Signs throughout the Air Force are standardized by referencing UFC 3-120-01. The
information below is what I extracted from the 6 Feb 2003 UFC and was coordinated through
Eglin’s sign group for building number signs only. Before ordering/installing signs, it remains
the responsibility of the contractor to examine the UFC for variances such as updates to the UFC,
historical buildings, etc. Please contact Kevin Gerrity directly for any issues with or updates to
this information.

NARRATIVE General Facility Description:
This Request for Proposal (RFP) provides for the design and construction of the Flightline Fire Station at
Eglin Air Force Base (EAFB) in Okaloosa County, Florida. The facility will be a newly constructed (27,841)
SF (1)-story building based of the Fire Station prototype set forth by the Air Force.
Design Intention:
The facility will be compatible with Architectural Compatibility Plan/Design Guide for Eglin Air Force Base
and its companion document Air Force Corporate Facilities Standards. The Fire Station Facility will house
mainly administrative spaces along with emergency command center, a training room, apparatus bays,
dorm rooms and associated living spaces, and building support spaces. The criteria for the FF&E
benefits both the facility needs and user needs from a facility management and health perspective.
Response times and the ability to maintain gear and equipment is crucial to the facility and Eglin AFB.
The facility requires furnishings that respond to the physical demands of the constant utilization within a
24/7 operational facility. To achieve the requirements for the facility, the furnishings must be durable,
easy to maintain, and have limited parts of pieces to manage.
Furnishings Analysis:
The criteria for the FF&E benefits both the facility needs and user needs from a facility management and
health prospective. The facility requires furnishings that respond to the demanding physical requirements
of the constant utilization within a facility environment. Of equal importance to the function of the
furnishings is to provide proper ergonomic support which plays a key role in the satisfaction, well-being
and productivity of the personnel when furnishings are properly sized.
Furnishings that can be modified and repaired by on-site personnel with limited or no tools will be taken
into consideration.
All furnishings shall be analyzed with consideration based on: cost, functional solution, ergonomic
solution, sustainability, and technical and user requirements.
Sustainability:
Furnishings shall be selected from manufacturers that utilize green manufacturing processes, and
produce products that are Green Guard Certified, with recycled content materials. When possible
furnishings shall be provided that achieve the “Cradle to Cradle” environmental status to reduce future
landfill use.
Furnishings shall be selected from manufacturers that utilize the following criteria:

ANSI/BIFMA e3 Furniture Sustainability Standard or 3rd party certified to meet the same
standards criteria.

GREENGUARD or Scientific Certification Systems (SCS) Certified or industryindependent, third-party testing and indoor air quality certification that provides credits
toward the U.S. Green Building Council’s LEED certification, and demonstrates
compliance to ANSI/BIFMA criteria for low-emitting furniture.


NARRATIVE Cost Estimate/Procurement:
The FF&E package was developed from products available through a variety of sources
including Air Force Blank Purchase Agreement (BPA) contracts for Office Seating Contract,
Systems and Modular Furniture Contract, Filing and Storage Contract and Executive Office and
Conference Furniture Contract. For items not on the above listed contracts, products have been
selected from GSA contracts whenever possible. Several items were sourced from Open Market
product lines.
The FF&E Package shall be procured through a Bid Option to the General Contractor (Bid
Option 2) and are identified as BID OPTION.
Styles and Types – FF&E:
The design direction for the facility’s furniture style will be transitional and timeless with clean lines and
simple forms that function efficiently.
Interior Furnishings Standards – FF&E:
The facility is designed to accommodate the following types of spaces: Administrative Office Spaces,
Training/Conference Room, Living Quarters, Vehicular storage, Equipment Storage and Maintenance,
Physical Training and Utility spaces.
Each of the areas specified have particular functions and require a wide variety of furnishings.

o
Private Offices shall be furnished with freestanding desking systems. Executive Desks are
provided for the Fire Chief and Assistant Chief. These will be Freestanding Wood Desks. All other
offices shall have free standing desks with bases that are metal, and the desk tops are laminate. Desking
systems components shall be non-handed. Desks with hutches shall be provided with tackable panels
and LED task lighting under the overhead storage unit. Ergonomic task seating shall be provided as well
as guest seating for each desk. Secured/Unsecured storage shall be supplied in the office through the
installation of storage cabinets and file cabinets as indicated on plans. A designated Copier/Printer area is
incorporated within the office areas. Office equipment shall be Government Furnished/Government
Installed (GFGI). Secured/Unsecured Storage shall be supplied throughout the areas through the
installation of storage cabinets and file cabinets as indicated on plans.
o
Conference Room shall be furnished with a wood conference table with conference task seating.
Conference Chairs shall be castered with flexible upholstered back and seat. Conference Room shall
have 54” Smartboard and Flat Panel Monitor for presentations. Conference table shall have power and
connectivity to flat panel monitor from the table. The Chief’s office shall have 54” Smartboard.
o
Training Room shall have laminate top tables that seat up to three with power for all to have
laptops. Operator Desk shall have connectivity to monitor located at front of the room. Provide 88”
Smartboard and acoustical panels for elimination of reverberation within the room. Storage room shall be
located for training materials with shelving. A testing room shall be adjacent to the Training Room with
systems furniture hot desks with privacy panels for test taking.
o
Kitchen/Dining shall be equipped with commercial/restaurant grade appliances, including
refrigerators, stove/ovens, microwaves, coffee maker, icemaker and and freezer. Space is provided for
dining and gathering either at a counter and round tables. Tables are standard height. Electrical shall be
coordinated to ensure equipment can be accommodated in locations identified on the furniture plans.
o
Living Quarters are comprised of the Day Room and Dorm Rooms. Lounge furniture of superior
grade shall be provide for opportunities to relax and recharge for the end users. Flat Panel Monitors will

NARRATIVE be located in the Day Room, with reclining lounge furniture and accessory tables.. This is an important
aspect for a facility in which the end users are together for 24 hours/multiday shifts and provides for a
family atmosphere and team bonding. Dorm rooms shall have twin size bed, lockable closets, nightstand,
desk and upholstered wood frame chair. Each dorm room shall be outfitted with for a flat panel monitor
as well.
o
Physical Fitness is another key to the well-being of those working within the facility. The facility
shall have designated locations for weight training, cardio training, as well as a therapy/sauna.
Equipment shall be included as part of the FF&E.
o
Storage and Maintenance Rooms shall be furnished as per user group’s requirements. The Fire
Station facility has many unique storage requirements and utility spaces for maintenance and upkeep of
gear. Storage and filing cabinets, shelving units, carts are as indicated on plans and are
secured/unsecured and shall be supplied in the rooms as required.
o
Spaces identified as Utility spaces include laundry rooms – PPE laundry facilities are not required
at this station; standard laundry facilities are a necessity for the building. A standard laundry room is
located adjacent to the dorm rooms and shall include commercial grade washers, dryers, folding tables
and work table.

Concrete splash blocks shall be placed to intercept discharge from all inspectors test and main drain valves.
The inspector's test and main drain shall discharged to the exterior of all facilities.

