Library Technology Plan
Assessment of Technology Related Services
ILS
SPLD has an Integrated Library System (ILS) with circulation, cataloging,
administration, and catalog modules provided by Innovative Interfaces Inc.
(III) through its Millennium system and Encore Online Public Access Catalog
(OPAC). The Library’s ILS is operated on 2 separate servers, Millennium and
Encore, with III software integrating their information so only one search is
necessary to combine info from each and present it to the patron.
The Information Technology department houses and maintains the servers.
The Millennium server was upgraded in 2007. Located on the Millennium
server is a test area where SPLD is able to modify software in order to see
how it will affect the catalog before actually loading/upgrading the existing
software. The Encore server was added in 2008. The servers are used for
routine ILS functions and to test version changes, reports and upgrades to
functionality.
SPLD upgraded to the Encore OPAC system in 2010. Encore provides an
updated user interface allowing for the use of faceted searching and
refinements of searching. It also makes suggestions to patrons who have
misspelled their search terms or allows patrons to browse the catalog
through the use of a “word cloud”.
RFID
SPLD’s checkout system uses Radio Frequency Identification (RFID) – radio
waves to transfer data through a tag to a computer for the purposes of
identifying and tracking materials. RFID was installed in 2003 by Checkpoint,
who since sold its RFID equipment to 3M. All media have a chip attached
when cataloged, which is then read by scanners at the Circulation Desk and
by exit antennae. An alarm is emitted if media crosses the antennae’s range
without having been checked out.
There are three (3) RFID scanners at the Circulation desk, one (1) in Tech
Services to check in materials, and two (2) in Tech Services for cataloging
new material. Staff members use an RFID handheld scanner and its
appropriate software to perform annual (holdings) inventories.
The original RFID system from Checkpoint/3M is no longer the standard
supported technology. SPLD implemented in Fall 2010 a new Express Lane
self-check service with 3 self-check units through Innovative. The self-check
service was removed in Winter 2011 due to continuing III malfunctions. The
source of those malfunctions was Innovative, and the company withdrew the
service and costs associated with the self-check.
In July 2011, SPLD Board of Commissioners issued a Request for Proposals
for a complete new RFID System to include checkout, self-checkout,
inventory, and security functions.
In December 2011, Bibliotheca installed their RFID system. It includes 2
self-check units (software=Xpress Check), one of which is ADA-compliant
and both interface with smartphones, 3 Circulation stations (software=Circ
Control), an inventory wand, reporting software (ITG Central), and 2 sets of
exit alarms (software=Exit Watch).
Web site
SPLD maintains a web site www.sanlib.org. This web site is currently hosted
at Century Link. (Because of problems with the web site frequently going
down, at our request, Century Link moved the SPLD web site to a newer
server in May 2012.) The site uses HTML. SPLD plans on continuing the
development of this critical technology, which is the “front door” to the
Library’s collections and information resources. The Library’s web site
receives more than 20,000 hits yearly.
Updating the SPLD web site and adding features promoting SPLD activities is
slowly underway. Investigation of software, including open source Drupal,
for example, is needed. No Drupal open source software is planned due to
extensive staff time needed for development and maintenance.

Multiple sources and materials are used in the Technical Services area to
process items added to the Library’s collections and to add their records to
SPLD’s database / catalog.



When an item comes into the library, it is checked in and search for a
catalog record from the OCLC database using a Z39.50 search protocol
from III is performed.
The record is uploaded into the OPAC via III’s cataloging module, and
corrections or additions to the record are made as necessary.
The item is then processed for the collection:
o Most books and AV materials are received pre-processed with
jackets and labels (books) or pre-packaged (AV materials)
o Books are then stamped with the library’s name and address and
AV materials are written on with the library’s name and the
item’s call number.
o Call numbers, typed on a typewriter (for books and CDs) or
printed on a labeling machine (for CD books, Videos, and
Playaways) are changed as required or put on all unlabeled
materials after receipt (both machines are from Panasonic).
o Unprocessed paperback books are covered with a plastic cover
for protection (purchased from vendor Demco).
o Books with removable paper jackets are covered with a
plasticized cover for protection, (purchased from vendor
Gaylord).
o Audio and video materials, not received in circulation cases, are
placed into cases gotten from Midwest Tape, another one of
SPLD’s, for circulation purposes and processed.
o NEW labels are attached to all current materials(purchased from
vendor Gaylord). Plastic yellow and orange ones are put on the
books, and paper yellow and black ones are put on AV
materials. Red tape is put on the current Large Type books to
distinguish them from other materials.
o Magazines are labeled with a typewritten label (purchased from
Office Depot) with their title and publication date in the upper
left hand corner, and with a circulation barcode (purchased from
Vanguard ID Systems), in the upper right hand corner. Their
records are then added to the catalog and the magazine is put
out for circulation.
Southwest Florida Library Network (SWFLN) provides services for yearly
updating of magazines in OCLC.

