Eligibility Criteria
The contractors who fulfill the following pre-qualification criteria will be eligible to participate in the
tender for the work:
1. Only those contractors who have minimum 3 years experience in this field of undertaking
similar work© and having executed a minimum of one similar work individually costing not less
than Rs. 16,00,000/- or more, or two similar works individually costing not less than Rs.
10,00,000/- or more, or three similar works individually costing not less than Rs. 8,00,000/- or
more during last 5 years.
© Similar work means work executed for Supply, Installation, Testing and Commissioning of Fire
fighting equipments (Specially Jockey & Diesel Pumps).
2. Should have a minimum yearly turnover of Rs. 20 Lacs during last three financial years ending
31st March 2014.
2a) Audit Balance Sheet along with Trading Profit & Loss Account statement for the last 3
years, i.e. 2011-12, 2012-13 & 2013-14.
3. Power of Attorney, if applicable.

Reg: Supply, Installation, Testing and Commissioning of Fire fighting equipments(Jockey
& Diesel Pumps) & synchronization with main electrical fire pump for wet riser system at
HO, 5, Sansad Marg- New Delhi
Online tenders are invited on item rate basis on behalf of Punjab National Bank from Fire Fighting
/ Electrical contractors who fulfil the eligibility criteria mentioned in the tender documents for
Supply, Installation, Testing and Commissioning of Fire fighting equipments(Jockey & Diesel
Pumps) & synchronization with main electrical fire pump for wet riser system at HO, 5, Sansad
Marg- New Delhi, against Payment of Rs. 1000/- (non refundable towards cost of tender), in two
envelope system containing (1) E.M.D (Refundable) Rs. 15,000/- (Rs. Fifteen thousand only)
and Tender cost Rs. 1000/- (Rs. One thousand only) in the form of DD separately in favour
Punjab National Bank, New Delhi in envelope (1) the envelope shall be super scribed as
“EMD & Tender cost for “Supply, Installation, Testing and Commissioning of Fire fighting
equipments(Jockey & Diesel Pumps)for wet riser system at HO, 5, Sansad Marg- New
Delhi”.
(2) Duly signed Technical bid with all supporting documents in Envelope (2) the envelope shall

Delhi”. Price bid will not be submitted in physical form. It will be submitted online only.
The Bidders intending to participate in this Tender are required to get enrolled on the banks
website i.e. www.pnbindia.biz Enrolment on the above mentioned website is mandatory.
As the bids of the Bidders have to be digitally signed by the Digital Certificate of the respective
Bidder before submitting the bids online, the bidders are advised to obtain Digital Certificates in
order to bid for the tender.

All the bidders are required to submit Demand Draft/ Pay Order in favour of Punjab National
Bank, Delhi of Rs. 1000/- towards the cost of tender document in physical shape along with EMD

Bidders may submit their queries regarding any technical clarification on the tendering “VIEW

to 17:00Hrs. Thereafter pre bid conference (if needed) shall be held at conference room 2nd floor

Based on the clarification of conditions by the bank, the intending bidder will submit
their unconditional acceptance on the prescribed format along with tender document.
Price bid of only those bidders shall be opened who bring their tender in line with requirements
of tender documents and are acceptable to the bank and the bidder who do not submit the EMD
in the form of Pay order /Bank draft their tenders will be summarily rejected.
First E.M.D. Envelope will be opened, and if the hard copy of the same is received on time only
then technical bid will be opened online. Hard copy i.e. the Demand Draft / Pay Order in favour
of Punjab National Bank, Delhi for an amount of Rs. 15,000/- towards EMD is to be submitted
physical form.
The price bid of technically eligible bidder who meets the eligibility criteria stipulated in tender
documents will be opened online in the presence of participated or representatives of
participated bidders as per the schedule attached. Date for opening of commercial bids will be
intimated later.
The Tenders shall be valid for a period of not less than 90 days after the date of opening of
Commercial bid (Online).

All disputes arising out of or in connection with this agreement shall deem to have arisen in Delhi

1. Having visited the site and examined the conditions of contract, General terms &
conditions and nature of the job, schedule of quantities for the above named works,
we submit our offer for the above job in terms the conditions of contract,
specifications and bill of quantities for the sum stated in bill of quantities of this
Tender Document or such other sum as may be ascertained in accordance with the
said conditions of contract.
2. We have independently considered the amount of penalty to be levied in case of
loss of any kind due to laxity on our part shown in the general terms & condition
hereto and agree that it represents a fair estimate of the loss likely to be suffered
3. We agree to abide by this tender for the period of 90 days from opening of
commercial bid or extension there of as required by the Bank from the date fixed for
receiving the same and it shall remain binding upon us and may be accepted at any
time before the expiry of that period.
4. We confirm the rates as referred in the agreement or general conditions of
contract given or summarized in the appendix hereto, to which we give our consent

If this tender is accepted, we undertake to enter into and execute at our cost,
when called upon by the Bank to do so, a contract agreement & non disclosure

