Background and Uses
Why Scanners?
Communications monitoring has been a hobby, business and a function of government ever since radio was
first developed. Scanners, also known as Police Scanners, which were developed in the 1960s and quickly
blossomed in the '70s, allow multiple public safety communications channels to be rapidly "scanned" or
checked for activity (public safety transmissions are not continuous - unlike AM-FM and TV broadcasts).
The timing of the invention of the scanner could not have been better. Civil unrest in the U.S. at the time, as
well as a general interest in learning more about local police and fire operations, helped grow the business.
Soon police departments were using scanners to supplement their two-way radio systems; volunteer firefighters began using scanners to monitor their department's radio traffic; reporters were using scanners to
get their stories; and radio hobbyists were using scanners for the challenge and fun of monitoring radio
communications systems.
Today scanners serve the same purpose law enforcement, the news media and radio buffs, and for average
Americans who, concerned for their personal and neighborhood safety, for reasons of crime, or more importantly today, terrorism, want to stay informed.
Key users and uses of scanners include:

Patrol cars and dispatch centers use scanners to monitor, and cross-communicate with, neighboring police

APCO-25 digital decoding. Many public safety agencies around the country
have gone to P-25 digital radio systems and with the 796 you can hear and

The scanner continues Uniden’s long and distinguished tradition of offering robust,
easy-to-operate and easy-to-afford base scanner designs. The BC898T is a significant advance over its predecessor. The scanner offers Motorola, EDACS and LTR
trunking now and the radio can scan multiple trunking banks and conventional
frequencies all at the same time. What made the old 895 special (besides being the first base TrunkTracker) was its outstanding
receiver. The 898T maintains its high sensitivity and very good selectivity. You’ll be amazed with what you can hear. There’s much
more that we really like about this scanner: Instant PL/DPL sub-audible tone detection! All you can say is Wow when you see how
fast this scanner decodes tones (see the end of this catalog for our FAQ on tones); Standard DB-9 serial PC interface port; Large

One of our all-time favorite scanners unfortunately is no longer available. The 780
was the scanner that set the standard for all future base/mobile Trunktrackers to
come. It was a sensation when it debuted and it continues to be highly prized. We
continue to include it in our catalog in the off chance that some unsold units will be
found. What makes this radio so special when the 785 and 796 have more capacity and digital capability? A few things: The display of the 780 provides more information than its successors do to its icon + full dot-matrix design. Also, the design
of the serial port on the back of the radio allows accessories (see our custom
products on page 42) to be utilized; we also can offer our remote head as well as
an internal power-pack with this scanner. An all-around great radio.

The all-new BearTracker BCT8 is a significant upgrade over the 7 in many ways,
foremost of which is the addition of Uniden's unmatched TrunkTracker III technology. With so many state police and highway patrol agencies using trunking technology, the BCT8 is a must for anyone who has one of the earlier BearTrackers as well
as anyone who wants the lowest-cost TrunkTracker base or mobile scanner (it's a
great buy). (Note: There are some states such as MI, DE and NH where the State Police
use digital radio systems. You'll need a BC-785 or 796 for these areas.)
What makes the BearTracker unique is that the frequencies are pre-programmed by state. You simply set the state (using the two-letter state code
display) and off you go! The scanner begins scanning the State
Police/Highway Patrol for the selected state. You can also scan DOT/State
Highway agencies for each state (great for road construction, plowing and
closure reports) or local and county police. Also pre-programmed are railroad,
news media and other service channels. You can also program your own
frequencies and your own trunking systems into the Private banks. This
scanner practically does it all. This is a great base or mobile scanner for the
first time scanner user or the user who doesn’t have the time to spend
programming a scanner.

The BC248 has all the features of the 278 except it does not include the 800 MHz
band or the aircraft band. The scanner also only has 50 channels as opposed to

AOR has created an APCO25 digital decoder for use with receivers that have a 10.7
MHz IF output! It's true! Now you can receive standard (unencrypted) APCO Project 25
digital signals using an ordinary analog receiver that has a 10.7 MHz IF output. The
ARD25 processes the 10.7 MHz signal, converts the digital transmission and sends it to
the internal speaker, or your station speaker. Simply connect the ARD25 and begin listening to APCO 25 digital signals your analog receiver could not previously process.

