16-5297 / AMENDMENT #1 / Seed Potato Soil Sampling and Processing
Amendment #1 issued to: answer a clarifying question and extend the bid due date to February 3, 2016.
If this amendment is not returned, it shall be assumed your original bid meets all conditions of the amendment.
All other terms and conditions remain the same. If needed, please revise and submit your bid accordingly.

SECTION #3: RFB PROCESS INSTRUCTIONS
3.1
Clarifications and/or Revisions through Designated Contact:
All communications and/or questions in regard to this request must be in writing and must reference the bid
number. Bidders are encouraged to FAX or e-mail written questions to the Agent. Verbal questions, when
permitted, must be directed to the Agent.
If a Bidder discovers any significant ambiguity, error, conflict, discrepancy, omission or other deficiency in this
RFB, they have five (5) business days after the bid issue date and time to notify, in writing, the Agent at the (email
preferred) address shown below of such error and request modification or clarification of the RFB document.

If a Bidder fails to notify the Purchasing Office of an error in the RFB document which is known to the Bidder, or

time by reason of the error or its later correction.

Term of Contract
The initial term of this contract shall be March 1, 2016 through February 28, 2019, This contract will be
automatically renewed for two additional one-year terms, unless Purchasing is notified, in writing, by the Contractor
with 90 calendar day notice; or purchasing notifies the Contractor, in writing, (30) calendar days prior to expiration
of the initial and/or succeeding Contract term(s). Such renewal will be by mutual agreement of University and the
Contractor(s).
3.4
Proprietary Information:
Any information contained in the Bidder’s response that is proprietary must be detailed separately on form DOA3027. Marking of the entire response as proprietary will neither be accepted nor honored. The University cannot
guarantee that all such material noted remains confidential, particularly if it becomes a significant consideration in
contract award. Information will only be kept confidential to the extent allowed by State of Wisconsin Public

QUESTION AND ANSWER FOR 16-5297
(SEED POTATO SOIL SAMPLING AND PROCESSING)
Question 1:
Attachment B: Specifications - 4 says "One hundred sixty samples must be taken per acre... 160 cores is
considered 1 sample."
If I understand this at face value, it is saying that we must pull 160 cores 160 times per acre. 160x160=25,600
cores per acre. Surely this is a typo, and only one sample is required per acre, but I want to be certain. Can you
please confirm the number of cores and corresponding number of samples required per acre?
Answer 1:
We are utilizing Sampling Method B: on page 13 of 19 found in the "Guidelines on
Surveillance and Phytosanitary Actions for the Potato Cyst Nematodes Globodera rostochiensis and Globodera pallida (7
May 2014)” https://www.aphis.usda.gov/plant_health/plant_pest_info/nematode/downloads/potato_guidelines.pdf
From page 13:
1. Method B:
o  Sample the entire field in a fixed grid pattern.
o  Minimum of 5,000 cc soil/ha (5 lb or 2,000 cc soil/acre).
o  Minimum of 400 sampling points/ha (160points/acre).

o  Maximum grid cell size of approximately 30m (36yd ).
o  For hand sampling,the length of a grid cell should not be greater than 2.5 times the width.
o  For rectangular-shaped gridcells,the longest dimension should be parallel to the direction
of cultivation.
