Legislation Summary
When selecting ventilation you can come across many terms and expressions used to promote certain products and systems over others in relation to legislative compliance. It is often not clear what is needed or why and so the aim here is to explain and simplify the most common terms used when ventilation is being specified.
Approved Document F
Also known as Part F or ADF. Part F is the legislation that outlines the ventilation requirements for both new build and existing dwellings. If a product is described as Part F compliant then it meets the criteria set out in this legislation.
Approved Document L
Also known as Part L or ADL. This deals with the conservation of fuel and power - basically energy efficiency. Part L was updated in
2013 and stated energy efficiency targets for houses had to improve by 8%. Ventilation has to comply with a maximum energy use called Specific Fan Power and these are set according to the type of ventilation being used.
Intermittent Extract Ventilation - no higher than 0.5 W/l/s
Continuous Extract Ventilation - no higher than 0.7 W/l/s
Continuous Supply Ventilation - no higher than 0.5 W/l/s
MVHR - no higher than 1.5 W/l/s
SAP
The Government’s Standard Assessment Procedure (SAP) is used for assessing the energy performance of dwellings and the associated running costs and also CO² emissions. The calculation is based on the energy balance (energy running costs vs overall energy efficiency) taking into account a range of factors that contribute to energy efficiency - ventilation is one of these factors.
How do all these things tie together and affect ventilation?
In its simplest form what is being outlined is:
• New builds and refurbs now have to meet various energy efficiency criteria as well as minimum standards of ventilation as laid out by Government legislation (Part L & Part F respectively).
• The ventilation used can have a beneficial effect on your SAP rating and these are listed in the National Calculation Database.

Mechanical Extract Ventilation (MEV)
MEV
Whole house Mechanical Extract Ventilation (MEV) provides simultaneous ventilation of separate wet areas, kitchens and utility rooms in a house or flat, gathering wet polluted air and discharging it into the atmosphere.
How Does It Work?
• Unit is centrally located - normally in a loft or a cupboard.
• Extract vents are connected to the central unit using ducting.
• Air is simultaneously extracted from wet rooms - bathrooms, kitchens, en-suites, utilty rooms - up to
5 rooms simultaneously.
Usage
• Primarily used in domestic new build applications due to the need to run long ducting runs, although suitable for all types of domestic dwellings.
• Within the building regulations airtight houses are considered to be those with leakage less than 5m³ per hour per square metre of external envelope.
New build houses with more than this would benefit from MEV.
User Friendly Installation
• Can be wall, ceiling or loft mounted for convenience.
• Easy commissioning - each spigot has an auto air volume regulator which controls the air volume pressure regardless of duct length.
• Unit can be controlled via remote switch enabling the user to select one of three fan speeds depending on their particular requirements.
Benefits
• Energy efficiency - Continuously runs at a very low rate and uses considerably less energy than having intermittent extractor fans in all the wet rooms.
• Near silent running - Because they extract continuously, they can do so at very low levels and with the unit sited remotely, they are extremely quiet.
Kit Contents

4" & 6" Domestic Fans
4" (100mm) intermittent extract fans are generally used for bathrooms, ensuites and toilets, with 6" (150mm) being used for kitchens and utilities where a higher rate of extraction is required. They operate most efficiently when wall or ceiling mounted and extract polluted air directly out of the property i.e. no extra ducting is required. The Newlec range of intermittent extract fans can be operated in one of four ways depending on the model selected.
No Additional Fan Controls
• Fan switches on or off remotely through light switch or other remote switch.
Timer
• Timers will continue to run for a predetermined amount of time
- usually between 2 and 20 minutes - once the light has been switched off.
Pull Cord
• Allows the fan to be operated manually rather than being set to turn on when the light switch is turned on.
Humidistat
• This is a built-in adjustable sensor that will switch the fan on/off automatically when the humidity in the room reaches a certain level.
Newlec fans come with a choice of shutter options dependent on the model:
No Shutters
• Low cost on intermittent fans.
• Continuous running fans.
• In-line fans.
Backdraught Shutters
• Are plastic hinged flaps (also known as butterfly shutters) fitted on to the discharge of extractor fans which open when air is being extracted but do not allow air from the outside to travel back in to the property via the fan when not in operation.
Automatic Shutters
• These are thermo-activated internal shutters behind the interior grille of the fan which open and close silently completely sealing the unit when not in use to prevent any draughts, noise ingress or heat loss.
4" (100mm) Standard Fans
• Ideal for bathrooms, ensuites and toilets.
• Can be wall or ceiling mounted.
• High quality ABS mouldings.

Commercial Fans
In order to determine the right size fan for the commercial application required, you need to calculate the correct fan performance (M³/hr). To do this calculate the room volume in cubic metres, i.e. length x breadth x height, and then multiply by the number of air changes required. For example a canteen is 10M wide by 6M long and 3M high, the canteen is 180M³ (10 x 6 x 3) and requires 8 air changes - 180 x 8 = 1440 M³/hr extract performance required. Assuming the fan is wall mounted, then select a 12" wall fan.

