REQUEST ACCEPTED – TAX ABATEMENT CHANGES – TAX ASSESSOR/

Motion by Judge Sadler, seconded by Commissioner Meador, to accept changes to the

Montgomery County Tax Abatement Policies, Procedures and Application recommended by the Tax Abatement Review Committee and order that the necessary Public Notice and hearings be had. Motion carried.

10. CHANGES APPROVED – 2014 PLANNING CALENDAR – TAX ASSESSOR/

COLLECTOR

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve changes to the 2014 Planning Calendar relating to Public Hearings and Adoption of the

2014 Tax Rate(s) pursuant to new State Laws for Truth-in-Taxation Mandates. Motion carried.

11. REQUEST APPROVED – EDUCATIONAL SCHEDULE – TAX ASSESSOR/

COLLECTOR

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve

Educational Schedule for Fiscal Year ending 2015 resulting in new Mandates of Senate

Bill 546 and the resulting Salary Schedule that has a Gross Annual Savings of $48,048.

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve the purchase of Processing Equipment. Estimated cost is $167,281.00 for the Processing

Equipment and $9,146.00 for a Heavy Duty Shredder. Total $176,427.00. Contingency will be a funding source if necessary. Motion carried.

13. PROPOSAL APPROVED – DETENTION POND DESIGN – COUNTY ENGINEER

Motion by Judge Sadler, seconded by Commissioner Doyal, to approve a proposal from

Bleyl & Associates to perform an evaluation of the Montgomery County requirements for detention pond design as a cost of approximately $34,500.00. Funding source is

Contingency. Motion carried.

14. REQUEST APPROVED – CUMULATIVE SHORTAGE FORGIVENESS – LIBRARY

Motion by Commissioner Meador, seconded by Judge Sadler, to forgive the cumulative shortage amount of $335.83 in Library system revenues during Fiscal Years 2010, 2011,

2012, and 2013. Motion carried.

15. REQUESTS APPROVED – POSITION CLOSURES/FUNDS TRANSFER – COUNTY

CLERK

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve the following changes:

Transfer $8,847.54 to position 404-8502-1 from position 404-4125-4.

Transfer $7,965.36 to position 404-8550-1 from position 404-4125-4.

Close positions 404-4125-4 and 404-4125-9.

Closing these positions returns $86,211.14 to the County. Motion carried.

16. REQUESTS APPROVED – NEW POSITION/NEW HIRE – FORENSIC SERVICES

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve the new position in the Forensic Services Department. This is an Administrative Manager position set at $49,360.00. Also approved the request to fill the Forensic Supervisor position with a new employee as the set salary of $40,560.00. Funds will be taken from budget line 7396. Due to the number of cases these changes will go into effect before the next Fiscal Year. Motion carried.

Commissioner Meador suggested that during the Budget Hearings, they should examine

Montgomery County having a Medical Examiner’s office.

17. REQUEST APPROVED – TRANSFER OF MONIES – AUDITOR

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve the transfer of $626.77 from the Court Report Service Fund to County Court at Law 1 budget

426 for the reimbursement of a Case Catalyst Annual Support Renewal for their Court

Report. Motion carried.

18. AMENDED CONTRACT APPROVED – DAC BOND – AUDITOR

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve the

Amended Contract with DAC Bond for post issuance debt compliance and authorize

Judge Sadler to sign. Motion carried.

Motion by Commissioner Meador, seconded by Commissioner Rinehart, to award the

RFP/Q Additional Five (5) Phase Treatment Services (Project 2014-0055) to Counseling

Center of Montgomery County. Motion carried.

20. DISCRETIONARY EXEMPTION APPROVED – EQUIPMENT PURCHASE –

EMERGENCY MANAGEMENT

Motion by Commissioner Meador, seconded by Doyal, to approve the following discretionary exemption:

Purchase of equipment trailer from LDV, Inc. through General Services Administration,

Contract #GS-30F-0009L, in the amount of $70,300.00. Funded through the 2013 UASI

Grant. §271.103(a)(b). Motion carried.

Motion by Commissioner Doyal, seconded by Commissioner Meador, to approve the purchase of one Gradall XL3100-IV 4x2 Wheeled Excavator and accessories from

Associated Supply Company, Inc., in the amount of $319,424.40 through the Interlocal

Agreement with HGAC Contract #EM06-13. Motion carried.

23. PURCHASE APPROVED – STREET SWEEPER – PRECINCT 3

Motion by Commissioner Doyal, seconded by Commissioner Meador, to approve purchase of one Schwarze A7 Tornado Air Street Sweeper and accessories, from

Schwarze Industries, Inc., through the Interlocal Agreement with HGAC Contract

#SW04-14, in the amount of $177,500.00. Motion carried.

24. AGREEMENT APPROVED – ALERT FM SYSTEM – COUNTY ATTORNEY

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve

Interlocal Agreement By And Between Montgomery County, Texas And The City Of

Houston, Texas For Use Of Alert FM System. Motion carried.

25. RESOLUTION AND ORDER APPROVED – PAYMENTECH – COUNTY

ATTORNEY

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve

Resolution and Order to ratify execution of the Chase documents (Paymentech™

Enrollment Form and Merchant Payment Processing Guidelines) by the Montgomery

County Treasurer Stephanne Davis. Motion carried.

26. AGREEMENTS APPROVED – ACCESS BUILDS CHILDREN – COUNTY

ATTORNEY

Motion by Commissioner Meador, seconded by Commissioner Doyal, to approve the

Amendment To Occupancy Agreement For The North Montgomery County Community

Center and the Amendment To Occupancy Agreement For The Lone Star Community

Center. Both Agreements are between Montgomery County, Texas and Access Builds

30. AMENDMENT APPROVED – LAKE HOUSTON WILDERNESS PARK - COUNTY

ATTORNEY – REAL PROPERTY

Motion by Commissioner Rinehart, seconded by Commissioner Meador, to approve the

First Amendment To Interlocal Agreement between the City of Houston, Texas and

Montgomery County, Texas regarding Lake Houston Wilderness Park. Motion carried.
