ULC periodically reviews its programs and services. As a result of comments received from our
Technical Committees and applicable industry interests regarding the subject items, the ULC Fire And Security
Systems Group has determined a need for the following changes in Burglar Alarm, Protective Signalling Systems,
Fire Alarm and Alarm Guard Response programs:
1) The ULC Fire And Security Systems Group is introducing an Authorized Subcontractor Service registry
program in which ULC listed companies in the burglar alarm, protective signalling systems, fire alarm and
alarm guard response programs will be able to register unlisted alarm service companies to perform
installations, testing and inspection, service, maintenance, repair or guard response on system installations
on which the ULC listed company has issued a ULC Certificate.
Additionally, the ULC Fire And Security Systems Group will require that all Remote Corporate Technician
locations of ULC listed companies and their applicable ULC listed service centres be registered.
Authorized subcontractors and remote corporate technicians will be registered as a “Location” of the listed
alarm company, which will result in an additional $780.00 per year location fee per registered subcontractor
company or remote corporate technician location.

There will be no ULC listing investigation of authorized subcontractor locations or remote corporate
technician locations as the ULC listed company will be responsible for the correctness of the work
performed by their authorized subcontractor company or remote corporate technician.
Companies currently ULC listed as full service or shared service installation companies in the burglar alarm
and protective signalling systems, and companies ULC listed in the fire alarm and alarm guard response
programs, will automatically be eligible to be used as authorized subcontractors without registry and
charge to the ULC listed company contracting their services.
With the introduction of the authorized subcontractor service and remote corporate technician location
registry programs, the ULC Fire And Security Systems Group will strictly enforce that all ULC Certificates
are being serviced from either:
i)

iii)
iv)
A ULC listed service centre.
A corporate remote technician registered location.
An authorized subcontractor registered location.
An alternate ULC listed service company.
that is located within the service response time as specified for the ULC Certificate.
Inspections of these locations will be under the supervision of the ULC Fire And Security Systems Group.
2) Currently under the Proprietary Category of the Protective Signalling Systems Certificate Services Program
only Full Service Proprietary Signalling Receiving Centres are covered.
The ULC Fire And Security Systems Group is introducing shared service listing types within the proprietary
category of the Protective Signalling Systems Certificate Services Program, which will allow fire signal
receiving centres to apply for and attain either a full service proprietary or shared service proprietary
signal receiving centre listing.
Shared Service Proprietary Signal Receiving Centres will be required to have ULC listed shared service
installation company(s) perform the installation, testing and inspection, service, repair and maintenance on
the system installation with the two companies jointly issuing the shared service ULC Certificate.
The program changes will become effective immediately.
