GENERAL PROVISIONS
1. Bidders failing to use the bid form provided by the City will be disqualified. Only one
copy of the bid is required. Alternate bids will not be considered unless specifically
requested by the City. The bid proposal shall not contain any recapitulation by the bidder
of the work to be done or items to be furnished in an attempt to condition the bid. Any
such recapitulation will not be deemed to vary any of the provisions of the Invitation to
Bid. Any deviation from the specification shall be clearly indicated by the bidder in the
space immediately following each item of the Specifications. All line items must be
filled in exactly with what is being proposed. Any lines that are left blank will indicate
that the bidder will provide the City with exactly what was specified, no exceptions. Bids
must be signed in the space provided on the face of the bid. The signature shall be that of
a person authorized to bind the company in a legal contract. Unsigned bids will not be
considered.
2. Bids may not be withdrawn for a period of 45 days after the bid opening. Bids may be
revised prior to opening in writing, signed by an authorized representative of the
company; or fax or email prior to the bid opening and followed with proper written
confirmation received by the City within three calendar days thereafter. No bid may be
revised after the opening.
3. Bids will be publicly opened and read at the time and place advertised for opening of bid,
as shown on the “Invitation to Bid”. Written addenda will be issued to all bidders of
record in the event any changes are made to the bidding documents or if the bid opening
date or time is revised. Requests for bid clarification shall be made no later than ten (10)
days prior to the opening date. The City's response will be provided to all bidders of
record. No bid received after the opening time has arrived will be considered. Late bids
will be returned unopened. It is the sole responsibility of the bidder to ensure that bids
arrive by the date and time specified. The bid shall be submitted in a sealed envelope
which shows the bid number or name of item or service being bid, and date and time of
opening to ensure against premature opening of the bid. Faxed or emailed bids will not
be accepted. If the City of Cheyenne Municipal Building is closed for any reason at the
date and time scheduled for bid opening, the bid opening will automatically rescheduled
for the same time on the next working day that Municipal Building is officially open.
4. Award will be made to the qualified, responsible Wyoming resident bidder submitting the
lowest responsive bid, if such resident's bid is not more than five percent(5%) higher than
that of the lowest qualified nonresident bidder. Bidders are required to indicate their
residency status in the space provided on the face of the bid. If the bidder is a resident
bidder, they may be asked to provide a copy of the “State of Wyoming Certificate of
Residency Status”. The 5% Wyoming resident preference will not be applied for
expenditures where federal funds are involved. Basis for award will be on total bid
unless stated otherwise, and will include, where applicable, trade-in allowance, discounts,
and other factors that may be indicated in the “Invitation to Bid”. Prompt payment
discounts of less than 20 days will not be considered in award; otherwise, terms are net
30 days. In all cases where trades are shown on the “Invitation to Bid”, the City reserves
the right to trade or not to trade as deemed in its best interest. Trade-ins are “Where Is As
Is”. If the City elects not to trade, award will be based as stated above, without taking the
trade(s) into consideration for total bid amount. The City reserve the right to reject any
or all bids and to waive any formality or technicality in any proposal in the interest of the
City. Unit prices shall reflect all costs relative to furnishing the item, for if the accepted

