STATE OF NORTH CAROLINA DEPARTMENT OF ADMINISTRATION DIVISION OF PURCHASE AND CONTRACT QPL 3610-2H February 8 , 2011 Supersedes 3610-2G January 4, 2011 Qualified Products List For Laminating Equipment (This qualified products list is released for procurement purposes until revised or rescinded.) I. Scope This qualified products list covers equipment that will make clear high resolute laminations, within minutes, using appropriate materials of other manufacturers in addition to materials of the original equipment manufacturer. All equipment must be standard production model. II. General This qualified products list is intended for use by State Institutions, Agencies and Public Schools in the procurement of laminating equipment. Use for any other purposes is not intended, and use for promotional purposes is specifically prohibited. This list does not constitute a formal contract with the manufacturers. This list is not intended to include all varieties of laminating equipment, which may be commercially available, but only those generally used by State agencies and Public Schools. Acceptance implies that the manufacturers will maintain the necessary quality control to ensure that products delivered will be made no less in quality than the evaluated sample. III. Manufacturer's Changes in Specifications: Any changes in specifications of the listed items shall be reported to this office in writing within five (5) working days after the change is implemented. The acceptability or lack thereof of the revised product will be made at the sole determination of the State. Failure to properly report changes in specifications in accordance with the above may result in removal of the item from this list. IV. Manufacturer's Change in Product Identifier Only: Any change in the product identifier of a listed item, where no change in manufacturer's specifications has occurred, shall be reported to this office in writing within five (5) working days after the change is implemented. The State reserves the right to investigate the circumstances and to subsequently accept or reject the new product identification, whichever the State in its sole judgment deems appropriate. Failure of bidder to properly report changes in product identification in accordance with the above may result in removal of the item from this list. V. Discrepancies in Product Identifiers: In instances where the manufacturer's product identifier and the identifier listed in the QPL differ, the State reserves the right to investigate the circumstances and to subsequently accept or reject the product in question, whichever the State in its sole judgment deems appropriate. -1- VI. Products provide pressure seal (non-thermal) type laminations if specified for product category herein Products require UL or ETL Listing, and three-wire power cords. All equipment with 3-wire power cord and attachment plug will be furnished by contractors without 2-prong adapters. Other requirements are indicated under each product type and size heading. Laminating Film: Must be compatible with the laminators indicated on QPL 3610-2. Must stick to porous surfaces and paper. Must be wrapped in poly bags to prevent dirt/dust accumulation and to reduce moisture. Must have end of roll warning labels. Must have threading card. Must offer a minimum of 1.5 mil, 3 mil, 5 mil, 7 mil and 10 mil thermal film. Must offer a minimum of 1.5 mil, 3 mil, 5 mil, 7 mil and 10 mil pressure seal film. VIII. Laminating Pouches: Must be compatible with the laminators indicated on QPL 3610-2. Must stick to non-porous surfaces. Must offer a minimum of 1.5 mil, 3.0 mil, 5 mil, 7 mil and 10 mil thermal pouches. Must offer a minimum of 1.5 mil, 3.0 mil, 5 mil, 7 mil and 10 mil pressure seal pouches. IX. Warranty: Per invitation for bids. X. Service, Parts, and Manuals: The contractor shall furnish complete written instructions for installation, and operation. A maintenance manual with a complete list of replacement parts or assemblies will be available upon request.at no charge to the user. XI. Delivery and Payment: Delivery of and payment for equipment shall be in accordance with the terms and conditions in the Invitation for Bids. The contractor shall be responsible for any packing, packaging, or protection required to insure delivery in an undamaged condition. XII.
