The number of Canadians receiving regular UI
benefits advanced 0.9% to 747,000 in November. The
trend for the number of beneficiaries has been increasing
for 6 consecutive months. Even with this latest increase,
the number is still below what it was at the beginning of
the year. The recent change is in agreement with the
Labour Force Survey which showed a decline in the
number of employed.

prestations ordinaires d'assurance-chomage s'élève a 747, 000
bénéficiaires soit une augmentation de 0,9%. Durant les 6
derniers mois Ia tendance du nombre de bénéficiaires est a Ia
hausse. Malgré cette dernière hausse, le nombre de bénéficlaires
demeure inférieur a ce qui a été enregistre au debut de I'année.
Cette variation s'apparente aux résultats de l'enquete sur Ia population active qui enregistre une baisse du nombre demployés.
Canadians received $999.3 million (unadjusted) in
UI benefits (including regular and special benefits) in
November, down 11.2% from November 1994. Comparing the same month in previous years, this was the lowest
amount since November 1989, when $862.2 million was
paid. For the first eleven months of 1995, Canadians
received $12.6 billion in UI benefits, down 13.8% from the
same period last year.

In November, 264,000 individuals submitted applications (claims) for unemployment insurance benefits, up
1.5% from October. Compared to November 1994 when
244,000 claims were filed, this is an increase of 7.9%. On
an unadjusted basis, for January - November 1995,
2,783,000 people submitted claims, 3.9% higher than
during the same period last year.

The number of beneficiaries represents a count of
persons who qualified for unemployment insurance
benéf its during the Labour Force Survey reference week,
usually containing the 15 day of the month.
Le nombre de bénéficiaires représente 'ensemble des
personnes admissibles aux prestations d'assurance-chomage
pour Ia semaine de référence de l'enquete sur Ia population active
qui comprend habituellement le 1 5e. jour du mois.
Benefits paid, number of benefit weeks, and number
of claims received, relate to a complete calendar month.
It should be noted that these data are affected by the
number of working days available during the reference
month to process claims and to pay benefits. In making
short-term comparisons it is not uncommon to observe
different trends between these data and the number of
beneficiaries.

prestations et le nombre de demandes reçues sont des données

For beneficiaries, preliminary data are shown for the
two most recent months. All other data are final and,
generally, are not subject to revisions. Starting with
January 1987, the Census Division beneficiaries data
(Matrices 5708-5717) have been tabulated according to
the 1986 Standard Geographical Classification.

Monthly unemployment insurance statistics are also
available on CANSIM: Matrices 26 (series 1.6), 57005717, 5735, and 5736. The last two matrices are new;
they contain monthly data, starting in January 1984, on
beneficiaries by sex and Census Metropolitan Areas
(CMA) or Census Agglomerations (CA).

The Average Weekly Payment is calculated by
dividing the "gross amount" by the "number of
weeks paid" except for Training and Selfemployment Assistance benefits where the
amount related to Course Costs and Project costs
are excluded. The "gross amount" includes
benefits previously paid, income tax deductions
and lump sum payments. Because the "gross
amount" is not adjusted, the calculated Average
Weekly Payment can exceed the maximum benefit
level. If this occurs the average is reduced to the
applicable maximum weekly benefit.

report include all claimants who received benefits
for the Labour Force Survey reference week,
usually containing the 15th day of the month. The
annual number represent unduplicated counts of
all persons who, during the course of a calendar
year, received unemployment insurance benefits.

number of beneficiaries. The annual data are
estimates of persons who, during the year,
contributed towards the unemployment insurance
program.
