Introduction
Thank you for choosing the Public Safety Selection System (PS3). We are confident that you
will find PS3 to be both convenient and user friendly. This manual is designed to guide you
through the program, starting with setting up an online account, ordering examinations,
managing candidate information and scores, and answering some of the most frequently
asked questions about the technical aspects of the program.
Both our online exams and our paper-based examinations are standardized for fairness and
validity. The exams that you can purchase for the PS3 are the same examinations that are
currently available in our paper-and-pencil format.
PS3 will maintain a database of all of your candidates’ information, including their exam
dates, forms of the exams they have previously completed, scores, etc., available for your
immediate access at any time. Other benefits of this new application include immediate
scoring and reporting of exams and immediate purchase and access to exams whenever you
need them.

Note: In order to use the PS3 and have access to I/O Solutions' online exams, you will
need to read through the security agreement and accept the terms of the agreement. Once
you have accepted the security agreement, it will not appear when you login to the
websites.

General Computer Needs
In order for candidates to take examinations online, your computers MUST meet all of the
following requirements.

PC with Windows XP or higher.

Microsoft Internet Explorer 8.0 or higher Web browser.

Cookies and JavaScript must be allowed (standard configuration).

Macromedia Flash Player is required.

A dedicated broadband Internet connection is required (DSL, T1 or better).

Internet access must not be blocked or restricted by a firewall or Proxy Server.

Any pop-up blockers must be disabled during test administration.
The IT department/person at your agency should be able to tell you if your equipment meets
these requirements.

Setting Up an Online Account
Step 1: Getting to the Website

In order to set up an online account, you must first fill out an initial application.

To complete this application, go to http://www.iosolutions.org/.


Ordering Online Exams
Once you set up an online account, you will be able to order exams online. You will be sent an
invoice for these online orders just as you would for the paper-and-pencil tests. As soon as you
enter your order, it will go into our billing system, and you will be able to use these exams.
Step 1: Client Administrator Login

To order exams, the client administrator must log in to the administration site.

Step 4: Ordering Multiple Types of Exams

You must repeat Step 3 for every type of exam you want to order.

Once you have purchased an exam, it will appear in the Exam Inventory Report.

Note: if you enter the wrong exam or wrong quantity, immediately contact I/O
Solutions. This will allow us to correct the error and prevent you from being
incorrectly invoiced.

Inventory for exams of the same type can be transferred from one exam to another. For instance,
if you have inventory for Form 1 of an exam, would like to administer Form 2 of the same exam,
but have no inventory for Form 2, some or all of the inventory for Form 1 may be transferred to
Form 2 to allow this.

Step 2: Assigning a Candidate to Purchased Exams

After you have purchased the online exams, you can now assign a candidate to the
test. The candidate must be assigned to an exam before he/she can take an exam.

Enter the candidate’s Social Security number in the “ID:” field.

PS3 tracks the candidate and candidate’s data by Social Security number. Therefore,
the candidate logs in using his/her Social Security number, and his/her score data is
accessed by Social Security number. Please ensure that the Social Security number
entered is accurate.

If Exam Cannot be Assigned to the Candidate

A candidate cannot take the same form of the exam within a retake window defined
for each exam.

If you attempt to assign a candidate to an exam that he/she has taken within the retake
window defined for the exam, the following window will appear.


Once the “Add Candidate” button is clicked, the candidate will be added to the list of
“Pending and Active Candidates.”

The “Pending and Active Candidates” are candidates who have been assigned to a
specific exam but have not yet taken it or are currently taking the exam.

Candidates who are currently taking the exam will have the word “Active” following
the name of the exam they are currently taking.

Exams that are assigned to candidates for which the candidate is required to pay via
credit card will display a green check mark in the “Payment” column.

Step 3: Editing Candidate Information

There are three reasons to edit candidate information: the wrong exam was assigned
to the candidate; the candidate’s Social Security number was entered incorrectly; or
the candidate did not show up to the exam administration.

If the wrong exam has been assigned to a candidate or a candidate’s social security
number is entered incorrectly, the client administrator can change the information.

To begin making changes to the information, click on the “Edit” button that is in the
same row as the candidate whose information needs to be edited under “Pending and
Active Candidates.”

To change the exam that is assigned to the candidate, click on the scroll down menu
and select the exam you wish to reassign. Click on “Update.”


