tHE BUILDING CODE OF AUSTRALIA
The Building Code of Australia (BCA) is the minimum standard for commercial buildings across
Australia. Electrical installations must comply with Section J energy effficiency requirements covering
many facets of commercial buildings; common areas, interior lighting, interior power, HVAC, display and
perimeter lighting.
Commercial Building Disclosure
Office buildings are required to disclose a building energy efficiency certificate (BEEC) for space of
greater than 2,000m2.
- The BEEC is a summary of the performance of the building, including the efficiency of lighting and
guidance on how to improve the energy efficiency of the building. This certificate must be sent by the
building owner (or tenant in the case of a sublease) to a central registry
- Currently the mandatory Commercial Building Disclosure (CBD)which requires NABERS assessments
as the sole method to measure building performance, applies only to office buildings. A planned future
expansion of the CBD will include other commercial building types such as hotels, retail buildings,
schools and hospitals.
Rating tools
NATIONAL AUSTRALIAN BUILT ENVIRONMENT RATING SYSTEM
NABERS is a performance based rating system that acts as a tool to benchmark operational
performance of existing buildings from an environmental viewpoint. The ratings range from 1 star
(low) to 5 star (best practice); allowing building owners and tenants to benchmark their greenhouse
performance. The Energy component rates buildings from 1 - 'poor' to 6 - 'market leading'.
Under the Energy Efficiency In Government Operation, local, state and federal government agencies
require a minimum NABERS building rating of 4.5 when moving to a new office.
GREEN STAR RATING TOOLS
Green Star rates the design and construction of NEW buildings (multi unit residential, healthcare, retail
centre, education, office, office interiors, industrial).
The achievement of a high Green Star rating in the new office market has been perceived by office
developers as an essential part of marketing to attract long term tenants.
BCA 2013 Building Code of Australia
The BCA sets technical provisions for the design and construction of buildings throughout Australia.
Classifying each building type into one of 10 classes, the BCA is designed to curb unreasonable energy
use across all building classifications.

Class 1a buildings (dwellings) and sole
occupancy units of Class 2 buildings (multiresidential): the lamp power density of artificial
lighting must not exceed 5W/m2. This power
density allowance can be achieved using a
Hager control device. See page 10.
Part J5 sets ‘deemed to satisfy’ (DTS)
provisions for air conditioning and ventilation
systems in class 2 to 9 buildings. These
DTS provisions recommend the installation
of thermostat controls, time switches, and
presence/absence detectors.
Part J6 relates to Articial Lighting and Power
in class 2 to Class 9 buildings (commercial
and industrial buildings) and set illumination
power density allowances. When a client
contracts or tenders a building project under
the design and construct method, electrical
contractors must ensure they do not exceed
the maximum illuminated power densities as
set out in Part J6 Table 6.2b of the BCA.
Part J8.3 mandates the provision of
sub-metering in Buildings other than
Dwellings aimed at encouraging an effective
sub-metering strategy. A building with a
floor area of more than 2,500m2 must have
the facility to record individually, the energy
consumption of;
- HVAC

- Artificial lighting - Internal transport device
- Appliance power
The maximum artificial lighting power density varies significantly, depending on the
room type within a specific class of building. Hager eco-ficient® solutions offer cost
saving benefits that help to meet the power density requirements set by the BCA,

Software for reading meter data
The front end software is the user interface for the End User (Facility Manager).
It provides monitoring, control, reporting and analysis functionalities. (eg.
usage, demand average, costing, trending etc). Hager do not provide front
end software as in most cases the energy metering solution is part of a
Building Management System and a System Integrator is managing the
communications. In the situation of a design and build project, we can
recommend a System Integrator to support you with a total system solution.
