LEGISLATION SUMMARY
When selecting ventilation you can come across many terms and expressions used to promote certain products and systems
over others in relation to legislative compliance. It is often not clear what is needed or why and so the aim here is to explain and
simplify the most common terms used when ventilation is being specified.
Approved Document F
Also known as Part F or ADF. Part F is the legislation that outlines the ventilation requirements for both new build and existing
dwellings. If a product is described as Part F compliant then it meets the criteria set out in this legislation.
Approved Document L
Also known as Part L or ADL. This deals with the conservation of fuel and power - basically energy efficiency. Part L was updated in
2013 and stated energy efficiency targets for houses had to improve by 8%. Ventilation has to comply with a maximum energy use
called Specific Fan Power and these are set according to the type of ventilation being used.
Intermittent Extract Ventilation - no higher than 0.5 W/l/s
Continuous Extract Ventilation - no higher than 0.7 W/l/s
Continuous Supply Ventilation - no higher than 0.5 W/l/s
MVHR - no higher than 1.5 W/l/s
SAP
The Government’s Standard Assessment Procedure (SAP) is used for assessing the energy performance of dwellings and the
associated running costs and also CO² emissions. The calculation is based on the energy balance (energy running costs vs overall
energy efficiency) taking into account a range of factors that contribute to energy efficiency - ventilation is one of these factors.
How do all these things tie together and affect ventilation?
In its simplest form what is being outlined is:
• New builds and refurbs now have to meet various energy efficiency criteria as well as minimum standards of ventilation as laid
out by Government legislation (Part L & Part F respectively).
• The ventilation used can have a beneficial effect on your SAP rating and these are listed in the National Calculation Database.
254
MECHANICAL EXTRACT VENTILATION (MEV)
MEV
Whole house Mechanical Extract Ventilation (MEV) provides simultaneous ventilation of separate wet areas, kitchens and utility rooms in a house or flat, gathering wet polluted
air and discharging it into the atmosphere.
How Does It Work?
Usage
• Unit is centrally located - normally in a loft or a
cupboard.
• Extract vents are connected to the central unit
using ducting.
• Air is simultaneously extracted from wet rooms bathrooms, kitchens, en-suites, utilty rooms - up to
5 rooms simultaneously.
• Primarily used in domestic new build applications
due to the need to run long ducting runs, although
suitable for all types of domestic dwellings.
• Within the building regulations airtight houses are
considered to be those with leakage less than 5m³
per hour per square metre of external envelope.
New build houses with more than this would
benefit from MEV.
User Friendly Installation
Benefits
• Can be wall, ceiling or loft mounted for
convenience.
• Easy commissioning - each spigot has an auto air
volume regulator which controls the air volume
pressure regardless of duct length.
• Unit can be controlled via remote switch enabling
the user to select one of three fan speeds
depending on their particular requirements.
• Energy efficiency - Continuously runs at a very
low rate and uses considerably less energy than
having intermittent extractor fans in all the wet
rooms.
• Near silent running - Because they extract
continuously, they can do so at very low levels and
with the unit sited remotely, they are extremely
quiet.

4" & 6" DOMESTIC FANS
4" (100mm) intermittent extract fans are generally used for bathrooms, ensuites and toilets, with 6" (150mm) being used for kitchens and utilities where a higher rate of extraction
is required. They operate most efficiently when wall or ceiling mounted and extract polluted air directly out of the property i.e. no extra ducting is required. The Newlec range
of intermittent extract fans can be operated in one of four ways depending on the model selected.
No Additional Fan Controls
• Fan switches on or off remotely
through light switch or other
remote switch.
Timer
Pull Cord
• Timers will continue to run for a
predetermined amount of time
- usually between 2 and 20 minutes once the light has been switched off.
Humidistat
• Allows the fan to be operated
manually rather than being set to
turn on when the light switch is
turned on.
• This is a built-in adjustable sensor
that will switch the fan on/off
automatically when the humidity in
the room reaches a certain level.
Newlec fans come with a choice of shutter options dependent on the model:
No Shutters
Backdraught Shutters
Automatic Shutters
• Are plastic hinged flaps (also known as butterfly
shutters) fitted on to the discharge of extractor
fans which open when air is being extracted but do
not allow air from the outside to travel back in to
the property via the fan when not in operation.
• Low cost on intermittent fans.
• Continuous running fans.
• In-line fans.
• These are thermo-activated internal shutters
behind the interior grille of the fan which open
and close silently completely sealing the unit
when not in use to prevent any draughts, noise
ingress or heat loss.
4" (100MM) STANDARD FANS
• Ideal for bathrooms, ensuites and toilets.
• Can be wall or ceiling mounted.
• High quality ABS mouldings.
• SELV version available - suitable for zone 1 areas containing a bath or a shower.

