The Equality Act 2010
The Equality Act 2010 and, before it, the 1995 Disability Discrimination Act aim to end the
discrimination that many disabled people face. These acts give disabled people rights in the
areas of employment, education and access to goods, facilities and services (such as shops,
accommodation and visitor attractions).

Equality Act in practice
It is unlawful for service providers to treat people less favourably because of
disability and they must make ‘reasonable adjustments’ for them, such as giving
extra help or changing the way they provide their services.
Every situation is different and as such, the adjustments made by each
organisation will vary. What is considered a reasonable adjustment for a large
organisation, like a bank, may be different from a reasonable adjustment for a
small local shop. It is about what is practical in the service provider’s individual
situation and what resources the business may have.

Deafgard & Dorgard ‒ Fire alarm warning and door release
How do they work?
These products are designed for use in commercial and business premises and
their operation relies on the installation of a building fire alarm complying with
BS5839-1/3 2013 for Deafgard & BS7273-4 for Dorgard.
"The sound pressure level of alarm signals should be generally, throughout all accessible areas of
the building not less than 65dB(A) ..... where the sound pressure level of background noise is
greater than 60dB(A), the sound pressure level of the fire alarm signal should be 5dB above the
sound pressure level of background noise."
Regarding residential situations, such as hotels, it also states: The sound pressure level of alarm signals "should
be not less than 75dB(A) at the bed head within rooms in which the fire alarm system is intended to rouse
people from sleep".
The Deafgard/Dorgard product itself knows nothing about smoke or fire; it is the continuing sound of the
building fire alarm which they respond to. For those with a technical interest the trigger level is 65dB SPL with a
4 second sampling rate. If 65dB is detected 4 times in a row a fire alert will be activated.
For the Deafgard, the fundamental principal is based on the requirement for fire alarms in residential
accommodation to generate a minimum volume of sound at the bed head. It is this required continuous level
of sound which triggers the Deafgard.
Deafgard ‒ vibrating fire alarm warning system
Deafgard is an ideal product to help hotels and other residential facilities comply with the Equality Act. When asleep, deaf
and hard of hearing people are in danger of not hearing a fire alarm. Deafgard provides a flexible, wirefree solution for
night-time use.
Deafgard is a stand alone, wirefree fire alarm listening device for deaf and hard of hearing
people. It consists of a battery-powered, acoustically triggered bedside unit that
incorporates a high intensity strobe and a vibrator pad which is placed under the pillow.
Deafgard listens continually for the fire alarm and when detected, the under pillow pad
vibrates waking the sleeper and the activated flashing strobe provides complementary
visual indication in case the guest is in the room but not in bed. The LCD
display will also display the message ‘FIRE’.
A secondary but rather useful feature of the
Deafgard is a vibrating alarm clock facility.
Deafgard is a lightweight and portable unit and requires no installation, meaning
it can be kept at reception and given to guests to take to their room when
needed.
Deafguard would be a recommended choice and is an ideal reasonable
adjustment for hotels, sheltered housing and halls of residence where an
appropriate fire detection system is already installed.
In the opinion of our evaluation panel, Deafguard not only helps you meet your
legal requirements under the Equality Act, it gives both you and your guests
peace of mind, knowing that in the event of a fire, they would be safe. It also
gives deaf people independence and privacy and is preferable to a system where
a member of staff is assigned to alert them to an alarm. A highly recommended product.
Please note: a Deafgard could be used at home, but as it does not itself include a
smoke/fire detector the house would require an appropriate fire alarm system with
adequate volume at the bed head.

Dorgard ‒ firedoor release doorstop
Dorgard is a device designed to safely hold open a fire door and
automatically release the fire door upon the sound of a fire alarm.
Unlike electro-magnetic retainers, Dorgard requires no wiring as it is battery
operated and self-contained. Installation is easy, quick and non-disruptive. It is fixed
to the fire door with four screws and takes approximately 5 minutes to install. Once
you have inserted two C size batteries (supplied), Dorgard is ready for duty.
When Dorgard is holding open a fire door, it listens for a continuous fire alarm
sound level of over 65 decibels. After approximately 14 seconds it will release,
allowing the fire door to close under the pressure of the overhead door closure.

