Region 7 Education Service Center Request for Proposal (RFP) Network Operations Center Power and Air The Region 7 Education Service Center invites the submittal of Request for Proposals (RFPs) from companies interested in providing professional services for Power and Air Cooling for Region 7’s Network Operations Center (NOC). Selection Criteria: Proposals will be evaluated on price, vendor licensing, and experience installing the specified systems, technical competence, capability to perform, and other appropriate factors submitted by the company in response to the request for proposal. Two copies of the RFP, enclosed in a sealed envelope, box, or other container, shall be delivered to the Katie Chenoweth, 1909 North Longview Street, Kilgore, Texas 75662, at or before 10:00 AM, local time, October 02, 2012. Late submittals will not be accepted for any reason. All submittals must be provided in a sealed box clearly labeled on the outside with the Respondent’s name, name of the Project, and Purchasing Cooperative Department. Region 7 Education Service Center will welcome any written questions submitted to: Steve Vaughn, Project Manager, 1909 North Longview Street, Kilgore, Texas 75662, regarding this solicitation. A mandatory pre‐bid on‐site visit will be held at 10:00 am on September 25, 2012 at Region 7 ESC. Please email Steve Vaughn at svaughn@esc7.net if you plan on attending. EQUIPMENT SPECIFICATIONS The UPS solution will consist of: One (1) 20kVA Liebert NX Three Phase Uninterruptible Power Supply, model 38SB020C0CHX  AC Input Voltage 208VAC (three phase, three‐wire plus ground)  AC Output Voltage 208VAC (three phase, three or four‐wire plus ground) 1 (One) Intellislot Relay Contact Interface Kit. • This hot‐installable card provides relay contact signals for "On Battery", "Low Battery", "On Bypass", "UPS Fault", "Summary Alarm Connections are to a DB25F connector or screw‐down terminal strip with included adapter. Cabling is not included and must be provided by the end user. 1 (One) IS‐WEBLB: IntelliSlot Web Card LB. • This interface card delivers SNMP, Telnet, SMS Text Messaging, Email and web‐
management capability for enhanced communications and control of Liebert UPS, Power Management or Precision Cooling systems. The card manages a wide range of operating parameters, alarms and notifications, transmitting data over the network. One (1) Internal/External Battery System rated for 50 minutes at a 20kVA load with the following features: • Internal battery system is fused and provides a disconnecting means for servicing One (1) External Battery Cabinet(s) model number: 38BP020RMX1BNR • Battery Cabinets are shipped separately and include interconnecting cables to allow the battery cabinet to be bolted to the right side of the UPS module • The battery is provided with a 3 year full and 7 year prorated warranty One (1) Liebert Maintenance Bypass‐Transformer Cabinet, model 38MB0200CC6DL, with the following features: • Input and Output Circuit Breakers • Front Access service design • Casters and leveling feet • Single rotary switch interlocked for error free "make‐before‐break" manual transfers • N.O. and N.C. auxiliary contacts • Input isolation transformer • Shipped separately and include interconnecting cables for bolting the MBP‐T cabinet to the left side of the UP • Certified copy of the standard factory test documentation. UPS System Start‐up Services, including the following: Start‐up includes one site trip by a LGS customer engineer after the UPS has been installed. The site trip includes the following services for one UPS module: non‐powered inspection, UPS electrical and operational checkout, full parts and labor for any remedial work required on the UPS or battery cabinets, and customer operation training. Start‐up also includes remedial onsite labor, parts, and travel for the full one‐year warranty period. Startup is scheduled at the customers designated time Install new UPS. Demo, Remove, and Dispose of existing UPS. Services Include: • One year Parts only warranty • 5 Year Total Unit Coverage: Liebert 1st year standard parts only warranty + 2nd through 5th year total unit extended parts only warranty • 5 Year Compressor Only: Liebert 1st year standard parts only warranty + 2nd through 5th year compressor only extended warranty • 1st Year Labor Standard Service: Liebert 1st year standard parts only warranty + 1st year labor assistance to replace failed in‐warranty parts only (Labor to be done by Liebert USA contractors only) • Warranty Inspection • Remove existing HVAC system and replace with Liebert system. • Install supply duct and grilles. • Install water supply to humidifiers. • Install condensate drain piping and refrigerant piping. • Test, charge and start up the system. NOTE: All work to be scheduled and coordinated with project manager and to progress as quickly as possible once awarded. Due to the impact on critical systems, after hours and weekend work will be necessary. Bids must provide this after hours and weekend scheduling or they will not be considered. Used and/or Refurbished Equipment with Warranty + Support is acceptable. Substitutions or comparable products are not acceptable.
