WHEREAS, pursuant to Neb. Rev. Stat. §23-104(6)(Reissue 1997), the County has the power to do all acts in
relation to the concerns of the County necessary to the exercise of its corporate powers; and,
WHEREAS, pursuant to Neb. Rev. Stat.§23-1 03 (Reissue 1997), the powers of the Comity as a body are
exercised by the County Board; and,
WHEREAS, bids for this matter have been solicited, made, opened and reviewed pursuant to applicable Nebraska
State Statutes; and,
,WHEREAS, based on those proceedings, and after a public hearing, this Board has duly deliberated and considered
the bids received; and,
WHEREAS, this Board desires to proceed forthwith in order to expedite and facil itate service to the citize'ns of Sarpy
County.

The low bids Woodhouse Ford. for Five (5) 2010 Four (4) Door Full Size Police Cruisers in the total amount of
$127,810.00 plus the cost of ballistic doors and Sid Dillon for Three - 2010 Large 4 Door Special Service Vehicles
in the total amount of $86, 190.00 plus the cost of ballistic doors is accepted, ratified, and confirmed.
This Board's Chairman, Clerk, and Attorney are hereby authorized and directed to execute such ancillary documents
as may be required to evidence the contract and take any and all steps necessary or required in order to carry out the
terms ofsuch contract after said documents have been reviewed by the Attorney, Fiscal Administrator, and County
Administrator.

On May 22,2010, Three (3) bids were opened for Five (5) Four (4) Door Full Size Police
Cruisers and four (4) bids were opened for Three (3) 2010 Large 4 Door Special Service Vehicles
for the Sarpy County Sheriff's Office (sec thc attaehcd bid tabulations).
It is recommended that the bids be awarded to the low bidders. Woodhouse Ford was the low
bidder for the Police Cruisers for $127,810.00 plus the costs of the ballistic doors and Sid Dillon
was the low bidder for the Special Service Vehicles for $86,190.00 plus the cost of the ballistic
doors. These prices are lower than the State contract price.
I have placed this on the May 4, 2010 Board agenda and recommend approval. Please feel free to

After our meeting and review of the Sheriff Special Service Vehicle
(SSV) bids, I agree that the bids are acceptable. During the bid
review it was determined that the driver side ballistic door panel was
not included in the bid specifications. I would recommend that the
panels be added to the total cost. I would recommend that we accept
the low bid for the purchase of the SSV from Sid Dillon Chevy for the

After our meeting and review of the Sheriff Patrol Car bids, I agree
that the bids are acceptable. During the bid review it was determined
that the driver side ballistic door panel (option 90l) was not included
in the bid specifications. I would recommend that the panels be

Technical Specifications
For each Technical Specification, vendor should mark either YES or NO. Any exceptions,

The police package pursuit vehicle (PPPV) furnished under this
specifications shall be the latest model, standard production units, offered
to the general trade, equal in every respect to the construction and
perfonnance characteristics shown in the manufacturer's specifications
and descriptive literature for this type of vehicle as manufactured and
advertised for delivery in the continental United States and including all
equipment normally offered and installed at the factory. "Stripped" PPPV
versions are specifically excluded.

Engine bores, main bearings, connecting rod bearing and wrist pins shall
not exceed the manufacturer's established size tolerances.

All PPPVs offered must meet or exceed the following minimum
specifications. It is intended the manufacturer will build the PPPV to
these specifications and the selling 9r servicing dealer will be required
only to perfonn the normal pre-delivery service and not to be required to
modify, alter. exchange, assemble, install or paint various components to
meet these specifications.
FACTORY INSTALLATION: If a manufacturer has requirements
available from factory, then item must be FACTORY INSTALLED;
if factory-installation is not available, then it must be noted as a
dealer-installation and an exception.

PPPV shall be guaranteed to include all the latest engineering
developments adopted by the company applying to transmissions, fuel
systems, engines, and accessories, and to possess the capability of
operating on lead-free gasoline, gasohol/ethanol and E-85 Ethanol.

and Motor Vehicles Safety Act, and applicable provisions of the USEPA
Emission Standards.

