Introduction of Intruder Alarm to European Standards
IMPLEMENTATION OF PD 6662:2010
PD6662:2010 and the new editions of the European Standards took place on the 1st June 2012 as previously
advised. This mean that from 1st June 2012 onwards all new intruder and hold-up alarm systems (I&HASs) must meet
these standards.
The Association of Chief Police Officers (ACPO) of England, Wales and Northern Ireland have agreed that (I&HASs)
installed to PD 6662:2010 can obtain Unique Reference Numbers (URNs) up until 1st October 2012.
What is PD 6662:2010
PD 6662:2010 is a version of the PD 6662:2004 document to which British alarm installers have been working.
There has been a dual running of the two standards since 31st May 2010, and fro the 1st June 2012 only PD
6662:2010 can be used. The documents which are incorporated into the British PD 6662:2010 scheme are:

CONFIRMATION OF HOLD-UP (PERSONAL ATTACK ALARMS)
Confirmation of hold-up (personal attack) alarms is not required initially for new I&HASs. However, confirmation is
required under ACPO policy response is lost due to so many false hold-up alarms.
When confirmation of hold up alarms is included in an I&HASs, the hold up provisions of BS8242:2010 must be
followed. This is covered in the scope of BS 8243:2010, which states that if hold-up confirmation is to be included in
the installation, then the relevant clauses of BS 8243:2010 apply.
There are four recognised methods of hold-up alarm confirmation as follows:
Audio confirmation
Visual confirmation
Sequential confirmation
Telephone confirmation (call -back)
Some further information is given below.
To explain sequential confirmation of hold-up in simple terms the first hold-up device to activate causes an unconfirmed
hold-up alarm signal to be transmitted to the ARC and a confirmation timer to start. If a second hold-up device is
activated within the confirmation time (typically up to 8 hours, but can be up to 20 hours depending on how the control
equipment is set up) then a sequentially confirmed hold-up alarm signal is transmitted to the ARC and the police are
called.
If a second independent hold-up device does not activate within the confirmation time a sequentially confirmed hold-up
alarm is not generated and the police are not called.

Something very similar to this can be achieved with a multi- action hold-up device. Such devices are new to the market
and you should ensure that your customers understand how they are operated, and that they are comfortable about the
way they are operated, before they agree to have them installed.
The ARC needs to be able to differentiate between sequentially confirmed hold-up alarms and sequentially confirmed
intruder alarms. Please check with your ARC that they can handle sequentially confirmed hold-up alarms before you
proceed with installations that include sequential confirmation of hold-up,
Telephone confirmation involves the ARC calling the supervised premises to confirm whether hold-up is taking place.
ACPO have advised that there have been a number of cases where the nominated telephone number for calling back
has been inappropriate in the sense that the telephone call has not gone through to a relevant location and the police
have attended a false hold-up alarm. Please ensure that telephone numbers are for relevant locations.
TAMPER DETECTION OF ANCILLARY CONTROL EQUIPMENT (ACE)
Tables 12 and 13 of BS EN 50131-1:2006, as amended in 2009 (system requirements), call for tamper detection
of ancillary control (ACE) . This is in the form of detection of opening by normal means (in all Grades) and detection of
removal from mounting (in Grades 3 and 4 (also Grade 2 if wire-fee). BS EN 501321-1 does not make any distinction
between ACE that is sealed (for example potted) and ACE that is nor sealed.
On the other hand, Clause 8.7 of BS EN 50131-3:2009 (control and indicating equipment.) categorises ACE as follows:
Type A: Access to internal elements resulting from damage to the housing could not enable the status of any part of the
I&HAS to be changed or to prevent the initiation of mandatory notification (EXAMPLE: potted device).
Type B: Access to internal elements resulting from damage to the housing could not enable the status of any part of
the I&HAS to be changed or to prevent the initiation of mandatory notification (EXAMPLE: ACE (includes
connections for detectors).
BS EN 50131-3 does not require ACE categorises as Type A to include tamper detection of opening by normal means
and it appears (although the matter is not entirely clear in BS EN 50131-3) that ACE categorised as Type A may not
need to include tamper detection of opening by normal means and does not need to include tamper detection of
removal from mounting.
The wording that has been agreed at BSI is as follows
“GW/1/1 noted that both CENELEC TC79 working groups (WG1 and WG3) were likely to make
changes to harmonise the current discrepancy in the tamper detection requirements given
by EN 50131-1 and EN 50131-3 for ACE classified as type A. It was agreed that, pending this
harmonisation, it would be inappropriate to impose requirements in the UK that might penalise
manufacturers or installers. It was therefore agreed that, until further notice, requirements given in
EN 50131-1 clause 8.7.2 (including Tables12 and 13) should be optional for ACE defined as Type
A by EN 50131-3 clause 8.7. The effect of this would be that detection of tamper of such devices
through opening by normal means or by removal from mounting is not necessary.”
Note: CENELEC is the European Committee for Electrotechnical Standardisation and TC79 is the CENELEC Technical
Committee for standards for alarm systems. WG1 and WG3 are working groups of TC79.

