Project  Director,  GCNEP,  Bahadurgarh,  Haryana,  on  behalf of  the President  of  India  invites  sealed  item  rate  tender  (under 

Three Stage System –ELIGIBITY, TECHNICAL and FINANCIAL BID

),  from  reputed,  qualified,  experienced,  technically  and  financially  sound  agencies  for  the  work 

 

SUPPLY,  INSTALLATION,  TESTING  AND  COMMISSIONING  OF  AV  SYSTEMS  AT  GCNEP,  JASAUR‐ 

KHERI, BAHADURGARH, HARYANA”.

SECTION‐I

 

 

PART A: INSTRUCTIONS FOR SUBMITTING THE TENDER

 

1. The intending bidders must read the terms and conditions of the tender documents. He  should  only  submit  bids  if  he  considers  himself  eligible  and  he  is  in  possession  of  all  required documents. 

2. The information and instruction for bidders alongwith technical bid and financial bids etc.  posted on website shall form part of the bid document. 

3.

CORRIGENDUM(s), IF ANY, SHALL BE UPLOADED ON WEBSITE  www.gcnep.gov.in  ONLY. 

And  the  intending  bidders  should  therefore  keep  following/  checking  the  website  regularly.

 

 

4. If  an  agency  is  found  ineligible,  after  opening  of  Eligibility  Bid,  his  tender  shall  become  invalid and the tender fee shall not be refunded. 

5. Submission  of  the  tender  documents  after  the  due  date  and  time  (including  extended  period) shall not be permitted. 

6. Information  and  Instructions  for  tenderers  posted  on  website  shall  form  a  part  of  this  tender document. 

7. The tenderers are advised to submit their documents etc. well in advance to the Tender 

Inviting  Authority,  so  that  it  should  reach  on  or  before  the  due  date  and  time.  Delay  in  receipt of hard copies due to security restriction, postal delay or delay due to any other  reasons etc. shall not be accepted and tender shall be rejected forthwith.

PART C: REQUIREMENTS AND ELIGIBILTY CRITERIA

 

1.   Contractors who fulfill the following requirements shall ONLY be eligible to apply. 

(Joint  ventures are not accepted).

 

2.   Bidder should be an Indian registered Company and must have at least seven (07) years of 

Networking,  Telephony,  IP  Telephony  or  Audio‐Video  System  projects  implementation  experience in India, ending previous day of the last day of submission of tender. 

3.   The bidder should have satisfactorily completed similar works during the last seven years  ending previous  day of last date of submission of tenders. For this  purpose cost  of  work  shall  mean gross  value of  the completed  work  including  cost of material supplied by the 

Government/Client but excluding those supplied free of cost. This should be certified by an 

  officer not below the rank of Project Manager/ Engineer‐In‐Charge or equivalent. 

Completed THREE similar works each of value not less than the amount equal to 40% of 

  the Estimated cost put to this tender.  or 

 

Completed TWO similar works each of value not less than the amount equal to 60% of 

  the Estimated cost put to this tender.  or 

 

Completed  ONE  similar  work  of  value  not  less  than  the  amount  equal  to  80%  of  the 

Estimated cost put to this tender. 

 

Important Notes:

i)  Similar  work  shall  mean:  Networking,  Telephony,  IP  Telephony  or  Audio‐Video  System  works. 

  ii)  ‘Cost  of  work'  shall  mean  gross  value  of  the  completed  work  including  the  cost  of  materials  supplied  by  the  Client,  but  excluding  those  supplied  free  of  cost.  The  value  of  executed works shall be brought to the current costing level by enhancing the actual value  of work at a simple rate of 7% per annum; calculated from the date of completion to the  last date of receipt of applications for tender. 

4.   The bidder must have a registered office, with valid PAN/ VAT/ TIN numbers etc. The bidder  must furnish a copy of PAN, VAT details along with the quote. 

5.   The  bidder  should  have  adequate  financial  stability  &  status  to  meet  the  financial  obligations  of  the  scope  of  work.  CA  Certificate  of  Financial  Turnover  for  the  last  three  consecutive financial years should be furnished. 