Vehicles are to be road ready, fully equipped, serviced and washed with a
minimum of five (5) gallons of gasoline in the tank. Vehicles showing
lack of proper dealer pre-delivery service shall be subject to rejection until
vehicle is properly serviced. Factory pre-delivery service is not
acceptable. Dealer nameplates, decals, etc., identifying the selling dealer
shall NOT be affixed. A signed copy of the completed manufacturer's
"New Vehicle Preparation-Inspection and Road Test" form must
accompany each vehicle at the time of delivery.

After the car has been fully serviced, the dealer may deliver it by rail,
freight, truck transport or by driving to the destination.
IMPORTANT: The motor vehicle shall not have over 200 miles on the
odometer at the time the motor vehicle is officially accepted and signed for
by the purchaser. Deliveries shall be made between the hours of 9:00 a.m.
and 3:00 p.m. daily, except Saturday, Sunday and Holidays. All deliveries
must be scheduled with Sarpy County.
C.
The original manufacturer's statement of origin, a service authorization
card and a properly executed service and w~llTanty policy shall accompany
each vehicle.

Each vehicle shall be completely checked by the vendor to ensure

service and repair the vehicles being submitted for consideration without
undue delay.

It will be expected that factory schools will be provided to our technicians
within six (6) months of purchase of units, free of charge. Each

that training of our technicians is available and will be supplied free
of charge to all mechanicse~h1pI6yed by the Sarpy County:'All
purchasers from this contract shall be placed on the mailing list for these
factory training schools, with training locations stated. If this letter is not
provided in a timely fashion, this could be grounds for not being allowed
to bid on future contracts.

Sarpy County is seeking proposals for Three - 2010 Large Four (4) Door Special Service
Vehicles Four Wheel Drive Seven Passenger for the Sarpy County Sheriff Department.
Sealed bids will be received Monday through Friday 8:00 a.m. to 4:45 p.m. except holidays, until
2:00 p.m. Thursday, April 22, 2010. Bids shall be in a sealed envelope, clearly marked "Sealed
Bid - Three - 2010 Large Four (4) Door Special Service Vehicles Four Wheel Drive Seven
Passenger" and shall have the name ofthe Vendor, and the time and date of the bid opening. Do
not fax bids, only sealed bids will be accepted.

Requests for information and clarification questions must be received by April 16, 2010 at

Bid opening will be a public opening to be held in the Sarpy County Administrative Conference
Room at 1210 Golden Gate Drive, Papillion, NE. The bid opening will be at 2:00 p.m.
Thursday, April 22, 2010.
All bids submitted shall be valid for a period of sixty (60) days following the final date for
submission of bids.
Sarpy County will not be liable for costs incurred by Vendors for proposal preparation, printing,
demonstration, or any other costs associated with or incurred in reliance on proposal creation.
All such costs shall be the responsibility of the Vendor.
The bids shall include all charges and applicable taxes, F.O.B. Papillion, Nebraska. The Vendor
need not include sales tax in the bid. Sarpy County will, upon request, furnish the successful
Vendor with a completed State of Nebraska Tax Exempt Form 13 upon acceptance of the
successful Vendor's proposal.

The Sarpy County Board of Commissioners reserves the right to reject any or all bids and to
waive minor informalities.
In the event of conflict between unit price and extended price, unit price shall prevail.
Procedures for Evaluation and Awarding of Bid
1.
Evaluation will be done by Beth Cunard, Sarpy County Purchaser along with personnel
from Sarpy County Fleet Services and the Sarpy County Sheriffs Office. After
evaluation the Purchaser will make a recommendation to the County Board of
Commissioners for award. This recommendation and pending award will be made at a
public meeting of the Board of Commissioners. Agendas are available each Friday
afternoon on our internet site www.sarpy.com. The Commissioners award the bid by
majority vote.

Any information provided by Sarpy County to any Vendor prior to the release of
this Request for Proposal ("RFP"), verbally or in writing, is considered
preliminary and is not binding on Sarpy County.