bid exceeds budgeted funds, the City may decrease or delete items; or if funds are
available and additional quantities are needed, the City may increase quantities as
necessary. Basis of payment will be for actual quantities ordered and received. If
applicable to this Invitation to Bid, a formal contract may not be executed, but rather, a
purchase order will be issued to the successful bidder for the goods or service to be
purchased as a result of this invitation to bid.
5. When an item requested in the bid is identified by a brand name, trade name, or catalog
number or reference, it is understood that the bidder proposes to furnish the item so
identified and does not propose to furnish an "equal" unless his bid proposal so indicates
and he has obtained prior approval from the City for the item. The reference to the brand
name, trade name, or catalog number is intended to be descriptive but not restrictive and
only to indicate to the bidder articles that will be satisfactory. Bid for other brands,
makes, etc., will be considered provided the bidder clearly states on their proposal exactly
what they are proposing to furnish, and has submitted to the City at least ten (10) days
prior to the bid opening date, illustrations, specifications, or other descriptive matter
which clearly indicates the character of the article(s) to be covered by this bid, and has
obtained the prior approval of the City for the proposed "equal". The City reserves the
right to approve as equal, or to reject as not being equal, any article the bidder proposes
which contains major or minor variations from specifications or other requirements, but
which may comply substantially therewith. Wyoming materials and products of equal
quality and desirability shall have preference over materials and products produced
outside the state.
6. All items proposed shall be new and manufacturer's current model unless the City
specifically requests or addresses used or demo products in the specifications. The City
reserves the right to call for demonstration of products or services at no cost to the City
prior to award of the bid.
7. All bid prices shall be quoted F.O.B. the applicable City Department, Cheyenne,
Wyoming, unless the City specifically states otherwise elsewhere in the bidding
documents.
8. All applicable federal, state, and City laws, ordinance or regulations shall apply to
products or services purchased as a result of this bid. The provisions of Wyoming Statute
§ 15-1-113, incorporated herein by reference are an express part of these bidding
documents. All bid and contract documents shall be interpreted and construed according
to the laws of the state of Wyoming.
9. The bidder shall state warranty on labor and materials in months, years, hours, miles, etc.,
as applicable. The bidder shall assume costs of all labor, materials, per diem, freight,
transportation, and any other item incidental to warranty maintenance or repairs.
10. The bidder shall comply fully with all requirements of the Equal Employment
Opportunity Commission (EEOC) and the Americans with Disabilities Act (ADA) in the
same manner as is expected from the City of Cheyenne. If the bidder or the bidder's
employees or subcontractors are found in violation of these requirements, any order
placed as a result of this bid may be canceled. The bidder shall be responsible for all
such noncompliant action and shall defend, hold harmless and indemnify the City of
Cheyenne there from.

11. All parties to this bid and to any order or agreement resulting from this bid assure that no
person shall be excluded from participation in, denied the benefits of, or otherwise
discriminated against in connection with the award and performance of the requirements
of this bid on the grounds of age, race, color, disability, religion, national origin or sex.
The bidder agrees to include the language of this paragraph in all agreements associated
or connected in any way with furnishing of products or services as a result of this bid.
12. In compliance with the Drug-Free Workplace Act of 1988, the City of Cheyenne has
established an "Alcohol and Controlled Substance Policy" that pertains to alcohol and
drug usage by City of Cheyenne employees. The successful bidder and its employees
and subcontractors are required to comply with the provisions of the City's Alcohol and
Controlled Substance Policy for drug and/or alcohol usage on City property or other sites
occupied by the successful bidder while performing the duties and responsibilities
connected with furnishing of the products or services of this bid. It is the responsibility
of the successful bidder to become familiar with the requirements to this policy, to inform
its employees and subcontractors of their obligations to comply and to assure their
compliance therewith. If the successful bidder, its employees, or subcontractors are
found in violation of this policy, any order placed as a result of this bid may be canceled.
13. In submitting a bid for this project, the bidder agrees if awarded the bid, to defend, hold
harmless, and indemnify the City, its officials, employees and authorized volunteers
against any and all claims and costs, including attorney's fees, arising during or resulting
from the successful bidder's performance of any work or furnishing any product, and
shall carry such liability insurance as necessary to achieve this objective. The successful
bidder acknowledges its understanding of this paragraph and realizes it may have a
financial responsibility to the City hereunder. The City does not waive any applicable
defenses and expressly reserves the right to invoke governmental immunity pursuant to
the Wyoming Governmental Claims Act, Wyoming Statute § 1-39-101, et seq. for any
claim arising out of performance of this work.
14. Parts of these General Provisions may be supplemented or superseded by specific
requirements of the Invitation to Bid, Specifications, or Special Provisions.
15. The bid shall be accompanied by a bid guarantee in the amount of five percent (5%) of
the total bid, if the total bid amount is $35,000.00 or more. The bid guarantee shall be in
the form of a bid bond secured by a surety or guaranty company authorized to do
business in the State of Wyoming; or if the bid is $150,000.00 or less, the 5% bid
guarantee may be in the form of a cashier’s check, certified check, bond with Irrevocable
Letter of Credit, or money order made payable to the City of Cheyenne. Cash deposits,
personal checks or company checks (unless certified) will not be accepted. The bid
guarantee will ensure that the bidder will not withdraw his bid within 30 days after the
bid opening, and that he will execute the contract and furnish such bonds, insurance
certificates, and other documents; as required in the Bidding Documents; and in the event
of the bidder's failure thereof, the bidder shall be liable to the City on account of his
default for the amount of bid guarantee as liquidated damages in accordance with
Wyoming Statute § 15-1-113. Bid guarantee of unsuccessful bidders will be returned
promptly.