Receivers that can use the ARD25 include the AOR AR-ONE, the AR8600 and AR5000
series, as well as other receivers and monitors that have a 10.7 MHz IF output port.
Many high quality receivers were "left behind" when some public agencies began to use
APCO Project 25 digital modulation. If your receiver has a 10.7 MHz output port, the
ARD25 can translate those digital signals to intelligible audio. In addition, you can also
channel your receiver's analog output through the ARD25. It will automatically recognize
analog signals and pass them to the ARD25 internal speaker or to an external station
speaker.
Some words of caution - The ARD25 is not effective on systems that use encryption or
digital modulation other than APCO Project 25. It cannot translate signals from receivers
that do not have a 10.7 MHz IF output, as the full channel bandwidth is needed to convert the signal from digital to analog. The ARD25 does not add trunking capabilities to
your receiver. Some jurisdictions may limit the use of devices such as the ARD25.

Uniden Scanners provide a lot of control through the Remote
RS-232C interface. With the SWL IR Remote you can control
scanning, searching, directly enter frequencies, directly select
memory channels, set search limits, and store frequencies into
memories. Uniden does not provide a means to control the
Volume (other than muting the speaker) or Squelch using the
remote interface. You can use the SWL IR Remote in a mobile
application by powering the SWL Remote and the Scanner
from the same 12 Volt DC power source.

It's finally here! After nearly three years of development, the Scanner Master Remote Head
Kit is now available. Mount the front-head of your BC780XLT anywhere in the cab of your
vehicle (on-dash, under-dash, on-ceiling, etc.) with either velcro or use the Uniden-supplied
mounting bracket. The unique Scanner Master beveled-edge design of the front-head
enclosure allows you any number of mounting angles and options. We also supply a metal
plate to cover up the back end of the receiver.
No soldering is required to remote the front head and it takes less than 30 minutes to put
it all together. Five custom-programmed microprocessors multiplex the front head kit
signals back and forth from the receiver itself. There are two included circuit boards for
each end of the kit, all fully constructed and ready-to-go. 14 feet of black Cat5e cable is
supplied to connect the two units, at least 50 feet can be used with no problem, or cut your
own Cat5e cable to just about any length you desire. (Some customers may wish to try
remoting the receiver at their outside antenna in a weatherproof enclosure to negate loss
through their coax cable as they control the radio from the remote head at their desk.)
A separate optional kit (call or e-mail for details) allows you to use the Cat5e cable to also
send the scanner audio to the remote head where a separate 1/4" jack allows you to
connect a speaker locally.
Whether it’s on the top or front of the dashboard, under dash, or on the ceiling of your
vehicle, the 780 Remote Head can be mounted just about anywhere and look incredibly
sharp at the same time.
All the functions and features of every key and control, including Volume, Squelch and VFO
tuning knob, are available on the remote head.
Note: The installation of this kit may void your 1 year Uniden warranty; however, if the
radio for any reason has to go back to Uniden ever in the future, just disconnect the remote
kit within minutes and put the radio back like new. Again, there is no soldering involved. Just
unsnapping and snapping together wiring harnesses along with some screws. Go to our web site for more information on the Remote
Head Kit including a user’s guide to installing the kit and numerous pictures including some from our very satisfied customers.
With so little space in the cabs of trucks and especially cars these days, the Remote Head kit is the perfect way to save space and provide a beautiful, clean installation, at just about any angle and mounting location in your vehicle.

Coaxial Cable
Scanner Master sells high-quality 50 ohm coaxial cable
for your base station scanner antennas. We offer a variety
of cable lengths and connector options. We sell both the
RF-9913/RG-8 coax which does a fine job, as well as the
professional-grade LMR-400 coax which is more
expensive and has lower-loss, particularly at 800 MHz.
LMR-400 cables generally come with one end a BNC
male for connecting to most scanners and one end an N
connector which mates to most antennas. The SkyBand
and other antennas require a PL-259 connector on one
end (which mates to an SO-239, also known as a UHF
Female). Icom and certain other receivers require N’s on
both ends. The 9913 coax cable is not available with a
BNC connector. It is only available with N connectors or
PL259’s, but you can order an adapter (see the above
section) which will connect to the cable and to a scanner.
We do not sell masts, etc. We do carry multicouplers for
splitting one antenna input among multiple radios.