GENERAL INSTRUCTIONS TO CONTRACTORS & GENERAL CONDITIONS
GENERAL CONDITIONS
1.
The tender shall be addressed to Chief Manager, GAD cell , HO5, Sansad Marg, New
Delhi and super scribed “Supply, Installation, Testing and Commissioning of Fire fighting
equipments(Jockey & Diesel Pumps) & synchronization with main electrical pump at HO, 5,
Sansad Marg- New Delhi” and should reach the Bank before 3 p.m. on 11/02/2015.
The bidders in their own interest are advised to inspect and examine the site and its
surroundings and satisfy themselves before submitting their tenders, in respect of the site
conditions including but not restricting to the following which may influence or effect the work or
cost thereof under the contract.
a) The bidders should note that site is in busy commercial area and they should also
take care for adjoining building, parking facility etc.
b) The Nature of work is renovation and up gradation of existing fire fighting system of our
running office building, so Contractor will ensure that during the execution of above said
work, Minimum shutdown will be available during synchronising the system. Before
shutdown or any work required in existing system, prior approval required from the Bank.
c) Site conditions including access to the site, existing and required roads and other
means of transport / communication for use by him in connection with the work.
d) Requirement and availability of land and other facilities for his enabling works, stores
and workshops.
e) Ground condition including those bearing upon transportation, disposal, handling and
storage or materials required for the work or obtained there from local authority.
f) Source and extent of availability of suitable materials including water etc. and labour
(Skilled and unskilled) required for work and laws and Regulations governing
their use and employment.
g) Geological, Metrological, Topographical and other general figures of the site and
its surroundings as are pertaining to and needed for the performance of the work.
h) The type of equipment and facilities needed preliminary for and in the performance of
the work and for successful completion of work.
i) All other information pertaining to and needed for the work including information as to
the risks, contingencies and other circumstances which may influence or effect the work
or the cost thereof under this contract
2.
The tenders will be opened as per schedule given earlier.
3.
The tenders will remain valid for a period of 90 days from the date of opening of tenders
i.e. price bid. Bank reserves the right to accept or reject any or all the tenders without assigning
any reason what so ever.
4.
At the time of submission, every tender must be accompanied by Demand Draft / Pay
Order, in favour of Punjab National Bank, New Delhi for an amount of Rs 15000/- as earnest
money. No interest will be paid on earnest money. Any tender, which is not accompanied by
the earnest money, shall be summarily rejected.
5.
The earnest money deposit (EMD) of unsuccessful tenderers will be returned after the
tender is decided.
6.
The earnest money of the successful tender shall be adjusted in the security deposit. The
Contractor whose tender is accepted will be required to d e p o s i t an initial security deposit,
a further sum to make up 2 % of the value of the accepted tender including the E a r n e s t
Money furnish b e f o r e b y w a y of security deposit for the due fulfilment of his contract,
such sum which will amount to apart from the initial security deposit made as
above,
retention money shall be deducted from the progressive running bills at 8% of the gross value
of each running bill.
7.
The bank reserves the right to reject any or all the tenders, without assigning any reason
or giving any explanation.
8.
Joint tenders shall not be considered.
9.
On receipt of information from the Bank on the acceptance of his tender, the tenderer
within 7 days should submit his acceptance of the work order. If the successful tenderer fail to
accept the work order, the earnest money deposited by him will be forfeited and acceptance of
his tender may be withdrawn.
10.
The rates quoted in the tender shall include all charges of scaffolding, lift for all height,
any tools and plants, freight, labour, conditions and fluctuation in the rates, Excise duty, VAT,
Service Tax, Octroi and any other taxes or expenditure for carrying out the work.
11.
The water and electricity shall be provided by the bank for completing the work free of
cost at one point.
12.
No escalation in rates will be allowed under any circumstances. However IEEMA price
variation based on RBI Indices will be admissible on submission of documentary proof. No other
variation including statutory variation in taxes and duties will be admissible under any
circumstances.
13.
The successful tenderer is bound to carry out entire work within the period stipulated in
the Appendix. The tenderer will have to pay liquidated damages for non-completion of job within
stipulated period at the rate of Rs. 2000/- per day after expiry of period of completion subject to
maximum of amount of security deposit. After award of work, the contractor is required to submit
the bar chart showing various activities to complete the work with in stipulated completion
period.
14.
The Contractor shall not be entitled to any compensation for any loss suffered by him on
account of delays in commencing or executing of the work, whatever the cause of delays may
be, including delays arising out of modifications to the work entrusted to him The Employer does
not accept liability for any sum besides the tender amount, subject to such variations as are
provided for herein
15.
The liquidated damages as mentioned above may not be enforced if the contractor
applies for extension of time mentioning the reasons for extension. Extension of time in days
will be granted by the bank if it is proved that contractor is not at fault for extending the work
beyond stipulated date of completion.
16.
The successful tenderer is bound to carry out all items of work necessary for satisfactory
completion of job. The security deposit of the successful tenderer will be forfeited if he fails to
comply with any of the conditions of the Contract.
17.
The contractor must co-operate with other contractors if any appointed by the bank so
that entire work proceeds smoothly and to the satisfaction of the bank.
18.
The contractor shall clean the installed/worked area at his own cost and hand over the
Diesel fire pump and Jockey Pump in proper manner and complete system in auto mode and
charged on the completion of work.
19.
The tenderer shall acquaint himself with the site conditions, making his own arrangement
for storing of material at site at his own cost.
20.
Eight percent of the value of work done shall be deducted as security deposit from the
running bills of the contractor and will be retained for defects liability period (as mentioned in the
Appendix) and shall be released after the defects liability period, provided no defects are
noticed during the period. The security deposit includes earnest money deposited by the
contractor along with the tender. The security deposit can be released at the time of final bill
payment if the contractor submits Bank Guarantee (as per bank’s approved format) of
equivalent amount of a bank other than PNB.
21.
The contractor shall attend to all defects noticed during defect liability period. If the
contractor fails to attend the defects, these defects will be rectified by the bank and the
expenditure incurred on this account will be recovered from their security deposit.
22.
The contractor shall make adequate arrangement for watch and ward of his material and
shall ensure the safety, breakage and any theft of material fixed or unfixed by him or subcontractors.
23.
The work executed should be got approved by the bank and the contractor shall rectify
any bad workmanship pointed out at any stage and remove from site all the rejected materials,
immediately.
24.
The contractor shall be responsible for implementing labour laws, compensation for injury
and accident to person whether employed by him or by his sub-contractor.
25.
The contractor will take necessary precautions for carrying out the work avoiding any
damage to structures/decorative parts of the property. The contractor will rectify any damages
done at his cost.
26.
The contractor shall ensure that workmen employed by him for execution of work are
suitable covered against Workman's Compensation Act and that all liabilities arising out of
Workman's Compensation Act, ESI and other legislative enactments applicable to such works
and workmen shall be to the contractor's account.
27.
The enclosed drawing with the tender is for reference only. After Award of work,
Contactor study the site condition and prepare the drawing and specifications as per Delhi Fire
Services / local body norms which will be approved by the Bank within 2 week times. The works
will be carried out as per approved drawings/specifications and to the entire satisfaction of the
bank.
28.
The contractor shall give due notice to the bank to check measurements of any work,
which is likely to be hidden before covering the same.
29.
The contractor will submit running bills for the value of work done not less than interim
payment (as mentioned in the Appendix) mentioning full nomenclatures of items, rates, amount,
measurement sheets, reasons for part rates claimed, if any.
30.
In case of non-completion or delay in completion of work or non-removal of defects in
time, the bank shall be free to appoint another agency to get the job done at contractor's risk
and cost.
31.
The contractor must include in their tender prices quoted for all Duties, Royalties, VAT,
Service Tax or any other Taxes or Local Charges, if applicable. Further, if any Tax levied by
virtue of Law in force after date of submission of price bid, will be borne by the Contractor. No
claims whatsoever on this account shall be entertained.
32.
TDS, VAT as applicable will be deducted at source from the Contractor's bill and will be
deposited with the ITO/Sales Tax Department, as per rules.TDS certificate for tax deducted wil
be issued as per rule.
33.
The bank may delay the progress of work, without in any way, vitiating the contract and
grant such extension of time for the commencement/completion of the contract as it may think
proper and sufficient in consequence of such delay and the contractor shall not make claim for
compensation or damage in relation thereto.
34.
The contractor will not execute any extra item without bank's permission in writing.
35.
Conditional tender quoted by the tenderer is liable to be rejected.
36.
The bank has a right to alter the nature of work and to add or omit any item of work or to
have the opinion of the same carried out departmentally or otherwise and such alteration or
variations shall be carried out without prejudice to this contract.
37.
The bank has right to terminate the contract, if the contractor abandons the work or fails
to commence and complete the work in time or fails to abide by the contract conditions.
38.
Substitution:- Should the contractor desire to substitute any materials and workmanship,
he/they must obtain the approval of the Bank in writing for any such substitution well in advance.
Materials designated in the specification identified by such term as "Equal" or "Other approved"
etc. specific approval of the Bank to be obtained in writing.
39.
Concealed Work:- The contractor shall give due notice to the Bank whenever any work
is to be buried in the earth, concrete or concealed or otherwise, becoming inaccessible later on,
in order that the work may be inspected and correct dimensions taken before such burial, in
default whereof the same shall, at the opinion of the Bank be either opened up for measurement
at the contractor's expense or no payment may be made for such materials, should any dispute
or difference arise after the execution of any work as to measurements etc. or other matters
which cannot be conveniently tested or checked, the notes of the Bank shall be accepted as
correct and binding on the Contractor.
40.
The successful tenderer is bound to carry out all items of work necessary for satisfactory
completion of job.
Advance Payment and Secured Advance:41.
Advance payment for works actually executed but not measured and billed for, should
not be made generally. Payment should only be made after the detailed measurements of the
work are taken and recorded and the contractor's bill for the same is approved by the
Competent Authority.
42.
However, advance payments on the running bills to the extent of 75% of the Banks
engineers certified amount may be made wherever found necessary. In such cases, it shall be
ensured that the test checking of the measurements & scrutiny of bills are completed before
payment of the next running bill.
43.
Secured advance against the security of materials brought to site may be made to the
contractors whose contract is for finished work. In such cases, the Competent Authority may
sanction advances up to an amount not exceeding 75% of the value (invoiced/assessed value)
of such materials, subject to maximum 60% of quoted rates provided that they are of a
durable/non-fragile nature and that an Indemnity Bond is drawn up with the, contractor under
which the Bank secures a lien on the materials and is safeguarded against looses due to the
contractor postponing the execution of work or to the shortage or misuse of the materials, and
against the expense entailed, if any, for their proper watch and safe custody. Recoveries of
advances so made should not be postponed until the whole of the work entrusted to the
contractor is completed. They should be made from his bills for works done as the materials are
used, the necessary deductions being made whenever the item of work in which they are used
are billed for. The remaining stages of the payment shall as under:
a)
85% of contract value against installation after adjustment of secured advance as
mentioned above.
b)
95% of contract value against testing, commissioning and approval of local Bodies
after adjustment of a) as mentioned above.
c)
100% of contract value against handing over the pump and completion of entire works
after adjustment of b) as mentioned above
A.
Arbitration :- In case of any dispute between Bank and Contractor, the decision taken by
the Sole Arbitrator who will be appointed by the Bank, will be final. The venue of Arbitration shall
be Delhi only.
B.
The contractor shall obtain marine-cum - erection insurance policy/CAR policy including
third party & workmen insurance for duration of the contract period, before the commencement
of work at site.
C.
Considering the existing occupied and functional building if any changes are warranted
before or during execution of work the same shall have to be done as per site condition. Hence
the tenderer must inspect the site before submitting the tender thoroughly.
D.
RIGHTS OF TECHNICAL SCRUTINY BY CHIEF TECHNICAL EXAMINAR.
The work is liable to be technically audited by the Chief Technical Examiner of the Central
vigilance commission Government of India from time to time. Any defects, improvements or
testing etc. pointed out by the chief Technical Examiner should be carried out by the contractor
at his own cost and any deduction of payment suggested by the CTE will be effected.
The Employer shall have a right to cause technical examination and audit of works and the final
bill of contractor including all supporting vouchers, abstract etc. is to be made at the time of
payment of the final bill. If as a result of this examination or otherwise any sum is found to have
been over paid in respect of any work done by the contractor under the contract the contractor
shall be liable to return the amount of over payment and it shall be lawful for the employer to
recover the same from him from any sum or sums due to him and in any other manner legally
permissible and if it is found that the contractor was paid less then what was due to him under
the contract in respect of any work executed by him under it, the amount of such under payment
shall be duly paid by the Employer .
Any sum of money due and payable to the contractor (Including Security Deposit returnable to
him) under this contract may be appropriated by the employer and set off against any claim of
the Employer of the payment of a sum of money arising out of or under any other contract made
by the contractor with employer.”
E. The work permit shall be issued for round the clock work including Sundays and holidays but
the should be executed during non – office hours. However the same is to be completed with in
the stipulated period. If the contractor works during office hours, the contractor is to ensure that
there is no hindrance or inconvenience to the normal functioning of the bank.
If the contractor does the work during non – office hours. Including Sundays the holidays, the
responsible person of the contractor shall remain present at all times at the work place. Special
precautions should be taken while executing the work at VIP/sensitive area.
F. The contractor will taken all necessary precautions for carrying out the work to avoid any
damage to the building and existing installation. If any damage is occurred during the execution
of the work, the same shall have to be rectified by the contractor at this own cost In case of
failure the bank shall be at the liberty to get the rectification done the risk & cost of the
contractor.
The Contractor shall shift the office furniture/cabinets if required for execution of work and rearrange the same as per the direction of the bank.
G. It will be the responsibility of the contractor to remove malba on daily basis positively and
dispose of the same at his own cost. In case of failure the bank shall be at the liberty to get the
malba removed at the risk & cost of the contractor. The contractor should also adhere to the all
rules and regulation of the local body in this regard.
H. The contractor must inspect the site before tendering acquaint of all equipment at site,
availability of existing space for installation of equipment. There after no claim whatsoever shall
be entertained under any circumstance. In case if any equipment is not possible to install in its
original condition and it is to be taken in parts the same shall have to be done by contractor
including restoring to the original position without any extra charges. It shall also include
breaking of wall etc if required and restoring the same to its original position.

