scribed technical bid and price bid) for the work of “Annual rate contract for
monthly servicing repair, maintenance and supply of lift spares for replacement
on as & when basis during service of lift No.1, 2, 3, 4 and 5 of WTPS” from
Registered Contractors with GSECL / GETCO / DISCOM / Central / State
Government / Railway/Semi. Govt. and who has executed works of similar nature
and magnitude as per pre qualification criteria of work successfully. Tenderer

tender, irrespective of delay due to postal services or any other reasons and the GSECL shall not
assume any responsibility for late receipt of tender.
The tenders are to be submitted by the intending bidders in two separate sealed and super
scribed envelopes as listed below:
Envelope No.1: Technical bid and Qualifying criteria data, details specification.
Envelope No.2: Price Bid.
NOTE: 1. D.D. for Tender fee & EMD should be placed in separate envelope which should attached
separately with Technical bid cover as per instructions contained in Tender documents.
2. Technical and qualifying criteria of bid details specification (envelope No.1) will be
opened first and subject to evaluation, based on the qualification criteria contained in the
individual bid document.
Price bids (Envelope No.2) of bidders who are assessed and declared as substantially
technically responsive on evaluation of the technical bid will be opened for further
commercial evaluation.
Terms & Condition: It is necessary to specify the name of the work on closed cover while bidding the tender. The full
particulars can be had in the tender, which can be obtained from the office of the CHIEF
ENGINEER (C & O), Gujarat State Electricity Corporation Limited Wanakbori TPS, and Tal.
Thasra, Dist. Kheda, Pin. 388239.
Earnest Money Deposit will be accepted only in cash (up to Rs. 20,000) or by demand draft or by
Bank guarantee of any Nationalized Bank as per rules of GSECL in favour of GUJARAT STATE
ELECTRICITY CORPORATION LIMITED Payable on DENA BANK at Wanakbori Thermal Power
Station. Cheques are not accepted. The tender may be opened in the presence of contractors
who wish to remain present at the time of opening. The GSECL reserves the right to reject any or
all tenders without assigning any reasons thereof. Any clarification regarding the tender shall be
obtained before opening the tender.
N.B.:
(1) Tender will be accepted only by RPAD. Each tender should be posted separately.
Tender received late will not be accepted. Any alterations, modifications to bids received
after opening of tender shall not be considered unless called for by the GSECL
(2) In negotiations. It is necessary to produce the latest solvency certificate from
nationalized bank of 20% value of estimated cost and Experience certificate or similar
evidence for the works carried out in past at the time of purchasing of tender copy. All
these certificates along with details of jobs carried out along with documentary evidence
and /or satisfactory completion certificate from respective clients should be attached with
technical bid for deciding of the opening of price bid.
(3) Tenderers should quote the reference of payment of EMD i.e. MR. No. & Date or DD.
No. & Date or Bank guarantee issued by following banks will only be accepted.

(4) Tenderers should also certify as unconditional tender on tender cover it self. The tender
without payment of EMD will not be opened or considered, EMD will be accepted in
cash up to Rs. 20,000/- only up to 13.30 hrs. for the submission of the tender.
(5) Tenderers shall note that they possess separate P.F. Code No. in their name (under
Employee provident fund organization, Regional office, Ahmedabad directive) obtained
from the concerned authorities of their respective jurisdictions. In the event of nonpossession of the separate PF code number, No tender will be considered.
(6) Issue of tender documents to any party will not automatically qualify the party as to its
capability etc to execute the job and GSECL shall assess the capability of the party at
the time of evaluation of technical bids.
(7) Tenderers shall also certify that quoted tender is ‘UNCONDITIONAL’ on tender covers
itself.
(8) The tender’s documents are of two bid systems. [A] The technical bid, which is to be
submitted in separate sealed envelope mentioning ‘TECHNICAL BID’ on envelope with
details given special note for qualification criteria with mentioning of E.M.D. payment. [B]
The commercial [price] bid, which is to be submitted with the rest page of tenders
including Schedule-B in separate sealed envelope mentioning ‘COMMERCIAL BID’.
Both the bids should be submitted in another separate sealed cover on due date of
submission with name of work superscripted thereon and with note ‘TENDER- DO NOT
OPEN’ written prominently.
(9) No work order will be issued to party not possesses own Service Tax number.
(10)Subletting of tender is not permitted.