The inspector's test valve shall be located at the hydraulically most remote portion of the building.
Hydraulic gongs and alarm check valves shall be installed on all sprinkler systems.
Hydraulic design plates shall be engraved so the markings will be permanent.
Fire department connections shall be installed between 36" and 48" inches above finished grade.
The bottom of the alarm valve shall be installed between 48" and 60" above finish floor.
Install a model 3200 hinged Knox box without tamper on all facilities.
At all electronically operated vehicle gates install a model 3501 Knox box and a siren feature for emergency
access.
All facility fire alarm systems shall be zoned by device, floor and area. (Ref. NFPA 72, A10.16.6 for area

Sprinkler system piping shall be steel other than where steel is prohibited i.e. SCIF transitions. In addition,
Schedule 10 piping shall not be used for sprinkler system piping. Minimum Schedule 40 shall be used.
All flow switches shall have a means of testing by water flow to the exterior of the building, including Elevator
shunt flow switches.
Fire Department Connection Check Valves shall be accessible for maintenance. If buried it shall be in a valve
pit in accordance with NFPA 13, 8.16.1.4.2 and Figure A.8.16.1.1.4 with a rock bottom at least 12 inches below
the check valve to allow for drainage.
Fixed temperature heat detectors will be used. Rate of rise heat detectors will NOT be used unless exclusively
required by the design parameters to meet code.
Premanufactured fire pump houses will have the entire floor area between the beams filled solid with concrete.
Fire hydrants will be painted according to UFC 3-600-01 and NFPA 291. The paint will be enamel and color
matched as follows: Fire Hydrant red # MD-43827, Safety Yellow # MD-43828, Safety Orange # MD-43829,
Safety Blue # MD-43830, Green # MD-43831.
Antifreeze fire suppression systems shall not be used.
All alarm valves shall be installed in accessible locations and positions to facilitate removal/maintenance.
Fire pumps over 2000 RPMs are discouraged. Any FP over 2000 RPMs must be proven to the government's
satisfaction to be the best choice for the particular application.
Rope tampers shall be used on normally closed valves.
Facilities with a fire suppression system shall have a backflow preventer rated for the hazard with a test header
that enables a forward flow test IAW UFC 3-600-01. The test header shall be installed on an exterior wall or in
an approved location, outside the mechanical room, that is designed to handle the water discharge during
testing.
All inspector's test valves, to also include inspector's test for elevator flow switches, shall be piped to the
exterior of all facilities.
All-thread shall not be used for pipe stands.

Power sources for installed heat tape shall be monitored by the fire alarm system IAW NFPA 13 and 72
Fire water storage tanks shall be welded.
Fire water storage tanks shall have all valves and sensors positioned beneath a hatch in a readily accessible
location to facilitate removal/maintenance.
Flow meters installed on fire pumps shall be piped to either the test header or on a separate return to the fire
water storage tank.
City water bypass loops shall not be utilized on fire pumps supplied by a ground fire water tank.
Fire pump discharges shall be used for fire systems only. They shall not be used on domestic water systems.
For buildings that have an emergency generator installed on them, in addition to all other required systems, at a
minimum, the fire system jockey pump shall also be powered by the generator. If, however, a building requires
installed emergency power (powering selected circuits) intended to continue limited operations, that power
shall operate emergency systems including fire protection features, including fire pumps if present.
The lettering for exit signs shall be red in compliance with engineering technical letter 99.4.
Battery capacity for all Fire Alarm Control Panels (FACP) shall be 48 hours. All other FACP code/spec
requirements shall remain unchanged.

All special tools required to reset fire sprinkler alarms shall be provided.
A sign stating "WARNING Operating this valve will activate the High X Foam system in the Hanger Area"
shall be attached to all valves that will activate the foam system. The sign shall be a white with a red border and
red letters.
Water or sodium bicarbonate dry chemical fire extinguishers shall not be installed.
Fire suppression systems inspectors' test valves shall not be mounted any higher than 72" AFF.
Locate fire suppression water tank fill valves inside pump house to prevent freezing.
Install RPZ backflow prevention before fill valve if fire water tank will be used to supply a Foam Fire
Suppression system
Wet Pipe non-gridded systems install auxiliary drains or air reliefs piped to the outside of the facility to
facilitate air removal from at least 50% of the system dead ends including mains and branch lines.
Isolate any system over 20 heads to permit pressurizing new installation to 200 psi while leaving existing
system at working pressure.
Please see attached Potter memo about trapped air is fire suppression systems and how they react with backflow
preventers, Excessive trapped air causes surges to cycle the flow switch, resulting in inconsistant alarms and
occasional false or no alarm
Fire water storage tank fill valves that use electrical means to operate a control valve will use separate sensors
from the high and low water level alarms to operate the level control valve within the 1 foot allowed between
the high and low level alarms IAW NFPA 22 and 72
Fire water storage tank fill valves that use hydraulic means to control tank level will operate within the
parameters of the tank level alarms without triggering a low or high level alarm IAW NFPA 22 and 72.
Provide climbing harness for any newly installed safety ladder on ground water storage tanks.
Pump room heaters require a thermostat mounted on the wall or in an easily accesible location.
Foam bladder tanks should not be under constant pressure from the supply side of the Alarm valve. Prefer
bladder type tanks to be pressurized from the discharge side of the Deluge Alarm Valve.

Vane type waterflow switches should be tested using the inspectors test valve to
indicate water flow equivalent to that of a single sprinkler.
In some instances the waterflow switch will “cycle” on and off during this test. This is
usually an indication of excessive air trapped in the sprinkler system.
This phenomenon has increased with the use of backflow preventors and inspector
test valves in close proximity to the flowswitch instead of at hydraulically remote
locations.
Without a valve at the far end of the sprinkler system being open when the system is
being filled, the air in the piping cannot vent as the water enters. All of this air
compresses and can result in sprinkler pipes being partially filled with water.
In addition to excessive amounts of oxygen leading to increased corrosion, it can
also cause the waterfliow switch to cycle on and off, delayed operation of the
flowswitch or false alarms. When the inspectors test valve is opened, the trapped
compressed air expands pushing system water out of the test valve. When the
system pressure drops enough, the backflow or check valve opens allowing fresh
supply water to enter the system. The supply water flows past the waterflow switch,
moves the paddle and starts the retard action. The incoming supply water also
compresses the air in the system causing pressure to build up. When the system
pressure equals the supply pressure the backflow will close and the flowswitch
resets. Then the entire cycling process starts all over. While there may be a steady
stream of water flowing out of the test valve, there is not a steady stream of water
flowing past the flowswitch.
The delayed flowswitch operation occurs because the cycling keeps going until
eventually it takes long enough for the backflow to close that the flowswitch finally
goes into alarm or in the event of a real fire, another sprinkler opens and now it
flows enough water that the backflow stays open.
False alarms can occur because when you open the ITV you bleed of any pressure
that may have built up in the system. Now when the city turns on their pumps late at
night to build up pressure for the morning water demand of the city, this water flows
into the system and trips the flowswitch because the pipes are only partially full and
the system pressure is lower than the supply pressure because the system pressure
was vented through the ITV the day before.
Potter makes an automatic air vent, model PAAR-B or PAV, that can be used to
automatically vent air from the system or remote valves can be installed for venting
the system as it is being filled.

REQUIREMENTS FOR FIRE ALARM SYSTEMS AT EGLIN AFB:
MASS NOTIFICATION TRANSCEIVERS
All Fire Alarm & Mass Notifications (FAMN) transceivers shall be completely compatible with
the existing Monaco Enterprises Model D-21-M central station system.
Transceivers shall have the appropriate number of control relays in order to interface with the
Fire Alarm Control Panel and other required equipment. Transceivers shall operate on a
frequency of 141.3625 MHZ. Transceivers shall not be mounted higher than 60 inches from floor
level. Transceivers shall not be expanded beyond 48 fire alarm zones. Where more than 48 fire
alarm zones are necessary a second transceiver may be installed.
The authorities having jurisdiction shall determine the number of fire alarm zones and the type
and number of prerecorded messages to be connected to the fire alarm transceiver. Lightning
arrestors shall be mounted within 10 feet of the Fire Alarm Transceiver.
The installer is responsible to determine the proper location and type of antenna to be utilized.
When it is determined that the use of a directional, “Yagi,” antenna the following shall apply.
“YAGI” antennas installed on buildings shall be mounted on 1 inch heavy wall galvanized rigid
conduit, utilizing positive means to prevent the antenna from twisting by wind.
In cases where the installer determines that an “Omni” antenna will be sufficient that antenna
may be mounted on ¾ inch rigid electrical conduit or a mast of proved equal strength.
Coaxial cable shall be enclosed in metal conduit from the transceiver to the antenna. In cases
where overhead outdoor routing is deemed necessary the cable shall be installed in accordance
with all codes and directives. Coaxial cables running overhead shall be approved for the
purpose. Measures shall be taken to avoid sharp bends or “Kinking” of coaxial cables. When
direct transmission of signals to the fire dispatch center cannot be achieved the transmission may
be routed through a repeater only with the permission of the supervisor of the alarm maintenance
function.
AC power sources for the transceiver shall be protected by surge/lightning
suppressors. Suppressors shall not be installed within the enclosure of the
transceiver.
The installer shall demonstrate the forward and the reflected power of installed antenna systems
prior to acceptance in accordance with manufacturer’s specifications.
FIRE ALARM SYSTEMS
Control panels must be located in office/administrative space or other rooms with similar
temperature/humidity controls — control panels shall not be located in the aircraft servicing
areas or mechanical/utility spaces without both temperature and humidity controls. Simple
heating (i.e., for freeze protection) and/or ventilation is not sufficient for these electronic

