This specification is a product of the Texas Department of Transportation (TxDOT). This specification
may not be sold for profit or monetary gain. If this specification is altered in any way, the header, and

PART I
GENERAL CLAUSES AND CONDITIONS
1. Respondent shall provide the information requested in the right-hand column of Parts II and III of
this specification document. Failure by the respondent to fully complete Parts II and III and return
the document with the bid package will disqualify the respondent from further consideration.
2. The equipment furnished under this specification shall be the latest improved model in current
production, as offered to commercial trade, and shall be of quality workmanship and material. The
respondent represents that all equipment offered under this specification shall be new. USED,
SHOPWORN, DEMONSTRATOR, PROTOTYPE, REMANUFACTURED, RECONDITIONED, OR
DISCONTINUED MODELS ARE NOT ACCEPTABLE.
3. Respondent should submit with the solicitation the latest printed literature and detailed
specifications on equipment the respondent proposes to furnish. This literature is for informational
purposes only.
4. The unit shall be completely assembled and adjusted, and all equipment including standard and
supplemental equipment shall be installed and the unit made ready for continuous operation upon
delivery.
5. All parts not specifically mentioned which are necessary for the unit to be complete and ready for
operation or which are normally furnished as standard equipment shall be furnished by the vendor.
All parts shall conform in strength, quality and workmanship to the accepted standards of the
industry.
6. The unit provided shall meet or exceed all federal and State of Texas safety, health, lighting and
noise regulations and standards in effect and applicable to equipment furnished at the time of
manufacture.
7. It is the intent of TxDOT to purchase goods, equipment and services having the least adverse
environmental impact, within the constraints of statutory purchasing requirements, TxDOT need,
availability, and sound economic considerations. Suggested changes and environmental
enhancements for possible inclusion in future revisions of this specification are encouraged.

SCOPE: This specification describes a diesel-powered, hydrostatically driven, self-propelled,

in-place reclaimer/stabilizer machine. The machine shall break, pulverize, grade, blend and mix
asphaltic pavements and soils with dry or liquid additives. The Class I (minimum 75 inch wide cutting
width) unit will be used for short distance, routine maintenance jobs. The Class II (minimum 94 inch
wide cutting width) unit will be used in larger, multi-mile operations. The class of the reclaimer and
options required will be specified on the solicitation. A unit furnished to this specification shall meet or

16.1. Product safety plaques or decals shall be furnished and affixed at the
operator's station and at any hazardous area. The safety plaques or
decals shall describe the nature of the hazard, level of hazard

PART III
WARRANTY
1. WARRANTY: The unit shall be warranted against all defects in material and
workmanship for a period of not less than 12 months or 1,200 hours of use,
whichever comes first, and shall cover 100% parts and labor for the unit. If the
manufacturer's standard warranty period exceeds 12 months or 1,200 hours,
then the standard warranty period shall be in effect. The warranty begins on the
date the unit is determined to meet specifications and accepted into TxDOT’s
fleet.

2. INTENT: During the warranty period the vendor shall be responsible for labor, materials, and other
costs as outlined below associated with required warranty repair. It is the intent of this warranty
that the vendor performs warranty repair work. At TxDOT's option, TxDOT may perform minor
warranty repairs to the unit at the vendor's expense.
2.1. EXCLUSIONS: TxDOT will assume the expense for replacement tires and tubes, tire repairs,
lubricating oils, hydraulic fluids, greases, filters, fuel, antifreeze, batteries, lights, hoses, belts,
cleaning, painting and other minor items normally consumed in day-to-day operations. TxDOT
will assume responsibility for cost of repairs resulting from collision, theft, vandalism, operator
negligence or acts of God.
2.2. EQUIPMENT MAINTENANCE: It is TxDOT's practice to maintain the equipment in accordance
with the manufacturer's published recommendations.
2.3. MINOR WARRANTY REPAIRS: It is the intent of this warranty that the vendor performs minor
warranty repairs; however, at TxDOT's option, warranty repairs deemed by TxDOT to be minor
in nature may be performed by TxDOT at the vendor's expense. Parts required for repairs
made by TxDOT will be OEM parts and obtained from the vendor or any commercial source, at
no cost to TxDOT. Only the actual time required for repairs shall be reimbursed. TxDOT will
not request reimbursement for additional time incurred such as mechanic's travel time or
diagnostic time. Reimbursement by the vendor to TxDOT for the cost of warranty repairs shall
be computed as follows:

Labor: Labor for warranty repairs will be calculated at the composite rate for the
mechanic in effect at the time of the warranty repairs. Labor rate will not exceed
$40 per hour. The time allowed for each repair will be determined by the
manufacturer's standard time schedule. Manufacturer's time schedule shall be
furnished to the receiving district with the unit at the time of delivery (if available). If
a manufacturer's time schedule is not available, the actual time for repairs, as noted
above, will be used.
Warranty Repair Claims: Warranty repairs will be accumulated electronically on
TxDOT Fleet Management Software generated Repair Orders. and will be billed from
same, unless the vendor prefers to have claims processed on the vendor's standard
forms.

Parts: Replaced parts will be held 30 calendar days and will be available for
inspection by the vendor or authorized representative. Copies of invoices for all
parts will be provided to the vendor. The cost of parts other than those furnished to
TxDOT at no cost by the vendor will be billed at actual cost.
MAJOR WARRANTY REPAIRS: When major warranty repairs are required, TxDOT will notify
a representative of the vendor's Texas dealer by telephone at the location and the
telephone number designated by the vendor on Attachment A Data Sheet as the point of
contact. Major warranty repair work for the purpose of this specification means major
repairs to the engine and major repairs to any other components of the unit. Diagnosis of
the actual repairs required shall be the responsibility of the vendor. The unit will be made
available at a TxDOT facility within a 100-mile radius of the FOB point shown on the
purchase order. The repair work may be performed by the vendor or vendor’s authorized
representative.
2.4.1.
At the vendor's option, the unit may be taken by the vendor to a commercial
repair facility. The vendor shall be responsible for the cost of the round trip
transportation of the unit to and from that location.
2.4.2.
If mutually agreed upon between the vendor and TxDOT, TxDOT may transport
the unit to the vendor's location or authorized repair facility, within the
boundaries of the state of Texas. The cost of equipment and manpower
necessary to haul the unit for the round trip will be billed back to the vendor at
the rental rate of the equipment and composite hourly rate for the driver in
effect at the time for the equipment required. The composite hourly rate for the
driver will not exceed $30 per hour. Rental rate for the truck and trailer will not
exceed $0.80 per mile for the truck and $8 per hour for the trailer.
3.
RESPONSE TIME: Warranty repair action shall begin within two working days after notification is
made to the vendor for need of warranty repairs. A representative of the vendor's Texas dealer
will be notified by telephone at the location and telephone number designated by the vendor on
Attachment A Data Sheet as the point of contact. The vendor shall notify TxDOT immediately of
any changes in this location and telephone number. The warranty repairs should be completed
and the unit returned to TxDOT (or picked up by TxDOT at the vendor's expense as outlined above)
within a reasonable period of time. For the purpose of the specification eight working days is
defined as a reasonable period of time. Excessive delays incurred for the performance of
warranty repairs by the vendor may adversely affect the vendor's status as a qualified respondent.
4.
BILLING AND PAYMENT FOR WARRANTY REPAIR EXPENSES: Cost will be accumulated for
transportation of the unit by TxDOT to the vendor's location or authorized repair facility. Payment
for transportation costs as provided for in this section shall be made within 30 calendar days of
the billing date.
5.
PARTS AND SERVICE: The manufacturer of the equipment furnished shall have an authorized
dealer within the state of Texas. The authorized dealer shall have factory-trained personnel
available for warranty repairs and the performance of service. The dealer shall also maintain an
inventory of high-usage parts and a quick source for low-usage parts.