Articles of Agreement
This agreement made at New Delhi on ___ Day of ________ between Punjab National Bank,
GSAD CELL, 5 Sansad Marg, New Delhi a body corporate (constituted under Banking
Companies Acquisition and Transfer of undertakings Act, 1970) having its Head Office at 7,
Bhikhaiji Cama Place, New Delhi-110066 (here in after called the Employer which expression
shall include his heir's, executors, administrators and assigns) of the first part and M/s --------------------------------------------------------------- (hereinafter called the Contractor which expression
shall include his heirs, executors, administrators and assigns) of the other part.
Whereas the Employer is desirous of getting executed certain works viz. “Supply, Installation,
Testing and Commissioning of Fire fighting equipments(Jockey & Diesel Pumps) &
synchronization with main electrical pump at HO, 5, Sansad Marg- New Delhi” for which the
Contractor have submitted their offer for the professional services to be rendered by the
contractor described in the conditions set forth (here in after referred to “as the said conditions”)
Now it is hereby agreed as under: 1. In Consideration of payments being made by employer, the Electrical Consultant shall
subject to the said condition render professional services.
2. The Employer shall pay to the Electrical Consultant such sums as shall become payable
hereunder at the times and manner specified in the said conditions forming part of this
agreement.
3. Following documents shall be read and constitute as part of this agreement;