systems.
The following is an excerpt from one manufacturer's literature for their most current control
system and clearly demonstrates this sensitivity. While the literature
indicates compliance with NFPA 72 requirements, it clearly recommends much narrower
environmental limits for locating the control panel.
Temperature and Humidity Ranges
This system meets NFPA requirements for operation at 0-49°C/32–120°F and at a
relative humidity 93% ± 2% RH (non-condensing) at 32°C ± 2°C (90°F ± 3°F). However,
the useful life of the system's standby batteries and the electronic components may be
adversely affected by extreme temperature ranges and humidity. Therefore, it is
recommended that–this system and its peripherals be installed in an environment with a
normal room temperature of 15-27°C/60–80°F.
The following laptop requirements shall apply for intelligent fire alarm systems: one laptop to be
turned over to fire alarm shop with the latest version of Windows operating system, the software
required to program the FACP must be compatible with the version of windows provided, latest
edition of Microsoft Office, latest edition of AutoCAD lt, 200 GB (minimum) hard drive,
DVD/cd-rw combination drive and dual (or higher) processor for each laptop.
All original manufacturers’ software for each laptop when addressable fire alarm systems are
installed shall be provided to the Eglin AFB alarm shop. The following software requirements
shall apply: all software, hardware, passwords, etc required for the maintenance, testing, and
reprogramming of the fire alarm system shall be unconditionally turned over to the Gov't, and
the above noted software, hardware, passwords, etc will become the unconditional property of
the government. Software turned over to Gov't shall be the original manufacturer's licensed
software on cd (or DVD) with jeweled case; copies of software shall not be acceptable. Software
and cd, or DVD, shall be brand new and unused.
Provide the manufacturer’s recommended/required level of training on all the installed
equipment and software, regarding installation, operation, maintenance, testing, future
expansion, and programming of the fire alarm system for two (2) personnel. This training shall
meet or exceed NFPA 72 National F/A and Signaling Code 10.4.2.2 for System Installers,
10.4.3.1 (1) for Inspection, Testing and Maintenance Personnel as well as the manufacturer’s
required level of training and shall guarantee the unconditional operation and future purchase of
additional and/or replacement equipment. The training shall take place at one of the locations
normally used by the manufacturer and/or distributor to conduct factory training for their inhouse employees. The government employees shall be trained alongside technicians employed
by the installed equipment manufacture and/or distributer. Upon successful completion of all
curriculum requirements the government personnel shall be awarded a certification and provided
full access to all available technical support resources, to include at a minimum, on-line and
telephone support provided to manufacture and/or distributer personnel.

Provide as-built drawings of the fire alarm system, as follows: floor plan/s showing all fire alarm
system components and their addresses. Fire alarm riser diagram showing all fire alarm
components. Two copies of the programming and of any cad drawings will be provided to the
Eglin Alarm Maintenance section on cd or DVD with identical copies written to the hard drive of
the laptop. Provisions shall be made for the storage of one set of backup CD or DVD and
AutoCad on CD or DVD drawings shall be located in an enclosure adjacent to the fire alarm
control panel. All requirements shall be accomplished prior to final acceptance.

1.1.
DESCRIPTION:
A.
This section of the specification includes the furnishing, installation, connection
and testing of the microprocessor controlled, intelligent reporting fire alarm equipment required
to form a complete, operative, coordinated system. It shall include, but not be limited to, alarm
initiating devices, alarm notification appliances, Fire Alarm Control Panel (FACP), auxiliary
control devices, annunciators, and wiring as shown on the drawings and specified herein.
B.
The fire alarm system shall comply with requirements of NFPA Standard No. 72
for Local Protected Premises Signaling Systems except as modified and supplemented by this
specification. The system field wiring shall be supervised either electrically or by softwaredirected polling of field devices.
1.
The Secondary Power Source of the fire alarm control panel will be
capable of providing at least 48 hours of backup power with the ability to sustain 15 minutes in
alarm at the end of the backup period.
C.
The fire alarm system shall comply with requirements of NFPA Standard No. 72
for Auxiliary Protected Premises Signaling Systems except as modified and supplemented by
this specification. The system field wiring shall be supervised either electrically or by softwaredirected polling of field devices.

D.
The fire alarm system shall comply with requirements of NFPA Standard No. 72
for Remote Station Protected Premises Signaling Systems except as modified and supplemented
by this specification. The system field wiring shall be supervised either electrically or by
software-directed polling of field devices.
E.
The fire alarm system shall be manufactured by an ISO 9001 certified company
and meet the requirements of BS EN9001: ANSI/ASQC Q9001-1994.
F.
The FACP and peripheral devices shall be manufactured 100% by a single U.S.
manufacturer (or division thereof).
G.
The installing company shall employ NICET (minimum Level III Fire Alarm
Technology) technicians on site to guide the final check-out and to ensure the systems integrity.
1.2.
SCOPE:
A.
An intelligent, microprocessor-controlled, fire alarm detection system shall be
installed in accordance to the project specifications and drawings.
B.
Basic Performance:
1.
Alarm, trouble and supervisory signals from all intelligent reporting
devices shall be encoded on NFPA Style 6 (Class A) or NFPA Style 7 (Class A) Signaling Line
Circuits (SLC). If the FACP submitted is capable of giving a supervisory signal when the active
trouble count is greater than 5 NFPA Style 4 (Class B) is acceptable.
2.
Initiation Device Circuits (IDC) shall be wired Class A (NFPA Style D) as
part of an addressable device connected by the SLC Circuit. If the FACP submitted is capable of
giving a supervisory signal when the active trouble count is greater than 5 NFPA Style 4 (Class
B) is acceptable.
3.
Notification Appliance Circuits (NAC) shall be wired Class A (NFPA
Style Z) as part of an addressable device connected by the SLC Circuit. If the FACP submitted is
capable of giving a supervisory signal when the active trouble count is greater than 5 NFPA
Style y (Class B) is acceptable.
4.
All circuits shall be power-limited, UL864 9th edition requirements.
5.
A single ground fault or open circuit on the system Signaling Line Circuit
shall not cause system malfunction, loss of operating power or the ability to report an alarm
when wired NFPA Style 6/7.
6.
Alarm signals arriving at the main FACP shall not be lost following a
primary power failure or outage of any kind until the alarm signal is processed and recorded.