The Vendor must not make available nor discuss any cost information contained
in the sealed copy of the proposal to or with any employee of Sarpy County from
the date of issuance of this RFP until the contract award has been announced,
unless allowed by the Sarpy County Purchasing Department in writing for the

finds it expedient to supplement, modify, or interpret any portion of the bidding
documents prior to the proposed bid date, such procedure will be accomplished by .
the issuance of written addenda to the RFP which will be mailed or delivered to
all prospective Vendors at the respective addresses furnished for such purpose.
Addenda:

Confidentiality of Documents:
Sarpy County considers all information, documentation and other materials requested to
be submitted in response to this proposal to be of a non-confidential and/or nonproprietary nature and therefore shall be subject to public disclosure under Neb. Rev.
Stat. § 84-712.05(3).
Vendors are hereby notified that Sarpy County strictly adheres to all statutes, court
decisions, and opinions of the Nebraska Attorney General with respect to disclosure of
RFP information.
Any "proprietary, trade secret, or confidential commercial or financial" information must
be clearly identified, in a separate sealed envelope, at the time of bid/proposal
submission. The Vendor will be required to fully defend, in all forums, Sarpy County's
refusal to produce such information; otherwise, Sarpy County will make such information
public.
4.
Non-Discrimination Clause:
Pursuant to Neb. Rev. Stat. §73~102 (Reissue 1996), Vendor declares, promises, and
warrants it has and will continue to comply fully with Title VI of the Civil Rights Act of
1964, as amended (42 U.S.C.A. § 1985, et seq.), and the Nebraska Fair Employment

Practice Act, Neb. Rev. Stat. §48-1101, et seq. (Reissue 2004), in that there shall be no
discrimination against any employee who is employed in the performance of this
Contract, or against any applicant for such employment, because of age, color, national
origin, race, religion, creed, disability or sex.

Conflict ofInterest Clause:
Pursuant to Neb Rev. Stat. §23-3113 (Reissue 1997), the parties hereto declare and affirm
that no officer, member, or employee of the County, and no member of its governing
body, and no other public official of the County who exercises any functions or
responsibilities in the review or approval of the undertaking described in this Contract, or
the performing of services pursuant to this Contract, shall participate in any decision
relating to this Contract which affects his or'her personal interest, or any corporation,
partnership,or association in which he or she isclirectly or indirectly interested; nor shall
any employee of the County, nor any member of its governing body, have any interest,
direct or indirect, in this Contract or the proceeds thereof.
6.
Payment Terms:
The successful Vendor shall submit an itemized invoice for payment. Sarpy County will
make payment to the successful Vendor within thirty (30) days after receipt of invoice
and satisfactory delivery.
7.
Supplemental Terms and ConditionslModifications:
Any supplemental terms, conditions, modifications, or waiver of these terms and
conditions must be in writing and signed by the Sarpy County Board Chairman and the
Vendor.
8.
Residency Verification:
The Vendor agrees to comply with the residency verification requirements of Neb. Rev.
Stat. §4-108 through §4-114. The Vendor is required and hereby agrees to use a federal
immigration verification system to determine the work eligibility status of new employees
physically performing services within the State of Nebraska. A federal immigration
verification system means the electronic verification of the work authorization program
authorized by the Illegal Immigration Reform and immigrant Responsibility Act of 1996,
8 U.S.C. 1324a, known as the E-Verify Program, or an equivalent federal program
designated by the United States Department of Homeland Security or other federal agency
authorized to verify ,the work eligibility status of a newly hired employee.
If the Vendor is an individual or sole proprietorship, the following applies:

The Vendor must complete the United States Citizenship Attestation Form,
available on the Department of Administrative Services website at
www.das.state.ne.us.
2.
If the Vendor indicates on such attestation form that he or she is a qualified alien,

the Vendor agrees to provide the U.S. Citizenship and Immigration Services
documentation required to verify the Vendor's lawful presence in the United
States using the Systematic Alien Verification for Entitlements (SAVE) Program.