SAFETY CODE
Following safety codes are to be strictly followed by the contractor
1. There shall be maintained in a readily accessible place first aid appliances
including adequate supply of sterilized dressings and cotton wool.
2. An injured person shall be taken to a public hospital without loss of time, in cases
where the injury necessitates hospitalization.
3. Suitable and strong scaffolds should be provided for workmen for all works that
cannot safely be done from ground.
4. No portable single ladder shall be over 8 meters in length. The width between the
side rails shall not be less than 30cm. (clear) and the distance between two adjacent
rungs shall not be more than 30 cm. When a ladder is used an extra mazdoor shall
be engaged for holding the ladder. Ladder should be metallic with rubber shoe and
should be of good strength.
5. The excavated material shall not be placed within 1.5 metres of the edge of the
trench or half of the depth of trench whichever is more. All trenches and excavations
shall be provided with necessary fencing and lighting.
6. Every opening in the floor of building or in a working platform shall be provided
with suitable means to prevent the fall of persons or materials by providing suitable
fencing or railing whose minimum height shall be one meter.
7. No floor, roof or other part of the structure shall be so overloaded with debris or
materials as to render it unsafe.
8. Workers employed on mixing and handling materials such as asphalt, cement
mortar, concrete and lime mortar shall be provided with protective footwear and
rubber hand-gloves.
9. Those engaged in welding works shall be provided with welder’s protective eyeshields and gloves.
10. i) No paint containing lead or lead products shall be used except in the form of
paste or readymade paints.
(ii) Suitable facemasks should be supplied for use by the workers when the paint is
applied in the form of spray or surface having lead paint is dry rubbed and scrapped.
11. Overalls shall be supplied by the Contractor to the painters and adequate
facilities shall be provided to enable the working painters to wash during the periods
of cessation of work.
12. Hoisting machines and tackle used in the works, including their attachments,
anchorage and supports shall be in perfect condition.
13. The ropes used in hoisting or lowering material or as a means of suspension
shall be of durable quality and adequate strength and free from defects.
14. Welding machines, Gas cutter and all equipment used to execute job should be
fitted with standard safety devices.
SPECIAL CONDITION OF CONTRACT
i)
The Employer may reserve the right to provide certain materials as mentioned for
the work at the time of awarding contract or during the progress of the work and
these shall be jointly inspected by the Engineer and the Contractor before issue
of materials. Suitability and sufficiency of the material shall be checked by the
Contractor.
ii)
After the materials are received, the Contractor shall not decline to accept
responsibility for the proper quality, safety and sufficiency of the resulting work or
structure by alleging defects of materials received from the Employer.
iii)
The value of materials provided by the Employer shall be calculated at the
prevalent market rates / invoice rates including all taxes, duties transportation,
labour and other incidentals by the Engineer and the amounts shall be deducted in
full from the interim Bill of the Contractor as and where applicable.
iv)
For all materials, issued free of cost to the Contractor, the rates for such
complete, items shall be suitably modified / varied by the Engineer, unless
otherwise provided for in the contract.
v)
Wastage of extra quantity of materials used by the Contractor over and above
the allowed quantity as determined by the Engineer shall be taken as unnecessary and unauthorized and such use / wastage shall be at the cost of the
Contractor.
The Employer will not be bound to take back such materials found surplus with
or either before or after the completion of work or on an earlier termination of
the contract, unless Otherwise provided for in the contract.
v)
On loss or damage of any such materials, it shall be replaced by the
Contractor with the same quality / brand with the approval of Engineer or the
value of such material would be recovered from interim bill of the Contractor at
the prevalent market rate, as would be appropriate in the opinion of the
Engineer.
2. The Contractor’s will be liable to pay all taxes levied by the Central and / or
State Governments on such of their salaries as are chargeable there with under
the laws for the time being in force and the Contractor shall confirm such duties
in regard to the deduction thereof as may be lawfully imposed on him.
3. Regarding all factory made products for which I.S.I. marked products are
available, only products bearing I.S.I. marks shall be used in the work unless
otherwise
mentioned in the list of approved make of material in the tender.
4. DRAWINGS :The tender drawings indicate the extent and general
arrangement of various equipment and are essentially diagrammatic. The data
given in the documents and drawings are approximate & their complete accuracy
is not guaranteed. The drawings and data furnished are meant for guidance &
assistance to the contractor. The exact dimension, location, distance and levels,
etc., will be governed by the space conditions. He shall not be entitled to any
extras for omissions or defects in electrical drawings or when they conflict with
other work.
5. As mentioned that the said work is to be done in existing functional building the
contractor is required to take care of the following:
a) The work permit shall be issued for round the clock including Sundays
and Holidays. However the same is to be completed within the stipulated
period. If the contractor works during office hours, the contractor is to
ensure that there is no hindrance or inconvenience to the normal
functioning of the bank. Necessary precautions should be taken to avoid dust
nuisance.
b) If the contractor does the work during non – office hours including
Sundays and Holidays, the responsible person of the contractor shall
remain present at all times at the work place. Special precautions
should be taken while executing the work at VIP/ sensitive area.
6. INSPECTION & APPROVAL OF THE WORK BY LOCAL AUTHORITY
On completion of this work, the contractor shall obtain and deliver to the owners
the certificates of
inspection
and
approval
by
Local
Administration / Delhi Fire Services if applicable. The fees paid for inspection will
be reimbursed on production of challan/receipt. The contractor shall include in his
rates all charges necessary for getting the installation approved by the state
government or/ and from any other authority required for this job.
7. The electricity supply for execution of work will be given free of cost at one
point. All further arrangement/extension will be made by contractor at his own
cost. The contractor can use the water as available for drinking consumption and
other minor consumption free of cost.
8. Being the existing occupied building open space for storage purpose will be
given as available. However contractor is required to make his own security
arrangement for safety of material at his own cost. The contractor can use the site
at Basement for small materials but it should not be a hindrance for other agency
work progress.
9. The necessary permission/approval/NOC required for installation of Exhaust pipes
of Diesel fire pump will be obtained by contractor from all concerned statutory
authorities NDMC including pollution Deptt., Electrical Inspector as applicable to
the works. It will be deemed to be part of this tender and contractor is required
to do the same within their quoted rates.
10. The contractor shall prepare & submit all detailed shop drawings within two weeks
from the date of award of contract for approval of Bank. The contractor shall furnish
required numbers of shop drawings to the Bank. All drawings in triplicate such
as, Main electrical panel with Single Line Drawings and its foundation drawings,
Drawings of fire fighting related work, etc. shall be furnished for approval to the
Bank. On completion of the job, the contractor shall give three such sets & original
comprehend drawn. All CD (soft copy) a s “AS BUILT” drawings to the bank with in
two week of completion without extra cost.
11. TESTING EQUIPMENTS:
All testing instruments digital type, measuring steel
tapes, tools, scaffolding and ladders etc., that may be required for execution of
work / for taking measurements shall be arranged by contractor at his own cost.
12. The work related for end termination of new cables in the new/ existing panels at
basement is inclusive of making / modifying holes in the panels, dis
connecting existing cable glands/ end termination
and re connection of
the same and removing existing cables /wires, handing over the same to
bank shall have to be done by the contractor and restoring to original position
including required material at no extra cost to the bank.
13. INSPECTION OF MATERIALS:
The owners shall have access to the
manufacturer’s premises for inspection of any items of the tender for which
contractor has made arrangement with manufacturer/ suppliers. All such inspection
shall not need any prior intimation by the owners.
14. ENGINEER/ SUPERVISOR
The contractor shall employ a competent, licensed, qualified full time electrical engineer /
Mechanical Engineer/ Fire Engineer who will be supervisor to direct the work of all
installations in accordance with the drawings and specifications. The engineer /
supervisor shall be available at all times at times at the site to receive instructions
from the employers in any day to day activities throughout the duration of the
contract. The engineer & supervisor shall correlate the progress of the work in
conjunction with all the relevant requirements of the supply authority. The skilled
workers employed for the work should have requisite qualifications and
should
possess competency
certificate
from the of Local Administration.
TECHNICAL SPECIFICATIONS
GENERAL SPECIFICATION FOR ELECTRICAL WORK:

SCOPE
In general, the contractor shall supply, store, erect, test and commission
all the equipment required for Electrical Installation. The contractor shall
furnish all the materials, labour, tools and equipments for the electrical work,
as shown in the accompanying sketch/SLD drawings and in the bill of

4. REGULATION & STANDARDS
The installation shall conform in all respects to Indian standard Code of
Practice for Electrical Wiring Installation I.S. - 732 and ‘National Electrical
Code’. It shall be in conformity with the current I.E Rules and Regulations and
requirements of the local Electric Supply Authority in-so-far as these become
applicable to the installation. Wherever this specification calls for a higher
standard of materials and/or workmanship then those required by any of the