7. All AC power to the fire systems shall be protected by the use
of surge/lightning protectors. All circuits of the fire systems that enter or exit
the protected facility shall have surge/lightning protectors installed.
C.
BASIC SYSTEM FUNCTIONAL OPERATION
When a fire alarm condition is detected and reported by one of the system
initiating devices, the following functions shall immediately occur:
1.
The system Alarm LED on the FACP shall flash.
2.
A local sounder with the control panel shall sound.
3.
A backlit 80-character LCD display on the FACP shall indicate all
information associated with the fire alarm condition, including the type of alarm point and its
location within the protected premises.
4.
In response to a fire alarm condition, the system will process all control
programming and activate all system outputs (alarm notification appliances and/or relays)
associated with the point(s) in alarm
1.3.
SUBMITTALS
A.
General:
1.
Two copies of all submittals shall be submitted to the Architect/Engineer
for review.
2.
All references to manufacturer's model numbers and other pertinent
information herein is intended to establish minimum standards of performance, function and
quality. Equivalent compatible UL-listed equipment from other manufacturers may be
substituted for the specified equipment as long as the minimum standards are met.
3.
For equipment other than that specified, the contractor shall supply proof
that such substitute equipment equals or exceeds the features, functions, performance, and
quality of the specified equipment.
B.
Shop Drawings:
1.
Sufficient information, clearly presented, shall be included to determine
compliance with drawings and specifications.
2.
Include manufacturer's name(s), model numbers, ratings, power
requirements, equipment layout, device arrangement, complete wiring point-to-point diagrams,
and conduit layouts.

Show annunciator layout, configurations, and terminations.
Manuals:
1.
Submit simultaneously with the shop drawings, complete operating and
maintenance manuals listing the manufacturer's name(s), including technical data sheets.
2.
Wiring diagrams shall indicate internal wiring for each device and the
interconnections between the items of equipment.
3. Provide a clear and concise description of operation that gives, in detail, the information
required to properly operate the equipment and system.
4. Provide three complete, including programmers, manuals to Civil Engineering Alarm
maintenance at acceptance.
D.
Software Modifications
1.
Provide all hardware, software, programming tools and documentation
necessary to modify the fire alarm system on site. Modification includes addition and deletion of
devices, circuits, zones and changes to system operation and custom label changes for devices or
zones. The system structure and software shall place no limit on the type or extent of software
modifications on-site. Modification of software shall not require power-down of the system or
loss of system fire protection while modifications are being made.
1.4.
GUARANTY:
All work performed and all material and equipment furnished under this contract shall be
free from defects and shall remain so for a period of at least one (1) year from the date of
acceptance. The full cost of maintenance, labor and materials required to correct any defect
during this one year period shall be included in the submittal bid.
1.5.
APPLICABLE STANDARDS AND SPECIFICATIONS:
The specifications and standards listed below form a part of this specification. The
system shall fully comply with the latest issue of these standards, if applicable.

2.1.
PRODUCTS
EQUIPMENT AND MATERIAL, GENERAL:
A.
All equipment and components shall be new, and the manufacturer's current
model. The materials, appliances, equipment and devices shall be tested and listed by a
nationally recognized approvals agency for use as part of a fire protective signaling system,
meeting the National Fire Alarm Code.
B.
All equipment and components shall be installed in strict compliance with
manufacturers' recommendations. Consult the manufacturer's installation manuals for all wiring
diagrams, schematics, physical equipment sizes, etc., before beginning system installation.
C.
All equipment shall be attached to walls and ceiling/floor assemblies and shall be
held firmly in place (e.g., detectors shall not be supported solely by suspended ceilings).
Fasteners and supports shall be adequate to support the required load.
2.2.
CONDUIT AND WIRE:
A.
Conduit:

1.
Conduit shall be in accordance with The National Electrical Code (NEC),
local and state requirements.
2.
All wiring shall be installed in conduit or raceway. Conduit fill shall not
exceed 40 percent of interior cross sectional area where three or more cables are contained
within a single conduit.
3.
Wiring installation — practices in ANSI/NECA 305-2001 shall be
followed. Cable must be separated from any open conductors of power, or Class 1 circuits, and
shall not be placed in any conduit, junction box or raceway containing these conductors, per
NEC Article 760-55. Power wiring and limited power wiring shall not be co-located in the same
conduit, raceway, or enclosure. Such wiring may only be located together within the listed
control panel and shall be installed in accordance with the manufacturer's guidance. There should
be no stray detectable voltages, no ground faults, open circuits, or short circuits when tested IAW
NEC 305.
4.
Wiring for 24-volt DC control, alarm notification, emergency
communication and similar power-limited auxiliary functions may be run in the same conduit as
initiating and signaling line circuits. All circuits shall be provided with transient suppression
devices and the system shall be designed to permit simultaneous operation of all circuits without
interference or loss of signals.
5.
Conduit shall not enter the fire alarm control panel or any other remotely
mounted control panel equipment or back boxes, except where conduit entry is specified by the
FACP manufacturer.
6.
B.
Conduit shall be 3/4-inch (19.1 mm) minimum, red in color,
Wire:
1.
All fire alarm system wiring shall be new.
2.
Wiring shall be in accordance with local, state and national codes (e.g.,
NEC Article 760) and as recommended by the manufacturer of the fire alarm system. Number
and size of conductors shall be as recommended by the fire alarm system manufacturer, but not
less than 18 AWG (1.02 mm) for Initiating Device Circuits and Signaling Line Circuits, and 14
AWG (1.63 mm) for Notification Appliance Circuits.
3.
All wire and cable shall be listed and/or approved by a recognized testing
agency for use with a protective signaling system.
4.
Wire and cable not installed in conduit shall have a fire resistance rating
suitable for the installation as indicated in NEC 760 (e.g., FPLR).

5.
wiring used for the multiplex communication circuit (SLC) shall be
twisted and support a minimum wiring distance of 10,000 feet when sized at 12 AWG. The
design of the system shall permit use of IDC and NAC wiring in the same conduit with the SLC
communication circuit. Shielded wire shall not be required.
6.
All field wiring shall be electrically supervised for open circuit and ground
fault.
7. T-taps is not acceptable.
C.
Terminal Boxes, Junction Boxes and Cabinets:
1.
All boxes and cabinets shall be UL listed for their use and purpose.
D.
The fire alarm control panel shall be connected to a separate dedicated branch
circuit, maximum 20 amperes. This circuit shall be labeled at the main power distribution panel
as FIRE ALARM. Fire alarm control panel primary power wiring shall be 12 AWG. The control
panel cabinet shall be grounded securely to facility ground. The control panel enclosure shall
feature a quick removal chassis to facilitate rapid replacement of the FACP electronics.
1.
The FACP shall be capable of coding Notification Appliance Circuits in
March Time Code (120 PPM), Temporal (NFPA 72 A-2-2.2.2), and California Code. Main panel
notification circuits (NACs 1 & 2) shall also automatically synchronize any of the following
manufacturer's notification appliances connected to them: System Sensor, Wheelock, or Gentex
with no need for additional synchronization modules.
2.3.
MAIN FIRE ALARM CONTROL PANEL:
A.
The FACP shall be a NOTIFIER, or equal, intelligent and shall contain a
microprocessor-based Central Processing Unit (CPU). The CPU shall communicate with and
control the following types of equipment used to make up the system: intelligent addressable
smoke and thermal (heat) detectors, addressable modules, printer, annunciators, and other system
controlled devices.
B.
Operator Control
1.
Acknowledge Switch:
a.
Activation of the control panel Acknowledge switch in response to
new alarms and/or troubles shall silence the local panel piezo electric signal and change the
alarm and trouble LEDs from flashing mode to steady-ON mode. If multiple alarm or trouble
conditions exist, depression of this switch shall advance the 80-character LCD display to the next
alarm or trouble condition.
b.
Depression of the Acknowledge switch shall also silence all
remote annunciator piezo sounders.