The Vendor understands and agrees that lawful presence in the United States is
required and the Vendor may be disqualified or the contract terminated if such
lawful presence cannot be verified as required by Neb. Rev. Stat. Sect. 4-108.
Breach:
Should Vendor breach, violate, or abrogate any term, condition, clause or provision of
this agreement, the County shall notify Vendor in writing that such an action has
occurred. If satisfactory provision does not occur within ten (l0) days from such written
notice the County may, at its option, terminate this agreement and obtain an alternate
provider to provide all required materials. This provision shall not preclude the pursuit of
other remedies for breach of contract as allowed by law.
10.
Assignment:
The Vendor may not assign this Contract without the prior written consent of the County.
11.
Subcontracting:
Vendor may not subcontract the work to be performed, without prior written consent of
the County. If such consent is granted, Vendor will retain responsibility for all work
associated with the Contract. The Vendor must identify any subcontractors it intends to
use in the execution of this Contract. The Vendor must identify subcontractors in writing
within the proposal.
12.
Independent Contractor:
The Vendor shall in the performance of the Contract at all times be an independent
contractor and not an employee or agent of the County. The Vendor, its officers,
employees and agents shall at no time represent the Vendor to be other than an
independent contractor or represent themselves to be other than employees of the Vendor.
13.
Indemnity:
The Vendor shall indemnify and save harmless Sarpy County, its officers, employees and
agents from all loss, claims, suits or actions of every kind and character made upon or
brought against Sarpy County, its officers, employees, or agents, for or sustained by any
party or parties as a result of any act, error, omission or negligence of said Vendor or its
servants, agents, and subcontractors; and also from all claims of damage in fulfilling this
Contract.

Specifications
Sarpy County is seeking sealed bids for Three - 2010 Large Four (4) Door Special Service
Vehicles Four Wheel Drive Seven Passenger for the Sarpy County Sheriff Departrnent. The
Vendor furnishing a bid shall address all items requested· in the Specifications and indicate any

addressed, deviations or exceptions are not listed, the proposal may be judged non-responsive.

VII.
DELIVERY

All vehicles shall be delivered FOB destination in Papillion, Nebraska and in
accordance with the Delivery Schedule shown on the purchase order. Vehicles
are to be road ready, fully equipped, serviced and washed with a minimum of five
(5) gallons of gasoline in the tank. yehicles showing lack of proper dealer predelivery service shall be subject to fejection until vehicle is properly serviced.
Factory pre-delivery service is not acceptable. Dealer nameplates, decals, etc.,
identifying the selling dealer shall NOT be affixed. A signed copy of the .
completed manufacturer's "New Vehicle Preparation-Inspection and Road Test"
form must accompany each vehicle atthe time of delivery.
B.
After the SSV has been fully serviced, the dealer may deliver it byrail freight,
truck transport or by driving to the destination. IMPORTANT: The motor vehicle
shall not have over 200 miles on the odometer at the time the motor vehicle is
officially accepted and signed for by the purchaser. Deliveries shall be made
between the hours of9:00 AM and 3:00 PM daily, except Saturday, Sunday, and
holidays. All deliveries must be scheduled with the Sarpy County Fleet Service
Representative.

The original manufacturer' s statem~nt of origin, a service authorization card, and
a properly executed service and warranty policy shall accompany each vehicle
when delivered.

Each vehicle shall be completely checked by the vendor to ensure conformance
with the manufacturer's specifications and Sarpy County requirements as stated
herein.

Invoices shall describe the vehicle, including vehicle identification number (VIN),
key number and Sarpy County purchase order number.

Contract supplier or suppliers may honor pricing and extend the contract to
political subdivisions, cities and counties. Political subdivisions, cities, and
counties must meet terms and conditions of the contract.

Motor vehicles that have been wrecked or sustained more than minor nicks and
scratches will not be accepte'd. The vendor should not attempt to deliver a unit

Vendor shall provide order number to the purchaser within 5 business days after

TIRE PRESSURE MONITOR
Engine oil cooler located in the left hand radiator tank, Cooler consists
of an inlet and an outlet pipe attached to the engine oil filter adapter
which transmits the oil to the cooler and then back to the engine, The
cooler itself consists of numerous flat plates through which the hot oil
flows, transmitting heat to the coolant and cooling the oil.
Your vehicle is equipped with a Tire Pressure Monitor (TPM) System
which warns of low tire pressure, The TPM System on your Tahoe Police
Package has a spare tire sensor but is not programmed to read the spare
tire pressure, When the spare tire from your vehicle or an unused spare
tire ,from another Police Package is placed in use as a road wheel, the
system will NOT read the presence of the new TPM Sensor and must be
calibrated, Refer to your Owner's Manual for additional information on
the Tire Pressure Monitor and Sensor Programming, The Special Service
Package 5W4 Does Not Have Sensor in Spare Tire,
POWER STEERING COOLER
EXTERIOR LAMP CONTROL
9G8 - Delete daytime running lights and automatic headlights. This
option disables the daytime running lights and automatic headlamps
control feature. Exterior lighting is manually controlled only.

