EN 1960
In 1960, certificates of Canadian citizenship
were granted to 62,378' persons. This was 12 p.c.
less than the 71,280 certificates granted in
1959 and 26 p.c. less than the 84,183 granted in
1958. In 1957, certificates were obtained by
95,462 persons. Fifty-seven p.c. of the persons
naturalized in 1960 resided in Ontario, while 60
p.c. of those naturalized in 1959 resided in that
province. Quebec's representation increased to
16 p.c. in 1960, back to what it had been in 1958
after dropping to 14 p.c. in 1959. In 1960 and
1959 ten per cent resided in British Columbia,
in 1958, 11 p.c. The Prairies had 15 p.c. in 1960
and 1959, and 16 p.c. in 1958. The Atlantic Provinces consistently have contributed one per cent.

Only 17.3 p.c. of the persons granted Canadian citizenship in 1960 lived in rural areas,
whereas around one-third of the Canadian population reside in rural areas according to the latest
figures available from the 1956 Census. Of the
51,480, or 82.7 p.c. who were urban residents,
38,187 (61.3 p.c.) lived in metropolitan centres
of 100,000 and over, 4,334 in centres of 30,000
to 99,999 population, and 8,959 in centres of
1,000 to 29,999. These figures indicate the urban
character of post-war immigration to Canada.

Males accounted for 57 p.c. of all persons
granted certificates of citizenship during 1960.
The total population of Canada is more evenly
divided as between the sexes, 50.7 p.c. being
males. However, the 1951 Census showed that
57 p.c. of the 441,490 persons owing allegiance
to a country other than Canada were males, and
of the million immigrants coming to Canada in the
period 1950-1956, about 55 p.c. were males.

The age group 25-64 accounted for 42,373
or 68 p.c. of the persons granted Canadian citizenship during 1960. Only 44 p.c. of the estimated
population of Canada in 1960 was in this age
group. Among the new citizens, the age group
under 15 accounted for 13 p.c. of the males and
15 p.c. of the females; the age group 15-24 for
16 p.c. of males and 17 p.c. of females; the age
group 25-44 for 53 p.c. of males and 49 p.c. of
the females; the age group 45- 64 for 16 p.c. of
males and 17 p.c. of females; and the group 65
years and over for 2 p.c. of both males and
females. This distribution is fairly similar to the
age distribution of recent immigrants in Canada.
Among the million immigrants who had arrived in
Canada in the last 7 years 22 p.c. were in the
age group under 15 for males and 23 p.c. for
females; 27 p.c. in the age group 15-24 for both
sexes; 42 p.c. of males and 39 p.c. of females
between 25-44; 7 p.c. of males and 10 p.c. of
females in the age group 45-64; and 1 p.c. of
males and 2 p.c. of females were 65 and over.
Detailed data on ages of the persons naturalized
in 1960 are shown in Table 4.

ans, 22 p. 100 du sexe masculin et 23 p. 100 du sexe

Of the 35,252 males naturalized in 1960,
20,288 or 58 p.c. were married. The wives of
2,602 or 13 p.c. were Canadian citizens by birth,
and the wives of 991 or 5 p.c. had been naturalized
previously. In the case of 9,617 married males,
or 47 p.c., both husband and wife were naturalized
at the same time, while 7,078 or 35 p.c. had wives
who owed allegiance to a country other than
Canada. There were 17,923 married women among
the persons naturalized in 1960. As already stated,
9,617 or 54 p.c. of the wives were naturalized at
the same time as their husbands. The husbands
of 1,474, or 8 p.c., were Canadian citizens by
birth; the husbands of 5,430, or 30 p.c., had been
naturalized previously; while the husbands of
1,402, or 8 p.c., still owed allegiance to other
countries. The higher percentage (35 p.c.) of
married men with spouses not owing allegiance
to Canada as compared to the 8 p.c. of married
women whose husbands were not Canadian
citizens, is due to the fact that a considerable
number of wives immigrated to Canada after their
husbands and some were not residents in Canada
at the date of the husband's application for
citizenship, and thus had not established residence requirements for citizenship. Among the
former citizens of China granted Canadian
citizenship in 1960, 94 p.c. had wives who were
not Canadian citizens, as had 90 p.c. of former
citizens of Portugal, 69 p.c. of the former citizens
of Italy, and 68 p.c. of former citizens of Greece.