Cataloging process can be streamlined through updated ILS back end. This
will be included in RFP.
Research / Databases
The Library offers online subscription databases for both staff and the public.
The online databases currently include 23 subscriptions, a sample follows:









In the past few years Reference has focused on database use through
special programming (Donuts & Databases, e.g.) and evaluation of the
collection for efficiency. Business and financial research databases have been
added: Morningstar Investment Research Center, Weiss Ratings.
Newspaper Collection
SPLD hosts DigiFindIt, the newspapers of Sanibel Island covering Island
Reporter 1973-2011; Island Sun 1993-2011; Islander 1961-2011.
Newspapers are scanned by vendor DigiFindIt and provided on a CD that
SPLD loads on its server. Archives may be searched by word or phrase.
Proprietary licensing prohibits online access from outside the building. To
think about: upgrading search capability and access.
eCollection Downloads (Virtual Branch)
The Library provides eShelf – a service offering downloadable audio and
ebooks. Overdrive, the vendor, provides hosting and a web interface for
searching and circulating the eCollection. Funded in years 1 and 2 by
Foundation.

Tech Bar
Situated in the Technology Area is a cordoned-off spot for patrons to “testdrive” popular eReader devices, such as the iPad, Nook, Kindle, Sony, etc.
Patrons are encouraged to try each device out to determine which device
they like best before actually purchasing it. Hand-outs on how to use these
electronic devices to download ebooks from SPLD’s electronic collection at
home are available. In addition, there is a private area for patrons to sit
with a tech for one-on-one instruction.
Events Calendar
Evanced Solutions’ calendar was chosen as SPLD’s online events calendar in
spring of 2012, with implementation scheduled for mid-June 2012. This
online calendar publishes daily library events and meetings and is accessible
to both patrons and staff online, thereby eliminating SPLD’s long-used
(paper) meetings notebook. Along with being able to add and/or modify
posted events, the software modules (Events and Room Scheduler) insure
rooms are not double-booked. Automatic email event reminders may be
requested by patrons and a reporting function also comes with this
application.
Public Computers
The Library has 28 workstations dedicated to the public for open Internet
access at no charge.

Aging technology. Upgrade / replacement of this technology should be

A secure (encrypted) wireless network runs throughout the building for staff
and Library users.
There are 6 additional computers dedicated to the use of the Library’s online
public access catalog. In addition, Wi-Fi access to the SPLD network is
available at all times. The wireless networks provide secure, free and open
access within the Library to patrons with their own laptops, netbook
computers, smartphones, or other electronic devices.

CenturyLink provides telephone communications
 4 direct lines
 1 FAX line
 1 modem line used by Innovative Interfaces, Inc. for troubleshooting
and software upgrades
CenturyLink provides a 10MBs data circuit.
The telephone system was upgraded in 2008 by Mock Engineering. IT staff
are able to open and close telephone ports, as necessary.
Fiber cabling was installed in 2004 throughout the entire building by Mock
Engineering. The building’s remaining Ethernet cabling was upgraded to
CAT6 at the same time.
Staff members use their own cell phones for communication outside the
building. A telephone is located in the lobby area for patron use where calls
are limited to local and 800 numbers.
Patrons can print using networked printers at SPLD. Most of the public
printers are networked laser printers using black toner; however color
printing is available. To provide security to the staff network, all public
computers and Wi-Fi access connected to the Internet is outside the staff
domain.

There are 8 training/spare notebooks for Tech Area staff. These
workstations are also used in the Mobile Lab during author events when the
Tech area is cleared of all equipment and seating for more than 260 people
is established.

SPLD uses iTeam’s DeskQuest software for public access workstation time
management and iTeam’s PopQuest for patron print management allowing
effective use of computers and printers. In mid-2010 the IT staff upgraded
the print software to allow patrons using laptop computers to access the
available printing services while in the Library. Another upgrade to printing
services was implemented in April 2012. With the upgrade patrons are able
to queue print jobs from home. The jobs are held in SPLD’s print queue for
up to 48 hours giving patrons plenty of time to come to the Tech area and
print out their job(s).
Staff Computers
Staff members have Internet accessible workstations for their use. All public
and staff workstations have dedicated or networked printer access. Staff use
networked accessible laser printers for color and black and white printing. All
staff workstations have virus detection software Kaspersky and Operating
System XP and Microsoft Office 2003 Professional or higher installed.

