MEA tag must be placed on any Fire & Smoke actuator used
for replacement of defectives in New York City.
Observe regulations as described below.

Actuator models FSLF, FSNF and FSAF are designed for replacing actuators for MEA accepted
fire and smoke dampers.
Terms and Conditions: The above replacement actuators are accepted with the following
1. Dampers shall be installed in accordance with the UL and/or Belimo Air Controls’ damper
manufacturer instructions.
2. All uses, locations and installations shall comply with the New York City Building Code and the
manufacturer’s installation instructions.
3. Replacement actuator must be equal or better than the original.
4. Damper and actuator must be functionally tested after replacement.
5. If any structural modifications to the building are made to gain access to the damper, then a
permit and inspection are required.
6. All shipments and deliveries of such equipment shall be provided with a metal tag, suitably
placed, certifying that the equipment shipped or delivered is equivalent to that tested and
accepted for use, as provided in Section 27-131 of the New York City Building Code.

Belimo Rules, based on the Terms and Conditions:
1. Belimo has prepared with the damper manufacturers various installation instructions. These
contain damper and actuator information for replacement, testing instructions, and a fire
marshal form to be left on the premises.

2. This general replacement and cross reference data file covers the basics. It is made available
with all actuators sold in the New York City market area.
3. The technical requirements that must be used as selection criteria are: Temperature, Time,
Torque, Voltage, Amperage, and Test. (TTT-VAT.)
a. Temperature: 250°F is standard for containment dampers. 350°F is not
uncommon in engineered smoke control systems
b. Time: 75 seconds is the minimum drive and spring per UL; Belimo FSLF and
FSNF are 15 second; FSAF is 75 sec drive and 20 sec spring.
c. Torque:
The replacement actuator must be at minimum equal to the old motor.
It is recommended that actuators one step up be used if doubt exists.
If the damper is so corroded or any damage exists that indicates more torque
is required, it is recommended that the entire assembly be replaced.
Voltage: Must be equal in voltage. 24 or 120V.
e. Amperage draw should be equal or less in general. The main issues is
possible overloading of a breaker. Belimo actuators are almost universally
lower in current draw than any old motor or existing competitive actuator for
equivalent or more torque and faster speed.

5. Specific testing requirements are given in the instructions. Belimo has included a check list,
specific to the damper type and various control methods.
6. There are situations where access is restricted. This does not involve Belimo per se, but is
necessary to preserve structural integrity and/or fire resistance of structure. If supports or
sheet rock are modified, permit and inspection are required.
7. A metal adhesive tag is sent for each actuator in all shipments to NYC and this instruction
sheet accompanies any such shipment. For any actuators installed without Belimo’s
knowledge in the past, tags are available free.
Note many replacements are quite clearly straightforward. It is the older and less
common replacements that need some research before action.
