Luring the month of i)ecember, there was a consioerable increase
number of new cases of recorded unemployment among insured persons.
Initial and renewal claims for Unemployment Insurance Benefit received
:iring the month totalled 175,040, compared to 122,603 claims in November,
rn-i 1,218 in December 1950.

Total claimants on the live Unemployment Insurance Register the
1et %orkine day of the current month numbered 287,819 (213,657 males and
74,162 females), as egainat 186,833 (127,237 males and 59,596 females) on
November 30, and 202,31.5 (159,267 males and 43,078 females) on December 30,
1950. Of the December 1951 total, 238,950 (184,820 males and 54,130 females)
were ordinary claimants, 40,685 (22,713 males and 17,972 females) were on
short time and 8,184 (6,124 males and 2,060 females) were claiming supplomentary benefit (see Table B').
Adjudicating centres disposed of 148,219 initial and renewal
claims, of which 116,637 were entitled to benefit and 31,582 were not
entitled. Initial claims disallowed numbered 19,713, while 14,841 diaualifications were imposed (including 2,712 on revised and 260 on supplementary benefit claims.) Chief reasons for cisqualification were :
"voluntarily left employment without jtst cause", 4,639 cases; "not
:nemployedC, 4,388 cases; and "1os of work due to a labour dispute",

A total of 87,739 persons commenced the receipt of benefit on
etther initial or renewal claims during the month, compared to 67,861 1at
rr.onth :fl(l (9,870 one year a go.
The amount of $6,923,194 were paid in respect of 2,680,987
ccnpenste.d unemployed days during December, in comparison with $5,107,466
for 2 ,033,423 days in November and $5 0 308,818 for 2,192,851 days in December
1950.
Diring the week of Dec. 29 to Jan. 4, 152,269 persons received
Ienefit payments amounting to $2,232,209 for 852,687 unemployed days. For
the week of Nov. 24 to 30, $1,327,648 were paid to 97,51l beneficiaries
in respect of 523,61.8 unemployed days, while during the week of Dec. 30
to Jan. 5, one year ago, benefits amounting to $1,431,588 were paid to
101,918 persona in respect of 583 2 743 unemployed days.
The average daily rate of benefit for the week of Dec. 29, 1951
J, 1952, was $2.62, compared to $2.54 for the week of Nov. 24 to
30, Jn(I.45 for the week of Dec. 30, 1950 to Jan.1951.

The procedure for handling Supplementary Benefit Claims this
year is unchanged from last year. However, under Section 87 D(c) of the Unemployment Insurance Act, Class 3, which contained speciel provision for
payment of Supplementary Benefit to persons with a record of employment in
lumbering and logging, is inoperative as of March 31, 1951. (Lumbering and
logging, insurable in B.C. as of August 1, 1946, was made insurable elsewhere in Canada as of April 1, 1950). Class 4 is not at present applicable,
since there has been no extension of coverage within the past year. There-
fore, Supplementary Benefit applies at the present time only to persons in
Classes 1, and 2, i.e. parsons whose benefit years have terminated since the
preceding March 31st, and persons who failed the statutory conditions since
the preceding March 31, respectively. Benefits are payable commencing
January 1.
Tables A', B' and Dt, present data respecting supplementary
benefit claimants for this year and for one year ago. In addition, Tables
C and E (pp 4 and 6) refer to both Regular and Supplementary Benefit
claimants.

parmi les personnes assures, a augment4 de façon marque. Les rc1aniatioris initiales at reriouve1es de prestetions d'asaurance-ch6rnege reçuea
durant le mois se chiffraient pr 175,040, en comparaison de 122 2 603 on
novembre et 134,218 en dcembre 1950.
La total des rc1aniants inscrita au registre actif de l'assurance-..
ch2gnage su ciernier jour ouvrable du mois s'élevait k 287,819 (2)3,657
honune8 et 74,162 femine), contre 186,833 (127,237 hommes et 59,596
femmes) 1. 30 novembre et 202045 (159,267 hommes et 43,078 ftmnie) le
30 dcembre 1950. Stir le total de dcembre 1951, 238,950 (184,820 honunes
et 54,130 femmes) 6taient des rc1arnants ordinsirea, 40,685 (22,713 hommes
et 17,972 femmes), des réclwnants court terine et 8,184 (6,124 hommes
at 2,060 femines), des rc1aments de is prestation suppl4mentaire (voir
le tableau B').
Stir un total de 148,219 dcisiona enregistres (pour rc1amations initiales et renouve1es) 116,637 ont 4t4 considérüs comme donnant
droit Is prestetion et 31,582 comma n'y dormant pea droit. Lez r4clamations initiales rejet4es se chiffreierit pr 19,713 et lea reclamations
exclues, per 14,841 (y compris 2,712 rCclamations revises et 260 rCclarnations de prestntions suppiementaires). Voici les principales raison
d'inadmissibilite : "emploi quitto6 volontairement sans juste cause", 4,639
cas; non en chmage", 4,388 cas; et "perte de trrvail due I tin diffCrend

prestetione suppleinentairee est la uime qu'en 1951. Toutefois, cous l'article
27 D(c) de is loi stir l'aseurartce-ch&mage, catégorie 3, lacuefle contenait
des dispositions spécielee concernant le verseiaent de preatationa aupplémentaires au.x pereonnes syant été employees, dens le debit et it exploitation dee
bois, demeure inopérante depuis le 31 mars 1951. (Le debit et 1' exploitvtion
des bois sont des occupations aseurables depuis le ler aot 1946 an ColombieBritannique et aepuis ie ler avril 1950 dana le reste du Canada). Lee dispositions relatives is catégorie 14 ne sont pas actuellement appliquées,
puisque is portée de is loi n'a pee été étendue su cours de l'année dernire.
En consequence, is prestation supplémentaire ne vise prCsentement cue lee
personnes de is catCgorie 1 et de is. catégorie 2, Eoit respectivement lee
personnes dont l'année de prestation s'est terminée depuis le 31 marc et les
persoTmes qul ti'ont pas satiefait aux conditions statutaires depuis le 31 mars
prCce'dent. La preetation est payable compter du icr janvier.
