ISSUE
Some vehicles may experience a hard start/long crank time condition. This may be caused by the
Powertrain Control Module (PCM) calibration, Idle Air Control (IAC) valve, or the fuel pump
depending on the vehicle symptoms. This TSB has been developed to aid the technician in diagnosis.
ACTION
Perform normal diagnostic procedure as outlined in the Powertrain Control/Emissions Diagnosis
(PC/ED) Service Manual. If concern is not found, refer to the following text and the DIAGNOSTIC
AND INSPECTION PROCEDURES below.
Crank time is measured from voltage drop to 700 rpms. Crank time should be approximately 1
second for ambient temperatures at or above 0°C (32°F) and should not exceed 6 seconds at or below
-29°C (-20°F).
Obtain an Authorized Modifications Decal (FPS 8262 - obtainable through DOES II, 25/pkg) and list
the date, dealer number, and summary of modifications performed. See Fig. 1 . Select a prominent
place adjacent to the Vehicle Emission Control Information Decal suitable for installing the
Authorized Modifications Decal. Clean the area, install the decal, and cover it with a clear plastic
decal shield.

DIAGNOSTIC AND INSPECTION PROCEDURES
LONG CRANK/HARD START OCCURS...
... with a Flexible Fuel Vehicle (FFV) fueled with an alcohol fuel blend and in extremely cold
weather conditions.
For 1996 97 Flexible Fuel Taurus. If fueled with 85% alcohol content and overnight temperatures
drop below -12°C (10°F).
It is essential that the engine block heater is used to ensure successful starting. If the
temperature is expected to be below -12°C (10°F) for an extended period of days, it is essential
that the alcohol content in the fuel tank be reduced to at most 70% by adding unleaded
gasoline. 13 L (3 gallons) of gasoline will reduce the alcohol content in a 3/4 full tank from
85% to 70%. This applies to both the methanol and ethanol alcohol fuel blends. Refer
customers to their Owner Guide Flexible Fuel Supplement for further details on cold weather
starting.
If necessary, reprogram the Powertrain Control Module (PCM) using the most recent
calibration CD-ROM.
LONG CRANK/HARD START OCCURS...
...when vehicle i parked in a steep nose up position with less than 1/4 tank of fuel and for an extended
period of time.
For 1996-98 Taurus/Sable vehicles. This condition is caused by the fuel pump assembly draining out
when the pump is not submerged in fuel.
A new pump was developed for this concern. Failure confirmation prior to replacement of the
pump is requested.
Refer to the ANTI-SIPHON FUEL PUMP APPLICATION CHART included in this TSB.
LONG CRANK/HARD START OCCURS...
...during damp or wet weather.
For all vehicles equipped with spark plug wires. This concern may be caused by wet, malfunctioning
spark plug wires.

Turn engine off. Dampen the spark plug wires using a spray bottle of water. Allow a minute for
the water to disperse before starting the engine (this will avoid misleading solid water bridge
between any high voltage source and ground). Start engine. If the driveability symptoms are
reproduced when spark plug wires are sprayed, the spark plug wires may be the cause of the
complaint.
LONG CRANK/HARD START OCCURS...
...after a 1-4 hour engine soak time.
For 1996 Taurus/Sable vehicles built from Job 1 through 3/30/96. This condition may be due to the
Idle Air Control (IAC) valve sticking.
Refer to TSB 97-9-5 .
If no codes are present, replace the IAC valve by referring to the IAC VALVE
APPLICATION CHART contained in TSB 97-9-5 .