SPLDs computers are connected to the network by fiber optic data, point to
point T1 or T1 frame relay circuits. SPLD has monitored its bandwidth
utilization to determine whether the Library has enough bandwidth to meet
the growing demand for access to the Internet by its public and its staff.

Access
Because SPLD has expanded the amount of services that it provides,
particularly in the area of wireless services and WiFi access points, the
Library was nearing capacity for switch ports. By May of 2010, 3 of the fiber
switches that were installed in 2004 had failed. These were 16 port switches
which gave SPLD a total of 96 ports (connections for workstations). Because
technology had progressed and these switches had been phased out by the
manufacturer, the 6 switches were replaced by four, 26 port switches, giving
us the same number of ports on only 2/3 the number of switches with up to
2.5Gbs speed. Lastly, initially each of the 24 SFP ports on each switch are
equipped with 100 Mbs Fiber Optic ports; these can be changed in the future
to adapt to changing connectivity media types without replacing the switches
themselves.










SPLD has high fidelity ceiling speakers and audio cabling in Tech area
providing 6 zones, each with its own volume control; installed by Mock
Engineering in February 2010 (funded with a grant from SPL
Foundation)
Staff use a CD/DVD cleaner, as necessary.
Staff make use of a small reader and screen to troubleshoot patron
problems with videos and DVDs.
Office Manager has an oversized printer to make large banners and
posters and has a document laminating device.
There are 2 portable electronic signs used to announce upcoming
events and training.
There are 2 electronic overhead projectors for both staff and patron
use during workshops and meetings. A third is used in the Technology
area to project images on a wall throughout the day.
There is an oversized projection screen for use during events and
training workshops.
There are 2 full size hardware racks in the Data Room to house our
various servers and backup devices/equipment.
There is a mobile cart designed to charge 8 laptops.

SPLD uses an account with www.countercentral.com to track Website
usage and report on it monthly.
Google Analytics has been customized to integrate with Encore to
produce catalog search usage/data. Monthly reports are generated
from this data.
There are outdoor security surveillance cameras in the parking garage
area, as well as a camera mounted in the front lobby. Another camera
system monitors the corridors by meeting rooms 1-3.
Staff Computer Training



Webinars, online through SWFLN.
The Technology group provides staff training whenever new
applications are implemented and after major software upgrades are
performed.
During the first week on the job, new staff members are provided
training in how to use the systems that they need in order to become
fully-functioning staff members. Staff members receive training on use
of Microsoft Outlook for email and other software, as needed.
Technology Upgrade Considerations
ILS – Research and environmental scan on new ILS systems is being
conducted during 2011 by staff from IT, Technical Services, and Circulation.
The current ILS system from Innovative Interfaces is no longer technologyleading. SPLD needs support of an OPAC that includes upgraded areas such
as:
 public interface
 statistics
 cloud/hosted services
 children’s interface option
 pricing
 mobile device interface, messaging
 patron authentication for access to remote databases and online
resources of the Library
 Library web site development

Cost for upgrades to Innovative ILS will bring ILS budget to $55,000 per
year by 2012-13, bringing it to more than $250,000 for 5-year service. This
includes: Sierra Services Platform (formerly Millennium) back end interface,
Encore public interface, cloud/hosted services, and a statistics package.
Key staff has participated in research and demonstrations of SirsiDynix
Symphony, POLARIS Power PAC, TLC’s Solution, AutoGraphics AGent
VERSO. Unsolicited bids from 2 vendors show estimated 5 year costs from
$15,000 to $25,000 per year to include OPAC, back end interface, statistics,
children’s public interface, cloud/hosted services; and initial 1-time first year
migration fees from $22,000 to $75,000, bringing costs to $125,000
(SIRSIDynix) to $150,000 (TLC) for 5-year service.
Other technology considerations:
Web site – Increase dynamic pages to update on the fly with ILS integration.
An example: when new materials are added to the catalog, a new scroll
highlighting these materials appears on the web site; accomplished through
technology and integration with ILS. Many ILS vendors offer web site
integration with their service. SPLD’s RFP for ILS service includes:
SPLD seeks to make the OPAC the center of the Library’s web presence, and
have it act as the Library’s home page. Please describe customization options
and features that would make this possible, with specific attention to placement
of items native to the OPAC itself, widgets, placement of library-specific items
(spotlights, program announcements, services, etc.) and general flexibility of site
design.