2.
Alarm Silence Switch:
Activation of the alarm silence switch shall cause all programmed alarm
notification appliances and relays to return to the normal condition after an alarm condition. The
selection of notification circuits and relays that are silenceable by this switch shall be fully field
programmable within the confines of all applicable standards. The FACP software shall include
silence inhibit and auto-silence timers.
3.
Alarm Activate (Drill) Switch:
The Alarm Activate switch shall activate all notification appliance circuits.
The drill function shall latch until the panel is silenced or reset.
4.
System Reset Switch:
Activation of the System Reset switch shall cause all electronicallylatched initiating devices, appliances or software zones, as well as all associated output devices
and circuits, to return to their normal condition.
5.
Lamp Test:
The Lamp Test switch shall activate all system LEDs and light each
segment of the liquid crystal display.
C.
System Capacity and General Operation
1.
The control panel shall provide, or be capable of, expansion to 318
intelligent/addressable devices.
2.
The control panel shall include Form-C Alarm, Trouble and Supervisory
relays rated at a minimum of 2.0 amps @ 30 VDC. It shall also include programmable
Notification Appliance Circuits (NACs) capable of being wired as Class B (NFPA Style Y) or
Class A (NFPA Style Z).
3.
The fire alarm control panel shall include an operator interface control and
annunciation panel that shall include a backlit Liquid Crystal Display (LCD), individual colorcoded system status LEDs, and an alphanumeric keypad for the field programming and control
of the fire alarm system.
4.
The FACP shall provide the following features:
a. Drift compensation to extend detector accuracy during the accumulation
of dust and foreign material.

b. Detector sensitivity test, meeting requirements of NFPA 72,
Maintenance alert, with two levels (maintenance alert/maintenance urgent), to warn of excessive
smoke detector dirt or dust accumulation.
c. The ability to display or print system reports.
d. Alarm verification.
e. Positive Alarm Sequence (PAS presignal), meeting NFPA 72
f. Rapid manual station reporting.
g. Non-alarm points for general (non-fire) control.
h. Periodic detector test, conducted automatically by the software.
i. Walk test, with a check for two detectors set to same address.
5.
The FACP shall be capable of coding Notification Appliance Circuits in
March Time Code (120 PPM), Temporal (NFPA 72 A-2-2.2.2), and California Code. Main panel
notification circuits (NACs 1 & 2) shall also automatically synchronize the following

D.
Central Microprocessor
1.
The microprocessor shall be a state-of-the-art; high speed, 16-bit RISC
device and it shall communicate with, monitor and control all external interfaces. It shall include
an EPROM for system program storage, non-volatile memory for building-specific program
storage, and a "watch dog" timer circuit to detect and report microprocessor failure.
2.
The microprocessor shall contain and execute all specific actions to be
taken in the condition of an alarm. Control programming shall be held in non-volatile
programmable memory, and shall not be lost even if system primary and secondary power failure
occurs.
3.
The microprocessor shall also provide a real-time clock for time
annotation of system displays, printer, and history file.

2. The display shall provide all the controls and indicators used by the system

The 80-character display shall include the following operator
control switches: ACKNOWLEDGE, ALARM SILENCE, ALARM ACTIVATE (drill),
SYSTEM RESET, and LAMP TEST.
3.
The display shall annunciate status information and custom alphanumeric
labels for all intelligent detectors, addressable modules, internal panel circuits, and software
zones.
4.
The display shall also provide Light-Emitting Diodes.
a.
The 80-character display shall provide Light-Emitting-Diodes
(LEDs) that indicate the status of the following system parameters: AC POWER, FIRE ALARM,
PREALARM WARNING, SECURITY ALARM, SUPERVISORY SIGNAL, SYSTEM
TROUBLE, DISABLED POINTS, ALARM SILENCED, Controls Active, Pre-Discharge,
Discharge and Abort.
5.
The display shall provide a type keypad

The 80-character display keypad shall be an easy to use type
keypad, similar to a PC keyboard. This shall be part of the standard system and have the
capability to command all system functions, entry of any alphabetic or numeric information, and
field programming. Two different password levels shall be provided to prevent unauthorized
system control or programming.

The system shall support the display of battery charging current and
voltage on the 80-character LCD display.
F.
Signaling Line Circuits (SLC)
1.
Each FACP or FACP network node shall support one SLC. Each SLC
interface shall provide power to and communicate with up to 159 intelligent detectors
(ionization, photoelectric or thermal) and 159 intelligent modules (monitor or control) for a loop
capacity of 318 devices. SLC shall be capable of NFPA 72 Style 4, Style 6, or Style 7 (Class A
or B) wiring.

detector. The software shall automatically maintain the detector's desired sensitivity level by
adjusting for the effects of environmental factors, including the accumulation of dust in each
detector. The analog information shall also be used for automatic detector testing and for the
automatic determination of detector maintenance requirements.
G.
Serial Interfaces
1.
The system shall include two serial EIA-232 interfaces. Each interface
shall be a means of connecting UL Listed Information Technology Equipment (ITE) peripherals.

One EIA-232 interface shall be used to connect an UL-Listed 40 or
80 column printer. Printers that are not UL-Listed are not considered acceptable substitutes.

operations when used. It shall allow remote FACP Acknowledge, Reset, or Signal Silence in this
mode. It shall also allow adjustment of detector sensitivity and readout of the history file.

of optional annunciators and remote LCD displays.

9 levels.

Alarm Verification: Each of the intelligent addressable smoke detectors in
the system may be independently selected and enabled to be an alarm verified detector. The
alarm verification delay shall be programmable from 5 to 30 seconds and each detector shall be
able to be selected for verification. The FACP shall keep a count of the number of times that
each detector has entered the verification cycle. These counters may be displayed and reset by
the proper operator commands.

System Status Reports: Upon command from an operator of the system, a
status report will be generated and printed, listing all system status.
6.
System History Recording and Reporting: The fire alarm control panel
shall contain a history buffer that will be capable of storing up to 800 events. Up to 200 events
shall be dedicated to alarm and the remaining events are general purpose. Systems that do not
have dedicated alarm storage, where events are overridden by non-alarm type events, are not
suitable substitutes. Each of these activations will be stored and time and date stamped with the
actual time of the activation. The contents of the history buffer may be manually reviewed, one
event at a time, or printed in its entirety. The history buffer shall use non-volatile memory.
Systems that use volatile memory for history storage are not acceptable substitutes.
7.
Automatic Detector Maintenance Alert: The fire alarm control panel shall
automatically interrogate each intelligent detector and shall analyze the detector responses over a
period of time. If any intelligent detector in the system responds with a reading that is above or
below normal limits, then the system will enter the trouble mode, and the particular detector will
be annunciated on the system display, and printed on the optional printer. This feature shall in no
way inhibit the receipt of alarm conditions in the system, nor shall it require any special
hardware, special tools or computer expertise to perform.
8.
Pre-Alarm Function: The system shall provide two levels of pre-alarm
warning to give advance notice of a possible fire situation. Both pre-alarm levels shall be fully
field adjustable. The first level shall give an audible indication at the panel. The second level
shall give an audible indication and may also activate control relays. The system shall also have
the ability to activate local detector sounder bases at the pre-alarm level, to assist in avoiding
nuisance alarms.
9.
Software Zones: The FACP shall provide 100 software zones, 10
additional special function zones, 10 releasing zones, and 20 logic zones.
10.
The fire alarm control panel shall include a walk test feature. It shall
include the ability to test initiating device circuits and notification appliance circuits from the
field without returning to the panel to reset the system. Operation shall be as follows:

a.
Alarming an initiating device shall activate programmed outputs,
which are selected to participate in walk test, for 3 seconds.
b.
Introducing a trouble into the initiating device shall activate the
programmed outputs for 8 seconds.
c.
All devices tested in walk test shall be recorded in the history
buffer.
11.
Waterflow Operation
An alarm from a waterflow detection device shall activate the appropriate
alarm message on the main panel display, turn on all programmed notification appliance circuits
and shall not be affected by the signal silence switch.
12.
Supervisory Operation
An alarm from a supervisory device shall cause the appropriate indication
on the system display, light a common supervisory LED, but will not cause the system to enter
the trouble mode.
13.
Signal Silence Operation
The FACP shall have the ability to program each output circuit
(notification, relay, speaker etc) to deactivate upon depression of the signal silence switch.
14.
Non-Alarm Input Operation
Any addressable initiating device in the system may be used as a nonalarm input to monitor normally open contact type devices. Non-alarm functions are a lower
priority than fire alarm initiating devices.
15.
Combo Zone
A special type code shall be available to allow waterflow and supervisory
devices to share a common addressable module. Waterflow devices shall be wired in parallel,
supervisory devices in series.
2.4.
SYSTEM COMPONENTS:
A.
Programmable Electronic Sounders:
1.
Electronic sounders shall operate on 24 VDC nominal.