INDICATORS ON MOVEMENT DETECTORS
Table 9 of BS EN 50131-1:2006, as amended in 2009, shows that indications of set and unset are not permitted in
Grades 3 and 4. The applies to Control and Indicating Equipment (CIE) and Ancillary Control Equipment (ACE).
There is a requirement in Clause 8.3.12 of BS EN 50131-1 for a user, at access level 2, to be able to carry out a
functional test of intrusion detectors and hold up device(s), provided such tests are non destructive. For movement
detectors this means being able to walk test the detectors. This applies in all Grades.
There is a recommendation in H.3 of Annex H of DD CLC/TS 50131-7:2008 (and 2010) that walk test indication
should only operate during maintenance or test procedures. This appears to be relevent to all Grades.
For Information, Clause 4.2.2 of BS EN 50131-2-2:2008 (passive infrared movement detectors) states:
4.2.2 Indication of detection
An Indicator shall be provided at the detector to indicate when an intrusion signal or message has been
generated. At grades 1 and 2 this indicator shall be capable of being enabled and disabled either
remotely at Access level 2 and /or locally after removal of cover which provides tamper detection as
described in Tables 1 and 4 this indicator shall be capable of being enabled and disabled remotely at
Access Level 2.
The enabling/disabling remotely at Access Level 2 (which is mandatory for movement detectors in Grades 3 and 4)
means that the customer (end user) will have the capability of turning the indicators on or off. However, having the
capability of turning the indicators off is not the same thing as being required to do it.
There are circumstances in which having the movement detector indications turned on can lead to a security risk. A
good example is where indications are shown in the inset condition and where members of the public may have access
to the unset area. It may be possible in such circumstances to determine the area of coverage of movement detectors,
which might assist in the planning of a subsequent break-in.

A range of static HUA’s from CQR that conform to Grade
3 of EN50131-1. The new range has the benefit of
having separate tamper and alarm contacts, which are
necessary for reporting for Grade 3 systems, the tamper

4 Button HUA
Features:
The 4 button PA is an electronic PA device with two totally
independent pairs of twin push PA buttons. The buttons
are arranged on opposing faces, to ensure that the
operation method of each pair is completely different and
independent.
The four buttons are grouped into two pairs – the top
buttons and the side buttons. Activation of each pair of
buttons is signalled back to the CIE via separate relay
outputs (Output A and Output B). The connection to the
CIE may be via conventional wiring (often referred to as 4
wire) or via End of Line (Double EOL). Jumpers are
provided on the board to allow the installer to select the
EOL and the Alarm bypass resistor. This feature is provided
separately for both outputs.

Induced AC (Electromagnetic Interference) is caused when Intruder
cables come near mains or telephone wires. High induced AC voltage
causes random and intermittent false alarms as well as system
malfunctions. The suppressor connects directly across the DC supply and

against ‘spikes’.

contacts on or within a ferrous material (e.g. steel),
which will usually reduce the operating gap. Some

Introduction
We have a number of power supply units and
batteries to suit your needs.
Elmdene Produce a range of 12 V dc standalone
power supplies for a wide range of applications
including Intruder, Fire, CCTV, Access Control and
General Purpose use in both Linear and Switch
Mode formats.
Our range of B style Boxed power supplies are
formed from 1.2 mm powder coated steel and
finished in white, with hinged lids.
All Elmdene power supplies carry the CE mark and
conform to EN60950:2000, EN50130-4:1995 and
EN50081-1:1992 in addition to standards specified
for individual ranges on the relevant pages.
This Power RIO (P026-01-B) can be used for the
Galaxy G2 and Dimension panels. The Galaxy Power
Rio consists of 2 modules, the Power Block and
the Control Unit. The PSU can be connected to the
control panel via the RS485 (AB) line.
The PSU can be used in place of a standard RIO to
overcome power problems that arise when the
additional RIO is fitted distant to the control panel. A
6-way jumper lead connects the Power Block to the
Control Unit.
All PSU’s conform to either grade 2 or 3 under
PD6662:2010 / EN50131-6:2008.