COMMERCIAL FANS
In order to determine the right size fan for the commercial application required, you need to calculate the correct fan performance (M³/hr). To do this calculate the room
volume in cubic metres, i.e. length x breadth x height, and then multiply by the number of air changes required. For example a canteen is 10M wide by 6M long and 3M high, the
canteen is 180M³ (10 x 6 x 3) and requires 8 air changes - 180 x 8 = 1440 M³/hr extract performance required. Assuming the fan is wall mounted, then select a 12" wall fan.

ENERGY EFFICIENT HAND DRYERS
The Enhanced Capital Allowance (ECA) defines energy efficient hand dryers as those that use less than 6.9kWh of electricity per 1000 standard cycles. All Newlec energy
efficient dryers meet this standard with the 1.0kW and 1.6kW fast dry hand dryer ranges being eligible for the governments ECA scheme. This provides businesses with enhanced
tax relief for investments in equipment that meets their published energy saving criteria (see etl.decc.gov.uk for details).
Choosing the most energy efficient dryer for your needs
Based on an assumption of electricity costs of £0.095 per kW/Hr, with the dryer being used for 200 dries a day for 300 days a year. The cost of using paper towels is based on
4000 paper towels.

ENERGY EFFICIENT CROSS WIND HAND DRYER
The ultimate in ultra-fast and hygienic hand drying from Newlec. The automatic,
non-touch operation triggers a powerful stream of air which moves across two
“blades” to create a cross wind, forcing water from both sides of the hands at once.
Being fast, energy efficient and hygienic means the Newlec cross wind dryer is
suitable for nearly all public places, including restaurants, pubs, office buildings,
factories, supermarkets and hospitals.

INSTALLED ELECTRIC HEATING
Electricity as the main heating source for a home has many advantages over other forms of heating and is set to increase in popularity over the coming years.
This is because electric heating:
• Is easy to install whether in a new build property or
as a refurb - no pipework to consider.
• Is energy efficient.
• Is perfect for extensions, conservatories etc.
• Requires no ongoing maintenance or servicing.
• Can be controlled on a room by room basis or as a
whole house system. No other system can achieve
this level of control.
• Is ideal to retrofit for dry or wet systems.
• Is extremely safe as it does not burn fossil fuels - no
potential CO risks or requirements for flues.
What type of installed electric heating do I need?
When considering what type of electric heating is required you should think about the usage patterns of the room to be heated.
High Usage 12+ Hours/Day
Does the room need to be heated for prolonged periods of time (12+ hours
per day) e.g. care homes, residential properties that are occupied all day?
Storage Heaters
Uses off peak electricity to store heat
which is slowly released over the
course of the day - most efficient when
a constant heat is required over long
periods in a day.