Exam Security
Proctoring Exams
It is the responsibility of the exam proctor to adhere to the following security procedures:
-
-
-
Online exams will be used only for official purposes of the municipality, agency
and/or academy. Under no circumstances will the online exam be used for the
purposes of studying or reproduction.
It is understood that work in all phases of exam administration is of a highly
confidential nature. It is strictly prohibited for any individual to reproduce or
distribute any of the examination materials received from I/O Solutions, Inc. to any
other parties unless specifically authorized by I/O Solutions, Inc.
Proctors must take all precautions necessary to safeguard the integrity of the
examination process and prevent any candidate from gaining an advantage. If any
question or problem arises, no matter how minor it seems, concerning exam security
or the propriety of any matter relating to the process, proctors must immediately raise
the issue with I/O Solutions, Inc.
Facility and Examination Conditions
It is important to ensure that optimal examination conditions are present so that candidates can
live up to their full potential when taking an exam. The examination room should be set apart
from high traffic areas. Only candidates should be allowed to enter the examination room.
Computers should be adequately spaced apart. Before the examination session, ensure that
adequate lighting and heating/cooling systems are in place so that candidates will be comfortable
and can focus their full attention on the exam.
Candidate Admission
Each municipality, agency and academy using an exam published by I/O Solutions, Inc. should
first ensure that only an eligible candidate will be allowed into the examination facility. The
following steps can be taken to help maintain the security of the process:

Require the candidate to present a letter of invitation to the examination site.
Require a valid driver’s license or state photo ID card for entrance.
Fingerprint the candidate upon entrance to the examination site.
The candidate should be instructed to turn off all telephones, pagers or other electronic devices
and to place all personal belongings, including newspapers, backpacks, books, purses, gloves,
etc., on the floor under his/her seat. Only pencils and a piece of scrap paper (provided by the
exam proctor) are allowed at the workstation.

Scrap Paper
Scrap paper and a pencil should be provided to each candidate. The proctor should place a sheet
of paper and a pencil at each workstation. The scrap paper must be collected from the candidate
before he/she leaves the examination room.
Exam Proctors
At least one proctor should be in the examination room at all times. Proctors should continually
monitor the examination site for signs of cheating or any problems that might occur. If a proctor
identifies an individual who is cheating on the exam, he/she should notify the head proctor,
collect the offender’s belongings and escort the individual quietly and quickly out of the exam
site. The individual’s exam should be terminated immediately.
Proctors may also escort a candidate to the bathroom in an emergency situation. Although the
candidate should be discouraged from using the bathroom during the exam administration,
circumstances may arise where he/she should be allowed to use the facilities (e.g., the candidate
is ill). Only one candidate at a time should be allowed to leave the examination site for any
reason. The proctor should both escort the candidate who leaves the exam and turn off the
monitor at his/her workstation. The proctor should also maintain possession of the candidate’s
scrap paper.
Completion of the Exam
When a candidate completes the exam, the proctor must make sure that the candidate closed out
of the exam. The proctor must also collect the scrap paper from the candidate before the
candidate leaves the exam room.

terminal where a candidate will take the online exam.



A new browser window will open for the candidate to log into.

The candidate can sit down at the workstation and should log in using his/her Social
Security number now.

Note: the Social Security number must match the number that was assigned by the
proctor or the candidate will not be able to enter the exam.


After the candidate logs in, he/she will be directed to the exam welcome page. This
page will give him/her basic instructions for the exam. The candidate will then need
to click on “Continue to Demonstration” so that he/she can see the demonstration for
navigating the online exam.


The candidate will now be taken through a demonstration of the online exam. This
demonstration will give the candidate instructions and explain the navigation of the
online exam. He/she must click on “next” each time he/she is prompted to do so.

Step 5: Acknowledgement of Understanding

Before proceeding to the exam, the candidate must acknowledge that he/she
understands the instructions for navigating through the online exam. If he/she does
not feel that he/she has a clear understanding of the test navigation, he/she can replay
the demonstration.

Note: once he/she has clicked on “I Agree,” he/she will not be able to get back to the
demonstration and must proceed with the exam.

The candidate must click on “I Agree” to proceed with the exam.
If a candidate does not have a clear

be asked if he/she is finished.

Step 9: Termination Warning

A window will pop-up after the candidate clicks on “Finished Exam.”