The basic FM Notch filter, FLT201A, is a very useful complement to any monitoring site were VHF and UHF signals are monitored on
a regular basis. It is specially important in metropolitan and suburban areas were FM signals are very strong compared to many other
radio signals. If you’re having a problem monitoring a particular local “scanner” frequency, such as a public safety agency or perhaps
a business band channel, strong RF interference from a nearby FM broadcaster may be the reason. Broadcast signals alone, or in a
combination with other powerful transmitters (such as paging transmitters), can overwhelm a particular frequency or radio band on

The perfect complement to any serious mobile installation! The AutoMute-780 automatically
mutes the audio of the Bearcat 780 whenever you key the microphone of any two-way
transmitter in your vehicle, eliminating feedback during any transmission. The AutoMute-780
also quiets the scanner so audio from the scanner does not muffle or overwhelm your twoway transmission. When you talk on your agency, company, or Ham two-way radio, the 780
mutes thanks to the AutoMute. The device installs in a second. Just plug the tiny black box
into the RS-232c port on the back of the scanner. A short pick-up wire allows the AutoMute
to sense strong nearby RF. The device instantly sends a command to the radio to mute the

The AutoLighter-780 turns the BC-780 display and keyboard backlighting on for every radio
transmission received by the scanner. This serves two purposes. First, it works as a busy
indicator light so that you can be visually alerted to active transmissions. Second, and more
importantly, AutoLight greatly extends the battery-life when using the 780 battery-pack.
AutoLight simply plugs-in to the RS-232C port on the back of the radio and no power
source is required. The microprocessor in the AutoLight is powered through a small amount
of voltage present on one of the pins in the serial port. As soon as a signal is reported
through the serial communications line, AutoLight detects it and sends a command back
through the serial line instructing the radio to turn the backlighting on. AutoLight is the size
of a matchbox and add no depth to the radio beyond the antenna jack depth.

Programming & Consulting
Scanner Programming
Scanner Master offers programming services for scanners purchased direct from us or for scanners that you already own.
Programming may include research into your local frequencies and trunking systems, conversations with you about what you would
like programmed, and then the actual programming of the radio complete with frequencies, alpha tag descriptions, trunking systems,
talkgroup IDs and PL tone codes (for radios that accept these parameters). Low-end radios without these features can be programmed
more quickly and inexpensively. Either way the radio will be ready-to-go when you receive it. The cost for the service is based on radio
used, the number of frequencies and systems being programmed, and the amount of frequency research needed.
This service is for those who do not have the time to program the scanner for their area, or for those buying the scanner as a gift and
who want the radio to work as soon as their friend or loved-one turns the radio on. The service is particularly worthwhile for those who
do not feel up to the technical challenge of determining the correct frequencies and understanding and programming trunked and other
advanced radio systems. The great thing about having Scanner Master do the work is that once the radio is programmed properly you
may never have to touch or worry about programming again.
Note: For those who already have their advanced scanner and a copy of ARC software, Scanner Master can create an ARC data file
and e-mail it for programming so that you don’t need to send your scanner in to have the work done.
Some people say that programming shouldn’t have to cost very much. But to do it right the first time you want it properly researched
and the frequencies properly entered -- specifically for the area that you want to listen to. You don’t want a general dump of frequencies
for your area that’s entered without any thought or check for accuracy. You want a company that stands by its work. Have your

for their area. Some frequencies can be found on the Internet as well. If you still wish Scanner Master to program your local police and
fire department frequencies, the cost is $25 so long as standard “analog” frequencies are used. To monitor the advanced communication systems of many cities and counties however you must have an advanced scanner.
Again, some police and fire departments operate on very advanced trunking and/or digital radio systems. If this is the case you will
need a more advanced, and expensive, scanner. If you’re not technically inclined or interested in spending some time learning how to

Buying Scanners for Security, Information or Enjoyment
Scanners keep you in the know better than the local news, provide a sense of security, and all the while scanners can be a lot of fun
(see the inside cover of this catalog for more details). When buying a scanner for your home, work or as a gift, there are a number of
key points to remember:
Determine the type of radio system your local town and county uses
Most communities still use basic radio systems that can be “scanned” using low-end/inexpensive scanners. A low-end scanner though
will not have the features, such as alpha-tagging (allowing the scanner to display “Chicago Fire” rather than a frequency) or a PC port,
that can be very useful. Your community or region may also use advanced radio systems which will require a more expensive scanner. To learn if the communications in your region require you buy an advanced scanner call us at 781-292-1010 or e-mail with a list