PART IV
OPTIONAL EQUIPMENT
Optional equipment must be identified on the solicitation to be required.
1.
OPTION NO. 1: MANUFACTURER’S ENCLOSED CAB: Shall include, but is not limited to: tinted glass,
air conditioning, heater and defroster, windshield wiper(s) front and rear, sound insulating, 12-volt
power receptacle. Operator’s seat shall be: cushioned, adjustable type, with padded backrest, and a
seat belt meeting the current SAE J386 standard. The seat shall also rotate a minimum of 90
degrees.
NOTE: The certified ROPS required in Part II, Para. 13.4. may be incorporated into the
manufacturer’s cab.
2.
OPTION NO. 2: EMULSION ADDITIVE SYSTEM: Shall include, but is not limited to: Heavy-duty pump
with minimum 210 gpm capacity, spray bar with spray nozzles, shutoff valve(s), system flow meter,
and a totalizer reading in gpm, hose boom and a push bar, all controlled from cab. Emulsion additive
system shall operate as an automatic system. This system shall mix additives at the desired rate, set
by the operator, and maintain a plus or minus 1% mixing rate regardless of travel speed.
3.
OPTION NO. 3: WATER SPRAY SYSTEM: Shall include, but is not limited to: heavy-duty pump with
minimum 300 gpm capacity, spray bar with spray nozzles, shutoff valve(s), flow meter and totalizer
reading in gpm, hose boom and a push bar, all controlled from the cab. This system shall include a 3
inch by minimum 10 foot suction hose with quick-connect couplings.
4.
OPTION NO. 4: FOUR-WHEEL ASSIST OR DRIVE: The unit shall be equipped with the manufacturer's
standard four-wheel drive system with all necessary components for the unit to be complete and ready
for operation.
5.
OPTION NO. 5: EXTRA SET OF MANUALS: In addition to the manuals required in Part II, Paragraph
19., one extra set of operator’s, service, and parts manuals shall be provided at time of delivery.
6.
OPTION NO. 6: CUTTING TOOL DRIVER/EXTRACTOR: Unit shall have a Pneumatic or hydraulic circuit
for the operation of a cutting tool driver and extractor.
7.
OPTION NO. 7: HIGH PRESSURE WASHDOWN SYSTEM: The unit shall be equipped with a minimum
1,800 psi high pressure wash down system as normally offered by the manufacturer. A spray wand
and minimum 50 feet of hose shall be provided for cleaning the unit after operation.
8.
OPTION NO. 8: AUTOMATIC ROTOR DEPTH CONTROL (For Class II only): Automatically control rotor
depth to a preset cutting depth.
9.
OPTION NO. 9: STABILIZER DRUM ASSEMBLY (For Class I only): Unit shall have a minimum of 58
stabilizer paddles. This assembly shall replace the standard reclaimer drum assembly and meet all
other requirements shown in Part II, Para. 8.
OPTION NO. 10: AUTOMATIC LUBRICATION SYSTEM (ALS): With feedback device – the unit shall be
equipped with an automatic grease lubrication system to lubricate all applicable bushing and bearing
points while the unit is in operation. The system shall consist of an electrically operated pump (12 or
24 VDC) with low level and system malfunction feedback device with cab mounted light, grease
reservoir, return to reservoir grease relief valve, and series progressive divider valves containing no
elastomer (rubber) seals.
10.
The feedback device shall incorporate a cab-mounted light to signal line blockage or system
malfunction and low reservoir level. Use a non-contacting proximity switch, mounted on a divider
valve. All valves shall have a manual lubrication override provision.

The system shall be designed to pump NLGI # 2 grade shop grease. The reservoir shall be sized to
provide grease for a minimum of 2 weeks in severe-service applications before requiring refilling.
Reservoir level shall be easily visible to operator either from the ground or the cab/operator’s station.
Plumbing shall consist of high pressure (3,000 psi minimum) fittings and hose. Hard tubing is
acceptable where applicable. Nylon tubing is prohibited.