“LIQUIDATED DAMAGES”
Unavoidable Delays:
If the delivery of completed item(s) under this Contract should be an unavoidable delay,
the Contracting Official shall extend the time for completion of the Contract for the
determined number of days of excusable delay. A delay is unavoidable only if the delay
was not reasonably expected to occur in connection with, or during, the Contractor’s
performance, and was not caused directly or substantially by acts, omissions, negligence,
or mistakes of Contractor, the Contractor’s supplier or their agents and was substantial
and in fact caused by the Contractor to miss delivery dates, and could adequately have
been guarded against contractual or legal means.
Notification of Delay:
The Contractor shall notify the Contracting Officer as soon as the Contractor has, or
should have knowledge that an event has occurred which will delay delivery. Within five (5)
days, the Contractor shall confirm such notice in writing, furnishing as much detail as is
available.
Request for Extension:
a.
The Contractor agrees to supply, as soon as such data is available, any reasonable
proofs that are required by the Contracting Officer to make a decision on any
request for extension. The Contracting Officer shall examine the request and any
documents supplied by the Contractor is entitled to an extension, and the duration
of such extension. The Contracting Officer shall notify the Contractor of this
decision in writing.
b.
It is expressly understood and agreed that the Contractor shall not be entitled to
damaged or compensation, and shall not be reimbursed for losses on account of
delays resulting from any cause under this provision.
Liquidated Damages:
In the event of delay in the completion of delivery of the item(s) beyond the dates
specified and not subject to the Contract unavoidable delays clause, the Procuring Agency may
assess a liquidated damages of .10% of the price per item per calender day or $30.00 per item per
calendar day, which ever is higher. These damages shall be deducted from any money due, or
which may therefore become due to the Contractor under this contract.

1. Ten yard water level conventional contractor type dump body constructed of 10 gauge steel
with 201-2B steel with one piece. 3/16” Hardox 450, AR or equivalent steel flooring.
Minimum 13' long by 87" wide that will readily accept a sander box. Side height of body to
be 36", rear height to be 42". Sides shall be reinforced between end posts with at least three
tapered VEE or BOX section braces evenly spaced between corners or equivalent reinforced
by forming body sides. Body shall have 12" overhang from hinge point. All wiring lights
and connections will be sealed, heat shrinked and weatherproof insulated. Wiring shall be
fully loomed and secured every 12". Piercing crimp on connectors are not acceptable. All
wiring passing through metal plates or holes shall be grommeted or wrapped with anti-chafe
wrap and secured. Dump box and fuel tanks shall be mounted to provide 12" clearance
between back of cab and front of dump box. All grease zerks shall be threaded, press in
zerks not acceptable. 201-2B stainless steel 16”, 10 gauge, quarter cab guard adequately
braced, shall be mounted on body. Stainless steel shall be unpainted. Stainless steel folding
ladder to be mounted on passenger side front of dump body to access dump body and is to be
16” from the bottom of the step to the ground.

CONTROL CENTER
1. Control for all valve functions and electronic spreader control will be integrated into a
single, self-contained control center. The control center shall be padded armrest style
that is ergonomically designed. Control center shall be modular in design for ease of
installation and service, and wiring and connectors shall be keyed and color-coded
throughout. All components must be durable for long life and trouble free operation.

