Invitation for Bids
Sealed bids for the provision of various items of motorized equipment/vehicles will be accepted until 4:00 p.m. on Thursday, March 18, 2010 in the Offices of the SelectBoard, 6 Holland Street, PO Box 139,
Moultonborough, NH 03254. They will be opened and publicly read aloud at 7:00 p.m. that evening or as soon thereafter as the SelectBoard’s agenda allows. You may bid one or more items.

You will provide a quote for a trade-in allowance of certain equipment on each item. Items 1, 2, and 3 are an all cash purchase. Item 4 is to be provided under a lease/purchase agreement. A detailed package with information on the equipment to be delivered, the conditions thereof, and bid forms, is available at www.moultonboroughnh.gov
(click on Paid, Volunteer and Contract Openings) or said offices during normal business hours.
The bid on each item is to be submitted in a separate sealed envelope marked, Bid for Motorized
Equipment, March 18, 2010, and the item number you are submitting on. If mailed, each bid should be in a separate sealed envelope similarly marked to protect against the actual bid being opened in error. Any questions with respect to this invitation must be received, in writing by mail (above address), by email
), or fax (603.476.5835) by Carter Terenzini, Town Administrator, no later than 4:00 p.m. on March 11, 2010. It is the bidder’s responsibility to view and account for any addendums relating to this request. These will be posted on the Town web site no later than 4:00 p.m. on
March 15, 2010.
The town reserves the right to reject any and all bids, and waive any minor or non-material informalities, if deemed to be in its best interests.

1.) General Description of the Project, Materials and Quantities
The Town will procure four pieces of motorized equipment:
Item 1:
Wood Chipper w/12” jaws, Tier 3 Diesel Motor mounted on trailer frame
Item 2:
2010 Ford F550 cab & chassis w/dump body, plow package and slide in sander
Item 3:
2010 Police Patrol Cruiser
Item 4:
2010 Rubber Tired Backhoe w/excavation/ditching/loader bucket(s) Tier 3 Diesel Motor
You will provide a quote for a trade-in allowance of certain equipment on each item. Items 1, 2, and 3 are an all cash purchase. Item 4 is to be provided under a lease/purchase agreement.
Item 1 is a cash acquisition.
You will quote on the equipment, as specified, with and without a trade in. The trade in is a
1989 Eager Beaver Chipper w/8” jaw & 4 cylinder diesel motor. It is currently in regular use.
Item 2 is a cash acquisition.
You will quote on the vehicle, as specified, with and without a trade in. The trade in is a
1997 GMC 2500 ¾ ton 4x4 pick-up truck w/8’ Fisher plow (159K+/- miles) gas powered. It is currently in limited use
Item 3 is a cash acquisition.
You will quote on the vehicle, as specified, with and without a one or two vehicles being traded in. The two trade ins are (a) a
2006 Ford Crown Victoria Police
Interceptor (114k+/- miles) which is currently sidelined with a transmission problem. s) and (b) a 2005
Ford Crown Victoria Police Interceptor (113k+/- miles) which is currently in regular use.
Item 4 is a lease purchase.
You are quoting the actual monthly lease payments on an even monthly amortization schedule over the five year term of the lease. The final purchase price is $1.
You will quote on the equipment, as specified, with and without a trade in. The trade in is a 1989 Case 580
Super L 4*4 backhoe w/thumb/wrist/ditching bucket (5k+/- hrs). It is currently in regular use.
The lease will have an annual “escape” clause in it in case the Town Meeting does not approve the annual funding. There is no known event of this happening in the past.

If the specification sheet calls for you to fill in the particulars on any of the equipment so that we may compare manufacturers, you must do so.
3.) Delivery Location and Timing
All items fully furnished and equipped as specified, are to be delivered to the Moultonborough
Highway Garage off Moultonborough Neck Road.
You must specify the number of calendar days, from placement of our order, it will take you to deliver the time. Please note below if any equipment is to remain in continued use until the time it is traded in.
4.) Term of Contract

5.) General Conditions
a.) The Trade in against Item 1 will remain in continued, but limited, use until the date of delivery of the new equipment. b.) The Trade in against Item 2 will be taken out of service until such time as we accept delivery of the new equipment. c.) The Trade in against Item 3 will be taken out of service until such time as we accept delivery of the new equipment. d.) The Trade in against Item 4 will remain in continued use until the date of delivery of the new equipment. If you cannot deliver the new Backhoe within sixty (60) days of an order being placed, you will be required to loan a Backhoe to us for our use that will perform within the same range as the one we are requesting. e.) If you are in default of this contract you will be given ten (10) days notice to cure the default.
You will have an additional ten (10) days to cure the default. If you do not do so we may cancel the contract. f.) Any cash payment due to you will be paid upon delivery. Any lease payment due to you will be paid starting thirty (30) days after the commencement of the lease, and then every month thereafter.

g.) The term “days” shall mean calendar days. h.) Bidders must include a n amortization schedule showing the principal remaining after each lease payment. The Town reserves the right to pay the balance due at any time and terminate the remaining portion of the lease though completing the purchase. i.) Reserved: If the Town chooses to trade in one or both pieces of moving equipment against the new grader, the monthly lease payment will be reduced by the percentage of the dollar value of the piece(s) being traded in divided by the piece being acquired. j.) Unless otherwise specified, you must provide the standard factory warranty as specified by the manufacturer. j.) You must have a factory approved service facility within 50 miles of Moultonborough for
Items 2, and 3 and within 75 miles for Items 1 & 4.

The following specifications are designed to describe a hand fed pocket drum disc style chipper with hydraulic feed wheels, which is to be a heavy duty industrial grade machine.