These Multiguards are the basic versions used for
general purpose monitoring where zone isolation is
not required.
The MG212100 is fitted with an integral 12 v 250 ma
PSU and standby rechargeable battery. In all other
respects these two versions are identical.
When an alarm condition is detected an audible
warning is given by the integral piezo sounder,
the relevant zone LED flashes, and a global relay
energises to provide volt free DPCO contacts for
signalling to other equipment.

This new EXITGUARD uses a nine digit keypad for
both control and programming. The tone of the high
power integral alarm can be selected to distinguish
it from other alarms. The alarm can be silenced and
reset using a four digit code or the EXITGUARD
can re-arm automatically after a preset delay once
the door has been closed. Separate Door Open
Too Long (DOTL) delays can be set for Code Reset
and Auto Reset modes. There is also a Bleep In Off
option and Chime facility. There are a number of

Introduction
Photoelectric beam systems detect the presence
of an intruder by transmitting visible or infrared light
beams across an area, where these beams may be
obstructed. To improve the detection surface area,
the beams are often employed in stacks of two
or more. A glassbreak detector is a sensor used
in electronic intruder alarms that detects if a pane
of glass is shattered or broken. These sensors are
commonly used near glass doors or glass store-front
windows to detect if an intruder broke the glass and
entered.

The FG-1025Z performance is achieved through
the use of 2 microphones and Time-of-Arrival (TOA)
processing. When a sound is generated in the room,
the microphone nearest the sound will hear it first.
The Micro-controller in the unit monitors all sound
events received by the microphones and processes
only those received first at the ‘front’ microphone,
which is pointed toward the protected zone. Sounds
arriving at the ‘back’ microphone first are simply
ignored.
Because of the symmetry of the unit, the space
surrounding the front and back microphones is
divided evenly between protected and excluded
zones. A region 20 degrees wide on each side of
the unit is the keep-out zone. In this region sound

The Limpet Set is designed for the protection of
safes, filing cabinets, fruit machines etc. and may be
fitted to any article or piece of equipment that has
a ferrous exterior. The selective vibration detector
is designed to trigger an alarm if any attempt is
made to gain access to the protected equipment by
hammering, drilling, chiselling etc. The heat detector
contact opens at a nominal temperature of 60° and
gives protection against attacks by thermal cutting
techniques.
The keep reed switch, which is held in the closed
circuit position by the keep magnet, becomes open
circuit when the limpet is removed from the keep,
and thus trigger the alarm if any attempt is made to
remove the limpet from the keep. In this sense it
acts as a proximity switch. The second reed switch
is opened by the presence of an external magnet.
This eliminates the possibility of an external
magnet being used to override the keep magnet
reed switch.

Introduction
In the field of physical security, security lighting is
often used as a preventive and corrective measure
against intrusions or other criminal activity on a
physical piece of property. Security lighting may
be provided to aid in the detection of intruders, to
deter intruders, or in some cases simply to increase
the feeling of safety. Lighting is integral to crime
prevention through environmental design.
Security lighting can be used in residential,
commercial, industrial and institutional properties.
Some examples of security lighting include
floodlights and low pressure sodium vapour lights.
Most lights intended to be left on all night are highintensity discharge lamps as these have good energy
efficiency, thus reducing the cost of running a lamp
for such long periods.

Other lights may be activated by sensors such as
passive infrared sensors (PIRs), turning on only
when a person (or other mammal) approaches. PIR
activated lamps will usually be incandescent bulbs
so that they can activate instantly; energy saving is
less important since they will not be on all the time.
PIR sensor activation can increase both the deterrent
effect (since the intruder knows that he has been
detected) and the detection effect (since a person
will be attracted to the sudden increase in light).

fully integrated intruder and door control security

systems. Galaxy Flex’s three feature rich panel
options are based on a modular design that allows

Galaxy Dimension Series
The Galaxy Dimension series of security systems is
a fully integrated intrusion and door control security
solution for mid to large commercial security
installations. It offers a user-friendly system in a
cost-effective package that is fully compliant to
the PD6662:2010 and EN50131 standards. There is
now an innovative wireless capability available for
intruder functions with Galaxy Dimension that offers
high quality, reliable security solutions, with the
flexibility to meet the needs of every commercial
and industrial application.

A wide range of galaxy modules allow expansion of
the Galaxy control panels, providing fully flexible and
customisable security solutions to meet customer
requirements. The Galaxy control panels are
supported by a common set of LCD keypads and
Keyprox’s, minimizing inventory required.