6.   The  bidder  should  not  have  incurred  losses  in  more  than  two  years  during  the  last  five  years, ending 31 st

 March 2016. 

7.   The bidder should have a solvency of 40% of the Estimated Cost put to this tender.

8.   The 

bidding capacity

 of the bidder should be equal to or more than the estimated cost of 

  the work put to tender. The bidding capacity shall be worked out by the following formula: 

Bidding Capacity = {[A x N x 2] – B} 

 

Where, 

 

A=

 Maximum turn over of similar works executed in any one year during the last five years  taking  into  account  the  completed  as  well  as  works  in  progress.  The  value  of  completed 

  works  shall  be  brought  to  current  costing  level  by  enhancing  at  a  simple  rate  of  7%  per  annum. 

 

N=

 Number of years prescribed for completion of work for which bids has been invited. 

B =

 Value of existing commitments and ongoing works to be completed during the period  of completion of work for which bids have been invited. 

9.   List of works in hand & List of similar works carried out by them for last 7 years indicating:  i)  Agency  for  whom  executed,  ii)  Value  of  work,  iii)  Completion  time  as  stipulated  and  actual, or present position of the work. 

10.  

List of technical staff they possess and propose to deploy for the work.

 

11.  

Department  reserves  the  right  of  Non‐  consideration  of  Tender  documents  of  the  agencies who are not fulfilling the NIT stipulations and/ or having adverse report on the  works carried out by them in the past. 

 

 

PART D: General Rules and Directions 

1.  

The works have to be executed by a single party, Joint ventures are not acceptable. Partial  quotes/  quotes  for  partial  works  are  liable  to  be  rejected  without  any  further  correspondence. No joint/ multi‐party bidding is allowed. 

2.  

Bidder  has  to  submit  OEM  support  commitment  letter  stating  that  the  quoted  products

  should not be end of support for next 5 years. 

3.  

Bidders  are  requested  to  quote  for  above  work  as  per  the  enclosed  specifications.  All 

items/ materials (including cables & connectors) offered should be of repute make/ well  established brands. The quotes must be accompanied by the make & model of the items  offered, alongwith technical datasheets. Offers without technical details are liable to be  rejected without any further correspondence. 

4.  

Taxes  will  be  deducted  from  the  running/  final  bill  as  per  the  prevailing  Government  norms and a TDS Certificate will be issued for the same, as applicable.  

5.  

Signing of Tender: In the event of the tender being submitted by a firm, it must be  signed   separately  by  each  partner  thereof  or  in  the  event  of  the  absence  of  any  partner,  it   must  be  signed  on  his behalf by a person holding a power‐of‐attorney authorizing him to  do so, such power of attorney to be produced with the tender, and it must disclose that  the firm is duly registered under the Indian Partnership Act‐1952. 

6.  

Declaration  by  tenderer: The  tenderers  shall  sign  a  declaration  under  the  Official  

Secret  Act‐1923  for maintaining  secrecy  of  the  tender  documents,  drawings  or  other   records    connected    with    the    work    given    to    them.    The  unsuccessful  tenderers  shall  return all the drawings given to them. 

7.  

Guidelines for quoting the rates:  All rates shall be quoted on the prescribed tender form. 

The  amount  for  each  item  should  be  worked  out  and  requisite  totals  given.  Special  care  should be taken to write the rates in figures as well as in words, and the amount in figures  only, in such a way that interpolation is not possible. The total amount should be written  both in figures and in words. In case of figures, the words “Rs.” should be written before  the figures of rupees and word “P” after the decimal figures, e.g. “Rs. 2.15 P”,  and in case  of words, the word, “Rupees” should precede and the word  “Paise”  should  be  written  at   the  end.  Unless  the  rate  is  in  whole  rupees  followed  by  the  word  'only'  it  should  invariably  be  upto  two  decimal  places.  While  quoting  the  rate  in  schedule  of  quantities,  the  word  'only'  should  be  written  closely  following  the  amount  and  it  should  not  be  written in the next line. 