Vertical finned cooler is mounted in front of the radiator at the left side
of the radiator and connected in-line between the power steering pump
and steering gear,
TRANSMISSION OIL COOLER
(PPV ONLY)
External air-to-oil cooler is mounted in front of coolant radiator and AC
condenser at the center and is connected in series with the integral
transmission oil cooler in the right end tank of the coolant radiator.

Cdurtesy Lamps, including dome lamps, can be turned off with a
push button switch which is above the interior lamp intensity control
kn'ob, When the switch is activated, courtesy lamps remain off when
any vehicle door is open, If a door is open when the switch is activated,
the lamps will go off,
COVERING - flOOR
The instrument cluster and radio lighting dimmer control will override
the push button switch to turn on the courtesy lamps,
The headlamp control on the driver's side of the instrument panel
operates the headlamps, If your Tahoe does not have option 9GB,
Daytime Running Lamps and Automatic Headlamp delete, the Daytime
Running Lamps and Automatic Headlamps can be turned off for one
ignition cycle by rotating the control knob momentarily counterclockwise, See also Section 3 of your Tahoe Owner's Manual.

EQUIPMENT GROUNDING STUDS·
REAR CARGO AREA
Tahoe Police Package has grounding studs located at the lower left and right
hand rear compartment hatch opening for connection to customer electrical
equipment. A 5-foot blunt cut length of #8 awg copper wire is attached to
the left stud and coiled inside the jack stowage compartment to permit
grounding of electrical equipment which may be mounted forward in the
rear compartment and behind the second seat back.
Power is supplied directly from the battery through a 50-AMP circuit
breaker to a 10-gauge blunt cut wire coiled in a harness under the
center of the instrument panel. The 50-AMP circuit breaker is connected
through a fusible link to a 125-AMP mega fuse located near the Underhood Battery Electrical Center. Two 3D-AMP relay controlled circuits
supply power through 3D-AMP circuit breaker to blunt cut 12-gauge
wires that are part of the coiled harness. These 3D-AMP circuit breakers
are connected to the battery through a 60-AMP mega fuse located in the
same fuse block with the 125-AMP mega fuse. Each relay can be
operated by connecting a 20-gauge blunt cut control lead in the coiled
harness to a power source. Up to 1~O-AMPs (120D-Watts) of power is
available at the instrument panel with these combined circuits.
The 50-AMP and 3D-AMP circuit breaker and relays are located in a
Breaker/Relay center located forward of the instrument panel glove box.
Two 50-AMP circuit breakers which protect the 1~O-AMP auxiliary
power junction block in the rear compartment are also located in this
center. A 6-foot, 8-gauge ground wire is looped and is located under the
front passenger door sill plate for connection to customer equipment.
Two 20-gauge blunt cut wires provide ignition controlled power. One
circuit is hot when the ignition is in ACC or ON and the other is hot when
the ignition is in START or ON.
Also included in the coiled harness are two blunt cut signal wires.
One circuit provides the Vehicle Speed Signal (VSS) and the second
circuit provides a 12-Volt signal designed to operate a single customer
furnished relay when the Transmission is in PARK with engine running.

An auxiliary power junction block is located within the left side rear cargo
area jack stowage compartment. This junction block is split to provide two
circuits for the connection to customer-furnished equipment directly to the
battery through separate 50-AMP circuit breakers, These circuit breakers
are located in the Breaker/Relay panel forward of the instrument panel
glove box. A maximum load of 100-AMPs (1200-Watts) can be connected.
The junction block is connected to a coiled 5-foot (1.5 m) branch of the
rear body harness and fastened near the jack. Mounting of the junction
block can be at customer-selected rear cargo area locations permitted by
the branch harness length and using customer-furnished mounting
hardware. The junctions block should not be attached to interior trim
plastic components without appropriate backing hardware for the
bolts.