QUALIFYING CRITERIA
A)
Tender documents can be can be downloading from the given website and tender
fee will be paid in crossed DD only on Dena Bank, Wanakbori TPS in favour of
GSECL, WTPS along with tender documents during office hours on working days.
B)
Prescribed Earnest money deposit will have to be paid by the bidder which will be
accepted in the form of crossed demand draft on Dena Bank, Wanakbori TPS in
favors of GSECL. Tenders submitted without EMD will be liable to be rejected.
C)
The tender duly offered in sealed cover. Comprising both seal covers of price bid and
technical bid super scribed with tender number, name of work, and due date shall be
received by RPAD only (Tenders sent through courier service will not be accepted).
The undersigned reserves the right to accept any or all tenders without assigning any
reasons thereof. Tenders received late will not be accepted. Any alterations /
modifications to the bids received after opening of tender shall not be considered
unless called for by the GSECL in negotiations.
D)
Bidder should also certify as un-conditional tender on cover itself.
E)
EMD will be accepted in form of Bank Guarantee of nationalized bank/ ICICI/ HDFC/
IDBI/ AXIS Bank/ Kalupur Co-operative Bank or by crossed Demand Draft on Dena
Bank, Wanakbori TPS in favour of GSECL, WTPS. up to 15.30 hrs. on the date of
opening of the tender.
F)
Bidder should also quote the MR/DD no. on tender cover for payment of EMD.
G)
Tender without payment of EMD will not be opened or considered.
H)
Subletting of tender is not permitted.
I)
The contractor shall have to attached copies of solvency certificate of Nationalized
bank, income tax clearance certificate and experience certificate for work executed in
past.
J)
Technical bid and commercial bid should be given separately in two envelopes and
clearly mentioned on cover and finally both the sealed covers are to be put in a single
cover and to be submitted.
K)
Price bid of technically acceptable tenders only shall be opened in the presence of
intending tenderers after giving due information to them.
L)
GSECL reserves the right to spilt contract as decided by the authority.

GENERAL CONDITION OF CONTRACT
1.
WAGES TO BE PAID & TIME OF PAYMENT ETC. BY THE CONTRACTOR:
(a)
The contractors shall pay minimum rates fixed under the minimum wages act. The
wages of every contract labour employed by him under this contract shall be paid by
him before the expiry of 7th day of the last day of the month in respect of which the
wages are payable (i.e. wages of a month have to the paid by him in the first week of
the next month). The payment shall be disbursed in the presence of management
representative during the working hours in factory premises and the contractor shall
get the entries certified in the register of wages by the representatives of the company.
Any default will result in cancellation of contract forthwith or also the contract shall be
punishable to the extent of Rs. 100/- fine per each day.
(b)
The contractor shall be give his telephone number and address to the Board so that in
case of labour trouble etc. the contractor can be contacted. The contractor shall
arrange to have his office outside the factory premises and the contractor shall keep
himself present through out the work hours.

Person below the age of 18 years shall not be employed for the work.
No female worker shall be employed in the night shift between 07-00 PM to 06-00 AM.
Contractor shall maintain a valid labour license under the contractor labour (Regulation
and Abolition) Act for the employing necessary manpower to be required by him in the
absence of such license the contractor shall be liable to terminated without assign any
reasons thereof.
The contractor shall at his own expense comply with all labour laws and keep the
Board indemnified in respect thereof. Some of the major liabilities under various labour
and industrial laws which the contractor shall comply with are as under:
(d)
1.
Payment of contributing of way of Employer’s contribution towards provident fund,
family pension scheme, deposit linked insurance scheme, administrative charges etc.
at the rates made applicable from time to time by Government of Gujarat/ Government
of India or other Statutory Authorities.
2.
Payment of deposit in respect of each contract labour at rate of Rs. 30/- with the office
of Commissioner of Labour as per contract labour (Regulation and Abolition) Act.
3.
License as prescribed under the contract labour (Regulation and Abolition) Act and
rules framed there under depending upon the number of workman employed by the
contractor License is compulsory it ten or more labours engaged due date.

Identity cards as prescribed under the factories act. With photo affixed there to the
same for identification
5.
Payment of retrenchment compensation, notice pay and other liabilities as per
Industrial Disputes Act. Any payment to the contractor’s employees arising out of any
claim or disputes under the industrial Disputes Act. 1947 or any other labour laws.

Payment of compensation in case of accidental injury.

Provision of creche if female labour employed is more than 30 numbers.