8.  

Quoted rates to include all taxes: Sales tax, VAT, Purchase tax or any other tax on materials  in  respect  of  this  contract,  including  State  Sales  tax  and  Turnover  tax  on  transfer  of  property  as  per  Works  Contract  Act  etc.  if  any,  shall  be  payable  by  the  contractor  and 

Government  will  not  entertain  any  claim  whatsoever  in  respect  of  the  same.  As  per  the  directives  of  the  Sales  Tax  Authorities,  the  tax  due  at  the  rates  notified  by  the  State 

Government  from  time  to  time,  shall  be  deducted  from  the  bills  payable  to  the 

Contractors, for which TDS certificate shall be issued by the Department. 

9.  

Filling‐up  of Financial  Bid: Unless otherwise  called for, any tender containing percentage  below / above the estimated  cost  put  to  tender  is  liable  to  be  rejected.  All  rates  shall   be    quoted    on    the    tender    form    by    the    tenderers    in  figures  and  words  shall  be  accurately  filled  in,  so  that  there  is  no  discrepancy  in  the  rates  written  in  figures  and  in  words.  The  amount  for  each  item  should  be  worked  out  and  requisite  totals  given. 

However,    i)  The rate(s) must be quoted in decimal coinage. Amounts must be quoted in full rupees  by ignoring fifty paise and considering more than fifty paise as rupee one.   ii)  If  a discrepancy is found,  the rates  which correspond with the amount  worked out by  the contractor shall, unless otherwise proved, be taken as correct.

  iii) If the amount of an item is not worked out by the tenderer, or it does not correspond  with the rate written either in figures or in words, then the rates quoted by the tenderer in  words shall be taken as correct.   iv) Where the rate quoted by the tenderer in figures and in words tally but the amount is  not worked out correctly, the rate quoted by the tenderer will, unless otherwise proved, be  taken as correct and not the amount.       v)  In  event  no  rate  has  been  quoted  for  any  item(s),  leaving  space  both  in  figure(s),   word(s),  and  amount blank, it will be presumed that the contractor has included the cost  of this / these item(s) in other items and rate for such item(s) will be considered as zero  and work will be required to be executed accordingly.   

10.  

Action  in  case  of  unrealistic  rates: In  the  case  of  any  tender  where  unit  rate  of  any   item (s)  appear unrealistic,  such  tender  will  be  considered  as  unbalanced  and  in  case   the  tenderer  is  unable  to  provide satisfactory explanation, such a tender is liable to be  disqualified and rejected. 

11.   Furnishing of PG & SD on acceptance of Tender: 

i)  The  tenderer,  whose  tender  is  accepted,  will  be  required  to    furnish    performance   guarantee  of  5%  of  the  tendered  amount  within  the  period  specified as in  Annexure‐

D (Section‐III).  This guarantee  shall  be  in  the  form  of  Department’s  cash  receipt  (in   case  guarantee  amount  is  less  than  Rs.10,000/‐)  or  Deposit at call receipt /  Demand 

Draft / Pay Order / Banker’s cheque issued by a Scheduled Bank (in case guarantee amount  is  less  than  Rs.1,00,000/‐)  or  Government  Securities  /  Fixed  Deposit  Receipt  (FDR)  or 

Guarantee Bonds of any Scheduled Bank or The State Bank of India in accordance with the  prescribed form.   ii)  The  tenderer,  whose  tender  is  accepted,  will  also  be  required  to  furnish  by  way  of 

Security  Deposit  for  fulfillment  of    his    contract,    an    amount    equal    to    2.5%    of    the   tendered    value   of   the    work.   The   security   deposit    will    be    collected    by deduction   from  the  running  bills  of  the  contractors  at  the  rates  mentioned  above.  The  security   amount  will  also  be  accepted  in  cash  or  in  the shape  of  Government  Securities.  

Fixed  Deposit   Receipt  (FDR)   of   a   Scheduled   bank   will  also   be    accepted   for  this  purpose, provided confirmatory advice is enclosed. 

12.  

