• In October 1989, the total number of beneficiaries
(including all persons qualifying for regular and
special unemployment insurance benefits) stood at
847,000, down 1 .6% from the same month a year
earlier. For the same period, the number of male
beneficiaries decreased 1 .8% to 404,000, and the
number of female beneficiaries declined 1.5% to
442,000.

• Benefits paid during October 1989 totalled $828

increase is in part explained by the greater
number of working days available to process
claims in October 1989, compared with the same
month a year ago. Since the start of 1989,
payments to beneficiaries amounted to $9,655
million, up 7.0% from the same period last year.
The increase in the year-to-date benefits is
attributable to a 6.5% rise in the average weekly
payment to $214.52 and increase in the number of
benefit weeks of 0.5% to 45.0 million.

Benefits paid, number of benefit weeks, and
number of claims received, relate to a complete
calendar month. It should be noted that these data are
affected by the number of working days available
during the reference month to process claims and to
pay benefits. In making short-term comparisons it is
not uncommon to observe different trends between
these data and the number of beneficiaries.

and, generally, are not subject to revisions. Starting
with January 1987, the Census Division beneficiaries
data (Matrixes 5708-5717) have been tabulated
according to the 1986 Standard Geographical
Classification.

Monthly unemployment insurance statistics are
olso available on CANSIM: Matrices 26 (series 1.6),
5700-5717, 5735, and 5736. The last two matrices are
new: they contain monthly data, starting in January
1984, on beneficiaries by sex and Census Metropolitan
Areas (CMA) or Census Agglomerations (CA).

NOTES
The Average Weekly Payment is calculated by
dividing the "gross amount" by the "number of
weeks paid". The "gross amount" includes benefits
previously paid, income tax deductions and lumpsum payments. Because the "gross amount" is not
adjusted, the calculated Average Weekly Payment
can exceed the maximum benefit level. If this
occurs the average is reduced to the applicable
maximum weekly benefit.
Les prestations hebdomadaires moyennes sont calculees

"Persons Covered by Unemployment Insurance"
include all persons for whom there exists an
employer-employee relationship, excepting workers
who are 65 years of age or over and low earners.
The monthly estimates are derived by adding to the
"employed paid workers", as measured by the
Labour Force Survey, the strength of the Armed
Forces and the number of beneficiaries. The annual
data are estimates of persons who, during the year,
contributed towards the unemployment insurance
program.