Maternity leave as per the provision of the Maternity Benefit Act.
3.
PROVIDENT FUND AND FAMILY PENSION SCHEME.
The contractor shall submit along with his bill (month wise) a statement regarding
deductions against employees provident fund and family pension scheme in respect of
each concerned employees. Provident fund and family pension scheme at the rate of
8.33% (or at the rate made applicable by the Government from time to time) of Wages.
The contractor’s contribution and his workers contribution towards provident fund and
family pension scheme shall be deposited by the contractor with Regional Provident
Fund commissioner, Ahmedabad.
4.
DEPOSIT LINKED INSURANCE SCHEME:
The contractor shall have to deposit 1/2 % of the wages in respect of employees who is
a member of the provident fund as the contribution to the Deposit linked insurance
scheme with Regional Provident Fund Commissioner, Ahmedabad.
5.
ADMINISTRATIVE CHARGES:
Administrative charges for maintaining Provident fund account shall be deposited by the
contractor with Regional Provident Fund Commissioner, Ahmedabad at the rates
applicable.
6.
PAID LEAVE FACILITY:
Paid leave facility at the rate of one day for every 29 days worked by the contractor
labour shall be provided by the contractor to his workers. He shall maintain leave
records/leave cards for individual labourers which shall be duly verified and approved
certified by the authorized officer of the Board.
7.
WORKMEN’S COMPENSATION FUND AND EMPLOYERS LIABILITY INSURANCE:
The contractor shall cover all his employees under workmen’s compensation fund and
under the liability Insurance.
8.
The contractor shall employ adequate number of experienced staff at site for daily
supervision and for maintenance of various registers and records required under the
law and contract no payment for supervision shall be admissible.
9.
CONTRACTOR TO INDEMINITY THE BOND:
The contractor shall indemnity and keep indemnified the Bond and every member,
officer and employees of the G.S.E.C.L. also Engineer in charge and his staff against
action proceeding claims, demands, costs and expenses whatsoever arising, out of or
in connection with the maters referred in above clauses and elsewhere and against all
actions claims, demands, cost and expenses which may be made against the
G.S.E.C.L. by any workmen / employees of the contractor or any sub contractor and/
or contractor from any liability any wise any workman employees of the contractor or
sub contractor under any laws rules or regulation having the force of low including but
not limited to claims against the owner workmen compensation Act 1923.

The employees Provident Fund 1952, and or/ the Contract labour (Abolition and
Regulation) Act. 1970 the G.S.E.C.L. shall not be liable for in respect of or in
consequence of any accident or injury to workman of other person in the employment
of the contractor or his sub contractor and the contractor shall identify workman in the
G.S.E.C.L. against all such damage and compensation and against all claims,
demands, proceeding costs charge and expenses what so ever in respect there of or in
relation there to.

WORKMAN’S COMPENSATION & EMPLOYER’S LIABILITY INSURANCE:
Insurance shall be affected for all the contractor’s employees engaged in the
performance of these contractors. If any of the work is subjected, the contractor shall
require the sub contractor to provide workman’s compensation and Employers Liability
Insurance for the letter’s employees are covered under this scheme.
The Company reserves the right to terminate this rate contract at any time during
contract period without giving notice of termination of any reasons thereof.
The Company will be entitled to deduct directly from the bills, to be paid to the
contractor any sum of sums payable by the contractor and which sum/sums the
GSECL is required to pay as a principal employer on account of Contractor default in
respect of all liabilities referred to in above clauses.
Nothing in the contract document stated shall anywise constitutes any workman/
employees of the contractor or any sub contractor as or to be workman employees of
the owner or place obligationary liability in respect of any such workman/ employee
upon the GSECL.
Office Correspondence will be carried out in English and if at any time to facilitate the
contractor, Gujarati Translation may be furnished if deemed fit the English version will
be the contract one the same only will held good for legal matter.
Contractor will be responsible and liable to pay difference in wages if any and or
observe the revised service conditions that may be awarded by the honorable
Industrial Tribunal effective from the dated directed in the award.
Rates quoted are firm and hence no price escalation or labour escalation will be
applicable towards execution of work.
In case of delay in execution of work the penalty as Cl. No. 3 of Tender and contract
for work will be applicable.
Party shall have to provide at their own the required personal protective equipments of
standard make (ISI approved) to their staff during work execution and it will be your
responsibility to see that the same are by your staff while at work.
The contractor shall deposit 15 days salary at the rate of last drawn salary for every
completed one year services for each worker for liabilities of gratuity.