The Mark 8 LCD keypad and keyprox offers an
attractive alternative solution for installations where
style and appearance are important. In addition a
Colour graphical touch-screen keypad simplifies the
operation and helps to minimise operator errors.
Galaxy RF ancillaries
A full range of wireless sensors that offer varied
capabilities. The comprehensive range of wireless
peripherals and detection devices are compatible
with both Galaxy Dimension and G2 intruder alarm
panels and address all of the needs of an intrusion

install for any installer as remote peripherals are
detected automatically once the panel is
installed and powered up. Connections are clear
and unambiguous, reducing training requirements.
Bus wiring, using standard cable offers flexibility for
retrofitting and reuse of existing cabling. Offering
total flexibility, installers can now select their
preferred power connection from three options
depending on preference and installation type.
Easy programming
For installers new to Galaxy, programming couldn’t
be simpler using Galaxy Flex’s quick start guide and
intuitive menu based programming. Alternatively,
programming via PC can be completed in minutes
using its intuitive Windows programming interface
by either connecting a standard mini-USB cable
directly to the panel or remotely via Ethernet, GPRS

Galaxy Keypad
Galaxy Controllers will communicate with a number of keypads, ranging from
3 (Galaxy 8+/16), to 16 (Galaxy 18/60/128) and up to 32 keypads on the Galaxy
500/504/512. All the user and engineer controls are presented on the keypad
for simple operation. An uncomplicated, menu driven procedure leads any user
through the facilities available at that particular password level. Setting and
unsetting the system is carried out by entering a valid PIN and pressing the A key.
The keypad is supplied in two variants, either commercial or residential.
The residential keypad has “Hot Keys” which allow the user to generate a Police,
Fire or Assistance Call through to the Alarm Receiving Centre. Residential keypads
must be used on panels with residential defaults.

The Galaxy Keyprox is a standard MK7/Mk8 keypad and a proximity card reader
combined into one housing. This allows dual function setting/unsetting ability from

Alarm System. It is not intended to be used for door control as it does not contain

The Galaxy 4 way relay interface is used with RIO’s to connect the 12V Darlington
Driver outputs to clean relay signals. This is particularly useful to trigger response
events on a CCTV System or other monitoring type package. The Galaxy Doorguard
unit provides an d”Exitguard” facility when used with Galaxy 60/500 or 512.
“Exitguard” enables a fire exit door to be monitored locally, even when the alarm is
unset. Anyone opening the fire exit door will cause the buzzer to sound. Operation
of the on bard keyswitch isolates the door and allows authorised access/egress

Multiguard

Introduction
Intruder Alarm Systems provide the optimum
protection when used in conjunction with an Alarm
Receiving Centre. In the event of an alarm condition
the Intruder System will send a signal to the Alarm
Receiving Centre who will then take appropriate
action, e.g.. summon police, fire brigade etc.
There are several ways of transmitting the signal
from the site to the Alarm Receiving Centre. The
method of signalling will depend on the level of risk
associated with the premises.
Selecting Appropriate Signalling Device
Types of Signalling
Standard Intruder Alarm Control Panels have fitted
as standard a digital communications device which
signals over a standard PSTN (Public Switched
Telephone Network) Line. If the line is cut then
the Central Station is not notified, there is only
local indication of a line cut. This type of signalling
is adequate for Level 1, Low Risk Residential
Customers.

Redcare Secure signals with an ARC in two ways.

DualCom GPRS, from CSL DualCom Limited, is an
intruder alarm signalling device that uses both the
Vodafone network and your telephone path to
transmit intruder and personal attack signals at high

Once the alarm is confirmed as genuine, police are
notified. Utilising two signalling paths ensures that
DualCom dual-signalling will always have a back-up
path in the event of an accidental or deliberate fault
on either path.
IP Signalling
IP uses the internet to carry security
communications instead of the old switched
telephone network. This means that vastly more
information, of vastly different kinds can be sent
without the need for dedicated lines;
information such as voice, data and high definition

The 5th Generation Subscribers Terminal Unit (5G
STU) is a communicator for signalling alarm signals
between a protected premises and an Alarm
receiving centre (ARC).
The 5G STU uses the extremely reliable BT redcare
network to convey the messages over a redcare
enabled BT analogue PSTN line. Even if an intruder
cuts the line and jams the radio signals an alarm
message will still rapidly be sent to the ARC.
The 5G STU is fully compatible with BT’s 21CN
network upgrade program and connects to any BT
redcare enabled telephone line. The 5G STU is fully
ADSL compliant and does not require an additional
ADSL microfilter.
The STU has 11 screw terminal inputs plus tamper
(T) & AC fail (F) for connection to the monitored
equipment such as an alarm panel. (3 inputs on the
Fire STU) (Note on GSM STU pin 8 is reserved for
low signal strength, and pin 10 & 11 maybe reserved
for path test alarms in BSIA mode (F7=3) The alarm
inputs are triggered by changing their voltage state.