Energy Efficient Hand Dryers
The Enhanced Capital Allowance (ECA) scheme defines energy efficient dryers as those that use less than 6.9kWh of electricity per 1000 standard cycles. All Newlec energy efficient dryers meet this criteria with the 1.6kW fast dry hand dryer ranges being on the Energy Technology List (ETL) meaning they are eligible for the governments ECA scheme.
The ECA scheme provides businesses with enhanced tax relief for investments in equipment that meets their published energy saving criteria thereby providing an incentive to invest in energy efficient equipment (see etl.decc.gov.uk for further details).

Installed Electric Heating
Electricity as the main heating source for a home has many advantages over other forms of heating and is set to increase in popularity over the coming years.
This is because electric heating:
• Is easy to install whether in a new build property or as a refurb - no pipework to consider.
• Becoming increasingly energy efficient.
• Easily added to as a system - perfect for extensions, conservatories etc.
• Requires little to no ongoing maintenance.
• Controllability - can be controlled on a room by room basis or as a whole house system. No other system can achieve this level of control.
• Is 100% efficient at the point of use.
• Extremely safe as does not burn fossil fuels - no potential CO risks or requirements for flues.
Storage Heaters
Uses off peak electricity to store heat which is slowly released over the course of the day - efficient when a constant heat is required over long periods in a day.
Energy Efficient Storage Heaters
Highly sensitive thermostat accurrate to +/-0.1°C combined with a smart charge control module means these storage heaters can offer energy savings of over 30% compared to traditional manual models*
Combi Storage Heaters
A charge regulator automatically adjusts the amount of energy stored backed up by a built in convector heater that can provide completely silent top up heating.
Automatic Storage Heaters
A charge regulator automatically adjusts the amount of energy stored leading to significant savings over standard manual storage heaters.

Storage Heaters
Storage heaters are specifically designed to operate using cheaper off-peak electricity to store heat. When the off-peak period finishes the heat is gradually released into the room over the course of the day. All Newlec storage heaters have the following benefits:
Room temperature boost control increases heat output when required
• Willow white colour.
• Drip proof (IPX2 rated).
• Automatic charge regulator - automatically adjusts the level of input charge to compensate for changing weather conditions without user intervention.
• Manual reset thermal cut-out.
• Compatible with all off-peak tariffs.
NL10658
Two types of storage heaters are available, each with their own benefits:
Automatic Storage Heaters
• Thermostats have an automatic charge regulator. This measures the temperature in the room and automatically adjusts the charge regulator accordingly. This can lead to significant running cost savings over manual storage heaters.
Combination Storage Heaters
All the benefits of an automatic storage heater plus the added advantage of having a built in convector heater - essentially offering two heaters in one compact space. Benefits of this include:
• Convector supplies completely silent top up heating.
• Convector thermostat can be set to maintain constant room temperatures and automatically switch on as necessary.
• Can provide top up heat even if no heat has been stored overnight - particularly useful in summer months if there is a sudden cold spell.

Electric Radiators
Electric radiators are a real innovation in cost effective electric heating. They provide central heating that can be controlled room by room, hour by hour to perfectly suit the users requirements.
• Direct replacement for both panel convector and storage heaters.
• Electronic energy optimiser - restricts flow of electricity to the radiator meaning on average a 1.5kW heater uses only 0.63kW of electricity to maintain constant room temperature leading to increased energy savings.
• Three operating modes - Comfort, Economy and Frost protection.
• Quick-fix wall mounting brackets - save up to 50% on install time.
• Environmentally friendly fluid filled aluminium fins means that the heat is transferred quickly and evenly into the room via both radiation and convection.
Offers total control room by room with built-in daily/weekly programmer
Highly Accurate Thermostat
The more accurate the thermostat then the more efficient the heater. Newlec electric radiators and Energy Efficiency Storage Heaters are accurate to +/-0.1°C giving the following energy savings vs less accurate thermostats.
• Thermostat with +/-0.3°C uses up to 4.8% extra energy.
• Thermostat with +/-0.5°C uses up to 8% extra energy.
• Thermostat with +/-1.0°C uses up to 16% extra energy.
Guide to Electric Heating Costs - Electric Radiators vs Panel Heaters
The following table is a guide to costs based on a required temperature of 21°C, ceiling height of 2.4mtrs and ‘U’ values, ext.walls 1.5, floors 0.75, roof insulation 0.31 and glazed areas 2.9. The exact heater required would depend on the room size that needed to be heated. For a more accurate guide we would require more information, including actual “U” values.
Please contact us to help you select and size your radiators accurately.
All costs are based on an assumption of £0.14 per Kwh peak and £0.06 per Kwh off peak electricity rates.
