How to measure the resistance?

Turn off the power of the circuit. Connect the black and red test leads to the COM and  terminals respectively. Connect the test leads to the circuit being measured and read the displayed value.

The maximum voltage between terminals and earth ground is 750V AC rms or 1000V DC.

How to measure the capacitance?

Turn off the power of the circuit. Disconnect circuit power and discharge all high-voltage capacitors before measuring capacitance.