2. The electronic controller shall be a fully proportional multi-stick controller to operate all
cylinder functions. Controller shall be a modular design. Multi-stick PWM driver
electronics shall include as standard the capability to control at least 9 proportional
outputs simultaneously. The control is 2 stick. Left stick = Plow. Right stick = Dump
Bed. Controls for spreader must be located on armrest at the operator’s fingertips. There

3. For east of operation the multi-stick control shall include the following features: a
momentary push-button at the top of the hoist stick to provide hoist-interlock. A solidstate red LED labeled “Hoist” shall illuminate when the driver engages the hoist interlock
button. The “Hoist” Led shall remain illuminated while the hoist is under operation.
When dump body is raised from the stowed position there must be a 1” diameter red light
illuminated on the dash and a 70 decibel alarm shall sound while dump bed is raised from
stowed position. The “Hoist” LED shall be integrated into the communication control
circuit and will time-out after a period of hoist inactivity. The plow joystick shall include
a momentary pushbutton for activation of remote standby, remote blast or the truck body
vibrator. The multi-stick communication hardware/software shall include 4 integral float
options. The use of add-on float modules is unacceptable. For flexibility of use, the
integral float programming shall have the following standard features: (4) axis functional
float on any or all of the outputs with selectable forward/back right/left functionality, 3way or 4-way functionality, selectable (3) second float delay timer and optional float
enable switch inputs. To insure longevity of performance all lighting to be solid-state
LED technology. The use of incandescent lamps or EL backlighting is unacceptable.
Function joysticks shall be of contact-less Hall-effect design and offer up to a 5-million
cycle life. The use of potentiometers is unacceptable.

granular applications and operate on a CAN bus protocol. The Central Processing Unit
(CPU) shall have keyed and color coded connections to prevent incorrect installation.
The CPU shall be mounted in the cab with visual access to diagnostic have USB
connectivity for file and data transfer, Ethernet connection, a J1939 communication port
for connection to the vehicle bus, a second CAN bus communication and a RS-232
connection for AVL communication. The CPU shall have on-board diagnostics, which

9. The spreader control interface shall have two, color-coded, continuous rotation encoders
for granular and spinner control. These encoders shall have integrated push buttons for
blast mode and stand-by. The controller shall have a third multifunction 4-way joystick
that has an integrated rotary encoder and push button, that can be used for menu
navigation, and additional conveyor function. There shall be four, two-way soft keys
included in the interface that are generically-labeled and user-configurable for different
functions depending on the equipment needs. The controller shall also utilize iButton
technology that is capable of using a Supervisor key to provide access to the calibration
parameters without the access code. The entire operator interface shall be backlit and
encased in flexible silicone material with wear-limiting coating applied to the base
silicone material. The operator interface shall communicate on the spreader control
system CAN bus.

10. The spreader control display shall be a remotely-mounted, 7” diagonal color TFT LCD,
with a low-profile 16:9 wide screen format and minimum of 800 x 480 pixel resolution.
LCD shall have variable Led backlighting. CFL backlighting is unacceptable. The
display shall include a scratch-resistant poly-carbonate lens with anti-glare coating. Lens
shall be bonded to LCD to eliminate image distortion. A power status LED shall be
immediately visible on the front of the display and shall report display diagnostics.
Display unit shall have a built-in audible alarm. To avoid driver distraction, the display

11. The operator menus shall be color-coded to match the encoder knobs on the operator
interface. The display shall be capable of displaying the following on-screen
simultaneously: granular material name, granular material set point and actual application
rate including unties of measure, and actual application rate including units of measure,
spread width, road temperature, air temperature, material usage total, vehicle speed, and
current date and time. The display will also proved four warning light indicators for low
oil, body up, oil temperature, and filter bypass. These warning lights are to function

12. A proportional PWM driver and input module (Valve Module) shall be remotelymounted inside the hydraulic valve enclosure for control of both spreader control and
joystick control outputs. The entire Valve Module shall be of rugged design for the
mobile environment. The Valve Module shall include a minimum of eight proportional
PWM outputs with potted valve output connections. All outputs shall be protected
against short-circuits. Outputs shall be current-compensated and have adjustable PWM
frequency. There shall be a minimum of five switch-to-ground type inputs for
monitoring hydraulic system inputs such as oil lever, body up, HI and LOW filter bypass,
and oil temperature warnings. A minimum of five switch-to-ground type pulse train

inputs shall be included in the Valve Module for connection of feedback sensors such as
auger feedback. A keyed and color-coded connection shall be provided for CAN bus
connection to the CPU module inside the cab. A second CAN bus connection must be

