Request for Quote for BTV Tender for

Sub: Request for Quotation for BTV Tender for Supply, Installation, Testing and
Commissioning (SITC) of Digital Satellite Earth Station and Allied Equipment on
Turn-Key Basis for Bangladesh Television (BTV).
Telecommunications Consultants India Limited (TCIL) is an ISO - 9001:2000 certified public
sector undertaking under Ministry of Communication and IT, Govt. of India in the field of
Telecommunications, Information Technology and Civil Infrastructure. TCIL is a world-reputed
organization which has been working in India and aboard for last three decades to the best
satisfaction of its clients, and is known world-over for its inherent strengths in executing turnkey
projects and rendering consultancy services.
TCIL intends to participate, along with eligible OEMs, in a tender floated by Bangladesh
Television (BTV) for Supply, Installation, Testing and Commissioning (SITC) of Digital Satellite
Earth Station and Allied Equipment on Turn-Key Basis. The broad scope of work includes but
not limited to
•
Selected OEM shall provide the following services:
o Supply of equipments
o Installation, Testing and Commissioning of the equipments (Optional)
o Factory / pre-shipment inspection for Five persons
o One week On site training for Six Engineers
o Two weeks Factory training for Six Engineers
•
Total completion time for Supply of the offered equipments shall be 1 month. Any delay
in the delivery of goods and related services shall attract a deduction from the Contract
Price, as liquidated damages. The applicable rate for liquidated damages for delay shall
be: 0.5% of the Contract Price of the delayed Goods or unperformed Related services
for each week of delay until actual delivery or performance. The maximum amount of
liquidated damages shall be: Ten (10%) percent of the Contract Price.
•
The quotes for supply shall be submitted covering all the items as mentioned in the
Schedule of requirement and technical specification attached herewith. Installation
Materials including patch panels, cables, connectors and all required accessories; Local
wiring and cabling necessary required for purposed workflow.
•
The OEM shall provide a guarantee for after sales service support and supply of spare
parts for a period of 7 years from the date of termination of warranty period.
•
The OEM shall provide Factory and Onsite training for TCIL & BTV personnel. Training
Charges shall be quoted separately. Charges for Installation and Commissioning of the
delivered system shall be quoted separately as optional. Selected OEM shall provide
technical support to TCIL during installation and provide onsite support during
commissioning of the system. The quote for rendering the above services shall be
provided separately as optional.
The prices shall be quoted in US$ valid upto 120 days. Prices to be quoted on CIF Chittagong,
Bangladesh basis.
The prices shall be inclusive of warranty for a period of 12 months from the date of issuance of
final acceptance by BTV.
The quotes shall be submitted along with the following:
• Documentary evidence citing minimum five years of experience in the related goods &
services.
• Documentary evidence citing minimum supply and/or production capacity of goods as
US$ 8,00,000/- only per year for last five years.
• A clause by clause compliance of the technical specifications attached herewith shall
also be submitted along with the offer.
• Country of Origin declaration for the offered product to establish the eligibility of goods &
related services. Goods or related services from ‘Israel’ are not eligible.
• Detailed description of the technical and performance characteristics of the offered
Goods, alongwith technical layout drawings, product brochures and datasheets
• A letter authorizing TCIL to bid on manufacturer’s behalf. Format of the letter is attached
herewith.
• List of recommended spares
Payment to the selected OEM shall be made through an irrevocable letter of credit on back to
back basis. The original Payment Terms are attached herewith.
The quotes shall reach TCIL on or before 25.10.2012 in hard copy or electronically at the

Notes on Related Services
The Purchaser shall clearly specify the related services/Incidental services, other than inland transportation and
other services required to convey the Goods to their final destination, in this Schedule of requirement. In particular,
these services may refer to any of the following but not limited to:
performance or supervision of on-site assembly and/or start-up of the supplied Goods;
performance or supervision or maintenance and/or repair of the supplied Goods, for a period of time as
specified, provided that this service shall not relieve the Supplier of any warranty obligations under this
Contract; and
training of the Purchaser’s personnel, at the Supplier’s plant and/or on-site, in assembly, start-up, operation,

Technical Specifications
All the equipment proposed to supply should comply with the Technical Specifications stated for individual
equipment. Equipment shall also comply with Digital and Analog TV Broadcast standard set by ITU and EBU. BTV’s
current requirements for equipment are Standard Definition (SD) but all offered equipment shall be upgradable to
High Definition (HD) without changing any hardware.

