Government of India has received a credit from the International Development Association
(IDA) in various currencies equivalent to US$ 280 million towards the cost of the Vocational Training
Improvement Project and intends to apply part of the proceeds of this credit to eligible payments under
the contract for which this invitation for quotations is issued.
4. Terms & conditions
a) The prices shall be quoted in Indian Rupees only
b) Each bidder shall submit only one quotation strictly as per the format of quotation enclosed as
Annexure -I, failing which tenders may be rejected
c) The quotation shall be for the full quantity as described above.
d) Maker’s name & country of origin must be specified clearly for each item
e) Expressions such as “complete with standard accessories”, “complete with standard
equipments”, “as good as”, etc. should be avoided. Any ambiguity or vagueness should be
strictly avoided. Tenders containing equivocal or evasive details will be ignored
f) Quotations should be accompanied with the list of firms / institutions where similar equipment
have been supplied during the last three 3 years and are in successful operation.
g) Standard accessories, not included in the price of the machine, should be quoted separately and
individually priced. Stores offered should conform to IS specifications or its equivalent. In case
stores offered are on DGS&D Rate Contract, copy of the Rate Contract should be sent. Detailed
literature / brochure to be enclosed with the quotation. The supplier is required to furnish
Dealership Certificate from the manufacturer.
h) The supplier / manufacturer should given an undertaking in the quotation that service
support will be provided for the machine for atleast 10 years from the date of supply
i) All duties, taxes and other levies payable on the raw materials and components shall be included
in the total price.
j) VAT / Sales tax in connection with the sale shall be shown separately and indicated in
percentage as well as in amount.
k) Purchaser will not pay separately for transit insurance and supplier will be responsible until
the contracted stores arrive at the destination in good working condition.
l) The rates quoted by the bidder shall be fixed / firm and shall not be subjected to adjustment /
change on any account.
m) Quotation has to be submitted in duplicate (original + copy).
n) Quotations received after the due date and time will be summarily rejected.
o) Please quote the basic price and the tax applicable for each item clearly
5. Validity of Quotation
Quotation shall remain valid for a period of not less than 90 days after the due date

Evaluation of Quotations
The purchaser will evaluate and compare the quotations determined to be substantially responsive,
which are properly signed and conform to the terms, conditions and specifications.
7.
Award of Supply Order
The purchaser will place Supply Order to the bidder whose quotation has been determined to be
substantially responsive and who has offered the lowest evaluated quotation price.
7.1
The terms of the accepted offer shall be incorporated in the supply order.
7.2
Warranty of at least 12 months shall be applicable to the supplied goods from the date of
successful commissioning
7.3
Performance Security in the form of Bank Guarantee is required to be furnished for 5% of the
Order Value, valid till two months beyond the Warranty Period if the order value exceeds
Rs.one lakh.
7.4
The delivery period shall be specified in the supply order.
7.5
Purchaser’s right to inspect / test and where necessary reject the goods after the goods’ arrival at
ATI, Chennai, shall in no way be limited or waived by reason of the goods having previously been
inspected, tested and passed by the purchaser or his representative prior to the goods shipment.

Payment terms
(i)
Payment as per the quoted rates shall be made by e-payment within 30 days from the date
of installation / commissioning of the machinery / equipment, training to staff, etc
(ii)
No advance payment / part payment will be made before installation / successful
commissioning of the machine / equipment.
(iii) The supplier on whom the order will be placed by this Institute will have to present his bill
in triplicate to the Director, Advanced Training Institute., Guindy, Chennai-32, for the
Goods delivered and services performed for making payments.

Not withstanding the above, the Director, ATI, Chennai, reserves the right to accept or reject any
quotation and cancel the bidding process and reject all the quotations at any time prior to placing the
order without assigning any reason.