The  supplier  shall  not  dispatch  the  equipment  without  the  prior  approval  of  the 

Department/  Users/  Inspectors  and  subsequent  written  instruction  to  do  so.  Necessary  inspection  facilities  should  be  provided  to  our  engineer  during  fabrication  at  no  extra  costs. 

13.  

The  bidder  shall  deliver  the  finished  components  within  the  completion  period  effective  from the date of work order issued to the bidder. Any delay which is attributable to the  contractor is liable for penalty.  

Compensation for delay of work:  @ 1.5% per month of delay to be computed on per day  basis, provided always that the total amount of compensation for delay to be paid under  this condition shall not exceed 10% of the tendered value of work or of the tendered value  of  the  item  or  group  of  items  of  work  for  which  a  separate  period  of  completion  is  originally given.  The amount of compensation may be adjusted or set‐off against any sum  payable to the Contractor under this contract. 

14.  

If  required,  the  interested  parties  can  plan  a  visit  to  Office  Site  for  mapping  the  exact  requirements but with a prior intimation & approval of this office only. 

15.  

There is no free issue material. All items/material to be supplied/ used should be in brand  new factory condition.

16.  

The Security  Deposit  shall  be  refunded  to  the contractor  after  the  completion of  on‐site  support period. 75% of Performance Guarantee shall be refunded after the completion of  supply,  installation,  testing  and  commissioning,  and  the  balance  shall  be  refunded  after  the completion of on‐site support period. 

17.  

The agency shall not sub‐contract any work without written consent from GCNEP.  

18.  

The quoted rate should be inclusive of all transportation, loading/ unloading, delivery or  any other consequential charges. No extra costs shall be payable beyond the quoted price. 

19.  

The contractor shall work in close cooperation with other agencies working at site, so as to  make the execution of work smooth. 

20.  

The safety & security of personnel, material & machinery shall be the responsibility of the  contractor. Contractor should have a qualified person carrying out the job. 

21.  

RESTRICTED  INFORMATION:  The  contractor  shall  ensure  strict  compliance  of  the  instructions under Section 18 of the ‘Atomic Energy Act 1962’ and under Section 5 of the 

Official Secrets Act 1923’. Any contravention of the above‐mentioned provisions by the  contractor, sub‐contractor, consultant, advisor or the employees of a contractor will invite  penal consequences under the aforesaid legislation. 

22.   PROHIBITION  AGAINST  USE  OF  GCNEP'S  NAME  WITHOUT  PERMISSION  FOR  PUBLICITY 

PURPOSES: The contractor, sub‐contractor, consultant advisor or the employees engaged  by the contractor shall not use GCNEP's name for any publicity purpose through any public  media like Press, Radio, Television or Internet without prior written approval of GCNEP. 

23.

The quantities of items indicated in this tender document are provisional and may change  as per requirement.  

25.  

Quotation  must  also  indicate  the  validity  of  offer.  The  offer  should  be  valid  for  a 

minimum of 120 days

GCNEP  reserves  the  right  to  accept  /  reject  any  or  all  quotations  without  assigning  any  reason.

SECTION‐II 

TECHNICAL SPECIFICATIONS

Work overview: The proposed work is to be carried out at newly constructed premises. The LAN cable is  already  existent  at  places  as  per  the  existing  scopes,  and  the  location  of  various  communication  end  points/  exchange  room  etc  is  already  identified.  Any  additional  LAN  cables  &  connectors,  additional  electrical  cables/  switch/  sockets,  PDUs,  face  plates  etc  as  per  the  requirements  related  to  the  commissioning of the system are in the scope of proposed works. The agencies willing to take up this  work can plan a visit to office site for mapping the exact requirements. Such a visit, however, must be  with a prior intimation to & approval of this office. 

PART I: Scope of Work

 

1.  

Supply, installation, integration, testing and commissioning of all the items and peripherals  meeting  the  listed  specifications  and  providing  three  years  onsite  comprehensive  warranty.  The  installation,  testing  and  commissioning  shall  be  carried  out  as  per  the  instructions of Engineer‐in‐Charge.  

