The Town of Petrolia, here in after referred to as the Municipality, invites RFP’s for:

3. DISCREPANCIES OR OMISSIONS
Proponents that find discrepancies or omissions in the specifications or other documents
or having any doubts concerning the meaning or intent of any part thereof, should
immediately request in written form, either by fax, by email, or by mail, clarification from
the Municipality. Upon receipt of the written request for clarification, the Municipality
will send written instructions or explanations to all parties registered as having returned
the Acknowledgement Letter. No responsibility will be accepted for oral instructions.
4. EXAMINATION OF CONTRACT DOCUMENTS
The Proponent shall be deemed to have satisfied himself as to the sufficiency of the RFP
for the product and the prices stated on the RFP Form. These prices shall cover all
obligations under the RFP, and all matters necessary for the proper supply of the product.
5. PROOF OF ABILITY
The Proponent shall be competent and capable of supplying the product. The
Municipality may request proof of ability.
6. REQUEST FOR PROPOSAL SUBMISSIONS
Proponent’s shall complete the Request for Proposal Form, the Harmonized Sales Tax
Information Form and the Specification Sheets and submit these documents in a sealed
envelope.
RFP’s submitted by fax or electronically will not be accepted.
Proposals may be rejected for one or more of the following reasons:

Bids containing any other form of alteration, including but not limited to

The Municipality reserves the right to accept any Proposal or reject any or all Proposal
and waive formalities as the interests of the Municipality may require.
Tenders shall remain open for acceptance by the Municipality for a period of sixty (90)
calendar days after the closing date.
SPECIFICATIONS & INSTRUCTIONS
The Town of Petrolia presents these specifications for the purpose of soliciting bids
for installation and purchase of new equipment for its Public Works Department.
The specifications are to set minimum standards acceptable to The Town of Petrolia
and not to limit bids. Bidders may offer alternatives to the municipality for approval
prior to bid opening.
We understand the difficulty of designing a specification sheet that conforms to all of
the different manufacturer’s specifications. As a result, we have included a column
for the Proponent to confirm compliance with the minimum specification or specify
variations. This column must be completed and submitted and will be a factor in
determining the successful Proponent.
Any exceptions or deviation from these specifications must be stated in writing and
included with bid.
The Town of Petrolia reserves the right to approve as equal, or to reject as not being
equal, any article to bidder proposes to furnish which contains major or minor
variations from specifications. The decision of the Town of Petrolia is final.
Equipment being offered must be of the manufacturer’s standard model, and there
must be units in the area for comparison. Tenders will be considered only from
manufacturers or authorized dealers who can assure parts/service availability in the
immediate area.
No award will be made to a dealer for equipment to be delivered and serviced
outside his territory. The manufacturers’ standard warranty and inspection service
shall cover all components of the equipment furnished and the seller guarantees to
furnish this service anywhere within the vicinity of The Town of Petrolia.
Prior to delivery, equipment shall be completely serviced by the dealer in his own
shop including complete engine tune-up, complete lubrication, wheel alignment and
balance and all other services and adjustments necessary to permit immediate full
time use. All equipment engines, transmissions, differentials and other components
shall be serviced and protected to withstand a continuous temperature of at least 32
degrees Celsius below zero.
The make and model of each component must be stated with bid and disclosed on an
attached specification sheet. Mixing of equipment from different suppliers or model
years for the above (i.e. Brand “X” plow and Brand “Y” body) is not acceptable.
There shall be a minimum 1 Year Warranty, unless otherwise stated, on material and
workmanship from the date of delivery, unless there are deficiencies. If deficiencies
exist, warranty will commence at final acceptance.
The bidder will disclose that the truck being supplied is identical, in every aspect.
Submittals for repainted, altered, retrofitted, (i.e. one truck ordered, one truck off the
lot or from another dealer) or different model years will be rejected.
Bidders may submit more than one bid of offering different cab/chassis
manufacturers.
Bidders will submit all manufacturers’ specifications and literature which fully
describe the item(s) being offered, including any optional equipment. This will
become part of the contract documents for the successful Bidder. Additionally for the
Cab/Chassis, at least one photo (either of an existing unit or supplied by the
manufacturer) clearly illustrating the Cab/Chassis configuration that is being
proposed must accompany the bid. Exceptions will be considered with prior
notification. The Town of Petrolia reserves the right to reject delivery of any vehicle
that was misrepresented prior to award of bid.

SPECIFIC CONDITIONS
1. PICKUP AND DELIVERY
The Corporation is tendering at the same time for a new SINGLE axle cab and chassis
(114 in. CA), upon receipt of this vehicle the successful Bidder shall pickup and deliver
the complete vehicle to the Town at the earliest opportunity. Quote price F.O.B Town
of Petrolia Works Department Garage, Petrolia Ontario and indicate lead-time for
delivery on the Schedule of Items & Prices.
Bidders are advised that the delivery time that is indicated on the Schedule of Items &
Prices, for the completed vehicle including all specified attachments, will be Firm and
will be considered during the evaluation process.
Failure to meet the Firm delivery schedule may cause the Municipality additional
expense, the cost of which may be deducted from the Successful Bidder’s invoice for
the completed vehicle.
2. HARMONIZED SALES TAX (H.S.T.)
H.S.T. is applicable to the item(s) listed and is to be included as provided for on the
Schedule of Items & Prices.
3. PAYMENT TERMS
The Corporation’s normal terms of payment are NET 30 DAYS. In view of the high
value of the item(s) specified within this Tender, Bidders are invited to indicate an
“early payment” discount/terms offered should their Tender be successful for the
award.

5. MANUFACTURER’S SPECIFICATIONS

6. WARRANTY
The tender will include all warranties and guarantees covering materials and
workmanship. The successful Bidder at no additional cost to the Town will carry out
any repairs, services or adjustments during the warranty period for this unit. If the
vehicle needs to be returned to supplier for warranty work, it will be at full cost to the
successful Bidder.
7. PRE-DELIVERY INSPECTION/SET-UP
The successful Bidder will be required to perform a pre-delivery inspection and
complete set-up/adjustment for the vehicle and respective attachments bid.
8. DEMONSTRATION
Bidders may be required to provide an on site demonstration of vehicle(s) being
offered for consideration.