Commercial fire alarm systems ‒ adding night-time alerting for deaf and hard of hearing people
A 24 volt vibrator pad and locking socket for wiring into a commercial integrated
24v building fire alarm system, providing night-time vibrating alert facility for
residential accommodation ‒ such as hotels, universities or care homes.
The circular vibrator pad has a miniature 3 pin XLR plug and requires 24 volts dc
nominal (27 volts dc max). Current ‒ 120mA nominal, 160mA max.
Suitable for intermittent (test and alarm conditions) use. The units are suitable for
alarm purposes where alarm or operator reset is undertaken when alarm conditions
come into force. Damage may occur if the unit is left running for periods longer than
1 hour without reset. The units are not designed for continuous use.

An introduction to Induction Loop Systems for Service Providers
‘Service providers are required to make changes, where needed, to improve service for disabled customers or
potential customers. There is a legal requirement to make reasonable changes to the way things are done (such
as changing a policy), to the built environment (such as making changes to the structure of a building to improve
access) and to provide auxiliary aids and services (such as providing information in an accessible format, an
induction loop for customers with hearing aids, special computer software or additional staff support when using
a service).’

What is an induction
loop system?
Most people are
familiar with public
address (PA) systems.
There is normally a
microphone for the person speaking
which is connected to an amplifier
which in turn feeds the speakers.
Sometimes there is also a mixer to
allow the input of either additional
microphones or another audio
source such as a television.

hearing aid wearer to concentrate on
one particular sound. If a hearing aid
user turns up their hearing aid
volume control they will increase all
the sound, and the person shuffling
or coughing next to them will still be
louder than the person speaking.
The induction loop allows a hearing
aid user to listen to a single sound
source with all background noise
eliminated. The hearing aid user can
also adjust their volume without
affecting anyone else.
How is the sound heard?
When the individual’s hearing aid is
set to the ‘loop’ program (sometimes
known as ‘T’) it will pick up the signal
from the induction loop and the
sound is fed directly into the hearing
aid.
If there is an existing PA sound
system you can connect it directly
into the induction loop amplifier.
This has the advantage that, as the
person talking is able to hear the
sound from the speakers, they use
their microphone more effectively
because they themselves hear when
they have moved away from the
microphone.
With a public area induction loop
system, the sound source is either

Wireless Group Listening Systems
Portable wireless systems offer a very straightforward and flexible approach to providing access for deaf and
hard of hearing people in line with the requirements of the Equality Act. Needing no installation, wireless
systems can be ready to use whenever and wherever they are required and with any number of people, from
individuals to large groups.
A portable wireless system comprises a radio microphone transmitter for the person speaking and one or more receivers for
those listening. With the receiver, hearing aid wearers use a neck loop with their aids on the ‘Loop’ program and others listen
using headphones.

The Audioropa system is a top-of-the range UHF wireless listening solution, designed for applications where a premium
system is required. The units are very small and light, with a stylish, modern look and LCD screen showing battery status,
FM channel and other useful information. They offer a very long range and excellent sound quality.

Public Address systems ‒ SoundRanger
SoundRanger portable wireless amplifiers with built-in
radio microphone receivers are ideal for outdoor sound
reinforcement or for use inside for events and conferences.
These portable products offer an excellent quality, cost effective and flexible
all-in-one sound reinforcement solution. They include built-in radio
microphones, with the receiver, amplifier and speakers all in one unit ‒