Testing
The contractor shall arrange to test the entire system as per the procedures enumerated
under particular specifications, after the erection is completed. If the results of the test are
not found to be satisfactory by the Engineer-in charge, necessary rectification shall be done
until the test results are found to be satisfactory. The installation shall be deemed to be
completed only after the successful completion of the tests.
6. PUMPS, MOTORS, CONTROLS AND ALLIED ELECTRICAL WORKS
6.1 Pumps
6.1.1 GENERAL
Pumps required for water circulation shall be of capacities indicated in the schedule of
equipment. Pumps shall be of horizontal, enclosed impeller, centrifugal type. The

The drive motor shall be provided with starter confirming to IS:1822. The starters shall be
of totally enclosed metal clad and dust proof construction. The motors of 7.5 HP and below
shall be provided with DOL starters while those above 7.5 HP shall be provided with
automatic star delta starters. The starter shall have thermal overloads on all the phases,
under voltage and single phasing protection. Suitable number of extra contracts shall be
provided for interlocking and indicating lamps. Suitable ammeter with CTS shall be
provided with for starter for motors above 7.5 HP.
b) Pumps shall be installed as per the manufacturer's instructions. Pump sets shall be
installed on concrete block which in turn is mounted on 75 mm thick isolation cork or any
other vibration isolation, the static deflection in the spring shall not be less than 25mm with
additional travel to solid of not less than 15mm.
c) The contractor shall submit performance curves for pumps supplied by him. The capacity
of each pump shall be checked with respect to the contractor's piping equipment layout.
Tests shall be conducted on each pump set, after completion of the installation w.r.t. to
delivery head, flow and BHO. The tests results shall correspond to the performance curves.
The equipment, instruments and labour required fortesting shall be furnished by the
contractor.
7. Motors
7.1 General
The motor installation, wiring, control shall be carried out strictly in accordance with the
specification hereinafter laid down.
7.2
Rating
The ratings of the motors shall be as indicated in schedule of equipment and schedule of
quantities. The rating shall be on the basis of ambient temperature and allowable maximum
temperature rise as specified.
7.3
Standards
All motors shall comply with IS:325, IEC 34, IEC 34-1 or BS:2313 in respect of general
requirements and performance. Motors shall also conform to IS: 1231, IEC 72.1 for 72.1 for
foot mounted motors and IS:2223 and IEC 72.2 flange-mounted motors.
a. In general all the motors above 1 HP shall be 3 phase unless otherwise specified,
motors of 1 HP or below shall be either 3 phase or single phase as required.
b. Motors shall run at all loads without appreciable noise or hum. Motors shall be of the
following design as specified.
c. Drip proof squirrel cage induction motor pumps.
d. Windings of motors shall be class B insulated and fully tropicalized. The insulating
materials used shall not be liable for action of fungi or microbes. The insulation shall
afford adequate protection against chemically aggressive gases and vapour as well
as against conductive dust.
e. Motors shall be rated for continuous duty as defined in IS:325. All motors shall have
suitable torque characteristics as required by the duty of driven equipment. Motors
shall be suitable for operation on 415 volts, 3 phase, 50 Hz, AC supply.
f.
Motors shall be provided with a combination of ball and roller bearings. The roller
bearing shall be fitted at the driving and ball bearings shall be of standard cartridge
type which effectively seals off dust and moisture. Suitable grease nipple shall be
provided for regressing the bearing.
g. Motors shall be provided with a cable box to suit aluminum conductor, PVC insulated,
PVC sheathed and steel armoured cable.
h. Motors shall be so designed to operate successfully under the following conditions of
voltage and frequency variation.
I.
Where the voltage variation does not exceed 10% above or below normal.
II.
Where the frequency variation does not exceed 5% above or below normal.
III.
Where the sum of the voltage and frequency variation does not exceed 10%
(provided the frequency variation does not exceed 5%) above or below normal.
i. Motors starting current shall not exceed the following values.
Squirrel cage motors:600% of full load current. The staring current of the motors shall be
limited by using the following starters, as required.

8. Motor Starters
a) Motor starters shall be manufactured in accordance with IS: 1882 or BS:587. The starters
shall be totally enclosed, metal clad, dust and vermin proof construction. All starters shall be
direct-on-line/Automatic Star/Delta/Auto-transformer etc. as required.
All starters shall be continuously rated and shall be of automatic contactor type. All starters
shall be suitable for 415 volts, 3 phase, 50 Hz. AC supply. The making and breaking
capacity of the contactor shall be as per category A-4 conforming to BS:775. All the contacts
shall be solid silver or silver faced and all the contractors and starter equipment shall be
designed for not less than 40 operations per hour.
b) Unless otherwise specified, all starters shall have integral 'Start/Stop' push buttons. Start
push buttons shall be coloured green and shall be shrouded to prevent inadvertent
operation. Stop push buttons shall have mushroom heads and coloured red. All push button
operated contractors shall be provided with a maintaining/running contact.
c) All remote control circuit taken from the starter shall operate at 230 Volts or lower voltage.
d) Motor starters shall be provided with thermal overload relay with adjustable settings, on
each phase for three phase motor. The motors of 10 HP. and above shall be provided with
current transformer operated thermal overload relays. The thermal over load relays shall
have thermal characteristics suitable for the associated motor its starting characteristics and
suitably compensated for ambient air temperature variation. Single phase preventer shall be
provided for all the three phase motors.
e) Green, Red, Amber indicating lamps shall be installed on each starter to indicate open and
close conditions of the contractors and fault conditions of motors as directed by the thermal
overload relay.
9. Motor control center and allied electrical works
a) Motor control center shall be of cubicle pattern made out of 16 SWG MS sheet duly
painted with anti-corrosive paint and synthetic enamel paint.
b) All switch fuse units shall be of double make and break type and shall be fitted with HRC
fuses of 35 MV a rupturing capacity.
c) 100 mm square flush type ammeter of suitable range as mentioned in Bill of Quantities
and 0-500 volts voltmeter with CTS and selector switches shall be provided.
d) Three coloured phase indication lamps with toggle switch to be provided in incoming line.
e) The bus bars shall be of aluminium flat with colour coded PVC tapes.
f) Automatic star-delta or DOL motor starter with relay bimetallic thermal overload relays,
ON/OFF indication lamps to be provided for each motor.
g) Cables of approved make shall be laid either in built-in trenches or on walls with MS
clamps, saddles fixed at one meter interval. Wherever required the cable shall be laid in
outdoor trenches including excavation of earth, providing sand cushioning, brick protection,
back- filling, dressing of earth etc.
h) Cables will be terminated in Motor terminal block/in switch fuse units/starter with brass
gland and crimped copper lugs.
i) The control panel shall be provided with at least two earth terminal (of brass nut and bolts)
for connecting them with main system earth.
10. AUTOMATIC DIESEL ENGINE DRIVEN PUMPING SET
1. The pumping set shall be centrifugal end suction type fire pump designed to discharge
required quantity of water as per the requirements of TAC and driven by a diesel engine of
following specifications.
a) Diesel Engine
Direct injection type, compression, ignition type running at required design speed and fitted
with flywheel, coupling and guard, automatically controlled starting motor, spring loaded stop
control, oil bath air cleaner, exhaust silencer, fuel service tank with magnetic fuel level
indicator, supports for fuel tank and cooling system regulator etc. as required.
b) The engine shall be capable of operating on full load continuously for a period of six hours
at site elevation. The engine shall have speed governor to control the engine speed within 4
1/2 % of its rated speed under any condition of the leading. Any manual device fitted to the
engine which could prevent type engine from starting shall return automatically to the'
normal position.
c) Cooling system of the engine shall conform in all respects to specifications of Rules of
TAC.
d) Fuel tank shall be of welded steel conforming relevant Indian Standard. The tank must be
mounted above engine fuel pump to provide a gravity feed. The tank must be fitted with a
magnetic indicator showing the level of the fuel in the tank. The capacity of the tank shall be
as follows:
Extra light hazard: 3 Hrs. full load running.
Ordinary light hazard: 4 Hrs. full loads running.
Extra high hazard: 6 Hrs. full load running.
Fuel feed pipes shall not be soldered and plastic tubing shall not be used.
e) Starting Mechanism
Two separate methods of starting shall be provided as follows:
i) Automatic starting by means of a battery powered electric starter motor having
repeat start facilities, initiated by a fall in the pressure in water supply pipe.
ii) Manual starting by a electric starter motor.
f) Control Panel
Control panel shall comprise of the following:
i) One pressure switch
ii) One electronic calibrated relay
iii) One starter repeater relay
iv) Push button operated switch for manual starting
g) Batteries
Two separate 24 volt heavy duty starter batteries of repeated in wood tray including interbattery connectors and end term shall be supplied.
h) Battery Charger
Wall mounted battery charger with air cooled transformer and wave grid connected rectifier,
suitable for operation single phase AC supply shall be also be supplied.
i) The diesel engine and pump set shall be supplied with fabricated bed plate to carry pump
and engine.
j) Suitable cushy foot mounting for vibration isolation shall be supplied.
11. Spare Parts
The following minimum spare parts shall be supplied with the engine.
a) Fuel Filters, elements and seals : Two sets
b) Lubricating Oil Filters, Elements : Two
sets and Seals.
c) Engine joints, Gaskets and Hoses :One set
d) Injector Nozzles :Two
e) Piston Rings for each Cylinder : One set
f) Exhaust and inlet valve :One
Pumps and motor/engine shall be mounted on a common base frames fabricated from M.S.
Structural and placed on suitable concrete foundations with the help of Dunlop Cushy- foot
mountings (Anti-vibration pads) to avoid vibrations. The Anti-vibration pads shall be of heavy
duty type.
12. Pressure Gauges
All pressure gauges shall be of dial type with Bourbon tube element of SS 316. The gauges
shall be of reputed make. The dial size shall be 150mm dia. and scale division shall be in
metric units marked clearly in black on a white dial. The range of pressure gauge shall be 0
to 14 Kg./cm. All pressure gauges shall be completed with rubber isolation cock, nipples, tail
pipes etc.
13. Pressure Switches
13.1 The pressure switch shall be Industrial type single pole double throw electric
pressure switch designed for starting or stopping of equipment when the pressure in the
system drops or exceeds the pre-set limits. It shall comprise of a single pole changeover switch, Belows element assembly.
13.2 All the pressure switches shall have 1/4 B.S.P. (F) inlet connection and screwed
cable entry for fixing cable gland.
13.3 The Electrical rating of the switch shall be as under:

14. Switchgear Cubicle
14.1The main switch main switch board cubicle panel shall be of floor mounted type, totally
enclosed, dust and vermin proof made from 14 SWG M.S.Sheet of suitable size duly painted
with one coat of anti-corrosive paint and two coats of synthetic enamel paint of approved
make and shade with stove enameled finish. The cubicle shall comprise of the followings:
a) Incoming – 1 Nos. 4P 400A MCCB.
b) Outgoing- 2 Nos 4P 63 A MCB & 1 Nos. 4P 250A MCCB
c) Aluminium Bus bar of 500/600A Suitable .
d) Fully Automatic 'STAR DELTA' starter suitable for the motor H.P. with Push Buttons, and
ON/OFF indicating light one for each motor. Jockey pump to have DOL Starter.
e) Single phasing preventers one for each motor.
f) 95 MM2 Panel type Ampere meters - one for each motor complete with CTs.
g) 150 MM2 Panel type volt meter on incoming main with rotary selector switch to read
voltage between phase to neutral and phase to phase. h) Three non phase indicating lamps.
i) Rotary switch for manual/auto operations.
j) All colour coded internal and inter-connecting wiring from incoming main to Bus bar, switch
board panel and power/control cables from Switch board cubicle to motors engine and
batteries etc. in all respect.
14.2
All switchgears and accessories shall be of approved make to relevant IS Codes
and to the satisfaction of Engineer-in-charge/ Consultant and rating of all
equipment must watch the KW of motors quoted and as per T AC rulesm All
electrical work to be carried out as per T AC and CPWD rules/specifications.
15. Piping
All hydrant pipes, stand pipes etc shall be as per approved make confirming to
relevant IS Codes. Pipes upto 150 mm NB shall be as per IS 1239, Heavy grade.
Pipes of 200mm NB and above shall be as per IS 3589, with 6.35 mm wall thickness.
All welding shall be done be done by qualified welders and shall strictly conform to
Indian Standards code of practice for manual metal arc welding of mild steel. All
fittings shall be shall be mild steel confirming to A 234 GR WPD Sch 40. The flanges
shall be drilled as per relevant IS standards. All flanges, fittings and accessories shall
be suitable for Grade 150 Pressure Rating unless otherwise specified.
15.1
All pipes and their supports shall be thoroughly cleaned and given one
primary coat of red oxide paint before being installed.
15.2
Fitting shall be as per IS 1239 Part ll of pressure rating suitable for the piping
system. Fittings used on welded piping shall be of weldable type.
16. CI Sluice Valves : Non rising spindle sluice valve confirming to IS 14846 with a
rating of PN 1.6 shall be used for the system. These valves are provided at suitable
locations, considering the need of isolation in case of maintenance and this shall be
of ISI approved make.Body-cast iron,Disc-Cast bronze/Stainless steel, Seat and
Oring-EPDM
17. GM Sluice Valve: This shall be as per IS 14846 with female threaded ends used for
instrumentation/draining arrangement and shall have ISI Mark.
18. CI Non Return Valve: As per IS 5312 /PN 1.6 rating and tested to 20kg/cm2. Shall
be Swing check type in horizontal direction run/and lift check type in case of vertical
run.plate shall be of SS/Gun metal.
19. Butterfly Valve: All isolation / shut-off valve shall be of butterfly type IS-13095
wherever indicating in the drawings. The Valves shall have cast Iron body confirming
to IS 210 GR FG 200 and suitable for ANSI 150 Grade Flanges. The valve shall have
cast Iron body confirming to IS 210 GR FG 200 and suitable for ANSI 150 Grade
Flanges. The valve stem shall be of Stainless Steel confirming to SS 410/31. The
disk material shall be of Ductile Iron with Electroless Nickel Plating .The Sheet
material shall be EPDM. All shut-off valves of 50 mm NB and above shall be Butterfly
valves only.