An operated station shall automatically condition itself so as to be visually
detected, as operated, at a minimum distance of 100 feet (30.5 m) front or side.
4.
Manual stations shall be constructed of high impact Lexan, with operating
instructions provided on the cover. The word FIRE shall appear on the manual station in letters
one half inch (12.7 mm) in size or larger.
E.
Conventional Photoelectric Area Smoke Detectors
1.
Photoelectric smoke detectors shall be a , two wire, ceiling-mounted, light
scattering type using an LED light source.

cleaning of the detector chamber.

Automatic Conventional Heat Detectors

Automatic heat detectors shall be fixed temperature rated at 135 degrees
Fahrenheit (57.2 Celsius) for areas where ambient temperatures do not exceed 100 degrees (37.7
Celsius), and 200 degrees (93.33 Celsius) for areas where the temperature does not exceed 150
degrees (65.5 Celsius).

Automatic heat detectors shall be a low profile, ceiling mount type with
positive indication of activation.

2.5.
SYSTEM COMPONENTS - ADDRESSABLE DEVICES
A.
Addressable Devices - General
1.
Addressable devices shall use simple to install and maintain decade,
decimal address switches. Devices shall be capable of being set to an address in a range of 001
to 159.
2.
Addressable devices, which use a binary-coded address setting method,
such as a DIP-switch, are not an allowable substitute.
3.
Detectors shall be intelligent (analog) and addressable, and shall connect
with two wires to the fire alarm control panel Signaling Line Circuits.
4.
Addressable smoke and thermal detectors shall provide dual alarm and
power/polling LEDs. Both LEDs shall flash green under normal conditions, indicating that the
detector is operational and in regular communication with the control panel, and both LEDs shall
be placed into steady red illumination by the control panel, indicating that an alarm condition has
been detected. If required, the LED flash shall have the ability to be removed from the system
program. An output connection shall also be provided in the base to connect an external remote
alarm LED.
5.
The fire alarm control panel shall permit detector sensitivity adjustment
through field programming of the system. The panel on a time-of-day basis shall automatically
adjust sensitivity.
6.
Using software in the FACP, detectors shall automatically compensate for
dust accumulation and other slow environmental changes that may affect their performance. The
detectors shall be listed by UL as meeting the calibrated sensitivity test requirements of NFPA
Standard 72.
7.
The detectors shall be ceiling-mount and shall include a separate twistlock base with tamper proof feature. Where required by the Authority Having Jurisdiction
“Sounder Bases” shall include a sounder base with a built-in (local) sounder rated at 85 DBA
minimum, a relay base and an isolator base designed for Style 7 applications.
8.
The detectors shall provide a test means whereby they will simulate an
alarm condition and report that condition to the control panel. Such a test may be initiated at the
detector itself (by activating a magnetic switch) or initiated remotely on command from the
control panel.

Detectors shall also store an internal identifying type code that the control
panel shall use to identify the type of device (ION, PHOTO, THERMAL).
10.
Detectors will operate in an analog fashion, where the detector simply
measures its designed environment variable and transmits an analog value to the FACP based on
real-time measured values. The FACP software, not the detector, shall make the alarm/normal
decision, thereby allowing the sensitivity of each detector to be set in the FACP program and
allowing the system operator to view the current analog value of each detector.
11.
Addressable devices shall store an internal identifying code that the
control panel shall use to identify the type of device.
12.
A magnetic test switch shall be provided to test detectors and modules.
Detectors shall report an indication of an analog value reaching 100% of the alarm threshold.
13.
Addressable modules shall mount in a 4-inch square (101.6 mm square),
2-1/8 inch (54 mm) deep electrical box.
B.
Stations.
Addressable Manual Fire Alarm Box (manual station) and/or Manual Discharge
1.
Addressable manual fire alarm boxes shall, on command from the control
panel, send data to the panel representing the state of the manual switch and the addressable
communication module status. They shall use a key operated test-reset lock, and shall be
designed so that after actual emergency operation, they cannot be restored to normal use except
by the use of a key.
2.
All operated stations shall have a positive, visual indication of operation
and utilize a key type reset.
3.
Manual fire alarm boxes shall be constructed of Lexan with clearly visible
operating instructions provided on the cover. The word FIRE shall appear on the front of the
stations in raised letters, 1.75 inches (44 mm) or larger.
4.
Manual discharge stations shall not be located within 5 feet of a manual
fire alarm pull station. When a manual foam discharge station and a manual fire alarm station are
both located at a doorway the stations shall be located on opposite sides of the doorway.
Manual discharge stations shall be housed under a clear plastic tamper cover. Manual discharge
stations shall comply with the signage and color coding in ETL 02-15.
C.
Intelligent Photoelectric Smoke Detector
1.
The detectors shall use the photoelectric (light-scattering) principal to
measure smoke density and shall, on command from the control panel, send data to the panel
representing the analog level of smoke density.

D.
Intelligent Laser Photo Smoke Detector
1.
The intelligent laser photo smoke detector shall be a spot type detector that
incorporates an extremely bright laser diode and an integral lens that focuses the light beam to a
very small volume near a receiving photo sensor. The scattering of smoke particles shall activate
the photo sensor.
2.
The laser detector shall have conductive plastic so that dust accumulation
is reduced significantly.
3.
The intelligent laser photo detector shall have nine sensitivity levels and
be sensitive to a minimum obscuration of 0.03 percent per foot.
4.
The laser detector shall not require expensive conduit, special fittings or
PVC pipe.
5.
The intelligent laser photo detector shall support standard, relay, isolator
and sounder detector bases.
6.
The laser photo detector shall not require other cleaning requirements than
those listed in NFPA 72. Replacement, refurbishment or specialized cleaning of the detector
head shall not be required.
7.
The laser photo detector shall include two bicolor LEDs that flash green in
normal operation and turn on steady red in alarm.
E.
Intelligent Ionization Smoke Detector
1.
The detectors shall use the dual-chamber ionization principal to measure
products of combustion and shall, on command from the control panel, send data to the panel
representing the analog level of products of combustion.
F.
Intelligent Multi Criteria Acclimating Detector
1.
The intelligent multi criteria Acclimate detector shall be an addressable
device that is designed to monitor a minimum of photoelectric and thermal technologies in a
single sensing device. The design shall include the ability to adapt to its environment by
utilizing a built-in microprocessor to determine its environment and choose the appropriate
sensing settings. The detector design shall allow a wide sensitivity window, no less than 1 to 4%
per foot obscuration. This detector shall utilize advanced electronics that react to slow
smoldering fires and thermal properties all within a single sensing device.
2. The microprocessor design shall be capable of selecting the appropriate
sensitivity levels based on the environment type it is in (office, manufacturing, kitchen etc.) and