Original Payment Terms

The method and conditions of payment to be made to the supplier under this contract shall be as follows:
The payment shall be made in accordance with the following schedule:
Through an irrevocable confirmed letter of credit opened in favor of the supplier in a schedule bank of
Bangladesh with the advise of supplier’s Bank in his country in the currency stated in the contract US$.
a.
For Goods :
Eighty percent (80%) of the contract price of the goods will be upon loading of the 100% goods on
board of the carrier against the documents specified in the GCC.23 Remaining twenty percent (20%)
upon presentation of final acceptance Certificate by the purchaser.
b For Services :
Hundred percent (100%) of all such costs within thirty (30) calendar days of presentation of final
acceptance certificate.
Acceptance Tests :
The Goods and the Services shall be accepted as a whole in accordance with the Technical
Specifications in Section-7 and schedule of requirement in section-6.
In order to determine the compliance of the Goods and the Services with the requirements of the
Technical Specifications, the Supplier shall carry out tests by themselves in the presence of Purchaser’s
representative. When the Purchaser is satisfied with the results of the Acceptance Tests the Goods and
the Services have been completed in accordance with the Technical Specifications and other
requirements of the contract, the Purchaser shall issue a Certificate of Provisional Acceptance and the
Goods shall be deemed to be provisionally accepted and absolute and exclusive right and interest to
the Goods shall vest in the Purchaser on the actual deemed date.
Provisional Acceptance:
The Certificate of Provisional Acceptance may be qualified or may have annexed to it an agreed list of
outstanding items which do not affect the normal operation and maintenance of the Goods in
compliance with the requirements of the Contract and the timetable for the remedy of such
outstanding items, the Purchaser is entitled to retain a part of payment due upon Provisional
Acceptance.
Rectification of Defects:
If a Certificate of Provisional Acceptance is not issued due to substantial major defects in the Goods,
then the Purchaser shall advise the Supplier of a period in which the fault (s) shall be remedied to the
satisfaction to the Purchaser. The Purchaser shall issue a notice detailing the defects which require
remedying and the period of time in which rectification is to occur and the issue of such notice shall
not prejudice any of the Purchaser’s other rights of remedies under this Contract. The Supplier shall
issue further report on the results of Acceptance Test after such remedial action has been taken by the
Supplier.
Final Acceptance :
At the end and not later than thirty (30) calendar days after satisfactory completion of the provisional
Acceptance Tests, as described in the Scope of Work and in the Technical Specifications, of all Goods
and provided that the Supplier has full filled his commitments under the Contract, the Purchaser shall
issue a Certificate of Final acceptance.
The Certificate of Final Acceptance shall not apply to these parts which may have been replaced during
the Warranty Period.
At the discretion of the Purchaser, the Final Acceptance Test Program may consist of a reputation of a
part of the whole of the Acceptance Program. The Purchaser reserves the right to dispense with the
Final Acceptance Test and issue the Certificate of Final Acceptance.
Payment for Goods supplied from abroad:
Payment of foreign currency portion shall be made in [USD of the Contract Price] in the following
manner:
(a) On Shipment: Eighty (80) percent of the Contract Price of the Goods shipped shall be paid through
irrevocable confirmed letter of credit opened in favor of the Supplier in a bank in its country, upon
submission of documents specified in GCC Clause 23.
(b) Payment of local currency portion shall be made in Bangladesh Taka
within thirty (30) days
of presentation of claim supported by a certificate from the Purchaser declaring that the Goods have
been delivered and that all other contracted Related Services have been performed.
Payment for Goods and Services supplied from within the Bangladesh:
Payment for Goods and Services supplied from within the Purchaser’s country shall be made in
Bangladeshi Taka.
Payments shall be made in no case later than the days [Not Applicable] after submission of an invoice
or request for payment by the Supplier, and after the Purchaser has accepted it.
The payment-delay period after which the Purchaser shall pay interest to the supplier shall be [Not
Applicable] days after submission of an invoice or request for payment by the Supplier, and after the
Purchaser has accepted it.
The interest rate that shall be applied is [ 0%] percent
The insurance coverage shall be: Cost of Insurance from the port of loading to the site of purchaser
shall be borne by the purchaser and the cost of insurance from the factory to the port of loading shall
be borne by the supplier.