Portable loop systems for hard of hearing people in public places
ILD100 portable loop system
An easy to set up and use system to provide loop facilities for areas up to 8 x 8m. Ideal whenever a loop system is
occasionally required for meetings, discussions, etc. or to ensure Equality Act compliance.
The system includes a constant current amplifier which utilises a single turn loop.
We supply pre-cut cables, with 4mm plugs & sockets, in different lengths to allow
you to plug them together as required to create a loop the right size for the area.
Loop wire can be a potential tripping hazard
and should always be taped down ‒ a reel of
‘gaffa’ tape is included. The wire we have
selected is very flexible, making it easy to
place & fix and resistant to tangling.
The boundary layer microphones supplied
with the system use the surface that they are on, such as a table, to increase sensitivity and
are particularly suitable for group discussions and meetings.

ILD100 Portable Loop with radio microphone and Soundranger Micro sound re-inforcement kit
Provides amplified sound with a radio microphone for one presenter from one speaker together with an inductive loop
(max 8 x 8m).
Having both amplified sound, and an induction loop signal, means that all of the guests at your meeting will be able to hear
more clearly. Those with mild hearing loss benefit from the amplified sound from the Soundranger Micro. Hearing Aid users
(with aids that have a loop program) will be able to listen to the loop signal.
During ‘round-table’ type discussions, the conference microphones may be used to pick up sounds from around the table. This
will benefit those using the loop who use hearing aids that do not have a combined ‘M/T’ setting.
(NB. Sound picked up by the conference microphone will be audible
through the induction loop system but will not be broadcast through
the Soundranger Micro loudspeaker).
If required, additional ‘Loop Listeners’ (Part no. 40ILRKIT) may be

Transportable loop systems
Connevans offer a range of transportable hearing aid ‘T’ loop systems to
provide Equality Act facilities for venues up to 20 x 20m. They can be used as
a 'stand-alone' system or linked with a Public Address facility.
The Connevans transportable loop systems are fitted into hard sided
flight-cases for convenience and ease of use. The rack
mount approach allows components to be safely fixed
and connected ‘ready to go’.
Two radio microphones are included as standard;
bespoke systems with additional radio microphones
and/or Public Address amplifiers can be configured
upon request.

Connevans supply a range of induction loop systems to cover most sizes of halls and public places and enable compliance
with the requirements of Building Regulations 2010 (revision effective October 2015) document M vol 2; Access to and use of
buildings, Sections M1 & M2, which apply to booking and ticket offices, large reception areas, auditoria and meeting rooms.
Specifying & installing loop systems for larger rooms can be daunting but we are happy to provide help and advice.

For areas larger than 6 x 6m we supply Ampetronic Constant Current Loop Amplifiers which utilise a single turn loop. They
can be supplied in kit form ready for DIY installation or, alternatively, we are able to provide an installation service. 19” rack wall

Site Survey
Connevans offer a loop site survey service to determine any particular installation requirements for your venue ‒ please
check with Customer Services that surveys can be carried out in your area. Typical cost of site survey: £390 (£325 ex VAT).
The Connevans site survey service covers three elements:
l On site discussion and evaluation of the needs of the customer in order to prepare a system proposal which fully meets
their specific requirements.
l Technical survey to check the suitability of the proposed site ‒ we will check the level of background inductive noise to
ensure feasibility, decide the best loop wire position and calculate which is the appropriate amplifier for optimum
performance.
l Practical test with a temporary trial loop to check for potential field strength losses where necessary.
Installation
Connevans offer a full installation and demonstration service for loop systems ‒ please check with Customer Services that
installations can be carried out in your area. Typical cost of installation: £564 (£495 ex VAT) per system.
A good site survey and installation can make the difference between just being able to say that you have a loop fitted or
having a loop installation about which people say ‘I enjoyed the session, for once I could hear what was said’.