GENERAL CONDITIONS OF CONTRACT
SECTION:
1.
The contractor shall at their own expense make all necessary provision for housing
water supply and sanitary arrangement for their employee as well as for works and
shall pay direct to the authorities concerned all rates and taxes.
2.
The contractor shall make their own arrangements for the necessary approach road,
for transport of their materials and be responsible for the Compensation on account of
damage to crop on Corporation’s property.
3.
All the royalty charges octroi other duties will be paid by the contractor and no extra
could be claimed on this account.
4.
The organization will supply articles at the place and rates mentioned in schedule `A’ of
Tender form.
In case of the materials issued either through or with the recommendation of this
organization it will be absolutely necessary for the contractor to maintain a correct and
honest record of the daily consumption of the said materials/with inside particular
reference to the work during the day.
The Engineer-in-charge of this department or his authorized agent shall have the right
to inspect and check the stores containing these materials and the account for these
materials shall be presented for inspection whenever asked for by them. Every facility
shall be afforded by the contractors for all these inspections Engineer-in-charge will
supply the materials in any quantity as deemed fit.
5.
Godown or sheds hired or constructed for storage of controlled materials and more/
particularly of cement shall be such as would prevent the materials from getting
damages in any way.
6.
It will be absolutely incumbent the contractors to have on the site of work only such of
the materials as have been dully passed by the Engineer-in-charge Materials that have
been rejected must on no account be allowed to remain on the side and in spite of
written order to do so any such rejected material is on the site beyond a period of 48
hours, notice the Engineer-in-charge shall have the right to remove it at the risk and
cost of the contractor and even destroy it.
7.
It must be distinctly understood that the conditions of the contract and of claims in
respect of extra work will not be allowed, unless the works to which they relate is
clearly without the spirit and meaning of the specifications or unless such work are
ordered in writing by the Engineer-in-charge and claimed for in specified manner.
8.
On completion of the work, the site shall be cleared by the contractors within the
stipulated period, and ground brought to original state and they shall not be entitled for
any extra claim on this account.

General specification of the latest edition of the P.W.D. Hand Book volume I & II shall
also apply.

10.
When cement is obtained through or with the recommendation or issued by the
Corporation it should be understood that the contractors will have to be very careful
regarding the handling of the cement bag so as to preserve their serviceability and
quality.
11.
DAMAGE CAUSES TO WORKS : The work whether fully constructed or not, and all
materials, machinery plant tools, temporary building and other things connected there
shall be at the risk and in the sole charge of the contractor until the works have been
delivered, completed to the Engineer- in-charge and certificate from him to that effect
obtained until such delivery the contractor shall at their own cost take all the
precautions reasonably necessary to keep all the aforesaid works materials machinery,
plant, tools, temporary building and other things connected with the work, free from any
loss or damage and in the event to the same or any part there of being lost or damage
shall from with within possible speed, reinstate and make good such loss or damage at
contractor’s own cost.
12.
Supply of controlled articles will be invariably recommended after the actual
requirements have been carefully scrutinized. In the event of any such materials
remaining in surplus in charge of the contract, on account of some modifications either
in the design or changes in construction or any other reason will be returned to the
department.
13.
There will be generally no objection on the component parts of the works being given
over to responsible sub contractors but it must be borne in mind that this department
would under no circumstances recognize these sub contractors and responsibility of
executing the work in accordance with the condition of the contract will entirely rest on
the main contractors. The main contractors will therefore always have the very
responsible member preferably a technical hand, present on the works with power to
sign all work order issued on the site of work and to take requisite actions in the
interest of very efficient execution of works.
14.
With a view to ensure rapid progress on the works purchaser may store at work sites
certain quantities of the materials such as cement etc. and it will be incumbent on the
tender to purchase these materials, at the rates mentioned in schedule `A’ of tender
form for supply of necessary articles, all necessary help will be tendered but in must be
clearly understood that the purchases does not accepted and responsibility for the
delay that may be cause in their supply on account of circumstances beyond the
purchaser’s control.
15.
The Engineer-in-charge will fix the hours of work and no work shall be executed
beyond that period during night time or in absence of the Engineer-in-charge or his
authorized agent. The box measures shall be filled only in the presence of the
Engineer-in-charge or his authorized agent.
16.
Contractor will be asked to present the sample of materials and the approved sampled
will be preserved at the site of work and no change in the approved sample will be
allowed without the written permission of the Engineer-in-charge.
17.
If any work is not executed according to the specifications and the directions of the
Engineer-in-charge the same will be rejected or reduced rate will be allowed as
deemed fit by the Engineer-in-charge.
18.
Contract will have to communicate the name of his authorized agent who shall be
presentation the works and shall be authorized to sign the materials requisitions
receive instruction given verbally, or on the order book on behalf of the contractor.