Scanners can seem complicated at first, but the low-end models, in particular, are very easy to use. When buying for personal use or
as a gift, try to keep it simple by programming and listening to the police and fire department for your own community and perhaps
some surrounding communities. Then, as you get more familiar with scanning you can broaden your listening if you desire.
Programming Your Scanner
You must program the local police and fire department frequencies of course before you begin listening. This is akin to entering your
favorite AM-FM radio station, but there are a lot more public safety frequencies to choose from. There are a few ways to go about programming your scanner. First, you can buy one of our frequency guides to program the radios yourself. After reading the scanner
owner’s manual to understand the programming process, you look up the frequencies and the trunking system details in our book and
then enter the information into the radio. Some web sites also maintain this data. The frequency guides offer a wealth of information
on all sorts of public and private entities that use radio including police, fire, EMS, DOT, DPW, fire towers, railroads, utilities, colleges,
malls, auto racing and so much more. If learning the programming process and finding the frequencies doesn’t appeal to you, you can

How far will I be able to listen?
Distance depends on too many factors to provide an easy answer, such as the elevation of your home, whether there are hills or
other obstructions between you and the agency you wish to monitor; the transmitter power of the agency you wish to listen to, etc.
These and other factors all play a part. Generally speaking, with a handheld or desktop scanner you can hear in a 10 to 20 mile
radius, but that's not set in stone.
What is Trunking?
As public safety agencies and businesses grow they require more and more radio frequencies for their operations, consequently
available radio spectrum has become more valuable and more difficult to find. To help resolve this problem, radio manufacturers
developed “trunking” which works on the same principle as a trunk telephone line. Let’s take for an example the city of Worcester,
Massachusetts. This mid-size city used to have two or three frequencies for the police department and two or three for the fire
department as well as one for public works and one for parks. Now, with their trunking radio system, they have upwards of 50 or
100 groups of users on 10 radio frequencies. Here’s a listing of just some of their “talkgroups”:

One of the frequencies in the system is
the “control” or “data” channel, continuously broadcasting a stream of computer
data that sounds like a buzzsaw over the air. Every time a police officer, a firefighter or a sanitation worker presses his microphone
button an instantaneous computer command is sent out to all the other users within that person’s radio group to move to one of the
nine available voice frequencies in the system. The channel the group is assigned is almost completely random so there’s no way
to follow a communication unless you have a trunking scanner that works on a principle similar to that of the actual two-way radio.
Hence, the TrunkTracker. One moment an officer in the police east side traffic division may be calling his dispatcher on one of the
nine frequencies, and seconds later that dispatcher may reply to that officer on a completely different frequency. So now, a small
group of radio users, such as the Water Filtration division, can effectively have their own radio channel. It’s not a frequency per se,
just any one of the 9 available radio frequencies as long as it’s not in use by another talk-group of users.
The two major types of trunking systems are manufactured by Motorola and by M/A-COM (known as EDACS). A popular business
trunking technology is known as LTR. Most, but not all, public safety trunking systems operate on the 800 MHz band. As the technology has evolved over time, each manufacturer has some different flavors of their trunking system. With Motorola you’ll hear about
Type I, Type II and IIi. Type I requires something called a fleet map to work properly (although these systems are gradually being
phased out). EDACS has narrowband, wideband and SCAT. There are a number of LTR style systems, including one known as
MultiNet for public safety (there is no scanner today that can track it) and Passport which is primarily for business communications.
There is also some encryption on these systems which makes it impossible to monitor. All of it sounds very complicated and it can
be, but here we specialize in providing you with the information to make it easier to set up trunking for your area and once it’s done
right it may never have to be touched again. Note: EDACS, MultiNet and Passport are trademarks of their manufacturers.
Trunking systems can be complicated to program for novices (although our Butel software makes programming much easier), but
you’ll find that scanning these trunked systems to be more pleasurable, interesting and informative than ever before. You can hear
both sides of a conversation and you can listen in to just those groups which interest you.

