1. Project Overview
The City of Elliot Lake is implementing a wireless infrastructure project to establish reliable
connectivity to city owned and operated sites, the primary goal being to establish communication
services to multiple city sites and link them to City Hall. The purpose of this project is to install a
wireless communications network that meets the current and future needs of the corporation which
is compatible with existing telecommunications services.
To build this network, the City has developed a series of three Request for Quotation documents
(RFQs) that are all related: one for the supply of 3 towers, one for CPE installation and one to build
3 towers and install equipment at various locations in Elliot lake.
This RFQ is to identify a vendor(s) with the necessary skills to:
A. Build the required towers for each site.
B. Provide a cost for all equipment, labour, materials, and other expenses.
C. Provide details on any other value added services that the vendor can provide to
enhance the overall value of the network to the community it serves.
2. Quote Requirements
A. All prices quoted are to be valid for 90 days from the closing date of the proposal.
B. Lowest or any quote not necessarily accepted.

C. All interested vendors are asked to send an email to Robyn Scott
([email protected]) expressing their intent to bid to ensure that they are
included in future updates.
D. Quotations may be emailed to [email protected]
E. Bidder must show proof of $5 million General Liability insurance prior to construction
start.
F. Bidder is required to produce a WSIB Clearance Certificate prior to construction start.
G. All quotes must be received prior to 4:00 p.m. June 13th, 2014.
H. Payment terms: Monthly progress payments of work to date less 10% statutory
holdback.
I. Bidder to provide build schedule.
J. Bidder to provide site development requirements to complete their work.

6. Acceptance
Once the installation is complete, the work will be reviewed by the vendor, qualified city staff, and
the City’s project consultant to ensure all specifications have been met. A walk-though of the area
will be done and the work performed will be assessed against an acceptance list. If the work is
acceptable, all parties will be required to sign off on it.
If deficiencies arise, the City may choose to follow one of these options in order to meet the
contractual timeline obligations with their funders:
A. Vendor has 45 days to correct, final payment may be withheld until deficiency addressed
B. City may correct on their own and deduct cost from vendor contract to meet timelines

The Product has been properly installed and used at all times in accordance, and in all material respects, with the applicable Product documentation.

designed outdoor broadband CPE. The new
NanoStation M and NanoStation Loco M
take the same concept to the future with
new redesigned sleek and elegant
form-factors along with integrated AirMax
(MIMO TDMA Protocol) Technology.
The low cost, hi-performance, and small
form factor of NanoStation M and
NanoStation Loco M make them extremely
versatile and ideal in several different
applications (see diagrams on right for
some usage examples).

Unlike standard WiFi protocol, Ubiquiti's
Time Division Multiple Access (TDMA)
AirMax protocol allows each client to send
& receive data using pre-designated time
slots scheduled by an intelligent AP
controller.
The New NanoStation M provides a
secondary ethernet port with software
enabled POE output for seamless IP Video
integration.
Remote hardware reset circuitry of
NanoStation M allows for device to be reset
remotely from power supply location. In
addition, any NanoStation can easily
become 802.3af 48V compliant through use
of Ubiquiti's Instant 802.3af adapter (sold
separately).
This "time slot" method eliminates hidden
node collisions & maximizes air time
efficiency. It provides many magnitudes of
performance improvements in latency,
throughput, & scalability compared to all
other outdoor systems in its class.
Intelligent QoS Priority is given to
voice/video for seamless access.

TOUGHCable is currently available in two
versions: Level 1 Shielding Protection and
Level 2 Shielding Protection.
Level 1 is a Category 5e (Up to 1Gbps
Ethernet Support) Outdoor Carrier Class
Shielded Cable.
ESD Attacks are overwhelmingly the leading
cause for device failures. The diagram
below illustrates the areas vulnerable to
ESD Attacks in a defenseless network.
By using a grounded Ubiquiti POE adapter
(included) along with Ubiquiti TOUGHCable
(sold separately), you can effectively
eliminate ESD Attacks.

PtMP (Point to Multi-Point) Link Example
The RocketDish RD-5G31-AC is a
Carrier Class 2x2 Bridge Dish Antenna
that was designed to seamlessly
integrate with RocketM radios
(RocketM sold separately).
Pair the RocketM’s radio with the
RocketDish antenna’s reach to create
the endpoint of a high-performance,
Point-to-Point (PtP) backhaul. On
the right is one example of how the
RocketDish can be deployed.

The Ubiquiti Research and
Development team engineered the
RocketDish RD-5G31-AC with high
isolation and Front-to-Back (F/B) ratio.
The main benefit is improved
Signal‑to-Noise Ratio (S/N or SNR).
The improved F/B ratio and lower
sidelobes reduce the interference
from other transmitters in the
area – potentially on the same tower.
The improved S/N ratio allows a
higher‑order modulation to be used,
for example, 128QAM rather than
16QAM. This in turn increases the
number of bits per second for a fixed
bandwidth, which is also known as the
data rate.