The materials issued to the contractor as per schedule `A’ of the tender shall not be
removed from the work and all surplus material at the end of the works which is
considered serviceable shall be returned to the organization even the unserviceable
material shall be removed only with the prior permission to the E.E. in writing.
20.
The contractor will have to sign the conditions of the contract and execute the
agreement, send the list of previous works executed solvency certificates and pay up
the security deposits, failing to that the tender will be rejected and earnest money
deposit will be forfeited. The value of the stamp paper and stamp duty charges shall be
borne by the contactor.
21.
The contractor must arrange for all transport of materials weighting of material issued
at department stores and all such cost include in the rates of schedule `B’ with the loss
or above percentage quoted by the contractor for finished work.
22.
The competent authorities can delete to any items in the schedule `B’ of the tender
order if they fill that the items is not essential to be executed.
23.
A schedule of quantities is included in the tender document it shall definitely
understood that the Corporation does not accept any responsibility for the correctness
or complication of this schedules and this schedule is liable to alterations by
commissions, deduction or additions at the description of the Chief Engineer of as set
forth in conditions of contract specific percentage less or above shall be quoted by the
contractor below the total amount of schedule B. The tender documents shall be
written legibly and free from grouser, over written on conversion of figures correction
where unavoidable shall be made by crossing out initialing dating and rewriting both in
figures and in words in case of my discrepancy in figures the price quoted in words
shall prevail.
24.
This notice to tenders shall form a part of the contract.
25.
The entire work is to be completed within the stipulated time limit from the date of work
order. The contractor will not be eligible for any extra for the idle period of work or
waiting period that may be required to suit other considerations and no claim for
compensation on account of such will be considered. However in case or delay due to
circumstances beyond the control contractor either in date of commencement or due to
waiting during construction extension time may be considered for completion of work.
26.
In case contractor is unable to account for full quantity of materials issued to him from
the department stores, recovery will be effected from him at cost rates or market rates
prevailing at the time of issue whichever is higher, plus 15% to cover Corporation’s
departmental supervision charges for all material unaccounted for.
27.
Bill shall be submitted by the contractor monthly on or before the date fixed by the E.E.
for all works executed in the previous months
28.
SUPPLY OF WATER AND ELECTRICITY: If possible water for work purpose only may
be supplied by the Corporation at one point as decided by the Engineer & recovery for
water charges shall be affected at two percent of cost of time as executed in which the
water supplied by the Corporation is used as certified by the Engineer in charge.
Electric supply is required the contractor shall be given Free of cost by GSECL.
29.
Should this tender be accepted I/We have agreed to abide by and full fill all the terms

30.
The work will have to be carried out in co ordination with other Agencies on the same
site on account of this in case the contractor has to stop or delay his works for same
time he will not claim anything extra only Corporation may consider to give suitable
extension in time limit if necessary on such account.
31.
Any disputes arising out of the contract if not settled mutually, than the same shall be
settle by Gujarat Public Work Arbitration Tribunal act-1992.
Note: - Following clauses are not applicable to this contract.

The following are the major obligations to be fulfilled by the Contractors as per the Contract
Labor (R&A) Act 1970 and rules mentioned there under.
1.
License to be obtained before starting the work where number of contract labors in ten
or more.
2.
Payment to contract laborers has to be made in presence of IRO/LWO. Wages rates
for contract laborers are applicable as per the terms and a condition of the license.
Minimum rate of the wages for unskilled labor, semiskilled labor and for skilled labor
notified from time to time by the competent authority under the said Act.
3.
Every contractor shall have to maintain the muster roll and wedges register in respect
of his contract labors.
4.
Every contractor is required to issue employment card to their labors.
5.
The Contractor has to maintain the register No 13 containing the details of contract
labors employed by him.
6.
Earned leave / card as per factory Act and rules.
7.
Other registers required under Contract Labor rules and the Factory Act & rules.
8.
Every Contractor shall have to obtain Insurance Policy in respect of the contract labors
engaged by him to cover them under Workmen’s Compensation Act.
9.
To send half yearly return to licensing officer as per rule-82 (1) as per schedule time.
10.
Before starting the work as per contract awarded to him, he should make arrangement
to enter in to agreement in the prescribe format on the stamp paper as applicable.
Before fulfilling the above requirement the contractor is instructed not to start the work.
The responsibility will be on his head in case he fails.
11.
Contractor should posses separate P.F. code on their Firm name otherwise their
offer may not be considered.
All the contractors are informed to adhere to the rules and regulations applicable to them,
particularly in respect of the labors engaged by them. The contractor not fulfilling the obligations
will not be allowed or continue with work / not be held qualified to carry out the work at Wanakbori
TPS.