ENERGY EFFICIENT STORAGE HEATERS
EFFICIENCY IS ALL DOWN TO CONTROL
Newlec energy efficient storage heaters have been designed to be the most economical electric storage heating solution.
They reduce energy consumption by over 30% compared to standard manual storage heaters. They achieve this in two ways:
High Sensitivity Precision Thermostat
• Accurate to +/- 0.1˚C.
• The more accurate the
thermostat the more efficient
the heater.
• Fluctuations in room
temperature as little as +/-1°C
can lead to higher energy
demand as the heater has to
restart to get the room back to
the desired temperature.
Smart Charge Control Module
• Unrivalled thermostat accuracy
means that there is up to a 4.8%
energy saving against other
smart storage heaters that are
accurate to +/-0.3°C.
• Monitors the room temperature and the energy
consumption of the heater consistently.
• Automatically adjusts the charging and
consumption during the off peak period to meet
the needs required by the user.
• Only stores energy required.
• Delayed Charging - if less than maximum charge is
required, the heater will start the charging as late as
possible in the off-peak period ensuring the heater
is 100% ready at the end of the charge period.
• If additional heat is required then the integrated
back up convector will provide supplemental heat
- this will be accounted for by the heater and the
level of charge will be increased that night.
• By using this system savings can be increased by
30% over traditional manual storage heaters.
Smart Charge Control
All done automatically when the
heater is set to automatic mode
Energy consumption avoided due to perfect temperature control.
Plus these programming features:
• Built-in Daily Programmer - allows the user to
minimise wasted heat when the room is not in use
and conserving the stored heat for when required.
• Programmable Charging Days - charges only for
the days the room is in use and will revert to frost
protection mode on other days. Perfect for schools,
offices etc where seven day charging is not required.
KEY BENEFIT
Five operating modes:
• Automatic Mode - Automatically corrects the
energy charging and could reduce your heating bills
by over 30%.
• Storage Mode - Acts as a traditional storage heater.
• Combined Storage Mode - Acts as a traditional
combi storage heater.
• Convection Mode - Gives heat even if storage element
has been turned off - ideal for Spring/Summer.
• Frost Protection Mode - Ideal for homes/offices
that are unoccupied e.g. weekends. Does not allow
room temperature to drop below 7˚C.

STORAGE HEATERS
STORAGE HEATERS
Storage Heaters
Storage heaters are specifically designed to operate using cheaper off-peak
electricity to store heat. When the off-peak period finishes the heat is gradually
released into the room over the course of the day. All Newlec storage heaters
have the following benefits:
Save 15% on
running costs when
replacing a manual
storage heater
KEY BENEFIT
•Willow white colour.
•Drip proof (IPX2 rated).
•Room temperature boost control increases heat output when required.
•Automatic charge regulator - automatically adjusts the level of input charge
to compensate for changing weather conditions without user intervention.
•Manual reset thermal cut-out.
•Compatible with all off-peak tariffs.
NL10658
Two types of storage heaters are available, each with their own benefits:
Automatic Storage Heaters
Combination Storage Heaters
• Thermostats have an automatic charge regulator. This measures the temperature in
the room and automatically adjusts the charge regulator accordingly. This can lead
to significant running cost savings over manual storage heaters.
All the benefits of an automatic storage heater plus the added advantage of having a built
in convector heater - essentially offering two heaters in one compact space. Benefits of
this include:
• Convector supplies completely silent top up heating.
• Convector thermostat can be set to maintain constant room temperatures and
automatically switch on as necessary.
• Can provide top up heat even if no heat has been stored overnight - particularly
useful in summer months if there is a sudden cold spell.

ELECTRIC RADIATORS
Electric radiators are a real innovation in cost effective electric heating. They provide individualised central heating that can be controlled hour by hour to perfectly suit the
users requirements.
How do they work?
Highly Accurate Thermostat
Electronic Controls
Newlec electric radiators are comprised of a series
of 125W aluminium elements each injected with an
environmentally friendly thermal fluid. This means:
• Heat is dispersed rapidly over the entire radiator
surface.
• The entire surface of the heater is used to disperse
the heat into the room.
• The design of the aluminium elements allows for
heat dispersement via natural air convection and
radiant heat emission.
This all means that heat is transferred into the room
perfectly and quickly.
Thermostat accurate to +/-0.1°C. This is a key factor
in energy efficiency as unless a radiator equals this
accuracy it is simply not as efficient as a Newlec
electric radiator e.g.
• Thermostat with +/-0.3°C uses up to 4.8% extra
energy.
• Thermostat with +/-0.5°C uses up to 8% extra
energy.
• Thermostat with +/-1.0°C uses up to 16% extra
energy.
• Provides total control for the end user with
built-in daily/weekly programmer.
• Energy optimiser manages and restricts the
flow of electricity to the radiators heating
elements on the basis of information taken
from the thermostat.
• This means that in a 1.5kw heater, on average, you
would only use 0.63kw of electricity to maintain
the constant room temperature.
KEY BENEFIT
• Three level mode temperature selector - Comfort, Economy and Frost-Protection.
• Class 1 insulation.
• Steel body with extruded aluminium front.
• Unique safety wall fixing brackets for easy installation, saving up to 50% install

