1. Technical specifications:
System description and its end-use: A close-range photogrammetry based 3D coordinate
measurement system using hand-held digital camera is required for coordinate measurements
of various control points on the components of accelerator machines with the measurement
accuracy as specified herein.
Major components of the system and their specifications are given below (for complete
requirement refer scope of supply):

Presently, we are using measurement software Spatial Analyzer for online data
acquisition and analysis with various instruments like Laser tracker, theodolites etc.
Plugin for SA Pro/SA Ultimate is required for further processing of coordinates
measured by photogrammetry software with other data available in Spatial Analyzer.
System consisting of the above software should be able to do the following tasks:

handling of large number of survey or measured points in a set easily.

Demonstration of use of photogrammetric data on software Spatial Analyzer.
Software Spatial Analyzer is available at RRCAT.
1.3 System Accuracy, Calibration and Certification

1.4 Testing of the system:
With the help of special photogrammetric targets mentioned in 1.1, coordinates of targets will
be measured in measurement volume of about 5m x 5m x 10m. Accuracies of measurements
should be as specified in section 1.3 above.
1.5 Optional accessories: Please quote for the following optional accessories separately:
i.
Additional camera of the specification as in 1.1a – Qty: 01 No.
ii. Black-and-white (dia.10mm) targets, Adhesive targets and optical targets to signalize
relevant object points, corners, bore holes etc. and adapters for targets, transportation
box, tripod bag.
iii. Please quote for recommended spares for five years.

Scope of supply:
Scope of supply includes all components of the system (hardware, software, accessories etc.)
required for stand-alone operation of the system to measure coordinates of targets,
demonstration and testing of the system at RRCAT as per specifications mentioned at 1.1 to
1.4 and software upgrades for at least two years. Major components of the system and their
specifications given in section 1 are based on our information which are essential but they
may not be complete for end-use.

So all the accessories required for above and to perform as per specifications must be quoted
as a part of standard supply. Purchaser will provide only the necessary single phase power at
230V, 50 Hz.
It should be clear from the quotation that features, specifications, and components listed
under section 1 and essential accessories as asked herein are included in the supply. A format
is attached as Annexure-A for this purpose which should be filled in with required
information and sent as part of the quotation.

Bidder’s qualification criteria:
i)
Bidder should have ISO9001 or equivalent certification in the area of development,
production, sales, installation and service of such systems (photogrammetry/ optical 3D
measurement systems) for production control and quality assurance.
ii) Certification of the system should be as per the standard or guidelines of some national/
international institution of repute in the field of photogrammetry/optical 3D measurement
systems and such certification should be mentioned clearly in the quotation and/or in the
catalogue pages attached with the quotation.
4.
Bid evaluation criteria:
i. Technical suitability of the offer.
ii. Demonstration of the system within 15 days of the request if asked for by the purchaser
to verify any or all of the software features.
iii. Please note that the bids will be compared on the basis of the overall cost of the system,
inclusive of all the essential items mentioned in scope of supply, demonstration and
testing at RRCAT.
5.
Essential documents and information with quotation:
i) Documents for verification of the "bidder's qualification criteria" under section 3 above.
ii) Photocopies of the catalogue pages containing full system details, including the make
and models of the sub-systems.
iii) Information asked under Annexure-A: Bidder’s response on system components
mentioned in section 1" must be supplied with seal and sign of the authorized signatory.
iv) Names and address of at least one user from any accelerator laboratories which have
used the product must be mentioned. If this is not available, mention names and provide
contact details of at least two customers who have used the quoted product with
calibrated scale-bars to achieve the stated accuracy.

Acceptance:
Supplier will be required to send all the relevant certification prior to dispatch. The system
will be accepted after demonstration of all parameters specified in sections 1.1, 1.2 and
1.3.and testing at user site.

7.
Warranty and after-sales service:
i) Total system should be supplied with warranty for at least one year from the date of its
acceptance by the user. During warranty period supplier has to replace the faulty parts
with new at RRCAT without any extra cost. The service support should be in such a
manner that it is made available within a period of 15 days in an event of problem or
breakdown of any component of the system. Extra days taken by the service provider
would force in extension of warranty period.
ii) It should be stated clearly how the problems related to the system hardware and software
will be solved during the warranty period and thereafter.
Annexure-A and Annexure-B (attached herewith) should be filled based on these
specifications and returned with the quotation.