It has been directed by our HO that, no new labor contract be entrusted to any agency
without getting prior approval from Member (Administration). Further the existing
contract, on their expiry, may not be extended without approval of the Member
(Administration) from HO, Vadodara.
In light of the instruction conveyed by HO, it is necessary to check up the following
documents of each and every contractor before awarding the contract to these
contractors. For preliminary checking of valid contractors, the following documents are
required to be checked by the concern DE/EE/SE. On their checking the same and by
recommending the number of labors, gate pass will be issued by the Sr. Security
officer. But before awarding and finalizing any contracts, following information must
reach to IRO for his confirmation the contracts should be awarded.
1.
The contractor should not allowed to engage ten or more contract labors without
initiating to obtain the labor license under the Contract Labor Act from the assistance
commissioner of labor, Nadiad (The same number i.e. ten or more includes Supervisor
and other staff).
2.
Number of days of the contract should be informed first before allowing the contract to
start. Because on the completion of sixty days, the contract labor becomes liable to
CPF as per Provident Fund Act 1952 hence we should avoid such work as far as
possible. The Contractor also must go for group insurance under WC Act before
starting the work.
3.
The contract laborers must be paid minimum wages as per notification issued by
competent authority under the said Act from time to time upon issuance of Circular by
Chief Engineer, WTPS.
The above instruction must be followed scrupulously to avoid labour liabilities under
Contract labor Act.

“GENERAL SAFETY RULES / NORMS” TO BE OBSERVED BY THE
CONTRACTORS.
All the contractors working at Wanakbori Thermal Power Station shall
have to strictly observe the following Safety Rules. Concerned
Contractors are responsible for informing & observance of these rules
by their supervisors/employees/labours as well as the supervisors/
employees/ labours of agencies/ sub-Contractors engaged, if any, by
them for the work contract awarded to them. Prior to commencement
of the work, Contractor shall have to submit a written assurance on
their letterhead to the concerned Sectional Head / Engineer-in-charge
that they have thoroughly gone through these Rules, have educated
their employees / employees of their sub contractor and will strictly
observe the said Rules while execution of work under work contract
awarded to them. They will have to indemnify the Corporation for any
loss or damage / accident / injury to the Corporation’s property /
employee or employee of their own in default of non - observing these
rules.
01 Persons to be employed for carrying out the work shall possess
required qualification, are fully trained and conversant for
works to be done. All persons should have gate pass. Register
consisting the full details i.e. address, ph no, nearest relative,..
of all persons to be maintained. During the work execution,
one trained & competent supervisor should always remain
present at site.
02 The contractor shall take all the required safety measures prior
to commencement of work on dangerous substances,
machineries or area at which cautionary notice is displayed and
obtain “Line Clear” or “Work Permit” through the concerned
Department / Section.
03 Prior to carrying out welding, gas cutting, furnace heating or
any other hot work job, remove all the inflammable material
lying at or nearby worksite or cover it properly by suitable
protective covering. Also, special care shall be taken before
carrying out such job & see that all possible contributing
factors to set fire shall be removed / vanished prior to
commencement of the work. Advance intimation shall be given
to concern section / fire section to commence the work in fire
prone areas. They should also keep ready all the First Aid Fire

Extinguishers / equipments & fire extinguishing media /
material like sand / water buckets or other appropriate
equipment at such place.
04 While carrying out work in confined space or inside vessel,
obtain necessary “Confined Space / Vessel Entry Permit” from
concerned department prior to commencement of the work.
For lighting in such areas, only 24-volt (ISI certified & with
proper guard) hand lamp shall be used.
For taking care of the persons working inside the confined
space / vessel, a supervisor / person capable to keep
continuous watch on person(s) working inside, assist them
incase of emergency or arrange to get immediate outside help,
shall remain present at entry point. Use full body safety belt
without failed.
While working inside sewage, trench or in-depth, a person to
warn outsiders / entrants / passers etc shall remain available
near entry point or the entry point shall be cordoned by a
barricaded tape with a cautionary notice. After completion of
the works, all the lids / covers / grills / grits opened, shall be
re-fixed / re-placed in the original position as it were prior to
commencement of the work and leave the work place
in safe condition in all respect, so as to prevent accident to
fellow workers.
05 Do not work on or block (by stacking material, spare parts,
tools-tackles, equipments etc), any passages / walkways /
gangways / aisles / staircases / ladders / lifts or any other
approaches / roads leading to plans or its auxiliaries, on which
there is traffic movements or possible traffic movements in
case of emergency. Such passages are meant for safe escape
in the event of emergency. If it is utmost necessary to carry
out work in such area with blocking of passage, prior
permission of Competent Authority or the Engineer-In-Charge
shall be obtained. To demarcate / declare the area as UNSAFE,
cordon it using barricading tape & display suitable caution
notice or keep a person to restrict / divert the traffic on this
route through other safe passage.
06 Prior to use power / electrically operated hand tools /
equipments / machines / gadgets like welding machine, hand
grinder, hand drill etc, ensure for its safe operation & use it
only if it is found safe to use. Do not use defective, unsafe or
improperly maintained equipments.
The electrical power supply required to run such equipments
shall not be taken directly at their own but shall be obtained
through concerned Electrical Maintenance Departments or their