Guide to Electric Heating Costs - Electric Radiators vs Panel Heaters
The following table is a guide to costs based on a required temperature of 21°C, ceiling height of 2.4mtrs and ‘U’ values, ext.walls
1.5, floors 0.75, roof insulation 0.31 and glazed areas 2.9. The exact heater required would depend on the room size that needed to
be heated. For a more accurate guide we would require more information, including actual “U” values. Please contact us to help you
select and size your radiators accurately.
All costs are based on an assumption of £0.14 per Kwh peak and £0.06 per Kwh off peak electricity rates.
For more detailed sizing guides for all our heaters please see pages 336-337.

PANEL HEATERS
PANEL HEATERS
Wall mounted panel heaters are the ideal solution for rooms that require heating for short periods of time during the day or for rooms that require only occasional heating.
They are particularly suitable for use in rooms such as bedrooms, bathrooms, kitchens, conservatories and other rooms where constant heating is not required. The Newlec
range of panel heaters are slimline and provide rapid heat whenever it is required by the user.
All Newlec panel heaters have the following benefits:
•Willow white to match Newlec storage heaters.
•IPX4 rated (splash proof) for use in bathrooms and other wet areas.
•Thermostat accurate to within 1.5°C - eliminates under/over heating and improves energy efficiency.
•Temperature settings from 35°C down to a frost protection setting (5°C).
•Detachable hinged wall mounting frame for fast installation and easy cleaning.
Newlec offers two types of panel heaters:
•Thermostatic panel heaters.
•24 hour timer thermostatic panel heaters.
Thermostatic Panel Heaters
24 Hour Timer Thermostatic Panel Heaters
• Highly accurate adjustable thermostat (within 1.5°C) - eliminates under/over heating
and improves energy efficiency.
• Suitable for domestic or commercial use.
• 24 hour programmable timer.
• Timer can be set to switch on and off as often as required throughout the day
(in 20 minute intervals).
• Override switch enables the timer to be by-passed without altering the pre-set
programme.

UNDER FLOOR HEATING
UNDER FLOOR HEATING MATS
The new range of Newlec under floor heating mats are easy to install and are available for rooms with floor areas between 1M² - 10M². A combination of mats can be used
for larger areas. To determine the correct size mat, calculate the net floor area (exposed floor not covered with fixtures and fittings), deduct approximately 10% to allow for
perimeter and round up or down to the nearest size mat.
4 EASY STEPS FOR INSTALLATION
See the Neweys Online YouTube channel for a
product installation video.
1. Prepare the sub-floor. Ensure it is clean, fairly level and structurally sound. If the floor is screed over concrete, it is advisable to lay insulation boards to minimise heat loss
and ensure quicker heat up times.
2. Lay the first run. At the end of the run cut the mat leaving the cable intact, turn the mat through 90° or 180° and continue laying. When the area is covered, adjust the mat
until the loops are equal distance apart and attach the mat to the subfloor by peeling off the double sided tape covering.
3. You will need to install an RCD protected fused spur and a junction box if you have two or more heaters. Attach the temperature probe for the timer-thermostat on the
floor, equi-distant between two of the cable loops . Test the heating cable with a multimeter before final connection.
4. Either lay a thin, self-levelling screed over the mat and leave it to dry before laying tiles or trowel flexible tile adhesive directly over the mat and lay the floor tiles. Once
grouting is complete, let the tile adhesive cure for at least 5 days before switching on the system.
• One of the thinnest heating elements on the market - will not raise floor levels.
• Radiant heating element is made with a multi-strand copper nickel core for added strength.
• Heating element is coated in tough PVC insulation.
• Cable is attached to a sturdy fibreglass mesh for added durability.
• Super-sticky, double-sided tape ensures a secure installation.
