university financial statistics for the period 1979-80
to 1981-82. Statistics for previous years are
available in Statistics Canada's publication Decade of
Education Finance, Catalogue 81-560. A standardized
time series starting In 1972-73 on university revenue
and expenditures is also available from the Education,
Science and Culture Division of Statistics Canada.

• University expenditures rose by 13.1% in 1981-82 to
reach $4.5 billion, or 1.4% of Gross National
Product.

Provincial governments are the main source of university funding. From 1979-80 to 1981-82, the proportion of university income contributed by provincial
governments decreased slightly from 70.9% to 68.4%.

Federal government grants are mainly earmarked for
university research. In 1981-82, these grants accounted for almost 60% of the funds received by universities for this purpose; of the remainder (37%), half
came from provincial governments and half from gifts
and non-government grants.

On the national scale, the breakdown of operating
expenditures maong the various function remained
fairly stable from 1979-80 to 1981-82. In 1981-82, the
breakdown was as follow: 56.7% for instruction, 13.7%
for sponsored research, 11.2% for physical plant, 7.1%
for administration, 5.6% for libraries, 3% for student
services and 2.6% for computing. These proportions
varied from province to province. For example,
universities in Saskatchewan devoted almost 70% of
their operating budget to instruction compared with
approximately 50% in Prince Edward Island and New
Brunswick.

Universities in Ontario and Quebec are responsible
for more than 65% of all sponsored research expenditures in absolute terms (40.4% and 26% respectively).
In 1981-82, Alberta universities posted the largest
increase in sponsored research expenditures (46%)
compared with approximately 20% on the national scale.

In Nova Scotia, administration costs accounted for
11.1% of university operating budget compared with
7.1% on the national level. For the second year in a
row universities in this province experienced the
largest increase of administration expenditures (22.8%
in 1981-82 and 25% in 1980-81).

The analysis of university operating expenditures
by type reveals that in 1981-82, 76.4% of the total
budget was allocated to salaries and fringe benefits:
40.7% for academic and research atsff, 28.3% for other
occupational groups and 7.4% for fringe benefits.
Alberta and Nova Scotia universitiem saw their
salaries and fringe benefits expenditures increase by
18.4% and 17.9%, the largest increases in 1981-82. By
contrast, they rose by 11.5% in New Brunswick.