authorized persons or under their observations / guidance only.
The Electrical Section shall provide temporary electrical
connection up to contractor’s Mains Board on which it is
compulsory to install mains switch, ELCB & fuses of adequate
capacity. All such equipments shall invariably be earthed
adequately to prevent electrical shock, sparking, short circuit
etc. Power cord to be used shall be of adequate capacity,
without any joint & shall consist of earth wire also. Hence, it is
necessary to use adequate capacity 3-wire power cord for
single & 5-wire power cord for three phase power connections.
The plugs, receptacles, pins, holders etc shall be of adequate
capacity & safe to use.
All electrical & mechanical equipments / tools-tackles viz.
welding machine, cutting machine, Grinder, Drill, Chain Pulley
Blocks, Hook chooks etc required to be used during work
execution shall be of standard make & bear ISI certification
mark on it. The consumables like welding electrodes, grinding
wheels / discs etc which has specific prescribed life span shall
not be used in any case if its expiry date is over.
07 It is compulsory to use standard make Personal Protective
Equipments (P.P.Es.) as per the job requirement. Do not work
without use of required P.P.Es. Contractor is responsible to
provide standard make (ISI approved) Personal Protective
Equipments / Safety Gadgets suitable to give sufficient
protection against hazards involved in their work / job to their
staff, as per the job requirement and insist / enforce their staff
to put on the same while at works.
The ongoing work is liable to be stopped at any time if your
staff found working without P.P.Es. Following is the list of
various P.P.Es. to be used for various works / worksites.

08 Before using lifting machines / tackles (like C.P.Bs., Hook chooks,
winch, forklift, mobile crane, EOT crane etc) & its attachments
(like D-shackles, slings, U-clamps, Eye bolts or any fixtures), it
shall be checked and used only if found safe to use. Also, ensure
that these are tested, examined & certified in form no 9/10 by
Competent Person as per the Factory act-1948 and its validity
does not expired. Further, it shall be fixed properly and firmly
prior to lifting the weight.
09 Scaffoldings to be used for working at height shall be of adequate
size & capacity. Obtain the work permit when working at height.
While climbing on such scaffolding or working on any structure at
height, use of full body safety belt & Helmet is compulsory. It is
also necessary to fasten
chinstraps of the helmet.
10 Contractor or their employee shall not interfere in day-today
routine plant activities / works except the work assigned to them,
shall not loiter in the
areas other than their work jurisdiction, as well as shall not
temper / operate / touch the machineries/equipments/auxiliaries
with which they are not concerned. Also, the contractor shall
strictly instruct their staff for not to sit or take rest at/near/below
running plants, auxiliaries, systems or any place which is risky,
hazardous & prone to accident.

11 The cylinders containing poisonous / toxic or inflammable /
explosive gas like Oxygen, Acetylene, LPG, Hydrogen, Ammonia,
Chlorine, CO2 etc shall be handled safely taking due care. To
handle / shift such cylinders a special trolley /cage meant for it
must be used but in no case it should be rolled.
12 On completion of the work, cotton waste, spilled oil / grease,
pieces of welding rod & other waste material shall be removed
from work site and the area shall be left safe, neat & clean.
13 In case of any injury / accident while working, it shall immediately be
reported to Safety Department through concerned Sectional Head /
Engineer. The prescribed Form No. 21 may be obtained from concern
section or Safety Officer.
For any incident occurred but have no injury to any persons
should also informed to safety officer as Near Miss Incident.
14 In all risky job, before start the work contractor should obtained
General Safety Work Permit through concerned section from
safety dept in well advance.
15 For performance evaluation of contractor safety factors of work
accident, fire incident & near miss accident will be consider. Steps
can be taken to review the job assignment up to cancellation for
negligence.
16 In case of noticing smoke or fire during their work execution, they
shall
make immediate efforts to extinguish / control it and
simultaneously inform the Fire Brigade on phone No. 222 or 666.
Shift the casualty to nearby hospital after rendering first aid in
case of accident.
17 Over & above these, contractor shall have to follow all the safety
requirements / rules & regulations / norms and legal provisions
laid down in various statutes. Particularly the provisions of The
Factories Act-1948 & The Gujarat State Factories Rules-1963
(Amended up to date) shall be followed strictly. The contractor
shall also obey the rules / regulations / instructions of the local
Competent Authority for safety requirements.
18 The above rules shall be scrupulously followed and where
required, they may contact the Safety Officer in case of any
ambiguity or needs further guidance in this regard.

