TECHNICAL SPECIFICATIONS
1
INSTRUCTION & SPECIAL CONDITIONS FOR SUBMISSION OF TENDER
1.1
INTRODUCTION: It is proposed to Supply, Installation, Testing and Commissioning of IT
and Network Integration work as per Schedule of Quantities given in the tender. The IT and
Network Integration work shall comprise of following :a) SITC of UPS
b) SITC of CCTV System
c) SITC of I.T. System
d) SITC of EPABX System
1.2
GENERAL:
A) This specification covers manufacturer, testing as may be necessary before dispatch,
delivery at site, all preparatory work, assembly and installation, final testing, commissioning,
putting into operation including one year guarantee period for the following Work.
B) Name of Work : IT and Network Integration work
C) The work shall be executed as per latest IS/IEC Specifications as amended up to date,
relevant IEC rules and as per directions of Engineer-in-Charge. These additional
specifications & conditions are to be read in conjunction with above and in case of variations;
specifications given in the Additional Specifications & Conditions shall apply. However,
nothing extra shall be paid on account of these as the same are to be read along with
schedule of quantities for the work.
1.3
SHOP DRAWING:
On the award of the work, the Contractor shall immediately proceed with the preparation of
detailed working drawings showing the detail of each equipment that are to be installed and the
associated works that are to be carried out. All the works are deemed to be included in various
items of bill of quantities as applicable.
Three sets of all such working drawings dully signed by the head of the planning & design
department of the tenderer shall be submitted to the consultants / Engineer-in-charge for approval
to ensure that the works will be carried out in accordance with the specifications and drawings,
including such changes as may have been mutually agreed upon. All the drawings shall be
received by the Consultants/ Engineer-in-charge for approval within 04 (Four) weeks from the
date of award of work. The approval of the drawings by the Consultants / Engineer-in-charge
shall in no way relieve the Contractor form his obligations to provide a complete and satisfactory
plant installation, testing and commissioning as per intent and purpose as laid down in the
specifications.
Any omissions and / or errors shall be made good or rectified whether or not the drawings are
approved. Contractor shall obtain written approval for samples as cable tray, cable tag, and other
materials before placing the order.
The Contractor shall also fix operation schedule chart, in the Operating / Maintenance Room,
neatly typed and framed, instructions in details, for the starting and running of the electrical
equipment.
The shop drawings shall be prepared by the electrical contractor based on GFC Drawing
approval of Architect / Consultant/ Engineer-In-Charge.
The all equipment manufacturing drawings shall be prepared by the electrical contractor /
manufacturer for approval of Architect / Consultant/ Engineer-In-Charge.

1.4
AS BUILT DRAWING:
At the completion of work and before issuance of certificate of virtual completion the contractor
shall submit Four (04) sets to the Engineer-in-charge, layout drawing drawn at appropriate scale
indicating the complete IT and Network Integration system “as installed”.
1.5
INSTRUCTION/MAINTENANCE MANUAL:
The Contractor shall prepare and produce instruction, operation and maintenance manuals in
English for use, operation and the maintenance of the supplied equipment and installations, and
submit to the Engineer-in-charge in three copies at the time of handing over. The manual shall
generally consist of the following:
a) Description of the Project.
b) Operating instructions.
c) Maintenance instructions including procedures for preventive maintenance.
d) Manufacturers catalogues.
e) Spare parts list.
f)
Trouble shooting charts.
g) Drawings.
h) Type and routine test certificates of major items.
i)
Three (3) set of reproducible ‘as built’ drawings.

for supplier to submit said MOU from the manufacturers in Envelop-I alongwith
GCC/SCC/Specification (Volume-I).

For completing Works, bidder should take in consideration all the cost involved to
complete the work like Chiseling, Conducting, Plastering & Painting etc.
7.0
Bidder has to support the complete system for one year after the completing the
installation and assign one dedicated resource for the same for one year on their
own cost only.
8.0
Bidder should have adequate facilities, manpower and staff for installation testing
and commissioning and can provide after sales services. OEM has to authorize their
System Integrator in this regards stating that they will Support the solution through
their SI including Preventive & Routine maintenance services.
9.0
Coordination shall be in the scope of the successful Bidder & they shall coordinate
with all the concerned agencies & attend the scheduled site meetings for successful
completion of the project.

The programming, software & firmware up gradation shall be the responsibility of
successful bidder up to the defect liability period.