then have the ability to automatically change the setting as the environment changes (as walls are
moved or as the occupancy changes).
3.
The intelligent multi criteria detection device shall include the ability to
combine the signal of the thermal sensor with the signal of the photoelectric signal in an effort to
react hastily in the event of a fire situation. It shall also include the inherent ability to distinguish
between a fire condition and a false alarm condition by examining the characteristics of the
thermal and smoke sensing chambers and comparing them to a database of actual fire and
deceptive phenomena.
G.
Intelligent Thermal Detectors
1.
Thermal detectors shall be intelligent addressable fixed temperature
devices with a temperature rated according to the area(s) installed.
H.
Intelligent Duct Smoke Detector
1.
The smoke detector housing shall accommodate either an intelligent
ionization detector or an intelligent photoelectric detector, of that provides continuous analog
monitoring and alarm verification from the panel. Duct Smoke Detectors shall be resettable
from the FACP.
2.
When sufficient smoke is sensed, an alarm signal is initiated at the FACP,
and appropriate action taken to change over air handling systems to help prevent the rapid
distribution of toxic smoke and fire gases throughout the areas served by the duct system.
I.
Addressable Dry Contact Monitor Module
1.
Addressable monitor modules shall be provided to connect one supervised
IDC zone of conventional alarm initiating devices (any N.O. dry contact device) to one of the
fire alarm control panel SLCs.
2.
The IDC zone shall be suitable for Style D or Style B operation. An LED
shall be provided that shall flash under normal conditions, indicating that the monitor module is
operational and in regular communication with the control panel.
3.
For difficult to reach areas, the monitor module shall be available in a
miniature package and shall be no larger than 2-3/4 inch (70 mm) x 1-1/4 inch (31.7 mm) x 1/2
inch (12.7 mm). This version need not include Style D or an LED.

Two Wire Detector Monitor Module

1.
Addressable monitor modules shall be provided to connect one supervised
IDC zone of conventional 2-wire smoke detectors or alarm initiating devices (any N.O. dry
contact device).
2.
The IDC zone may be wired for Class A or B (Style D or Style B)
operation. An LED shall be provided that shall flash under normal conditions, indicating that the
monitor module is operational and in regular communication with the control panel.

L.
Addressable Control Module
1.
Addressable control modules shall be provided to supervise and control
the operation of one conventional NACs of compatible, 24 VDC powered polarized audio/visual
notification appliances.
2.
The control module NAC may be wired for Style Z or Style Y (Class A/B)
with up to 1 amp of inductive A/V signal, or 2 amps of resistive A/V signal operation.
3.
Audio/visual power shall be provided by a separate supervised power
circuit from the main fire alarm control panel or from a supervised UL listed remote power
supply.
4.
The control module shall be suitable for pilot duty applications and rated
for a minimum of 0.6 amps at 30 VDC.
M.

Addressable Relay Module
1.
Addressable Relay Modules shall be available for HVAC control and
other building functions. The relay shall be form C and rated for a minimum of 2.0 Amps
resistive or 1.0 Amps inductive. The relay coil shall be magnetically latched to reduce wiring
connection requirements, and to insure that 100% of all auxiliary relay or NACs may be
energized at the same time on the same pair of wires.
N.
Isolator Module
1.
Isolator modules shall be provided to automatically isolate wire-to-wire
short circuits on an SLC Class A or Class B branch. The isolator module shall limit the number
of modules or detectors that may be rendered inoperative by a short circuit fault on the SLC loop
segment or branch. At least one isolator module shall be provided for each floor or protected
zone of the building.
2.
If a wire-to-wire short occurs, the isolator module shall automatically
open-circuit (disconnect) the SLC. When the short circuit condition is corrected, the isolator
module shall automatically reconnect the isolated section.

3.
The isolator module shall not require address-setting, and its operations
shall be totally automatic. It shall not be necessary to replace or reset an isolator module after its
normal operation.
4.
The isolator module shall provide a single LED that shall flash to indicate
that the isolator is operational and shall illuminate steadily to indicate that a short circuit
condition has been detected and isolated.
O.
Smoke Control Annunciator
1.
On/Auto/Off switches and status indicators (LEDS) shall be provided for
monitoring and manual control of each fan, damper, HVAC control unit, stairwell pressurization
fan, and smoke exhaust fan. To ensure compliance the units supplied shall meet the following
UL categories: UUKL, PAZX, UDTZ, QVAX as well as the requirements of NFPA 90A,
HVAC, and NFPA 92A & 92B, Smoke Control. The control System shall be field programmable
for either 90A operation or 92A/B operation to allow for future use and system expansion.
2.
The OFF LED shall be Yellow, the ON LED shall be green, the
Trouble/Fault LED shall be Amber/Orange for each switch. The Trouble/Fault indicator shall
indicate a trouble in the control and/or monitor points associated with that switch. In addition,
each group of eight switches shall have two LEDS and one momentary switch which allow the
following functions: An Amber LED to indicate an OFF-NORMAL switch position, in the ON
or OFF position; A Green LED to indicate ALL AUTO switch position; A Local
Acknowledge/Lamp Test momentary switch.
3.
Each switch shall have the capability to monitor and control two
addressable inputs and two addressable outputs. In all modes, the ON and OFF indicators shall
continuously follow the device status not the switch position. Positive feedback shall be
employed to verify correct operation of the device being controlled. Systems that indicate
on/off/auto by physical switch position only are not acceptable.
4.
All HVAC switches (i.e., limit switches, vane switches, etc.) shall be
provided and installed by the HVAC contractor.
5.
It shall be possible to meet the requirements mentioned above utilizing
wall mounted custom graphic.
2.6.
BATTERIES:
A.
The battery shall have sufficient capacity to power the fire alarm system for not
less than forty eight hours plus 15 minutes of alarm upon a normal AC power failure.
B.
The batteries are to be completely maintenance free. No liquids are required.
Fluid level checks for refilling, spills, and leakage shall not be required.

C.
If necessary to meet standby requirements, external battery and charger systems
may be used.
PART 3.0 - EXECUTION
3.1.
INSTALLATION:
A.
Installation shall be in accordance with the NEC, NFPA 72, local and state codes,
as shown on the drawings, and as recommended by the major equipment manufacturer.
B.
All Fire Alarm Control Panels and BT-X FM transceivers shall be mounted in
conditioned air space.
C.
All fire detection and alarm system devices, control panels and remote
annunciators shall be flush mounted when located in finished areas and may be surface mounted
when located in unfinished areas.
D.
Manual fire alarm boxes shall be suitable for surface mounting or semi-flush
mounting as shown on the plans, and shall be installed not less than 42 inches (1067 mm), nor
more than 48 inches (122 mm) above the finished floor.
3.2.
TEST:
The service of a competent, factory-trained engineer or technician authorized by the
manufacturer of the fire alarm equipment shall be provided to technically supervise and
participate during all of the adjustments and tests for the system. All testing shall be in
accordance with NFPA 72.
A.
Each of the alarm conditions that the system is required to detect should be
introduced on the system. Verify the proper receipt and the proper processing of the signal at the
FACP and the correct activation of the control points.
K.
When the system is equipped with optional features, the manufacturer's manual
shall be consulted to determine the proper testing procedures. This is intended to address such
items as verifying controls performed by individually addressed or grouped devices, sensitivity
monitoring, verification functionality and similar.
3.3.
FINAL INSPECTION:
A.
At the final inspection, a factory-trained representative of the manufacturer of the
major equipment shall demonstrate that the system functions properly in every respect.
3.4.
INSTRUCTION:

Instruction shall be provided as required for operating the system. Hands-on
demonstrations of the operation of all system components and the entire system including
program changes and functions shall be provided.
B.
The contractor and/or the systems manufacturer's representatives shall provide a
typewritten "Sequence of Operation.
C. Provide the manufacturer’s recommended/required level of training on all the
installed equipment and software, regarding installation, operation, maintenance, testing, future
expansion, and programming of the fire alarm system for two (2) personnel. This training shall
meet or exceed NFPA 72 National F/A and Signaling Code 10.4.2.2 for System Installers,
10.4.3.1 (1) for Inspection, Testing and Maintenance Personnel as well as the manufacturer’s
required level of training and shall guarantee the unconditional operation and future purchase of
additional and/or replacement equipment. The training shall take place at one of the locations
normally used by the manufacturer and/or distributor to conduct factory training for their inhouse employees. The government employees shall be trained alongside technicians employed
by the installed equipment manufacture and/or distributer. Upon successful completion of all

Eglin Fire Alarm & MNS Testing Procedures – 11 Feb 13
Please route all changes/issues to Kevin Gerrity for incorporation.
1. Contractor submits the FACP and building transceiver (BT) zone designations to the COE as
soon as they are finalized. (These should match the approved shop drawings. Without these,
the BT and FD Central Station Equipment cannot be programmed).
2. COE will pass these zone designators to the Eglin MILCON project liaison. The liaison will
coordinate these through the fire department and F/A shop.
3. Once the zone designators are concurred with, the F/A shop will program the central station.
4. M/C liaison will schedule a time with the contractor and F/A shop so the F/A sub can power up
the transceiver and prepare it for download. At that time, the F/A shop will download the
program and perform an initial verification of the program with the electrical sub present.
5. NOTE: Contractor will coordinate with dispatch (882-5856) prior to, and at the conclusion of,
all testing. Contractor will turn the transceiver OFF so no false alarms can be sent after each
test until acceptance testing is successfully completed.
6. Contractor performs their preliminary testing of the F/A-MNS systems.
7. Contractor contacts the COE to witness a complete testing of the system. This also includes
verifying that fire dispatch receives all FACP zones as approved, all the MNS live voice
messages, the batteries pass the spec required test, and the initial wattage output test of the
transceiver (part of the manufacturer’s testing requirements) meets manufacturer’s
requirements.
8. Once the COE concurs that the system is ready for acceptance testing, the COE will turn over
the O&M manuals, a completed Fire Alarm Emergency Communication System Inspection and
Testing Form as called out in NFPA 72, all voice intelligibility readings, and the requested test
date/time. The COE will also ensure that the preliminary (red-lined is acceptable) F/A as-builts
are available at acceptance testing.
9. MILCON liaison will coordinate this date/time with the F/A Shop (Mr. Chuck Lanning) and
Base FD (Mr. Steve Carrico) and turn over all items delivered in item #8.
10. The contractor will disconnect commercial power to the F/A-MNS systems for the duration
called out in the project specifications so that this timeframe will coincide with the beginning
of the acceptance test. This disconnection will be properly labeled with lock out/tag out
procedures.
11. On the agreed upon testing date/time the contractor will first test the F/A-MNS systems on
battery power as called out in the project specifications.
12. Commercial power will then be restored and the contractor will continue with the final
acceptance testing. The contractor will perform a wattage output test and complete the final
acceptance testing. (F/A shop/base FD will verify with fire dispatch that the signals are being
properly received at the dispatch computer and that they are being correctly identified on the
FACP/ BT.) NOTE: If a laptop computer is required by contract, it will be available at this test
and will be used to verify that all required software is properly installed. This computer will
also be used for all contract required training.
NOTE: The contractor should have tested or scheduled the testing of the exit and emergency lights
around this same timeframe if these have not already been accomplished.

Fire Suppression Training
Jan 2012
The contactor shall provide the manufacturer’s recommended/required level of
instruction in all aspects of all installed fire suppression systems. This training shall, at a
minimum, result in comprehensive factory training in the operation, maintenance,
troubleshooting, diagnostic testing, and modification of the installed fire suppression systems.
This training shall meet the manufacturer’s required level of training and shall ensure the
unconditional operation and modification of the installed systems by the trained technicians. This
training shall also meet the manufacturer’s requirements for the trained technicians to purchase
additional and/or replacement equipment as future requirements mandate. Training shall be
provided at the project site and, if required, a classroom on Eglin Air Force Base.
A detailed training plan shall be submitted and approved prior to scheduling any training.
The training plan shall provide at a minimum specific intervals for the training blocks, location
of training, and a detailed breakdown of exactly what the training shall consist of. Once
approved, the contractor shall provide a minimum of 14 days notice of the proposed training
date.

DDC SYSTEM REQUIREMENTS

DDC System Requirements: 16 July 2014
1. Provide building level supervisory controllers based on Eglin’s existing Niagara AX
Framework Rev 3.6 or later. The building level supervisory controllers shall include point2-point (P2P), Secure Socket Layer SSL, Web server and embedded WorkBench (WB).
The building level supervisory controllers shall contain all building logic and graphics.
2. All graphics and points shall be duplicated in the existing Niagara AX Framework ENS
(Enterprise Network Server) using existing workbench software located in building 696
which shall serve as the Web Server for the system. All trended points shall be transferred
via P2P to the server for history trending of points.
3. One- laptop with the latest operating system, cpu, and technology as it relates to laptops.
Provide software and usb adapters for each type of ddc field controllers, to include factory
installed ddc controllers.
4. The system shall allow CE technicians to connect to all controllers with all available
software in all modes available from the manufacturer from Bldg 696 via the local area
network (LAN) to program, backup, download, configure and perform all functions
necessary to maintain the system as if onsite and direct connected to the device.
5. All hardware and software administrator level passwords shall be provided to the
government to access all levels of all controllers including the new Niagara Framework
controllers. The password shall allow complete access to everything the manufacture has
access to.
6. Contractor shall provide systems engineering training to 5 DDC personnel on Eglin AFB
for 5 full days (course length). The training will produce 5 factory certified technicians.
7. All field controllers shall use Bacnet mstp protocol.
8. Provide a Lan drop within three foot of each building level supervisory controller and
provide a patch cable between the Lan drop and the building level supervisory controller.
9. When the bacnet comm bus leaves and enters the building provide inline surge protection.
10. When the bacnet comm bus is ran between buildings use fiber optic cable

shall serve as the Web Server for the system.

Main Map Graphic- This screen will have a list and link to all of the buildings on the entire Eglin complex.

Energy Management Control System (EMCS) Network Requirements
1. Install and dedicate 2 fiber strands for DDC connectivity.
2. Install a wall mounted lockable network enclosure (LNE) [with an 8 port switch and a surge
protector with backup power--provided by customer] that is compatible with the existing (if
renovation project) EMCS network (see attached LNE Detail) in the main Communications
room.
3. Install a 20A/125V duplex receptacle within 3’ of the LNE for connection of the surge
protector. This receptacle shall be connected to the emergency power panel if the building
is, or will be, equipped with an emergency generator.
4. Install a single port LAN connection inside the LNE and inside each building level supervisory
controller.
5. Install a 2” EMT conduit from the LNE to a height approximately 12” above the
Communications room ceiling for connection of the LNE to each building level supervisory
controller in the building.
6. Install a 1 ¼” pliable raceway from the LNE to a height approximately 12” above the
Communications room ceiling.
7. Install a 1 ¼” pliable raceway from the Communications terminated fiber patch panel to
approximately 12” above the Communications room ceiling.
8. Install a ¾” EMT conduit from each building level supervisory controller to a height
approximately 12” above the ceiling of each mechanical room they are installed in. If a
ceiling is not installed, install the conduit to the same height that matches the height of the
2” conduit installed from the LNE above the Commutations room ceiling.
9. Install a pull string connecting both 1 ¼” pliable conduits installed in Communications room.
[Install a fiber jumper-provided by customer from the LNE to the installed fiber patch
panel].
10. Install purple Cat 5E cable from the LNE to each building level supervisory controller. If the
distance exceeds 100 meters between the LNE and the building level supervisory controller,
the building level supervisory controller shall be moved to the main Communications room.
