in regular benefits, down 5.2% from the previous
month. This is the lowest level since November
1989.

In 1994, $15.8 billion was paid to UI claimants
(including regular and special benefits), 13.7%
lower than in 1993. Benefits have been
decreasing since 1992 when a record $19.3
billion was reached. It is expected that there will
be a surplus in the UI fund in 1994. There has
been a deficit in the fund for the last three years,
the largest occurring in 1991.

There are several reasons for the expected
surplus in 1994, including: the decline in the
number of beneficiaries, a reduction in the benefit
rate (as of July 1994) from 57% to 55% of
insurable earnings for most new claimants,
increased contributions to the UI fund due to the
improved employment situation, an increase in
the premium rate from $3.00 to $3.07 per $100 of
insurable earnings, and a revision of the
maximum weekly insurable earnings from $745 to
$780.

The number of Canadians receiving regular
unemployment insurance benefits declined a
further 5.1% to 800,000 between November and
December 1994. The number of beneficiaries has
been declining steadily since mid-1992 when 1.2
million people received regular UI benefits. Since
the peak in July 1992, the drop has been 33.4%.

Except for a slight increase (+0.4%) in Prince
Edward Island, the number of beneficiaries
declined in every province and territory in
December. Compared with December 1993, there
were decreases in all provinces and territories.

The decline in the number of beneficiaries in
1994 reflects gains in employment as recorded
by the Labour Force Survey. Another factor may
be the rising level of long-term unemployment
(those looking for work for more than a year).
There has been a large increase in the number of
long-term unemployed since 1990. This suggests

from a month earlier to 250,000. However, this
was still down 9.4% from December 1993. For all
of 1994, 3.0 million people (unadjusted) filed
applications (claims) for UI benefits, down 9.9%
from 1993.

The number of beneficiaries represents a Count of
persons who qualified for unemployment insurance
benefits during the Labour Force Survey reference
week, usually containing the 15th day of the month.

Benefits paid, number of benefit weeks, and
number of claims received, relate to a complete
calendar month. It should be noted that these data
are affected by the number of working days available
during the reference month to process claims and to
pay benefits. In making short-term comparisons it is
not uncommon to observe different trends between
these data and the number of beneficiaries.

according to the 1986 Standard Geographical
Classification.

The Average Weekly Payment is calculated by
dividing the "gross amount" by the "number of
weeks paid" except for Training and Selfemployment Assistance benefits where the amount
related to Course Costs and Project costs are
excluded. The "gross amount" includes benefits
previously paid, income tax deductions and lump
sum payments. Because the "gross amount" is not
adjusted, the calculated Average Weekly Payment
can exceed the maximum benefit level. If this
occurs the average is reduced to the applicable
maximum weekly benefit.

number of beneficiaries. The annual data are
estimates of persons who, during the year,
contributed towards the unemployment insurance
program.