2.   All items/ materials (including cables & connectors) offered should be of repute make/  well established brands. 

3.  

Supply  shall  include  all  the  installation  material/  accessories/  consumables  (e.g.  screws,  clamps, fasteners, ties anchors, supports, wires, patch cords, patch panels etc.) necessary  for the installation of the systems. Any minor works related to laying of conduits, cables  and  conductors,  installation  of  display,  audio,  and  cabling  (VGA,  Audio,  Speaker,  LAN  cabling etc.), providing access points that are required to make the system operational, is  included in the scope. 

4.  

Successful  bidder  shall  have  to  program  and  configure  the  systems  with  proper  inputs  from Engineer‐in‐charge so that it can be operated by the staff involving minimum efforts. 

The scope of works also includes training of GCNEP staff on the configuration and use of  the system as a whole. Installation work shall be done  in  a conscientious manner as per  the  OEM  guidelines  and  best  industry  practices.  The  system  shall  be  subjected  to  inspection at various stages. 

5.  

All  items  used  should  be  as  supplied  by  OEM.  The  specifications/  descriptions  listed  are  the minimal ones. All licenses should be absolute lifetime licenses in the name of GCNEP. 

Anything higher/ better in configuration/ performance can be considered for acceptance. 

6.  

The  successful  bidder  shall  submit  to  the  Engineer‐in‐Charge  detailed  time  schedule  covering  phases  involved,  detailed  plans,  procurement,  inspection,  test,  delivery,  and  installation etc. within fifteen (15) days of receipt of work order by the contractor. 

7.  

All  offered  components  for  the  works  should  be  compatible  with  each  other  for  all  functional  and  performance  aspects  to  achieve  the  highest  level  of  integrated  services. 

Finished works shall be able to achieve a minimum 80% of the rated performance on full  load at communication end points. 

8.  

The bidder shall submit all the technical information/ details as requested, to enable the 

Department/ User to make an accurate comparison and evaluation of tenders without the  need of further information from the bidder.

All  material  used  including  the  color,  texture,  shade  etc.  wherever  applicable  should  be  with a prior approval of Engineer‐in‐charge.

All equipment should operate under Indian power supply standards.

Engineer‐in‐Charge  reserves  the  right  for  inspection/  demonstration  of  any  items  proposed in the work, at supplier’s premises.

The vendor should be capable of providing local support at GCNEP Bahadurgarh. 

 

 

PART II: On‐site support & warranty 

1.   COMPREHENSIVE MAINTENANCE CONTRACT: The offer by a company/ firm/ agency shall  include  a  “Comprehensive  Maintenance  Contract”  (CMC)  for  the  works  including  the  supplied  instruments/  materials  and  workmanship,  immediately  after  completion  of  the  works  for  a  period  of  Three  (3)  Years  from  the  date  of  satisfactory  installation,  commissioning & integration of the system. This shall include the offered warranty period  also. A dedicated onsite operation & comprehensive maintenance support in the form of  at  least  one  qualified  operator  should  be  provided  at  site  throughout  this  CMC  period,  during  office  hours,  all  office  days  a  year,  purely  at  the  cost  of  the  supplier  &  with  all  liabilities  to  the  supplier  only.  GCNEP  shall  not  extend  any  medical,  housing,  transportation facilities or any other benefits to any contract/ hired workers of the agency  in  order  to  meet  the  CMC  requirements.  GCNEP  shall  not  be  liable  to  any  additional/  future claims arising out of these CMC works and onsite support requirements. The CMC  shall  generally  include  attending  of  preventive  maintenance  at  regular  intervals  and  attending  of  all  kinds  of  break  down  calls,  with  supply/  provision  of  all  necessary  spare  parts  of  the  instrument  required  for  restoring  function  of  the  instrument  under  CMC. 

Spare  parts shall  mean all  items  required for restoring function  of  the  instrument  under 

CMC. 