The DIY Kit options for self installation are:
Kit 1 for connecting to an existing PA system ‒ with this kit the output from your existing sound system is used to feed the
hearing aid induction loop amplifier.
Kit 2 stand alone loop system ‒ this system is supplied with two radio microphones. The lapel mic radio microphone is
intended for the main presenter to wear and the handheld radio mic can be used by anybody introducing them and also for
questions from the floor ‒ which are otherwise very difficult for hearing aid users to hear.
A conventional wired microphone is also included in Kit 2 systems. It is our experience that ‘expensive’ radio microphones are
sometimes unavailable, locked ‘safely away’ when an unplanned use of the room loop is required; so we include a ‘less
expensive’ wired microphone to leave available at all times with the loop amplifier. It is also a very good backup for when a user
has a problem with a radio microphone ‒ even if it is only caused by a flat battery!
Kit 2 packages include a multi-channel Mic/Line Mixer which has two XLR mic inputs and two aux inputs. The aux inputs are
suitable for connection to TV or other music source. If more than 2 microphones are required, alternative mixers are available ‒
please contact us to discuss your requirements.
Both kits are straightforward to install and include a Connevans AFILS field strength meter/listener.

Connevans AFILS Loop Field Strength Meter
The Connevans 40IFSCE Audio Frequency Induction Loop field strength meter is a
calibrated precision measurement device. It is designed to meet the requirements of
BS7594.
Two different frequency response characteristics are provided: 'NORMAL' which is a
restricted response, similar to that of a hearing aid, and 'FLAT' which is a wide, flat
response, similar to that of an equalized induction loop receiver for wide-band
communication. Both filter characteristics meet the requirements of BS7594.
The meter is calibrated in two ranges; +3dB to -24dB and -24 to -51dB with
respect to the field strength of 0.56A/m recommended by BS7594, allowing
background magnetic noise levels to be measured as well as AFILS signal
strength. The measured audio signal may be monitored using headphones on
all range and filter combinations.
This meter has a number of important features that distinguish it from other similar meters on the market:
l The indicating scale is referenced to a magnetic field strength of 0.56A/m, as
recommended in BS7594.
l The meter responds to programme peaks. The PPM style of indicator allows the user
to verify in real time that an AFILS can provide sufficient field strength for good
speech clarity.
l The monitor audio output is active on all range and filter combinations. The monitor
output frequency response emulates that of a typical induction loop listener. This
means that the person testing hears a similar signal to that to be heard by a loop user.
l The meter is operated in the vertical plane so that it is easy to read when held at the
hearing aid position.
l The meter is designed with high quality components for low noise and operates over
a very wide range of 54dB in two stages. The range

ACCA ‒ Inductive Loop Counter Systems
An Across the Counter Communication Aid (ACCA), is designed to allow a hearing aid user with a
loop program (sometimes referred to as a ‘T’ setting) to listen to someone who is the other side
of a glass partition, security screen or counter; something that is often difficult enough for those
with normal hearing!
The system usually consists of a microphone on the
counter clerk’s side of the divide; this microphone is
then fed into an amplifier which feeds a loop pad.

It is important to check a proposed installation position for
suitability before installing a loop system; including a check
for background magnetic noise. For example, some computer
screens can be a source of magnetic noise and it may be
necessary to move the screen or the loop or even both.
Connevans are able to offer an installation service on the UK
mainland, please check with Customer Services that
installations can be carried out in your area.
A typical cost is £ 300 (£ 250 ex VAT) per ACCA based on a minimum of 2 installations on the site ‒ i.e. min charge £ 600 (£ 500

Sarabec LA90 portable loop
LA90 handset kit
The LA90 is supplied with a tie-clip microphone, which is a useful accessory if there is
background noise such as air conditioning or where the speaker needs to be further
away from the unit. You can use the external mic at
the same time as the internal mic, which allows you
to pick up the voice of a person either side of the
unit, great if both users wear a hearing aid.
The LA90 has no handle but is light and easy to
move. It can also be screwed down to a counter or
secured using a Kensington type lock. Battery life is
approximately 6 hours from a 4 hour charge but it
can be powered from the mains if required.
In the opinion of our evaluation panel, the LA90