RELEARN REMOTE KEY
To access this DIC display, the vehicle must be in PARK (P). This display
allows you to match remote keyless entry transmitters to your vehicle. To
match a remote keyless entry transmitter to your vehicle, do the following:
1. Press the trip odometer reset stem until RELEARN REMOTE KEY
displays.
2. Press and hold the trip odometer reset stem for three seconds. The
message REMOTE KEY LEARNING ACTIVE will display.
3. Press and hold the lock and unlock buttons on the first transmitter at
the same time for approximately 15 seconds. A chime will sound
indicating. that the transmitter is matched.
4. To match additional transmitters at this time, repeat Step 3. Each
vehicle can have a maximum of eight transmitters matched to it.
5. To exit the programming mode, you must cycle the key to LOCK.

Battery power is supplied through a 3D-AMP fuse to two bluntcut
wires located in the roof approximately 25 inches rearward of the
windshield and left of the roof centerline. Power is controlled with
a switch located in the overhead console. Customer can connect a
light directly to the wires in the roof or purchase an external wiring
and sealing grommet which is shipped loose in the glove box.
Customer must drill the hole in the roof. An Owner's Manual Supplement
provides installation instructions.
Note: The Maximum Rated Electrical Load is 21-AMPs
(250-WaUs). Running the Accessory Lamp for Long Periods
of Time with the Engine Off May Run the Battery Down_
Inside rear door handles are disconnected. Rear doors can only be
opened from the outside.

One 16-gauge wire to alternating signal flasher mounted to the right
hand closeout panel. Sixty inches of extra wire from flasher is coiled
under the instrument panel. Two 16-gauge wires are routed from flasher
to an area behind grille. Two 16-gauge speaker lead wires routed from
under the instrument panel to an area behind the grille. All 4 wires have
24 inches of extra wire in coil behind grille. Grille lamps and speaker
are not included.
SED 6J7 provides a high-beam headlamps flashing module, rear lamps
flashing and control wire for a customer-furnished switch to turn the
module on or off. The flasher control wire is coiled under the center of
the instrument panel. This control lead may be combined with the interior
wiring leads for SED 6J3 when that option is ordered with SED 6J7.
The headlamps flashing module is located below the passenger's side
front head lamp and forward of the passenger's side front wheel. The
module is connected to an in-line connector in the forward lamp
harness. The headlamps flashing module is activated by the application
of 12-Volts to a dark greenlred wire coiled in the passenger's side
footwell. When activated, the driver's and passenger's side high-beam
headlamps and the high-beam instrument panel cluster light will flash
alternately at 2.4 flashes per second.
6)4 WIRING - HORN/SIREN
CIRCUIT
When the headlamps flashing module is turned on, the module sends a
signal to the Body Control Module (BCM). The BCM alternately flashes
the stop lamps and backup lamps. Depressing the brake pedal will
override the stop lamp flashing and placing the transmission in reverse
will override the backup lamp flashing.
Two 16-gauge wires are connected to an in-line connector in the horn
circuit of the instrument panel harness under the instrument panel. The
end of this harness extension is terminated with an in-line connector in a
60-inch coil under the instrument panel. Connection to customer switching
permits operation of the horn or siren with the horn button.
Activation of the headlamp and rearlamp flashing can be separated. Call
Kerr Industries at 905-725-6561 for instructions
During daylight conditions, the Daytime Running Lamps (DRL) are
automatically turned off whenever the headlamps flasher module is
activated. During nighttime conditions, the low-beam headlamps turn
on automatically while the high-beam headlamps flash. Turning on the
high-beam headlamps manually with the turn signal/multifunction lever
will override the flashing module and the high-beam headlamps will
operate continuously.
A 20-AMP fuse protects the flasher module circuit. This fuse is located
in the underhood fuse block in the engine compartment on the driver's
side of the vehicle and is labeled "HEADLP WASH". See "Fuses and
Circuit Breakers" in the Service and Appearance Care section of your
Tahoe Owner's Manual for more information.
When it is dark outside, the tail lamps will turn on automatically. The
Center High-Mounted Stoplamp (CHMSL) will not flash and will operate
only when the regular brake pedal is pressed.
Approximately 60 inches of auxiliary speaker wire is run from the doormounted speakers and coiled under the center of the instrument panel.