21. Globe Valve/Check valve : The contractor shall provide 25mm dia Gun metal Globe
valve with GI pipe as per IS as per IS 1239 medium classfor testing & draining
purpose. This shall be measured by numbers and (include GI pipe and elbows fitting,

24. Strainers: Stainless steel strainers shall have minimum 1mm thick screen with 3 mm
perforations. Strainers shall be provided with flanges.
25. Air Vessel/pressure vessel: Air vessel shall be provided shall be fabricated of 8mm
thick M.S.Sheet. The ends shall be dished. This shall be 250 mm dia and 1.2 mtr
high. Flange connection shall be provided for connection. Air release valve and
pressure gauge with shut off valve shall be provided. The air/pressure vessel shall be
tested at 35 kg/cm2 pressure before installation. Air release valve shall be of Gun
metal.
26. Installation: a) the installation work shall be carried out in accordance with the
detailed drawings prepared by the contractor and approved by Engineer-in-charge
and local bodies/authorities.
b) In pipe above ground level, expansion loops or joints shall be provided to take care
of expansion on contractor of pipes due to temperature changes.
c) Tee-off connections shall be through equal or reducing tees, otherwise ferrules
welded to the main pipe shall be used. Drilling and tapping of the walls of main pipe
shall not be restored to.
d) Open ends of piping shall be blocked as soon as the pipe is installed to avoid
entrance of foreign matter.
e) For installing pipes vertically or horizontally inside the building standard pipe
supports of reputed make shall be used. Following supports shall be used: e.1 Split
pipe support clamps with rubber lining for vertical, horizontal & roof hanging. e.2
Clevis hangers for horizontal supports to adjust varying heights.
f) Fasteners and fully threaded rods shall be used for installing the pipe supports. The
sizes pipe supports and installation shall be in accordance with manufacturers
recommendations. For pipes of size 100 mm and above, with the prior approval of
Engineer-in-charge U clamp with dash fasteners may be used for supporting
horizontal pipe from ceiling.
g) In pipe above ground level, expansion loops or joints shall be provided to take care
of axpansion or contraction of pipes due to temperature changes.
h) Pipe support in pump house shall be floor mounted and of mild steel/G/I Spacing

Extra support shall be provided at the bends and at heavy fittings like valves to avoid
undue stress on the pipes.
27. Anti vibration pads, springs or liners of resilient and non-deteriorating materials shall
be provided at each support, so as to prevent transmission of vibration through the
supports. Pipe sleeves of diameter larger than the pipe by atleast 50 mm shall be
provided wherever pipes pass through walls and the annular spaces shall be filled
with felt and finished with retaining rings.
28. It shall be made sure that proper noiseless circulation is achieved in the system. If
proper circulation is not achieved due to air-bound connections, the contractor shall
rectify the defective connections. He shall bear all the expenses for carrying out the
above rectification, including the tearing up and refinishing of floors, walls, etc as
required.
29. Pressure Testing: All piping shall be tested to hydrostatic test pressure of atleast one
and a half times the maximum operating pressure, but not less than 10.5 kg/cm2 for
a period not less than 24 hrs. All leaks and defects in joints revealed during the
testing shall be rectified to the satisfaction of Engineer- in-charge. Piping repaired
subsequent to the above pressure test shall be re-tested in the same manner.
30. Painting: All external steel surfaces shall be thoroughly cleaned to remove rust, scale
etc before applying the primer. All underground piping shall be provided protective
wrappings as per TAC norms. All over ground piping/hose boxes/landing valves/hose
reel, M S frames etc shall be painted with two (2) coats of RED LEAD primer or
equivalent followed by two Coats of Post Office Red coloured Synthetic enamel finish
paint All other equipment shall be given a red oxide/zinc chromate primer and two (2)
coats of synthetic enamel
31. Earthing
31.1 All electrical apparatus, cable boxes and sheath/armour clamps shall be connected to
the main bar by means of branch earth connection of 25mm x 5mm copper strip. All
joints in the main bar and between main bar and branch bars shall have the lapping
surface properly tinned to prevent oxidation.
32. Maintenance Manual
16.1 On completion of the entire work and successful commissioning, Contractor shall
hand-over four copies of maintenance manual of all equipment installed by him.
16.2 Maintenance manual shall include information relating to make, model no. year of
manufacture and guarantee cards for all electrical and mechanical equipment with names of
local suppliers or manufacturer's agents.
33. Measurements
33.1 Pumping sets, and switch board cubicle shall be measured by number and shall
include all item necessary and required and given in the specifications.
34.
Earthing and power/control cabling shall not be measured separately but included in
switchgear cubicle and shall include all items necessary and required to complete the work
as per specification and relevant Indian Standards to the satisfaction of Engineer-in-charge
of Bank.
35.
Pressure Gauges shall not be measured separately but included in respective
pumping sets and shall include all items necessary and required to complete the work to the
satisfaction of Engineer-in-charge of Bank.
36. INSPECTION & TESTING
The Clients have the right to inspect the plants, equipments and materials at manufacturer's
work or at site at any stage and reject the material that is substandard or does not meet the
requirements of the specification and codes.
The contractor shall provide at his cost at site and elsewhere instruments and appliances for
testing and equipments and installation at various stages of manufacturing/installation.
These instruments shall be got tested and calibrated for their accuracy and performance
from the approved institutions.
The inspection and testing carried out by the Consultants/Clients/Third party does not relieve
the contractor of their responsibility of carrying out routine inspection during each stage of
procurement, manufacture and installation and also meeting the intents and requirements of
the specification and statutory requirements.
All equipments and the installation to be tested in the presence of the Consultants/Clients
after carrying out necessary rectification, adjustments and balancing. Four sets of test
readings should conform to the specification, equipment data, standards and codes.

A fire pump assembly provides water flow and pressure for private fire protection. The
assembly includes the water supply suction and discharge piping and valve; pump; electric,
diesel driver and control; and the auxiliary equipment appurtenant thereto.
The pump assembly auxiliary equipment shall include the following:
(a) Pump accessories
1. Pump shaft coupling
2. Automatic air release valve
3. Pressure gauges
4. Circulation relief valve (not used in conjunction with diesel engine drive with heat
exchanger)
(b) Pump test device(s)
(c) Pump relief valve and piping (where maximum pump discharge pressure exceeds the
rating of the system components or the driver is of variable speed)
(d) Alarm sensors and indicators
(e) Right-angle gear sets (for engine-driven vertical shaft turbine pumps)
(f) Pressure maintenance (jockey) pump and accessories
Water Supply to Pump Suction.
The suction supply for the fire pump shall be adequate to provide the required flow at a
gauge pressure of zero (0) psi [zero (0) bar] or higher at the pump suction flange to meet the
system demand.
Energy Source.
The energy sources for the pump driver shall be adequate to supply the necessary brake horsepower of
the driver so that the pump meets system demand.
Driver.
The pump driver shall not overload beyond its rating (including any service factor allowance)
when delivering the necessary brake horsepower.
Controller.
Automatic and manual controllers for applying the energy source to the driver shall be
capable of providing this operation for the type of pump used.
Notification to Supervisory Service.
To avoid false alarms where a supervisory service is provided, the alarm receiving facility
always shall be notified by the owner or designated representative as follows:
(a) Before conducting any test or procedure that could result in the activation of an alarm
(b) After such tests or procedures are concluded.
Inspection.
The purpose of inspection is to verify that the pump assembly appears to be in operating
condition and is free from physical damage.
The pertinent visual observations specified in the following checklists shall be performed
weekly.
Pump House Conditions.