Almost 20 p.c. or 12,320 of the 62,378 persons granted Canadian citizenship in 1960 had
formerly been citizens of Germany, and 10,723
or 17 p.c. had been citizens of Italy. This was
slightly less than the 13,387 citizens of Germany
and 11,484 citizens of Italy naturalized in 1959.
The greater number of former citizens of these
two countries becoming Canadian citizens in the
last few years reflects the resumption of immigration from these countries around 1951. Slightly
over 14 p.c. of persons naturalized in 1960, or
8,920, were former citizens of the Netherlandsin 1959 the figure had been 10,395. British Commonwealth countries fell to 9,411 in 1960 from
9,571 in 1959. Canadian citizenship was granted
to 3,528 citizens of Poland, compared with 4,678
in 1959 and 8,006 in 1958. Naturalization of
citizens of Russia fell to 2,305 from 3,215 in 1959
and 5,076 in 1958, and for citizens of the former
Baltic countries - Estonia, Latvia, and Lithuania to 1,711 from 2,497 in 1959 and 3,871 in 1958.
Fewer former citizens of China were naturalized
in 1960, 347 as compared to 1,318 in 1959 and
2,058 in 1958. (For this report the country of birth
data has been used in assigning the former citizenship of 1,885 persons who declared themselves
stateless at the time of applying for Canadian
citizenship, since it is likely that in a large
majority of cases country of birth and former country of allegiance would correspond.)

1958. Moins de Chinois ont ete naturalises en 1960,
soit 347 contre 1,318 en 1959 et 2,058 en 1958.

In 1960, of the 62,378 persons naturalized,
59,842 or 96 p.c. had immigrated to Canada since
1946,-13 p.c. in the period 1946 -1950, 78 p.c. in
the period 1951-1955, and 5 p.c. (mainly minor
children, many of whom did not require five years
residence to acquire Canada citizenship) in the
period 1956-1960. The period of arrival varied
considerably according to what country of former
allegiance was reported. While less than 1 p.c.
of all persons naturalized in 1960 immigrated
before 1921, 25 p.c. of the former citizens of
China, 23 p.c. of the former citizens of United
States, and 17 p.c. of the former citizens of Japan
had arrived in Canada before that year. Just over
2 p.c. of the persons becoming Canadian citizens
in 1960 had arrived in Canada in the period 19211930, while 27 p.c. of the former citizens of
Japan, around 21 p.c. of the former citizens of
Sweden, and 18 p.c. of former citizens of Norway
and Finland had arrived during that period. Less
than 1 p.c. of the persons naturalized in 1960
had immigrated to Canada in the period 1931 to
1945, however,around 12 p.c. of the former citizens
of United States, Japan and Czechoslovakia had
arrived in Canada during that period. While 13
p.c. of all persons becoming Canadian citizens
in 1960 had arrived in the years 1946 -1950, the
percentage was as high as 52 p.c. for former
citizens of Lithuania, 33 p.c. for former citizens
of Poland and 30 p.c. for U.S.S.R. Over threequarters (78 p.c.) of all those naturalized in 1960
had arrived in the period 1951-1955, whereas
about 91 p.c. of the former citizens of Germany,
89 p.c. of Austria, 87 p.c. of the Netherlands and
84 p.c. of Italy and France had arrived in that
period. Persons coming to Canada in 1956 -1960
contributed about 5 p.c. (mainly minor children)
of all naturalizations in 1960, but 30 p.c. of the
former citizens of China had immigrated during
this recent period.

About 80 p.c. of males granted certificates of
Canadian citizenship in 1960 (28,138 out of
35,252) were in the Canadian labour force; 11 p.c.
were children under working age; while others
with "not stated" classifications were probably
students, although not so reported. Among males
in the labour force naturalized in 1960, manufacturing and mechanical occupations were reported by 28 p.c. or 7,876; 15 p.c., or 4,273 were
employed in construction occupations; 12 p.c.,
or 3,489 were labourers (not in primary industries);
9 p.c. in professional occupations, and 8 p.c. in
service occupations. Agricultural occupations
accounted for 6 p.c., clerical, proprietary and
managerial, and transportation and communication
occupations accounted for 5 p.c. each. Among
females naturalized in 1960, 51 p.c. were homemakers, while 13 p.c. were children under 14
years of age. Only 28 p.c. (7,567) were in the
Canadian labour force, mainly in clerical (2,266),
manufacturing and mechanical (1,951) and service
occupations (1,822). There were 744 professional
workers among the women who received Canadian
citizenship in 1960.