WIRING PROVISIONS FOR 12-VOLT BATTERY POWER SUPPLY
Your vehicle is equipped with wiring provisions for a 12-Volt battery
power supply. Refer to the following information when adding
electrical system. The wiring harness is located below the instrument
panel near the center of the vehicle. The following information
describes the breaker and relay location and provides a wiring
diagram to aid in connecting customer equipment.
Blunt cut ignition control power and signal circuits are also included
in the wire coiled under the instrument panel near the center of the
vehicle. They include:
The 12-Volt battery power is supplied through two underhood mega
fuses, one 125-AMP and one 60-AMP. This underhood power is fed to
the breaker/relay center via a harness that passes through the driver
side front of the dash, and routed across the instrument pane to a
position forward of the glove box. The breaker/relay center is mounted
to the instrument panel structure forward of the glove box. The center
includes a plastic bracket, two relays, two 30-AMP breakers and three
50-AMP mega circuit breakers.
• Pink, 20 gauge (0.5 mm') circuit, Hot in Start and Run
(7A maximum load)
Two 30-AMP breakers supply power from the underhood 60-AMP
mega fuse through the contacts of the control relays to a 12-gauge
(3.0. mm~ blunt cut wires. These two blunt cut leads are part of wire
coiled under the instrument panel near the center of the vehicle.
• *A yellow, 20 gauge (0.5 mm') circuit, Hot in ACCESSORY, RUN or
RAP (Retained Accessory Power)
• *A yellow/black, 20 gauge (0.5 mm~ transmission park signal. This
circuit provides switched power when the transmission is in P (Park)
and the engine is running. The circuit is at 0 volts when the
transmission is in any other position, i.e., R(Reverse), N (Neutral),
D (Drive) or M (Manual 6-1). Note that the circuit is also at 12 volts
with the transmission in P(Park) and the ignition is OFF. To avoid the
possibility of undesired parasitic electrical load with the ignition is
OFF it is suggested that the Park/Signal circuit be isolated by
routing it through the normally open contacts of a customer
furnished ignition controlled relay
• A dark green/white, 20 gauge (0.5 mm') Vehicle Speed Signal (VSS)
provides 4,000 pulses per mile.
Each relay is operated y a 0.5 mm' blunt cut, light or dark blue
control lead includes in a 3-foot (91 cm) loop of wire under the
instrument panel.
Three 50-AMP mega circuit breakers, protected by three fusible links,
supply power directly from the underhood 125-AMP mega fuse
through three, 10-gauge (5.0 mm') wires. Two of the wires are routed
through the body harness to a split buss junction block to the left rear
of the cargo area and secured near the jack and tools. This 3-foot (91
cm) of coiled wires can be accessed by removing the cup holder on
the top of the trim panel. The third 10-gauge wire is a blunt cut lead,
which is part of the 3-foot (91 cm) loop of wire coiled under the
instrument panel near the center of the vehicle.
* These two circuits share a 15 amp fuse. (10 amp combined
maximum load)
The breaker and relay center is located behind and above the
instrument panel storage compartment. Remove contents from the
storage tray. Using the tab at the back of the compartment drop the
tray down gently toward the floor. You will find the breaker/relay
center above the right rear corner of the storage compartment. The
bracket is attached to the instrument panel structure with two screws.
It will hang from the hinge.
An 8-gauge (8 mm') ground lead is also provided and it is located
under the front passenger sill plate. It can be accessed by removing
the sill plate and pulling the loop of wire at the front of the plate, the
lead is 3 feet (91 cm) long.

AUXILIARY BATTERY POWER JUNCTION BLOCK AND GROUND STUDS
An auxiliary power junction block is located within the driver's side
rear cargo area jack stowage compartment. This junction block is
split to provide two circuits for connection to customer-furnished
equipment directly to the battery through separate 50-AMP circuit
breakers. These circuit breakers are located in the breaker/relay
panel forward of the instrument panel glove box. A maximum load
of 1DO-AMPs (1 ,200-Watts) can be connected.
This junction block is connected to a coiled 5-foot (1.5 m) branch of
rear body harness and fastened near the jack. Mounting of
the junction block can be at customer-selected rear cargo area
locations permitted by the branch harness length and using
customer-furnished mounting hardware.
The junction block should not be attached to the interior trim
plastic components without appropriate backing hardware to the
mounting bolts.
Grounding studs are located on the left and right sides of the
liftgate opening. See page 52.

