AVANT-PROPOS
As a forerunner to this publication, county
and census division estimates for post-censal
years have been published by DBS for 1967 and
1968. The first report, which was released in
1968, contained estimates for June 1, 1967 along
with the detailed exposition of the methodology
adopted for each of the provinces. The subsequent
report on estimates for June 1, 1968 was released
in 1969 (Catalogue No. 91-206). The above reports
were prepared by the Regional Statistics, Research
and Integration Staff of DBS.
Avant le present numero, le B.F.S. a dela publie
des estimations par comte et par division de recensement pour les annees postcensitaires 1967 et 1968.
Le premier bulletin, publie en 1968, contenait des
estimations se rapportant au ler juin 1967 ainsi qu'un
exposé detaille de la methodologie employee pour
chacune des provinces. Le deuxieme, publie en 1969,
renfermait les estimations de la population en date
du ler juin 1968 (numero de catalogue 91-206). Ces
deux bulletins ont ete rediges par le Service des statistiques regionales (recherche et integration) du
B.F.S.
The present report provides the estimates for
June 1, 1969 and is prepared by the Estimates
Unit of the Population Estimates and Projection
Section, Census Division. The methodology and
the techniques followed in the estimating procedures are the same as in earlier publications. A
review of the methodology in respect of each
province is envisaged after the 1971 Census
counts are available with a view to effect suitable
changes.
Le present numero renferme des estimations se
rapportant au ler juin 1969 et a ete etabli par la
Sous-section des estimations, Section des estimations et des projections demographiques, Division du
recensement. La methodologie et les techniques utilisees pour les estimations sont identiques a celles
des annees anterieures. On projette de reviser la methodologie utilisee pour chaque province, une fois
que les resultats du recensement de 1971 seront connus, dans le but d'apporter les changements appropries.
POPULATION ESTIMATES FOR COUNTIES AND
CENSUS DIVISIONS
ESTIMATIONS DE LA POPULATION PAR COMTE
ET PAR DIVISION DE RECENSEMENT
The present report contains estimates for 223
counties and census divisions. The only change
from the 1968 report is the amalgamation, in
Ontario, of the counties Lincoln and Welland into
Niagara county. The estimates are provided for all
the provinces in Canada except Yukon and Northwest Territories.
Ce bulletin contient les estimations pour 223
comtes et divisions de recensement. Le seul changement par rapport a 1968 est le fusionnement, en
Ontario, des comtes de Lincoln et de Welland en
celui de Niagara. Les estimations portent sur toutes
les provinces du Canada, mais ne tiennent pas compte
du Yukon ni des Territoires du Nord-Ouest.
The estimates refer to the population as of
June 1, 1969. This date coincides with the date
of decennial and quinquennial censuses as well
as the date of annual post-censal estimates of
population for Canada and the provinces. The total
population of all the counties and census divisions within a province equals the estimate for
that province produced by the Census Division.
Les estimations visent la population au ler juin
1969. Cette date coincide avec celle des recensements decennal et quinquennal de meme qu'avec celle
des estimations postcensitaires annuelles pour le
Canada et les provinces. La population totale des
comtes et divisions de recensement d'une province
est egale a l'estimation de la population de cette
province etablie par la Division du recensement.
The methodology of estimation has been the
same as in the earlier years 1967 and 1968. The
1967 report (Catalogue No. 91-206) gives the
detail accounts of methodology in respect of each
province. The data base for the estimates consists of the 1961 and 1966 Censuses, annual data
series of assessment records, school enrolment,
births and deaths.
Il n'y a pas eu de changement de methodologie
depuis les estimations de 1967 et de 1968. La methodologie utilisee est exposee de fawn detainee dans
le bulletin de 1967 (numero de catalogue 91-206). Les
estimations sont fondees sur les resultats des recensements de 1961 et 1966, sur les series statistiques
annuelles se rapportant aux roles d'imposition, sur
les effectifs scolaires et sur le nombre de naissances
et de deces.
As has been emphasized in the earlier reports,
the figures provided in this report are estimates
and therefore should not be construed as having
the same reliability as population counts from the
census. Though the estimates have been produced
by well-established and tested statistical procedures, important differences do occur among provinces; this is partly due to the varying quality
of the symptomatic series data available from
each of the provinces which form the basis of
estimation.
Comme it a deja, ete souligne dans les bulletins
precedents, ces chiffres sont des estimations et ne
presentent done pas la meme fiabilite que ceux du
recensement. Bien que les estimations soient produites par le moyen de methodes statistiques reconnues et eprouvees, it existe des differences notables
entre les provinces; cela est en partie attribuable
la quality variable des series statistiques symptomatiques sur lesquelles sont fondees les estimations de
chaque province.
In conclusion, it may be said that, though
successful effort has been made to achieve a high
degree of accuracy and reliability in estimating
the population of most of the counties and census
divisions, it is not improbable that a few cases
of poor estimates could occur. It is rather difficult
to pinpoint which of the counties fall into such a.
category of poor estimates. The user could find
some clue to this from earlier reports (1967 and
1968). The 1971 Census, however, will provide
the necessary bench-mark to review the estimates
and effect necessary changes.
Enfin, it y a lieu de mentionner que, meme si
l'on a fait un effort particulier pour etablir des estimations tres precises et tres fiables pour la plupart
des comtes et divisions de recensement, it n'en demeure pas moins qu'il peut arriver que certaines estimations soient moins precises. Par ailleurs, it est
assez difficile de determiner quels comtes sont alors
en cause. Les utilisateurs de statistiques pourront
trouver quelques explications dans les bulletins precedents (1967 et 1968). Toutefois, le recensement de
1971 fournira les points de repere necessaires pour
reviser les estimations et pour effectuer les changements appropries.