What is Digital and APCO-25 all about?
Just like your cell phone, a digital two-way radio system converts voice into ones and zeros and transmits this data to another radio
which decodes the information so the voice communication (sometime sounding a bit robotic) is heard on the other end. Older public
safety radio systems are often being replaced with the new digital systems. There is no way to upgrade an older or non-digital scanner. You must buy a digital scanner (such as the Bearcat 296 or 796) or a digital-ready scanner (the Bearcat 250 or 785 which accept
a digital card) in order to monitor digital communications.
Digital scanners decode APCO-25 non-encrypted transmissions automatically (encrypted communications cannot be decrypted). A
few agencies operate in encryption full time. There are also a few non-standard digital radio systems that are not monitorable at this
time such as EDACS ProVoice, M/A-COM OpenSky and European Tetra. Many agencies also used MDT’s (mobile data terminals),
the computers in the patrol cars as well as cellular and NEXTEL phones for private communications. These cannot be monitored in
any way.
What are PL and DPL (private line & digital private line) or CTCSS and DCS sub-audible tone codes?
Many scanners have the ability to program both a frequency and a sub-audible tone code (PL/DPL). It’s not required that you use it
but it is recommended if you have the PL/DPL information. As many agencies and businesses share radio frequencies they use these
codes to insure that they only hear others within their department or company. You can do the same. PL helps limit interference by
pre-selecting only those transmissions your most interested in and filtering out unwanted conversations. PL data is not always available but most scanners today provide a method of automatically determining the PL or DPL in use.
Can I listen to cellular phone calls? Can scanners be modified to listen to it?
By federal law monitoring private phone conversations is prohibited. No scanners made in the last 10 years have been capable of
monitoring cell phones or are capable of being modified to do so. Most cellular phones are now TDMA or CDMA digital which is completely different from APCO-25 digital and couldn’t be monitored even if the cellular frequency range was still included in the radio.
Government agencies can purchase scanners which still contain the cellular band but special ID is required.
What is this new Close Call feature of some of the Uniden scanners?
Close Call allows the scanner to instantly tune to most any standard (non-cellular/Nextel) radio transmission within your line-of-sight,
or in some cases even further. So, if you’re at a mall, a sporting event, or happen by an accident scene for example and you don’t
know the local security, event or police/fire/EMS channels, Close Call will automatically tune your scanner to the frequencies being
used. If you’ve been waiting for the right time to buy a new scanner, buying a scanner with Close Call is a great reason to finally make
the move.
How can software help me with scanning?
Other than some of the low-end scanners, most scanners today are computer programmable. Using a serial cable and software you
connect your scanner to your PC and then you can create multiple files for different areas or events to which you might take your
radio. For trunking scanners and/or scanners with alpha-tag capability, programming on a computer (usually in spreadsheet like form)
is considerably easier than programming on the scanner itself. More advanced software allows you to also control your scanner from
the PC and log activity, record audio, and do much more than you could ever do on your scanner alone. Uniden includes demo software with their scanners but Scanner Master recommends the BUTEL ARC (Advanced Radio Control) software which is widely considered the world’s best. It’s extremely easy to use, loads and works seamlessly with your PC, and it’s very powerful and feature rich.
What accessories do you recommend?
Antennas - There is no better way to improve reception, whether for base or mobile scanning, then by adding an outside antenna. For
home or office scanners we recommend a base station antenna, such as the Discone for all-band monitoring. If you want to really
improve performance on a single radio band, check out our professional base station antennas, either omnidirectional or directional
for most receiver gain. Aiming a yagi (beam) antenna at a station or region that uses a common band (such as 800 MHz trunking or
460 MHz UHF) will pull in signals you never dreamed of. For mobile scanners we urge you to mount a mobile antenna somewhere
on your vehicle. Getting the antenna out from under the steel roof of your car or truck will provide a huge improvement. Not everyone
wants another antenna on their car so we offer various types and mounting options. For portable scanners you can buy antennas
tuned to specific bands (such as 800 MHz) for improved trunking performance for example, but other bands will suffer.
Software - For all scanners with a PC connection we highly recommend scanner software which will make programming easier and
operation more enjoyable. If you’re not convinced go online and check out the demo software that we offer for many models.
