 Committee was reminded that proposals for inclusion into the IgCC are due to staff/Chair December 2 nd.
 T he committee will be voting on any IgCC proposals during the January meeting.
 WG leaders are responsible for submitting “ stable” addenda one week prior to the meeting, rather than
sending multiple revisions closer to the meeting. T he latter creates confusion and makes it harder for
PC members to prepare for the meeting.

 Addendum al (envelope): responses to comments
 Motion 4 made by Martha VanGeem and seconded by Jon McHugh to approve all responses to
commenters on addendum al as shown (19-0-1) with chair abstaining.
 Addendum al: 2nd public review draft/ISC
 A brief overview was provided by Martha VanGeem.
 Motion 3 was made by Martha VanGeem and seconded by Jenn Dolin to recommend

o Opinions expressed during discussion
 T here was a question about the cost effectiveness of insulation in Climate Zones 1-3.
Providing a cost analysis for each climate zone would require an enormous amount of
work.
 NREL’s study for 90.1-addendum bb showed significant energy savings.
 Is there any rational for rolling back the numbers in Zone 1, 2, and 3? T he WG felt that
the numbers presented are the most technically defensible.
 BOMA opposes this addendum. T he requirements in Standard 90.1 are stringent
enough and should be the baseline for 189.1.
 T he opponents should provide some technical basis or rational so that members can
vote more intelligently.
 Addendum au (exterior lighting): responses to comments
 A brief overview was provided by Martha VanGeem and Jon McHugh.
 Motion 5 was made by Martha VanGeem and seconded by Jon McHugh to approve the
responses to all comments on addendum au. T he response was approved by hand vote (19-0-1)
with the chair abstaining.
 WG07DA41 Fan efficiency –in response to Ivanovich CMP
 Brief overview of the issues was provided by Michael Ivanovich

WG07DA41 Fan Efficiency (addendum bk) for publication public review as shown on

 T here were some questions about fan selection at part load.
 T he WG felt the 10% limitation would require better/tighter design from the engineer.
 Is this addendum written for stand-alone fans? The addendum is adding requirements
for fans that have not received any third party certification.
 WG07DA50 T able C-13 refrigeration (replaces Table C16 from addendum z)

 T he NOPR it is not a DOE rule and should not be referenced by this standard. It is too
early in the process to include any numbers from the NOPR.
 If this addendum is not released there is a risk of the refrigeration numbers being outof-date.
 T here were some issues on the analysis for this NOPR.
 Are these products commercially available?
 T he rule is expected by April of next year. (T his statement was noted as being incorrect
after the meeting had concluded. T his link

commercial refrigeration equipment. )
T he T echnical Support Document provides background information for the values in
the addendum.
It is disconcerting that the requirements in 189.1 may be getting ahead of a new
minimum rule.
T his timing is a best guess from a DOE perspective.
What is currently in the standard is outdated.
Why couldn’t DOE’s numbers from 2012 be used? Some of the numbers were updated;
however some are from 2005.

 How is the USDA bio-based list updated? It goes through a vetting process within the
USDA. T he USDA has a well-defined process for development and updates.
 GSA is required to follow this list.
 “ Salvaged” definition is confusing. How can an adjective be defined as a nown. What
does the “ it” refer to in the definition? “ Salvaged material” should be defined instead.