All components should be from OEMs as per the option of the makes given in the
tender documents.
15.0 Time is the strict essence of the contract. Suppliers may take all the
factors/expenditures/consequences involved in completing the works within
stipulated period of the contract like working round the clock, co-ordinating
between different agencies, time taken in approval of samples of materials,
procuring the materials, variation in the items of the works etc. The decision of the
NBCC will be final & binding on the supplier and no claim whatsoever in the matter
shall be entertainable/ payable to supplier by NBCC.
16.0
The rate quoted by the party shall be including all taxes etc. & nothing extra shall be
paid.
17.0
The supplier shall provide, install & commission the Equipment in completion form,
at the designated place and as per direction of Engineer in- Charge. The rates quoted
by tenderer shall be deemed to be inclusive of all expenditure to be incurred in the
activities. No extra payment/claim shall be payable/ entertainable on this account.
18.0
The supplier shall assist the other agencies to fix/connect the electric wires, cables,
connections, equipments etc. in workmanship manner. The rates quoted by the
tenderer shall be deemed to be inclusive of all expenditure to be incurred in such
activities. Nothing extra shall be payable on this account.
19.0
The Rate shall be deemed to be inclusive of all services work within the equipment
planned area as defined in specification of work nothing extra shall be payable
beyond quoted price for making the system successfully operational

21.0 GENERAL POINT
a.
The work in general shall be carried out as per the latest applicable
codes/specifications with up to date correction slips, unless otherwise specified in
the nomenclature of the individual item or as specifications shall be carried out as
per approved specifications. In case any item is not covered in any of these
documents, the same shall be carried out as per the latest applicable code in
practice or as per approval of Engineer in Charge of NBCC. Where any portion of
special conditions of contact is repugnant to or at variance with any provision of
the with Instruction to Tender and General Conditions of contract and/or the

by contractor and got approved from Architect, Engineer-in-charge and Client
representative before executions of the work.

Any modification/ alteration as suggested by Client as per site requirements to be
carried by agencies at his own cost. Noting extra shall be payable on this account.
d.
Payment of material shall be made after receiving the material at site in good
condition as per Specification and the same shall be verified by the Engineer-incharge/ Client.
e.
Quantity mentioned in BOQ are indicative and may vary as per the actual
requirement of project no extra claim due to variation in quantities will be
admissible.
f.
Rates are firm and no revision on any account shall be entertained.
g.
Contractor will supply the material as per priority fixed by Engineer-in-charge and
Client representative.
h.
Contractor shall ensure prior inspection and approval from NBCC/Client of all the
equipment prior to dispatch from workshop.

Contractor will provide onsite warrantee of equipment for a period of 3 years
from the date of handing over of the system complete without any extra cost.

The agencies have to work in coordination with the other agencies working at site,
any damage to the existing structural facilities so that Civil, HVAC, Plumbing,
Electrical, the same has to be rectified by the agency to the entire satisfaction of
Client/ Engineer in charge at no extra cost.

Progress Reports and Schedules The contract shall submit to the Engineer-incharge by the third day of every fortnight two copies of a report two copies of a
report duly updated along with BAR/CPM/PERT chart in an approved performa
showing the progress made in construction of the works during the previous
month.
m.
Contractor will deploy qualified staff for operation of equipment for giving
training to the concerned Hospital staff for initial period of One Year without any
extra cost.

Review Meetings during the progress of the works the Contractor or his
authorized representative is expected to participate in the monthly review
meetings and/or any special meetings as instructed by the Engineer-in-charge.
Any revision of the schedule of completion as a result of the review, shall be
submitted by the contractor to the Engineer-in-charge within a week who shall
approved it after due scrutiny. The contractor shall adhere to the revised schedule
thereafter. No additional payment shall be made to the contractor for any multiple
shift work or other incentive methods contemplated by him in his work even
though the NBCC approves the time schedule. The approval of the revised them

Witnessing of Tests by the Engineer-in-charge
The Contractor shall make under the direction and in time presence of Engineerin-charge, such tests and inspections as have been specified or as the Engineer-incharge shall consider necessary to determine whether or not the full intent of
requirements of the specifications and the other related contract documents have
been fulfilled. In case the work does not meet the full intent of the specifications
and other related contract documents it shall be rectified by the Contractor at no
extra cost and the Contractor shall bear all the expenses for any further tests
considered necessary.

During post construction phase the contractor shall be responsible for carrying

Note 1. The letter of Undertaking should be on the letterhead of the Manufacturer and should
be signed by a person competent and having Power of Attorney to legally bind the
Manufacturer. It shall be included by the bidder in its bid.

LIST OF APPROVED MAKES
FOR WORKS COVERED UNDER THIS CONTRACT
1)
All materials and products used in the work shall conform to the relevant standards/
specifications and shall be got approved from Engineer-in-charge/Consultant/Client. The
approval of a manufacturer/ vendor shall be given only after review of the sample/specimen by
the Engineer-in-charge/Consultant/Client. The complete system and installation shall also be in
conformity with the "Applicable Codes Standards and Publications".
2)
The Engineer- In-charge/Consultant/Client reserves the right to select any of the brand
indicated in the list of approved make. The tenderer shall quote his rates on the basis of price
of best quality product of the brand/make stipulated in the items of works as described in BOQ,
specifications as well as in the list of approved make. The contractor cannot claim anything
extra if the Engineer In-charge/ Consultant/Client changes the make but within the list of
approved make.
3)
When certain makes are missing in the below list, the make will be decided as per the approval
of Engineer In-charge.
4)
Make indicated in the under mentioned list of Approved Makes is for general guidance of
contractor. Final choice of make & model out of List of Approved Makes shall be of Engineer-in-charge/Architect/ Consultant/Owner.