SUB: Annual rate contract for monthly servicing repair, maintenance and supply
of lift spares for replacement on as & when basis during service of lift
No.1, 2, 3, 4 and 5 of WTPS
(A)
SCOPE OF WORK:
(1) Complete cleaning lift equipment including car, Machine room motors, electronic drives,
door mechanism and panel.
(2) Cleaning, repairing and adjustment of electrical contactors, relays, coils, limit switches,
electronic cards etc.
(3) Alignment of lift, car, doors, door mechanism and adjustment for smooth operation.
(4) Checking and testing of all the safeties of electrical / mechanical as per procedure for
safe operation of lifts.
(5) Checking of main ropes and their connections at counter weight and car side for mechanical
strength.
(6) Checking and attending indications/call at all floors and in the car.
(7) Repairing of electronics drive & attending any electrical/control circuit faults including its
programming.
(8) Lubricating and replacement of oil of gear box, motor bearing/ bushing as per requirement.
(9) Lubricating of all the moving parts, guides of the car etc.
(10) Replace the spares which are provided by GSECL without extra cost.
(11) Replacement of spares as per schedule B without extra cost during service and maintenance
of lift.
(12) Cage to be hang & machine to be made free for small & big pedestal bearing replacement ,
realignment & checking of M/c, reposition of rope & trial run of elevator.
(13) Cage to be hanging & machine to be made free for rope cutting & replacement, re clamping,
rope reposition, rope equalization & trial run.
(B) TERMS & CONDITIONS:
(1) The time limit for contractual period will be for one year from date of commencement of
order which it can be extended up to further six months with the same rate, terms and conditions.
(2) The amount taken in schedule B is lump sum. Payment will be made as per actual material
consumption as per RA bill on actual work carried out.
(3) VAT & Service tax at the rate prevalent during the period of execution and if applicable will be
paid extra on production of certified copy of registration number and certified copy of challan.
(4) Rates are quoted to be firm. Hence no price and labour escalation will be applicable.
(5) Contractor will have to maintain record of monthly services in prescribed proforma/ slip with lift
no & date of service duly signed by Engineer-in-Charge. This proforma/slip should be submitted
along with service bills.
(6) Payment: 80% payment for service charges will be made through quarterly RA bills as per
GSECL rules. The balance 20% payment will be made after satisfactory completion of the order
through final bill. The contractor has to submit bill in triplicate for actual services done.
(7) 100% payment for spare parts used during servicing and brought by contractor will be
made against the submission of the Performa-invoice and satisfactory observation of the parts
supplied by the contractor as per GSECL rules.
(8) No extra payment will be made for taking away the electronic drive if required for repairing out
side to WTPS. Electronic drive will be entirely at the risk and cost of the contractor if it is required

to take out side WTPS for repairing purpose. During the course if drive is damaged than cost will
be recovered from contractor bill.
(9) Inspection of lifts by lift Inspector is to be arranged by the contractor for which no extra claim
will be entertained.
(10) Lift license is to be renewed by the contractor from the government authority for which no
extra claim will be entertained.
(11) All required tools and tackles will be used by the contractor of their own, with adequate man
power for carrying out the above job.
(12) For lifts being inoperative in between two services, contractor will have to attend the same
with in 48 hours of intimation either by telephone or fax at free of charge, failing which penalty will
be levied at the rate of 1% of order value per day up to maximum 10% from the bill.
(13) Party should take all necessary precautions during execution of the work and all labors of the
party should utilize all types of safety appliances (PPE) during work to prevent the accident as per
factory acts/rules.
(14) The contractor will be responsible for any accident to his personnel for which no
compensation will be paid by GSECL. They have to observe all the rules & regulations of safety
laws for carrying out above job.
(15) Any damage occurring due to negligence of contractor to the lift- equipments while servicing
the lift, same will be attended free of cost by the contractor, otherwise cost will be recovered from
their bill.
(16) Any work related to contract awarded not mentioned in the scope of work and if requires to
be carried out during work execution, than same will be in the party’s scope at no extra cost.
(17) After completion of work all the scrap / waste material at working area to be cleaned and if
party fails to do so than Rs.1000/- for such instance is to be withheld from party’s bill.
(18) GSECL reserves the right to forfeit the security deposit in case of any breach of contract.
(19) If party fails to carry the job on call then L/S Rs.10000=00 will be deducted for every such
instance.
(20)GSECL reserves the right to terminate this contract at any time without assigning any reason
whatsoever by giving a notice period of one month. From the date of notice of termination of the
contract, contractor will not be entitled for any compensation/damages/losses whatsoever on
account of such termination of the contract.
(21) At any time if it is found that work force of the party is inadequate and progress of the work is
not to the satisfaction of GSECL, other agencies/departmental personnel will be put to carry out
work. Amount so incurred will be recovered from the party’s bill. In this case the decision of
GSECL shall be final and binding to the contractor.
(22) The power supply will be made available by the GSECL free of cost at work site.
(23) Hostel accommodation if available will be given on chargeable basis as per GSECL rules
