14 Providing Access for Visitors The Equality Act 2010 The Equality Act 2010 and, before it, the 1995 Disability Discrimination Act aim to end the discrimination that many disabled people face. These acts give disabled people rights in the areas of employment, education and access to goods, facilities and services (such as shops, accommodation and visitor attractions). Every situation is different and as such, the adjustments made by each organisation will vary. What is considered a reasonable adjustment for a large organisation, like a bank, may be different from a reasonable adjustment for a small local shop. These products are designed for use in commercial and business premises and their operation relies on the installation of a building fire alarm complying with BS5839-1/3 2013 for Deafgard & BS7273-4 for Dorgard. "The sound pressure level of alarm signals should be generally, throughout all accessible areas of the building not less than 65dB(A) ..... where the sound pressure level of background noise is greater than 60dB(A), the sound pressure level of the fire alarm signal should be 5dB above the sound pressure level of background noise." Regarding residential situations, such as hotels, it also states: The sound pressure level of alarm signals "should be not less than 75dB(A) at the bed head within rooms in which the fire alarm system is intended to rouse people from sleep". The Deafgard/Dorgard product itself knows nothing about smoke or fire; it is the continuing sound of the building fire alarm which they respond to. For those with a technical interest the trigger level is 65dB SPL with a 4 second sampling rate. If 65dB is detected 4 times in a row a fire alert will be activated. For the Deafgard, the fundamental principal is based on the requirement for fire alarms in residential accommodation to generate a minimum volume of sound at the bed head. It is this required continuous level of sound which triggers the Deafgard. Deafgard ‒ vibrating fire alarm warning system Deafgard is an ideal product to help hotels and other residential facilities comply with the Equality Act. When asleep, deaf and hard of hearing people are in danger of not hearing a fire alarm. Deafgard provides a flexible, wirefree solution for night-time use. Deafgard is a stand alone, wirefree fire alarm listening device for deaf and hard of hearing people. It consists of a battery-powered, acoustically triggered bedside unit that incorporates a high intensity strobe and a vibrator pad which is placed under the pillow. Deafgard listens continually for the fire alarm and when detected, the under pillow pad vibrates waking the sleeper and the activated flashing strobe provides complementary visual indication in case the guest is in the room but not in bed. The LCD display will also display the message ‘FIRE’. A secondary but rather useful feature of the Deafgard is a vibrating alarm clock facility. Deafgard is a lightweight and portable unit and requires no installation, meaning it can be kept at reception and given to guests to take to their room when needed. Deafguard would be a recommended choice and is an ideal reasonable adjustment for hotels, sheltered housing and halls of residence where an appropriate fire detection system is already installed. In the opinion of our evaluation panel, Deafguard not only helps you meet your legal requirements under the Equality Act, it gives both you and your guests peace of mind, knowing that in the event of a fire, they would be safe. It also gives deaf people independence and privacy and is preferable to a system where a member of staff is assigned to alert them to an alarm. A highly recommended product. Please note: a Deafgard could be used at home, but as it does not itself include a smoke/fire detector the house would require an appropriate fire alarm system with adequate volume at the bed head. Unlike electro-magnetic retainers, Dorgard requires no wiring as it is battery operated and self-contained. Installation is easy, quick and non-disruptive. It is fixed to the fire door with four screws and takes approximately 5 minutes to install. Once you have inserted two C size batteries (supplied), Dorgard is ready for duty. When Dorgard is holding open a fire door, it listens for a continuous fire alarm sound level of over 65 decibels. There is a legal requirement to make reasonable changes to the way things are done (such as changing a policy), to the built environment (such as making changes to the structure of a building to improve access) and to provide auxiliary aids and services (such as providing information in an accessible format, an induction loop for customers with hearing aids, special computer software or additional staff support when using a service).’ Source: EQUALITY ACT 2010: WHAT DO I NEED TO KNOW? Government Equalities Office, July 2010 What is an induction loop system? Most people are familiar with public address (PA) systems. There is normally a microphone for the person speaking which is connected to an amplifier which in turn feeds the speakers. Sometimes there is also a mixer to allow the input of either additional microphones or another audio source such as a television. which makes it very difficult for a hearing aid wearer to concentrate on one particular sound. If a hearing aid user turns up their hearing aid volume control they will increase all the sound, and the person shuffling or coughing next to them will still be louder than the person speaking. The induction loop allows a hearing aid user to listen to a single sound source with all background noise eliminated. The hearing aid user can also adjust their volume without affecting anyone else. How is the sound heard? When the individual’s hearing aid is set to the ‘loop’ program (sometimes known as ‘T’) it will pick up the signal from the induction loop and the sound is fed directly into the hearing aid. If there is an existing PA sound system you can connect it directly into the induction loop amplifier. This has the advantage that, as the person talking is able to hear the sound from the speakers, they use their microphone more effectively because they themselves hear when they have moved away from the microphone. With a public area induction loop system, the sound source is either similarly from a microphone or from an existing sound PA system which is then connected to the induction loop amplifier which then feeds an induction loop. This induction loop is a wire run around the area to be looped. Needing no installation, wireless systems can be ready to use whenever and wherever they are required and with any number of people, from individuals to large groups. It is designed to meet the requirements of BS7594. Two different frequency response characteristics are provided: 'NORMAL' which is a restricted response, similar to that of a hearing aid, and 'FLAT' which is a wide, flat response, similar to that of an equalized induction loop receiver for wide-band communication. Both filter characteristics meet the requirements of BS7594. The meter is calibrated in two ranges; +3dB to -24dB and -24 to -51dB with respect to the field strength of 0.56A/m recommended by BS7594, allowing background magnetic noise levels to be measured as well as AFILS signal strength. The measured audio signal may be monitored using headphones on all range and filter combinations. This meter has a number of important features that distinguish it from other similar meters on the market: l The indicating scale is referenced to a magnetic field strength of 0.56A/m, as recommended in BS7594. l The meter responds to programme peaks. The PPM style of indicator allows the user to verify in real time that an AFILS can provide sufficient field strength for good speech clarity. l The monitor audio output is active on all range and filter combinations. You can use the external mic at the same time as the internal mic, which allows you to pick up the voice of a person either side of the unit, great if both users wear a hearing aid. The LA90 has no handle but is light and easy to move. It can also be screwed down to a counter or secured using a Kensington type lock. Battery life is approximately 6 hours from a 4 hour charge but it can be powered from the mains if required. In the opinion of our evaluation panel, the LA90 portable loop system is more compact and smarter looking than the other desk top systems we supply.
