method of focus control (joystick, wheel, other);
F. Specify availability of a preview monitor, either as part of the robotic control panel or as an option; and
G. Specify any additional equipment required to enable a fully-functional robotic and CCU control
system.
3.
Camera Pan/Tilt/Zoom Power: Specify any additional equipment needed to allow power supplies/cameras
to be switched on and off from the three operator positions in the CT-N Control Room.
4.
Cabling: Video/Pan/Tilt/Zoom/CCU Control
A. Specify medium (cable/fiber optic/hybrid) to successfully transport a high-definition video signal and
control all P/T/Z and CCU functions from each camera location to the CT-N Control Room;
B. The Respondent is responsible for considering the distance of the cable runs involved. Approximate
cable run lengths for each location are specified in Section B.1.4 of this RFI;
C. Specify the recommended fiber optic equipment and patch panel for the CT-N Control Room; and
D. Specify any additional Evertz fiber optic transmitter/receiver modules required to enable robotic and
CCU control from the CT-N Control Room.
Presentations: Respondents may be contacted for a time to make presentations to provide an overview of their
Informational Documentation, answer questions, and/or provide clarifications. Respondents may also be asked to