2.   All items being offered under works should have India based service support. 

3.   GCNEP may lodge complaints by any mode i.e. phone, e‐Mail etc.  

4.   The  entire  Hardware  as  supplied  under  the  project  should  be  interoperable.  In  case  any  additional  device/  software  is  required  for  interoperability,  the  same  shall  be  provided,  installed and maintained by the bidder at no extra cost for entire warranty period. 

5.   In the event of an operation critical item not repaired/ replaced within 48 hours, a backup  of the item shall be provided until the item is repaired/ replaced. 

6.   The visit of any external service engineers of the firm to GCNEP premises, other than the  dedicated  operational  support  made  available  by  the  firm/  agency  at  site,  shall  be  arranged by the firm at no extra cost during the warranty period. 

7.   All works related to workmanship shall be subject to warranty of three years with effect  from  the  date  of  installation  by  the  supplier  and  all  item/material  should  have  a  three  years  warranty  from  OEM  wherever  applicable.  Maintenance  service  shall  be

Comprehensive  and  Onsite  in  nature  which  shall  include  preventive  and  corrective  maintenance of all assets. 

8.   In the event the firm does not attend to the service calls of the office within the stipulated  time, the office reserves the right to get the items/parts repaired/replaced through other  firms  or  individuals,  the  expenditure  incurred  thereby  shall  be  recovered  from  any  payments due to the firm. 

9.   If  at  all,  any  asset  or  its  part  shall  require  to  be  moved  out  of  this  office  premises  for  rectification  of  any  complaint,  then  written  permission  is  to  be  sought,  specifying  the  details of the items to be taken out of office and reasons thereof. Safety & security as well  as the transportation of assets to the firm’s premises and vice versa shall be at the risk and  cost of the firm. 

10.   Defective parts shall be replaced by new parts of the same model & make and the cost of  replacement  shall  be  borne  by  the  firm.  In  the  event  of  such  new  part  not  being  compatible with the existing part, such existing part shall also  be replaced with the new  original  part.  The  contractor  shall  keep  sufficient  stock  of  all  spare  parts  of  assets  and  standby assets. 

11.   If  a  particular  asset  is  irreparable,  then  the  irreparable  item  shall  be  replaced  by  a  new  asset of the same brand/model or higher and the cost of the new asset shall be borne by  the firm. This office may also ask the firm to repair/replace/supply the items damaged due  to  fire/flood/natural  disaster/earth    leakage    or    to    upgrade    any    hardware    on   chargeable    basis.  However,  the  charges  for  these  items  shall  not,  in  any  case,  be  more  than  the  prevailing  wholesale  market  price.  This  office  may  also  arrange  to  rectify/repair/replace  those  exempted  items  through  other  firms  or  from  the  open  market.  In  that  case,  after  rectification/repair/replacement  of  the  said  exempted  items  shall automatically come under the warranty.

NOTE:  

I. The required Onsite Support for works, under Sr. No. 17, 18 and 19 above shall include three years onsite maintenance (preventive/ corrective), operational support for the above in the form of at least one qualified operator, during office hours, all office days a year. This shall include day to day operational support required for the equipment infrastructure, attending of all kinds of break down calls, taking complaints, attending configuration issues etc. The scope of these works shall include the following: i) Daily inspection and upkeep of all items on all working days. The items shall be maintained clean, and should be tested to ensure availability on demand. ii) Daily stock keeping and report generation on the equipment status at various locations, in a format as provided by GCNEP. iii) Preventive maintenance of all items to be carried out at least once a week.

  iv) Corrective maintenance to be provided on all working days as well as after office hours/ during holidays depending upon the urgency of work, and as per the instructions of the GCNEP authorities. v) Switching on/off the AV equipment as when required and assisting in operating the equipment on demand. This should be inline with the requirements at GCNEP office and following the policies and procedures laid down by GCNEP. vi) Supplying two toolsets of items required for onsite maintenance. These should include items like crimpers, cable testers, punching tools, required keys, screw drivers, spare patch cables, etc.

 

 

II. The cost comparison will be done on Total Cost basis. The cost of items under Sr. No. 17, 18 & 19 above,  shall be taken into  consideration

 for the purpose of cost comparisons.
