The project includes but is not limited to Paintings, minor sheet metal work, and providing a 2 year Contractor Warranty after Final Acceptance on work performed with a 5 Year Manufacturer Warranty including Adhesiveness and Durability. Work will be in accordance with: the requirements stated herein; attached Scope of Works, Specifications, Special Conditions and Insurance Requirements, and applicable Federal, State of Alabama, and Local Laws. The work consists principally of providing bonds, labor, materials, equipment, insurance, and supervision necessary for performing the work as indicated in the Contract documents. The project site is located at the ASPA Warehouses 3 and 4 and the 100,000 Gallon Water Tower located at Berth 8. A Mandatory Pre‐Bid Meeting and Walk Through is scheduled for Wednesday, April 23, 2014 at 9:00 AM. at the Base of the Berth 8 Water Tower. All Contractors submitting bids are to carefully examine the sites of the proposed work by appointment only and thoroughly review the Contract and Project requirements prior to submission of a bid proposal. Each Bidder shall satisfy oneself as to the character, quality, and quantities of work to be performed, and as to the requirements of the proposed contract. The submission of a proposal shall be proof that the bidding Contractor has made such examination and is satisfied as to the conditions to be encountered in performing the work and as to the requirements of the proposed Contract. On bids of $50,000 or more, bidding Contractor must hold a current license from the State Licensing Board for General Contractors, Montgomery, AL, with the classification being BC‐S Specialty Construction – Painting, Specialty Coatings. The work performed under this contract shall not commence until the Contractor has submitted a Performance Bond, Labor & Material Bond, and acceptable Certificate of Insurance. Performance Bond shall be in an amount equal to 100% of the contract price; Labor & Material Bond equal to 100% of the contract price; and Certificate of Insurance shall be as per the attached requirements and countersigned by a licensed resident agent in the State of Alabama. The Contractor shall comply with all Federal and State laws, local ordinances and regulations, and all orders and decrees of bodies or tribunals having any jurisdiction or authority, which in any manner affect those engaged or employed on the work, or which in any way affect the conduct of the work. The work will have to be scheduled and performed in a manner that will not interfere with cargo handling operations. Work will start not later than 10 calendar days after receipt of Notice to Proceed. ASPA intent is that work hours will be during normal day light hours unless indicated otherwise in this Requisition or approved otherwise by ASPA Project Manager. The Contractor shall place a competent Superintendent on the Project who shall have experience in the work being performed under the Contract. The assigned Superintendent shall have the responsibility for the day‐to‐day operations of the work and shall Remain on the Project site while the work under the Contract is being performed. Prior Coordination with ASPA Project Manager is required to avoid conflicts with operations. Time is an essential element in performance of the Contract. As the prosecution of the work will inconvenience the Owner, Tenants, and interfere with business, it is important that the work be pressed vigorously to completion. Also, the cost to the Alabama State Port Authority of the administration of the Contract, supervision, inspection and engineering will be increased as the time occupied in the work is lengthened. For each day that the work remains incomplete after the time specified, $100 per day shall be paid by the Contractor to the Alabama State Port Authority as Liquidated Damages for the loss sustained by the State because of failure of the contractor to complete the work within the specified time. Contractor will be given 250 feet length of rail receiving platform in phases to do work. Rail cars shall not be oversprayed or spotted with paint in this area. Cargo will be positioned 30 feet away from interior wall. 10. Contractor will be given segments of 250 feet length waterside pier to perform work in segments. Contractor shall base bid on no interruption of work for the waterside of warehouse. Interior cargo will be set back 30 feet from the wall. 11. ASPA Maintenance Dept will remount the small signs after completion of the Contractor’s work. 12. Paint “Alabama State Port Authority” at same location on South end of Warehouse 4 as existing lettering using Black Devflex 4216. Lettering and White Background shall match existing height and font and colors. 13. Spray Painting the Warehouses only is allowable provided Contractor is careful to avoid overspray and is fully responsible for any damages and associated costs of repairs. 14. The North Endwall of Warehouse 4 is newly installed metal sheeting and is not included in this Scope of Work. 15. Protect and wrap with Visqueen plastic sheeting all exterior Light Fixtures, Sprinkler Alarm Bells, Security Cameras and Mounts, Windows, etc. 16. Doors and Frames are not to be painted under this Contract. Scope of Work - Water Tank 1. With lead being present in the original 1950s paint system, Contractor shall Encapsulate any remnants of the paint system(s). Any Lead Abatement actions shall be the Contractor’s responsibility and shall be included in the Bid price. 2. Modular Office and Electrical Panels located adjacent to Water Tank base shall be covered to avoid damage and overspray. 3. Cables, Antennas, etc. mounted on Water Tank shall be protected to avoid damage and overspray. 4. 5000 PSI Pressure Wash/Solvent Clean all surfaces per SSPC-SP1 requirements. 5. History: This Water Tank was painted in 1996 with the following process : A 4000 PST power wash with sand injection to a SP6 Commercial Ballast on rusted areas; Bare metal areas received a spot prime of Induramastic 85 @ 2-4 mils; One full coat of Induramastic 85 @ 2-4 mils; One finish coat of Indurethane 5500 Aliphatic Urethane @ 2 mils. This paint system encapsulated the original lead base paint system. Some of the original lead base system may still be adhered to structure. Visqueen plastic sheeting was laid down to catch the spent blasting and loose fakes of lead paint.