TECHNOLOGY NEEDS IN OTHER AREAS, IN 2012-13 BUDGET
Checkout – Using barcodes or QR codes on smartphones as an option in

Communications – pushed email to subscribers monthly with details about
SPLD activities. Purchase license for Constant Contact (under $100) to use
as software. Need to assign staff to content areas for coverage of all SPLD
activities.

Computer Upgrades – a rotation schedule for computer upgrades has
been developed as a way to predict expenses. Each year the Library
would replace approximately 1/5 of its computers. Printer upgrades
are on a rotation cycle of 3 or 4 years.

Cloud Computing
Of all the library technology trends, cloud computing seems to be the
most talked about as transformative for libraries. There are many
areas where SPLD will benefit from cloud computing.
Cloud computing is the delivery of computing as a service rather than
a product, whereby shared resources, software, and information are
provided to computers and other devices as a utility (like the electricity
grid) over a network (typically the Internet).

How Did We Get to the Cloud?
A Brief History of Library Automation
Mainframes dominated the earliest days of computing. Their
processing power happened within room-sized processors operated by
terminals with no computing capabilities of their own. Computers were
connected through a daisy chain to help patrons and staff access early
computerized library catalogs.
The next step in library automation followed a similar model to
mainframes but brought in products based on smaller central
processing devices called mini-computers, which were the size of a
large closet. Costs were lowered, but service was generally the same
as with mainframes, and computer terminals simply delivered a textonly catalog interface.
In the mid-1990s the advent of client/server computing and new
library automation systems sporting graphical user interfaces began.
This new approach aimed to make better use of the personal
computers proliferating in libraries. The client side of client/server
computing consisted of software installed on the workstation. It was
designed not only to present a user-friendly interface but also to
perform some of the processing that would otherwise run on the
central server. Yet these systems didn’t save that much work for
central servers, which continued to gain more power at a lower cost.
The client/server applications introduced a lot of procedural overhead
because of the need to perform updates across large numbers of
workstations on which they are installed.
Today’s library automation landscape reflects the technologies of the
client/server era (including SPLD’s ILS Innovative Interfaces
Millennium).

Now new technologies have begun to displace client/server computing.
Service-oriented architectures and browser-based interfaces deployed
through cloud-based infrastructure are the key technologies for new
software development efforts. Circumstances that led to client/server
computing no longer apply. Today’s massive computer power available
in globally-distributed processing and storage dispel the need to
offload processing to local computers.
Cloud computing reshapes the technology landscape. It decreases the
need for local servers or complex desktop client software, relying
instead on delivering applications through web-based interfaces. This
new technology makes use of processing and storage resources
provided through computer components clustered together, usually in
large-scale data centers distributed throughout multiple physical
locations.
Technology products such as the ILS may now take the form of
software as a service, characterized by web-based applications based
on infrastructure provided externally.
Many software as a service offerings involve many organizations
sharing a single instance of the software. This multitenant approach
allows the provider to support all its customers on a single highly
adaptable platform, where all updates and enhancements can be
applied.
For example, an ILS vendor hosts all its library customers from
computers clustered together in 2 or 3 different cities; the library
accesses all services through the Internet. However, the different
libraries using the ILS vendor can configure their view of the catalog
as needed to customize branding, color schemes, and navigation
controls; and set policies according to local needs. Since the ILS
vendor takes care of enhancements, upgrades, and patches, libraries
are relieved from this burdensome, expensive, and time-consuming
responsibility.
Libraries are embracing the general principles of cloud computing as
they move to vendor hosting arrangements. One of the main tenets of
cloud computing involves offloading the local management of
computing infrastructure to external providers. Libraries are moving to
full-service hosting arrangements with ILS vendors, trading the costs
of purchasing and maintaining local equipment for an all-inclusive
monthly or annual fee, resulting in efficiencies for the library.

The move to cloud computing shows changes that libraries are making
over the course of the last decade to move toward more engagement
with electronic and digital content.
Benefits of SPLD shifting to some type of vendor-hosted ILS system
rather than commit to managing its next generation of hardware and
software in-house frees up technology staff for more strategic
activities than the upkeep of automation systems.