RESERVOIR AND VALVE ENCLOSURE: (VT35)
1. The hydraulic reservoir shall be a 35 gallon nominal capacity, constructed of 10-gauge
304 Stainless Steel and be internally baffled. The mounting bracket is to be designed and
supplied by the reservoir supplier. The mounting bracket shall allow for a 1” clearance
from frame obstructions. It shall be mounted in a matter as not to transmit any truck
torsional loads through the tank. The enclosure shall use gasket-less passive technology.
Rubber seals, gaskets, or weather stripping of any kind are not acceptable. The enclosure
cover shall be removable within seconds by one person without the use of any tools and
shall protect from both road and pressure washer spray. The hydraulic oil filter shall be
mounted in the reservoir. Hydraulic filter shall be a 25-micron absolute and rated for no

less than 6000 psi. Filter shall be an Internormen hp17125vg30epug5s2ae7050p or prior
approved equal and equipped with a visual and electrical bypass indicators.. The filter
will come with both a visual and an electrical bypass indicator. All valve fittings, hoses,
filter, filler breather, oil level/temp sensor units, electrical connections, and valve
assembly must be protected by the enclosure cover. Bulkhead fitting connections
through the top of the enclosure as well as any other exposed valve fittings are not
without the use of any tools. The valve plate shall be mounted to two hinged, swing

HYDRAULIC PUMP: (FASD45)
1. The hydraulic pump shall be a U.S. manufactured axial piston pressure and flow
compensated load-sensing type. The pump shall be cast iron construction and rated to 6
cubic inches per revolution at maximum stroke which will deliver 19.2 gpm @ 1000
engine rpm. The pump shall have a 2 inch suction line and 3/4 inch case drain line
plumbed directly back to the reservoir. The pump shall be rated for 4000 PSI maximum
and 3500 PSI continuous. The pump shall have a 1 1/4" keyed drive shaft and SAE type
C mounting flange. The pump shall be a Force America FASD45 or prior approved
equal.

2. A single normally open, two position, two way, poppet style solenoid valve capable of
stopping oil flow to the hydraulic system when actuated, shall be installed at the
discharge port of the pump. The valve assembly must also incorporate a high pressure
relief valve to protect the system from over pressurizing during system shut down. This
solenoid valve shall be wired to a float type level sensor that is mounted through the top
of the reservoir. The system shall be designed so that when the float contacts close, the
solenoid valve stops the flow of oil to the system. At the same time, a signal will be sent
to an indicator light on the control panel that alerts the operator of system shutdown. The
control panel will also incorporate a momentary override switch wired to de-energize the
shut down system to facilitate diagnostics and equipment storage.

ADD-A-FOLD VALVE SPECIFICATIONS:
CONTROL VALVE
1. Control valve shall be of modular manifold design. Each hydraulic function requires an
individual manifold stacked together to from manifold base. The manifold base shall
consist of an inlet section with SAE #16 inlet porting, SAE #20 outlet porting, and SAE
#4 load sense porting. There shall be a main system relief in the inlet section to protect
the system from high pressure in case the pump compensators fail. The dump body
manifold shall be stacked next to the inlet section, and capable of 40 GPM with SAE #12
porting. The hydraulic control valves shall be pulse-width modulated, proportionally
controlled. Each hydraulic control valve segment shall be individually mounted to the
manifold base assembly and be serviceable without removing any hydraulic hoses or any
other hydraulic valve segments. Each hydraulic valve segment shall have individual
pressure compensation to achieve independent simultaneous operations. All segments
shall have heavy duty continuous duty coils and connections shall be with Din
connectors. All coils shall operate at 12 VDC and require a maximum of 1200 milleamps. Each segment shall be equipped with a manual overrides. The dump body
segment shall be rated to 35 GPM, with all other segments rated to 20 GPM. If a double
acting hoist is utilized, the dump body segment shall be equipped with a down side relief
to protect the body down function. This relief shall be set to the hoist manufacturer’s
specifications.

