Prescriptive Rebate Application Instructions for Use Some prescriptive projects must receive pre-approval from the program BEFORE project installation begins or equipment is purchased, as indicated in Step 1 below. Step 1: Determine Eligibility and Pre-Approval Requirements Equipment must be new, installed and operational in a private facility that is in the Peoples Gas or North Shore Gas service territory. The program begins June 1, 2016 and expires December 31, 2017. Multi-Family: The building has permanent or semi-permanent residential tenants and contains three or more living units. Pre-approval is required for prescriptive rebates greater than or equal to $2,500 and all steam trap projects. Small Business: The business uses less than 150,000 therms of natural gas annually. Pre-approval is required for prescriptive rebates greater than or equal to $2,500 and all steam trap projects. Step 2: Install New Equipment New equipment must be installed and old equipment removed or disconnected. Only new products and services that meet the minimum energy efficiency specifications listed in this application are eligible for rebates. Rebates for prescriptive measures may not exceed 50% of the total project cost, with the exception of steam traps. Rebates for steam trap projects may not exceed 100% of the total project cost for Commercial and Industrial customers only. Multi-Family and Small Business customers must use Partner Trade Allies to have the rebate cover 100% of the project costs. Step 3: Complete and Sign Application Commercial and Industrial: The business uses 150,000 therms or more of natural gas annually. Incomplete applications or missing information will cause delays in or denial of payment. Applications must be received within 30 days of installation. Pre-approval is required for prescriptive rebates greater than or equal to $10,000 and all steam trap projects. Step 4: Include Documentation Equipment not eligible for prescriptive rebates may be eligible for custom rebates. Rebates are only made available to help influence and implement projects that otherwise would not be completed, or to complete projects sooner than currently or previously scheduled. In addition to any specific requirements for your project, submissions must include the following: a) Itemized invoices including costs for equipment installed and installation labor. Note: Internal labor cannot be included in the cost of the project. b) The original equipment manufacturer (OEM) specification sheet(s) that show products meet required program standards. c) A copy of the customer’s recent Peoples Gas or North Shore Gas utility bill and third-party supply bill, if applicable. The minimum number of sensors installed for buildings with less than 48 units is 5 sensors or 25% of the number of units, whichever is larger. Rebates for controls only apply to buildings without existing boiler averaging controls or with averaging control systems incapable of being programmed to provide nighttime setback. Buildings incorporating thermostatic controls on radiators are not eligible. Boiler staging must be included for multiple boiler systems (if applicable). Controls must include outside air temperature cutout for the steam boiler plant. Averaging controls must include the capacity to provide nighttime setback and shall be programmed after installation to provide at least 5 degrees of setback for at least 8 hours per day for all sensors. Two-pipe steam systems may qualify for the averaging incentive, if there are no thermostatic controls on any of the building’s radiators. Any installation on a two-pipe system must be pre-approved. The system must be set so that the minimum temperature is not more than 10 degrees above manufacturer’s recommended minimum return temperature. For controls on multiple boilers to qualify, control strategy must stage the lag boiler(s) only after the first boiler stage(s) fail to maintain the boiler water temperature called for by the reset. Incentive is capped at 50% of the project cost or $1,500 per boiler, whichever is lower. Description Boiler Cutout and Reset Control MBH Input per Boiler Minimum Specifications Rebate Unit Existing boilers only. $0.50 MBH* Input # of Boilers Total Rebate > Boiler Tune-Ups Specifications: A single unit with multiple burners or modules is considered one unit. Customers are eligible for a boiler tune-up rebate once every 36 months. Customers with a maintenance contract addressing boiler tune-ups are not eligible for this rebate. A Tune-Up Checklist (found on peoplesgasrebates.com and northshoregasrebates.com) must be submitted with the application. If checklists are not complete and accurate, rebates may be denied. The combustion efficiency of the unit must be tested pre- and post-tune-up and an increase in efficiency must be shown. If combustion analysis is not completed, legible, and accurate, rebates may be denied. Boiler tune-up rebates are capped at 30 cents per MBH input up to $1,500 or 50% of the project cost, whichever is lower. If the boiler’s make, model, and input capacity cannot be validated, your rebate may be capped at $250 per boiler. An increase in efficiency must be shown. $0.30 MBH* Input # of Units Total Rebate > Thermostats Specifications: Must replace functioning non-programmable thermostat where a programmable thermostat is not required by code and installed in a conditioned space above 65 degrees. Programmable thermostats installed at the time of space heating/cooling equipment replacement do not qualify. Must incorporate a 5 degree F setback during unoccupied periods. Programmable thermostats must be capable of 7 different daily schedules and retaining programming and time setting during a loss of power for at least 10 hours. Additionally, the controls shall have a manual override that allows temporary operation of the system for up to 2 hours; a manually operated timer capable of being adjusted up to 2 hours, or an occupancy sensor. The thermostat shall be capable of automatically adjusting the daily start time of the HVAC system in order to bring each space to the desired occupied temperature immediately prior to scheduled occupancy. For Multi-Family buildings, thermostats must be installed in living units. Photos of existing thermostat and new thermostat are required. Description Smart Thermostat Programmable Thermostat In-Unit Multi-Family Programmable Thermostat Minimum Specifications Rebate Unit Must have the capability to automatically establish a schedule of temperature set points according to driving device inputs above and beyond basic time and temperature data of conventional programmable thermostats. ComEd may offer an additional standard rebate for this measure. If you have received a rebate for a smart thermostat from the ComEd Small Business Energy Savings Program, you are not eligible for this rebate. Chimney liners must be installed where a high-efficiency natural gas furnace replaces atmospherically drafted equipment that was vented through the same flue as a gas water heater. Flue closure protocol must be used when a high-efficiency furnace is installed and the chimney is no longer in use. Number of living units served must be at least 20 and no more than 50. Total hot water Water Service Fixture Units (WSFU) for the entire area served shall not exceed 325. Existing domestic hot water supply must be at least 125 degrees. Recirculating pump shall: • Cycle on/off to maintain a temperature of 125 to 107 degrees in the hot water return line, when a flow of greater than 0.8 gpm is sensed. • Shut off when no flow is sensed. • Be a high-volume efficient pump capable of providing 28 gpm at 4’ of head and 12 gpm at 20’ of head. • Have a maximum input wattage less than 200 watts. Rebate Offer: Equipment must be installed and operational on or after June 1, 2016 and on or before December 31, 2017. Projects must result in reduced natural gas energy use due to an improvement in the system efficiency; control upgrades may also qualify.
