do work, but due to absence of the skilled manpower of those good days
today, people are shifting to modern systems. Modern materials and

approximately 15 years old and ignorance about these materials prevents
many from using them. Besides, untrained contractors, who are in this
profession from generations, do repair and waterproofing jobs for old
buildings. They generally mishandle these modern materials, resulting in
failure. We must make an effort to understand this subject as a whole
and for this we need to change our approach towards repair and

coupled with the corrosion of steel bars resulting into fast reduction of

Government of Maharashtra appointed a commission to enquire the
causes of collapse of houses in Mumbai in 1964; the report was

incorporated by the Commissioner for Cooperation and Registrar,

properties of Cooperative Housing Societies. The extracts of main byelaws are:
Bye-Law No. 156
It shall be the responsibility of the Committee to maintain the property of
the Society in good condition at all times.
Bye-Law 157
The Secretary of the Society, on receipt of any complaints about the
maintenance of the Society property from any of the members or on his
own motion, shall inspect the property of the Society from time to time
and make the report to the Committee, stating the need of the repairs, if
any, considered necessary. The Committee shall consider the report
made by the Secretary of the Society and decide as to which of the
repairs should be carried out.
Bye-Law 158(a)
The Committee shall be competent to incur expenditure on the repairs
and maintenance of the Society’s property, if the one time expenditure
does not exceed:

If one time expenditure on repairs and maintenance of the Society’s
property exceeds the limits as mentioned under Bye-law No. 158(a), prior
sanction of the general body of the Society shall be necessary.
Bye-Law 158(c)
The General Body Meeting of the Society shall decide the limit up to
which the Committee could incur the expenditure on repairs and
maintenance of the property of the Society without calling for tenders for
the work. In respect of the work, the cost of which exceeds the limit, so
fixed, the Committee shall follow the procedure of inviting tenders,
placing them before the General Body Meeting for approval and entering
into contract with the architect (if appointed) and the Contractor.

Statutory Requirements
At the initiation and suggestion of Structural Engineers the Commissioner
for Cooperation and Registrar of Cooperative Societies has approved the
‘Revised Bye-Laws of Cooperative Housing Societies’, which is now
mandatory.
Structural Audit
As per Clause No. 77 of the revised Bye-Laws of Cooperative Housing
Societies: “The Society shall cause the ‘Structural Audit’ of the building

Non Destructive Testing (NDT) has been traditionally used for
Flaw characterization and measurement of Residual Stress. Any
Engineering component, when put in service, is designed to last for
definite period referred to as Design Life of the component. There

premature retirement of the component from service. Such Factors
include unanticipated stresses (residual service), operation outside

What is R & R ?
 R & R means Repairs & rehabilitation of the distress

developed due to corrosion of steel in concrete. It is a

Methodology
 Evaluation of distress in structure is a complex exercise. To
begin with, we perform condition surveys of the affected
structure. A hypothesis as to the cause is evolved based on the
evaluation and extend of damage. This defines the status of the
structure.
 The hypothesis is then subjected to verification by partial and
total non destructive field tests. Various parameters and indices
(like carbonation depth, corrosion potential, integrity of the
section, surface strenght, etc.,) of the health of concrete are
defined. This leads us then to classify the damage type and its

diagnostic tests required to define the various parameters to
evaluate the nature and extend of damage. Concrete detoriates
due to atmospheric gaseous attack externally and within the
cement aggregates matrix. Enviromental pollution, marine

degradation of the strength of concrete and steel.

The BMC is all set to crack down on owners of buildings, which are
over 30 years old and in need of repairs - specially, if they have been
avoiding renovation work on some pretext or the other.
The civic body will undertake the repair work itself, and later recover
the expenses with a stiff fine. Further, should the owners fail to cough
up the penalty; the BMC will have the power to seize the property and
putcitgupmformauction.
The state government had approved a policy to conduct structural
audits of all buildings in the city that are over 30 years old. Mumbai
Mirror reported on February 20, 2009, that the policy had been
passed and the amendment approved by Governor S C Jamir. The
policy was subsequently forwarded to BMC for implementation.
Accordingly, the BMC issued a circular to its engineers on Monday,
asking them to collect data of all buildings, including the age. To do so,
engineers will seek help from the building proposal department that
issues the commencement and occupation certificate, the assessment
department which charges assessment, and the hydraulic department
from where the date of the water connection can be obtained.
“After collecting the data, notices will be sent to building owners,
asking them to carry out an inspection by a BMC registered engineer,”
amcivicMofficialmsaid.
The recommendations by the engineer should then be implemented
withinmsixmmonths.
“After implementing the recommendations, a structural audit
certificate declaring the building fit needs to be submitted to the civic
body within a year as per the new policy,” said the official.
Should the building owner fail to carry out the structural inspection,
then the BMC will appoint its own structural engineer, who will
submitmrecommendations.

advertisements. After all this, the BMC alone cannot be blamed for any
building collapse,” the official said. “Citizens too will be equally
responsible, and therefore need to help BMC in carrying out the