WIRING PROVISION FOR VEHICLE GRILLE LAMPS, FLASHER,
AND SPEAKER/SIREN - OPTION 6J3
A. Blunt cut ends for the Alternating Signal Flasher, CustomerFurnished Grille Lamps and Customer-Furnished Siren/Speaker
The Option 6J3 wiring provision also includes control wiring for the
Option 6J7 exterior lamps emergency flashing system. A dark
green/red 18-gauge (0.8 mm') head lamps flasher module control wire
activates the flashing system when 12-Volts are applied.
B. Control Wires from In-Line Connector in Forward Lamp Harness for
Customer-Furnished Grille Lamps and Speaker
When Option 6J7 is installed without Option 6J3, only the dark green
red control wire is proved for connection to customer-furnished 12-Volt
switching to turn the emergency flashing system on or off.
This wiring provision option consists off one 16-gauge (1.0 mm) wire
connected to an alternating signal flasher located underneath the
instrument panel on the passenger's side. Five feet (1.5 m) of extra
wire from the flasher is routed from underneath the instrument panel
to an area behind the grille. All four wires have 12-inches (30 cm) of
extra wire in a coil behind the grille. Grille lamps and the speaker are
not included. The flasher is taped to the option 6J3 jumper; it is not
included when Option 6J7 is ordered without Option 6J3.

This provision permits customer connection of a switch to select either
horn of siren operation when the horn paid is pressed.
A 22-gauge (0.35 mm') wire is connected to an in-line connector in the
horn circuit of the instrument panel harness under the instrument
panel. The end of this harness extension is a 5-foot (1.5m) loop of wire
coiled under the center of the instrument panel.

EXTERIOR LAMP EMERGENCY FLASHING SYSTEM - OPTION 6)7

Option 6J7 provides a high-beam headlamps flashing module, rear
lamps flashing control wire for a customer-furnished switch to turn the
module on or off. The flasher control wire is coiled under the center of
the instrument panel. This control lead may be combined with the
interior wiring leads for Option 6J3 when that option is ordered with
Option 6J7.
The head lamps flashing module is located below the passenger's
side front head lamp and forward of the passenger's side front wheel.
The module is connected to an inline connector in the forward lamp
harness. The headlamps flashing module is activated by the application
of 12-Volts to a dark green/red wire coiled in the passenger's side
footwell. When activated, the driver's and passenger's side high-beam
headlamps and the high-beam instrument panel cluster light will flash
alternately at 2.4 flashes per second.
When the headlamps flashing module is turned on, the module sends a
signal to the Body Control Module (BCM). The BCM alternately flashes
the stop lamps and backup lamps. Depressing the brake pedal will
override the stop lamp flashing and placing the transmission in reverse
will override the backup lamp flashing.
Activation of the headlamp and rearlamp flashing can be separated.
Call Kerr Industries at 905-725-6561 for instructions.
During daylight conditions, the Daytime Running Lamps (DRL) are
automatically turned off whenever the headlamps flashing module is
activated. During nighttime conditions, the low-beam headlamps turn
on automatically while the high-beam headlamps flash. Turning on the
high-beam headlamps manually with the turn Signal/multifunction lever
will override the flashing module and the high-beam headlamps will
operate continuously.
A 20-AMP fuse protects the flasher module circuit. This fuse is located
in the underhood fuse block in the engine compartment on the driver's
side of the vehicle. See "Fuses and Circuit Breakers" in the Service and
Appearance Care section of your Tahoe owner's manual for more
information.
When it is dark outSide, the tail lamps will turn on automatically. The
Center High-Mounted Stoplamp (CHMSL) will not flash and will operate
only when the regular brake pedal is pressed.

Battery power is supplied through a 3D-AMP fuse to a
wiring harness located in the roof. Power is controlled with
a switch located in the overhead console. The customer or
vehicle upfitter must complete the installation to an added
accessory such as an emergency beacon lamp.
Maximum rated electrical load is 21-AMPs (250-Watts).
The added electrical requirements must not exceed 21AMPs (250-Watts). Running the accessory for long periods
of time with the engine off may run the battery down.

About 65-inches (165 cm) of auxiliary speaker wire is
run from the instrument panel radio connector and is
coiled under the center of the instrument panel. The
wiring permits the connection of front door speakers
to customer-installed communication equipment.
Radio outputs from the front speakers are sent to the
rear speakers to maintain the required open door/key
in the ignition reminder chime.
