B. Manufacturer shall warrant the camera to be free from defects in material and
workmanship for one year from the purchase date.
General Camera Descriptions
The product specified shall be an industrial grade, color, full-featured, highspeed H.264/MJPEG network camera. The product is designed to meet or
exceed industrial and surveillance applications requiring a low power, rugged
video camera with IP network capability. The camera shall be capable of
providing H.264 or Motion JPEG compression video at a rate of 30 images per
second at resolution of 640 x 480. The camera has a built-in web server and
FTP server.
General Camera Requirements
A. The color camera specified shall incorporate a CCD imaging device with a 1/3inch optical format. Its S/N ratio is 50dB or higher when AGC is off.
B. The maximum image resolution shall be no less than 4CIF resolution, 704 (H)
x 480 (V) pixels for NTSC or 704 (H) x 576 (V) pixels for PAL. The image
resolution also supports CIF, 352 X 240 NTSC (352 x 288 PAL) and QCIF, 160
X 112 NTSC (160 x 144 PAL).
C. The camera shall produce 30 images per second (ips) at all NTSC resolutions.
The maximum frame rate for all PAL resolutions is 25 fps.
D. The camera shall provide automatic white balance, automatic exposure, gain
control, electronic shutter and backlight compensation. The Camera shall
provide control to adjust exposure time, gamma, and noise filtering.
E. The camera shall have at least 128MB of RAM and 8MB of flash memory.
F. The camera shall be capable of generating a streamed H.264 video and a
streamed Motion JPEG images simultaneously to transmit over the network.
G. The camera shall provide video via a RJ-45 Ethernet connection.
H. The camera shall provide the 2-way audio transfer.
The camera shall provide built-in motion detection allowing up to 144
rectangular windows for the image, to be independently configured. The
motion calculations shall allow the threshold of the sensitivity to be set.

J. The camera shall provide on-screen display and pan/tilt/zoom control on live
when it is operated with PTZ driver.
K. User and Administrator password protection levels shall be provided.
L. A recessed mechanical reset button shall be provided to return the camera to
factory default settings.
M. The camera shall be designed to support power over the Ethernet (PoE) using
UTP category 5 cable with RJ-45 connectors when an optional PoE module is
installed inside it, and PoE-enabled switch or router is used. It can also be
powered directly from 12VDC.
Network Camera Requirements
A. The camera shall incorporate a built-in web server, built-in FTP server, a
built-in FTP client, and built-in e-mail client.

RTP/RTSP, and multicast transmission to clients
C. The camera shall provide integrated support for IP, TCP, UDP, ICMP, ARP, FTP,
SMTP, DHCP, HTTP, RARP, BOOTP, SNMP, Telnet, and TFTP protocols.
D. No unique or proprietary client software shall be required for viewing or
controlling the camera. The camera shall be configurable through the web
E. The manufacturer shall offer an optional, licensable recording / playback
software that allows encoded video to be recorded to a remote PC server or
an embedded NVR hardware over the network.
F. Video may be encoded and streamed at a fixed periodic record rate and/or
when triggered by motion and/or external input.
G. The camera shall provide up to 32 separate video streams simultaneously
that can be displayed on different clients.
Event (Alarm) Handling Capability
A. The camera shall be capable of recording an event as pre and post event
images in on-board memory. The camera shall also be able to transfer the
event’s JPEG images to an FTP server via File Transfer Protocol (FTP). Events
may be triggered using camera motion detection or from an external device
input such as a relay.
B. When triggered from an external input or the camera’s motion detector, the
camera shall be capable of sending images via e-mail and/or sequences of
images to an FTP server.
C. A relay output shall be available upon the activation of the camera’s motion
detector or external relay input. The relay output may also be manually
activated from the live view screen.