MINIMUM SPECIFICATIONS FOR
SELF-UNLOADING ABRASIVE SPREADER
GENERAL DESCRIPTION
It is the intent of these specifications to describe a Stainless-Steel Hopper type spreader to be
used by the City of Cheyenne to spread materials on ice or snow covered streets.
1. Hopper body shall be a 10 gauge stainless-steel hopper, length commensurate with truck
box dimensions 13' long x 87" wide. Overall height of hopper excluding lift loops shall
not exceed 51" and width at top of hopper not to be greater than 84". Shop portion of
hopper shall be at angle of not less than 38 degree from horizontal. Level capacity of
hopper shall be approximately one-half cubic yard per linear foot of length. Construction
shall be all electric welded with reinforcement to prevent bulging on distortion and
adequate bracing to support a loading of 1500 lbs. per linear foot. Upper edge of hopper
shall be reinforced with formed channel or structural steel and shall be provided with four
lifting loops on body. Hopper shall be equipped with an adjustable, positive locking feed
gate at the rear. Spreader clean out door located in the shut above the spinner at the rear
of the spreader. Guides to be mounted on sander to assure proper loading alignment into
dump bed on truck. Must be full length of spreader box. All electrical wiring and
hydraulic hoses or piping needs to be clamped and tied up and secured. All wiring going
through holes needs to be grommeted and where wiring or hoses go over edges of body
where chafing or rubbing could occur, it needs to be in a loom or wrapped.
One Stucchi quick coupler, mounted on right front of frame for quick detachment of
snow plow. This unit needs to be mounted so it won’t get damaged with normal
operation and easy to reach to connect and disconnect.
Another Stucchi quick coupler, mounted on left side between vehicle cab and dump body
for sander box and spreader hydraulics. Also speed control wiring for sander box and
spreader mounted next to quick coupler with quality cannon plug. Both quick coupler
assemblies must come with covers so connections will be covered when not connected,
truck side and equipment side.

2. Conveyor shall be pintle chain, minimum 20,000 lbs. tensile strength per side. Chain
shall be 2 1/4" pitch with 20.25" center to center on chain. Chain flights shall be 1/4"
welded to side bars at approximately 4" intervals. Bearings shall be antifriction, properly
located and sealed to prevent corrosion and provided with adequate means for lubrication
and adjustments. Chains shall be shielded and conveyor bottom plate shall be 3/16: or 7
gauge minimum. Conveyor chain shall be provided with a minimum 3" spring cushioned
take up bolt accessible from the outside of the body. The chain drive shall not be less
than 50 to 1 reduction. Front bearings on conveyor will have grease hoses that run to the
rear so bearings are greaseable from rear of truck. Grease hoses will be clamped to
hopper body.

3. Distributor shall be a stainless steel spinner not less than 20" in diameter with replaceable
angle or formed fins. Distributer shall be designed to make a controlled spread of from 6'
to 40'. Spreader shall spread material to the left. Hydraulic hoses and electrical
wiring for speed sensor and lights shall be clamped up and anti-chafe wrapped. Slow
moving vehicles sign to be installed on rear off spreader box.

4. Drive/Hydraulic drive shall be provided by two hydraulic motors powering conveyor and

latch bar to engage dump body tail gate latches and prevent end movement of spreader
body. Spinner shall be positioned 24" above the ground when hopper is empty. Dump
body floor is approximately 54" above the ground and shall be 13' long x 87". Spreader
shall have guides to insure proper alignment. Alternating flasher lights shall not be
less than 6" in diameter LED, plus wiring to operate light to light-up spreader spinner and
work lights. Switch located on dash in cab. Spreader body and dump box shall have tie
downs on them and be tied with chains to secure spreader body to dump bed from both
sides. Brackets welded to top edge of dump body front on both sides for tying hopper
body to dump bed with screw type boomers. Four stainless steel hanging loops need to
be welded on sander box because when there not mounted in trucks they are hung in

1. The plow shall consist of four independent moldboard sections with each section spring
loaded, enabling the plow to negotiate varying ground obstacles by guiding the individual