(e) Batteries' (2) pilot lights are on or battery failure (2) pilot lights are off.
(f) All alarm pilot lights are off.
(g) Engine running time meter is reading.
(h) Oil level in right angle gear drive is normal.
(i) Crankcase oil level is normal.
(j) Cooling water level is normal.
(k) Electrolyte level in batteries is normal.
(l) Battery terminals are free from corrosion.
(m) Water-jacket heater is operating.
Steam System Conditions.
Steam pressure gauge reading is normal.
Testing.
Purpose.
The purpose of testing the pump assembly is to ensure automatic or manual operation upon
demand and continuous delivery of the required system output. An additional purpose is to
detect deficiencies of the pump assembly not evident by inspection.
Weekly Tests.
Qualified operating personnel shall be in attendance during the weekly pump operation.
A weekly test of electric motor-driven pump assemblies shall be conducted without flowing
water. This test shall be conducted by starting the pump automatically. The pump shall run a
minimum of 10 minutes.
A weekly test of diesel engine-driven pump assemblies shall be conducted without flowing
water. This test shall be conducted by starting the pump automatically, and the pump shall
run a minimum of 30 minutes.
The automatic weekly test timer shall be permitted to be substituted for the starting
procedure.
The pertinent visual observations or adjustments specified in the following checklists shall be
conducted while the pump is running.
Pump System Procedure.
(a) Record the system suction and discharge pressure gauge readings.
(b) Check the pump packing glands for slight discharge.
(c) Adjust gland nuts if necessary.
(d) Check for unusual noise or vibration.
(e) Check packing boxes, bearings, or pump casing for overheating.
(f) Record the pump starting pressure.
Electrical System Procedure.
(a) Observe the time for motor to accelerate to full speed.
(b) Record the time controller is on first step (for reduced voltage or reduced current
starting).
(c) Record the time pump runs after starting (for automatic stop controllers).
Diesel Engine System Procedure.
(a) Observe the time for engine to crank.
(b) Observe the time for engine to reach running speed.
(c) Observe the engine oil pressure gauge, speed indicator, water, and oil temperature
indicators periodically while engine is running.
(d) Record any abnormalities.
(e) Check the heat exchanger for cooling water flow.
Annual Tests.
An annual test of each pump assembly shall be conducted under minimum, rated, and peak
flows of the fire pump by controlling the quantity of water discharged through approved test
devices.
(a) Use of the pump discharge via the hose streams; pump suction and discharge pressures
and the flow measurements of each hose stream shall determine the total pump output.
Care shall be taken to prevent water damage by verifying there is adequate drainage for the
high-pressure water discharge from hoses.
(b) Use of the pump discharge via the bypass flow meter to drain or suction the reservoir;
pump suction and discharge pressures and the flow meter measurements shall determine
the total pump output.
(c) Use of the pump discharge via the bypass flow meter to pump suction (closed-loop
metering); pump suction and discharge pressures and the flow meter measurements shall
determine the total pump output.
The pertinent visual observations, measurements, and adjustments specified in the following
checklist shall be conducted annually while the pump is running and flowing water under the
specified output condition.
At No-Flow Condition (Churn). (Conduct this test first.)
(a) Check the circulation relief valve for operation to discharge water.
(b) Check the pressure relief valve (if installed) for proper operation.
(c) Continue the test for 1/2 hour.
At Each Flow Condition.
(a) Record the electric motor voltage and current (all lines).
(b) Record the pump speed in rpm.
(c) Record the simultaneous (approximately) readings of pump suction and discharge
pressures and pump discharge flow.
(d) Observe the operation of any alarm indicators or any visible abnormalities.
For installations having a device installed to control minimum suction pressure by throttling
action, low suction pressure on the device (below set minimum value) shall be simulated
while pumping at the rated flow. Throttling action shall be observed for any abnormality (e.g.,
cavitations, pressure surges, and failure to throttle). The simulated low suction pressure on
the device shall be removed and throttling action again shall be observed for any
abnormality as the pump returns to full flow.
For installations having an automatic transfer switch, the following test shall be performed to
ensure that the over current protective devices (i.e., fuses or circuit breakers) do not open.
Normal power failure shall be simulated while the pump is delivering peak power output to
cause connection of the pump motor to the alternate power source. The pump’s peak power
output shall be restored (if necessary). The simulated normal power failure condition then
shall be removed, which, after a time delay, shall cause the reconnection of the pump motor
to the normal power source.
Alarm conditions shall be simulated by activating alarm circuits at alarm sensor locations,
and all such local or remote alarm indicating devices (visual and audible) shall be observed
for operation.
Other Tests.
Engine generator sets supplying emergency or standby power to fire pump assemblies shall
be tested routinely.
Tests of appropriate environmental pump room space conditions (e.g., heating, ventilation,
illumination) shall be made to ensure proper manual or automatic operation of the
associated equipment.
Test Results and Evaluation.
The interpretation of the test results shall be the basis of the determination of adequacy of
the pump assembly. Such interpretation shall be made by those skilled in such matters.
The pump test curve shall be compared to the unadjusted field acceptance test curve and
the previous annual test curve(s). Increasing engine speed beyond the rated speed of the
pump at rated condition is not an acceptable method for meeting the rated pump
performance. Theoretical factors for correction to the rated speed shall not be applied where
determining the compliance of the pump per the test.
Current and voltage readings whose product does not exceed the product of the rated
voltage and rated full-load current multiplied by the permitted motor service factor shall be
considered acceptable. Voltage readings at the motor within 5 percent below or 10 percent
above the rated (i.e., nameplate) voltage shall be considered acceptable.
The pump shall be capable of supplying the maximum system demand.
Reports.
Any abnormality observed during inspection or testing shall be reported promptly to the
person responsible for correcting the abnormality.
Test results shall be recorded and retained for comparison. All time delay intervals
associated with the pump’s starting, stopping, and energy source transfer shall be recorded.
Maintenance.
A preventive maintenance program shall be established on all components of the pump
assembly in accordance with the manufacturer’s recommendations. Records shall be
maintained on all work performed on the pump, driver, controller, and auxiliary equipment.
In the absence of manufacturer’s recommendations for preventive maintenance, Table
below provides alternative requirements.

pump shall be mounted on common base plate fabricated in mild steel
channel with foundation bolts, cement foundation and anti-vibration

Pumps (Diesel Engine Driven) with Diesel Engine :
Supplying, installing, testing and commissioning of 2280 LPM horizontal top
discharge type single stage centrifugal pumping set with suitable diesel engine
for wet riser system at 7 bar with CI volute and bronze impeller with
mechanical seals directly coupled to automatic Diesel Engine complete with
all accessories like self-starting by means of Battery powered Electric starter
motor, oil bath air cleaner, exhaust silencer etc. complete in all respects. The
engine & the pump shall be mounted on common base plate fabricated in
mild steel channel with foundation bolts, cement foundation and antivibration mountings/ DonLop make cushing footings with nut & bolts. It shall
be automatic in operation with diesel engine control panel with 24 V DC
storage battery and battery accessories. It shall have cooling water lines for
engine with required pipes /valves / fittings/pressure gauges etc. including all
associated electrical work. It consist with Oil Tank of 200 ltrs. Capacity
including first fill of 200 ltrs high speed diesel oil in 16 SWG MS steel oil tank
with manhole cover, glass gauge, inlet and outlet connections with gate
valves, drain plug, GI piping between tank and engine vent pipe with wire
mesh etc. Duly painted and mounted on suitable MS angle staging to maintain
gravity .Tank shall be provided with epoxy coat from inside & two or more
coats of synthetic enamel paint outside over two coats of red oxide primer.
Diesel storage tank shall be double skin. Bypass arrangement should be
provided to check pumps. (Note: Civil work if required any will be inclusive in
qoted rate).
Shifting (Including re-installation, commissioning and testing )of Existing
Electrical motor driven fire water main pump if required due to
synchronisation with Deisel driven pump for hydrant system of horizontal
