MEXICO - HCFC PHASE-OUT MANAGEMENT PLAN (HPMP) Stage II
EQUIPMENT FOR REFRIGERATION RECLAMATION CENTRES

I.
General Background Information and Objective of the Project
1. Project Objective
The Government of Mexico is the first country that has approved both
Stage I and Stage II HCFC Phase-out Management Plans (HPMPs) in the
consumption sector that help the Government of Mexico to reach compliance
with the Freeze in 2013, 10% reduction target in 2015, 35% reduction by
2018, 50% reduction by 2020 and 67.5% reduction in 2022. Stage I HPMP of
Mexico is addressing mainly the phase-out of HCFC-141b in the foam and
appliance manufacturing sectors however, HCFC-141b and HCFC-22
consumption is also addressed in the aerosol/solvents and service sectors.
Stage II HPMP focuses on the complete phase-out of HCFC-141b consumption
in all sectors as well as on the further reduction of HCFC-22 consumption in
the service and aerosol/solvent sectors.
These technical specifications focus on the reclamation of refrigerants in
centralized operation. Since Recovery, Recycling and Reclaim of refrigerants
will be made mandatory by law, it is proposed to upgrade two national HCFC
Reclamation Centers selected by the Government of Mexico. The success in
establishing and operating of these centers can lead to smoothening of the
phase-out of HCFC-22.
2. Expected Outputs
Two national HCFC Reclamation Centers upgraded to ensure supply of
recovered and reclaimed HCFC-22 to the local servicing market, thereby
reducing demand for virgin HCFC-22.

II. Scope of Supply
II.1 – Equipment, parts, supplies to ECOFRIGO company
i)
System Evacuation and Cleaning/Drying station for Refrigerant
cylinders equipped with (1 set)
a. Complete Kit for refrigerant Cylinder Valve removal AND valve
installation - equipped with:
 Electric Valving and De-valving unit, floor mounted with two
sections, one to remove valve and the lower to hold cylinder, one
electrical and the other pneumatic;
 Front heavy type operator protection panel
 Self-supported once mounted on floor
 Operating front panel with mechanical or electrical panel control
b. Hot water pressure washer













Mobile (mounted on wheels)
Hot water dispenser washer able to produce 2900 to 3400 psi, and
3.5 Min GPM of Hot Water pressure washing power
7.5 HP Motor for hot water pump 230-240V 1phase, 60Hz, 25 Amp
Gun and wand with insulated grips and quick connects
Angle lance with a set of 3 rotating nozzles, nozzle and lance
diameter to be ¼” for easy insertion and internal cleaning of
refrigerant cylinders
All hoses 50’ in length for high pressure to match washer pressure
output of 1500 psi
Heater to deliver 120-130 F hot water with diesel burner
Diesel tank with a minimum of 8 gallon capacity
Adjustable Thermostat
Brake and Reel kits
Safety Relief valve protection
Pump to be Belt Driven
Mobile unit cart to be powder coated

To hold cylinders upside down
Cylinder Rack shaft to be made out of 300 series stainless steel to
prevent corrosion
Able to hold 30, 50 and 100 lbs cylinders
Must have drip pan with 50 gallon capacity and 20 mesh screen
and drain valve, all stainless
Drip pan to have gravity flow floor for easy draining
Rack must be able to hold up to 10 cylinders at a time

Inlet filter, stainless steel piping and P/Vac gauges
To be used to vacuum cylinders and containers for any refrigerant,
flammable and non-flammable.
Include up to 25’ of electrical cord and ground reel and clamp
Inspection mirror/camera for cylinder internal inspection. Mirror or
camera shall have a dimension allowing for insertion into the cylinder
through valve opening;

III.
Guarantee Requirements
The supplier should give guarantee for at least one year after delivery,
installation, commissioning and training of the equipment.
IV.
Delivery Period
As soon as possible, but within maximum 4 months (DAP).

V.
Additional requirements
The supplier(s) shall:
 Provide, in Spanish language, technical advice and detailed
requirements for the site preparation, proper installation and
operation of the equipment.
 Provide, in Spanish language, theoretical and practical training on
the operation and preventive maintenance of the equipment at the
beneficiaries’ sites.
 Quote spare parts and consumables for one year of operation for all
above items.
 Have a representative office in the country and administrative and
technical personnel to give technical support and to repair defective
equipment.
 Warrant during 12 months that goods supplied under the contract
shall be free from defects. The supplier shall repair or replace at his
own expense and as soon as practicable any defective goods within
the warranty period.
 Provide, in Spanish language, all instructions, manuals, rules and
recommendations to operate the equipment (at least two manuals
for each item).
 Warrant the availability of spare parts and equipment for a
minimum period of four years.