RedCARE GSM is a combined PSTN Subscriber
Terminal Unit and wireless alarm reporting device
for the BT RedCARE service.
This STU is to be used for new installations but can
be used for old control panels as replacements, as
it incorporates backward compatibility. BT Redcare
GSM has an ATS rating of 5 as per table 11 of
“prEN50131-1 2004 for the primary path and ATS
rating of 4 for the radio path and complies with the
requirements of PD6662:2004.
The RedCARE GSM system is designed to provide
a backup communications path for the single land
line connection to a premises. This allows alarms
to continue to be transmitted even in the event
of a land line communications failure. The Alarm
Receiving Centre (ARC) will be able to continue to
monitor a premises following a land line failure. It
also allows line faults (as distinct from malicious line
cuts) to be more positively identified. A malicious
line cut will usually be accompanied by an intruder
alarm transmitted over the GSM path.
In addition, the GSM signal strength is constantly
monitored. Should this fall below a certain level
then a GSM alarm will be transmitted via the
landline. This means that both landline and GSM
are constantly monitored and a failure of one will
transmit an alarm via the other.
Siting
When surveying the site please remember that the
RedCARE GSM unit operates in a similar way to an
ordinary mobile telephone, therefore any restrictions
on the use of mobile telephones in the area will also
apply to the RedCARE GSM unit. Premises such as
hospitals, petrol stations, airports, blasting areas
etc... may operate mobile telephone restriction in
certain areas.
Always check that the chosen site is free of such
restrictions and advise the end user so that they are
aware, should any come into force in the future.

Recording a message is easy as the has a built in
microphone and speaker so that phrases can be
recorded and replayed directly into the unit.
When the outgoing call is answered the Voice Dialler
plays a common phrase which normally states your
name and address and one of the phrases relating
to the inputs from the control panel (PA, burglary,
fire and auxiliary in our example).

GJD voice dialler
The Voice Dialler is connected between the alarm
control panel and the telephone line. It behaves
like another extension to the telephone and does
not affect the normal operation or that of any other
extensions fitted. However, if the Voice Dialler is
operating, the messages will be heard if any hand
set is lifted. it requires no batteries as its power is
derived from the alarm control panel.

Introduction
High efficiency electronic modules providing
maximum sound output with minimum current
demand from the control panel in standby and alarm
conditions, which means your control panel has
more capacity for other devices such as PIR’s etc.
These Internal & external sounders are constructed
of robust poly carbonate or stainless steel with
options for inner steel covers and back plates if
required. All electronics modules are conformably
coated to protect them from harsh external
environments.
Internal sirens operate both as an early deterrent to
intruders and as a method of indicating changes in
system status to property occupants. Most of these
are small aesthetically pleasing and having a low
profile designs with alternate tones to use.

Typical features of some external sounders include
options of single or twin piezo, high power strobe
and engineer mode for silent start up. Grade 3
External siren models also include: Ring Line
Monitoring, Self Test of internal battery and piezo,
Remote Test Input, Fault Output, Audible Tamper

The 7422-G3F sounder is a high specification
external warning device for use in intruder hold-up
alarm systems, fully meeting the requirements for
EN50131-4 at Security Grade 3 and Environmental
Class IV.
Operation
The 7422-G3F will detect any attempt to gain
unauthorised access to the sounder by removal of
the cover, or any attempt to remove it away from its
mounting surface. This will generate a tamper signal
which is normally fed back to the alarm control
panel. Integrity of the Trigger Command (Ring Line)
connection is constantly monitored and will
cause the unit to self activate and report a tamper to
the control panel if loss of connection is detected.
The 7422-G3F is classified a self powered sounder
and has an on-board battery which is recharged
via the external power source. This battery is used
to operate the sounder if the external power is
removed. The 7422-G3F will self actuate in the event
that a tamper condition is detected or the external
power to the sounder is removed.

The Rapier range of high quality, external sounders
has been upgraded to fully meet the requirements
of the new sounder standard EN50131-4:2009
Grade 3 and 4. They also include a host of new and
improved features in addition to the introduction of
chrome plated plastic covered versions.
The sounders now include a diagnostic LED which
will flash to indicate problems with the sounder,
versatile trigger options and comfort LEDs to signal
that the device is working. Control panel dependent
end of line resistors also help make installation
easier.
The Rapier sounders can be mounted in portrait or
landscape orientation, giving real flexibility. This is
now made easier with the inclusion of two internal
spirit levels.