Manual Entry of Candidate Scores (Quick Entry)
If a candidate takes the paper-and-pencil version of the test, exam proctors can still get
immediate results by entering the candidate’s data using the manual entry screen.
Note: The answer sheets still must be sent to I/O Solutions to be processed by our
Scoring Department.
Step 1: Accessing the Manual Entry

Once you are logged into the Client Admin system, you will need to go into the “Data
Entry” screen.
Click on “Data Entry.”

Step 2: Entering the Exam Information

Enter the candidate’s Social Security number.

Enter the exam booklet number (found on the back of the answer sheet)

Select the exam that the candidate took from the scroll down menu.

Note: It is important to make sure you select the correct exam and form number. If
the correct exam is not selected, the score report will be inaccurate.

Click “Submit” to continue.

Frequently Asked Questions
Q: My academy is restricted by a firewall. Will I still be able to use PS3?
A: Yes. Check your firewall restrictions. If you can access the Internet and the PS3 program
home page, your academy will not have a problem.
Q: How do I know if a candidate has taken the same form of an exam before?
A: You can look up the candidate by Social Security number to see what exams he/she has taken
in the past. If you attempt to assign an exam to a candidate who has taken that same exam in the
retake window defined for the exam, an error message will appear telling you to select an
alternate form.
Q: How long do I have to wait to get exam scores after the candidate completes the exam?
A: Once the candidate completes the exam, the scores can be accessed.
Q: Can I get credit for unused online exams?
A: We do not issue credit for unused online exams. Because you can order just before testing
and have immediate access to these exams, we encourage clients not to place orders for exams
too far in advance.
Q: How long are these exams good for?
A: The exams never expire, so you can use unassigned exams for your next exam administration.
Q: What if the candidate does not have a Social Security number or our agency does not
want to use social security numbers as the candidate’s identification?
A: The candidate must use his/her Social Security number or some other number that uniquely
identifies the candidate.
Q: If the Internet connection is lost or if a candidate closes out of the test without
completing the exam, will he/she have to retake the exam?
A: Candidates can be logged back into an exam up to 24 hours after the connection is lost or the
test is closed out without being completed. After 24 hours, they must retake a different form of
the exam.

Troubleshooting
In most cases, if you or a candidate enters invalid information or tries to do anything outside of
the scope of the site’s capabilities, the site will display error messages to you explaining what
you should do. Following are other potential unforeseen problems that may arise.
Problem: Cannot access the web site (exam or proctor).
Possible Causes: Proctor’s Internet access is down; Internet routing problems between proctor
and I/O Solutions; I/O Solutions’ Internet access is down or the web server is down.
What to do: First, reboot the computer to see if the problem goes away. If not, check to see if
you can access anything else on the Internet (e.g., other web sites). If not, your Internet access is
down or you are having internal network problems – you should contact your provider or
network administrator to fix the problem. If you can access the Internet, you should first check
to see if your firewall or proxy server is blocking access to the PS3 site. If not, you should
contact I/O Solutions to report the problem.
Problem: Error on the site or page won’t load properly.
Possible Cause: Problems with the site programming or host environment.
What to do: You should write down the exact error message you receive and report this to I/O
Solutions. IMPORTANT: by default most browsers will show a generic error message saying
“The page cannot be displayed,” which isn’t very helpful to us – there is a browser setting that
needs to be enabled to show detailed error messages. It can be found by accessing Tools/Internet
Options/Advanced and un-checking the box next to “Show friendly HTTP error messages.”
Problem: The workstation won’t initiate or candidates can’t log in properly – no error messages
explaining the problem show up.
Possible Cause: Workstation browser does not have cookies and/or is not JavaScript-enabled.
By default, both should be enabled, but someone may have updated these settings.
What to do: First, reboot the computer to see if the problem goes away. To enable cookies, go to
“Internet Options/Privacy” and click on the “Advanced” button–make sure first-party cookies are
being accepted. To enable JavaScript, go to “Internet Options/Security,” click the “Custom
Level” button and scroll down to Scripting/Active Scripting–make sure this is enabled.
Problem: In the scoring reports, PDF reports cannot be displayed.
Possible Cause: The computer doesn’t have the Adobe Acrobat Reader plug-in.
What to do: Go to http://get.adobe.com/reader/ to download and install the plug-in.
Problem: After the candidate logs in a red X appears instead of running the exam demonstration.
Possible Cause: Adobe Flash Player is not installed on the computer.
What to do: Download the necessary software for free at the Adobe website listed here:
http://www.adobe.com/downloads/. The exam demonstration is required viewing for all
candidates and is automatically launched once the candidate has successfully logged into his/her
exam.
