BOARD OF MASON COUNTY COMMISSIONERS’ PROCEEDINGS
OCTOBER 7, 2003

Call to Order - The meeting was called to order at 9:01 a.m. by Chairperson Herb Baze.
2.
Pledge of Allegiance - The flag salute was led by Cmmr. Baze.
3.
Roll Call - Present: Cmmr. Dist. 1 - Herb Baze; Cmmr. Dist 2 – Wesley E. Johnson; Cmmr. Dist. 3 - Jayni
Kamin.
4.
Approval of Minutes – Cmmr. Johnson/Kamin moved and seconded to approve the briefing meeting
minutes of September 16, 22, 23 and 25, 2003 and the special and regular meeting minutes of September
23, 2003. Motion carried unanimously. B-aye; J-aye; K-aye.

Board’s Calendar for week of October 7 – October 21.

Correspondence and Organizational Business
6.1 Correspondence
6.1.1
Timberland Regional Library recommended that Peggy Meyer be reappointed for a second
seven-year term on the Timberland Regional Library Board of Trustees.
6.1.1
Comcast gave notification of an upgrade to their cable system effective October 21, 2003.
6.1.2
Applications for the Truman Glick Memorial Park Advisory Board were received from:
Jim Frost and Randal Barcom. Copies forwarded to Parks & Recreation Dept.
6.1.3
Notification of award of grant up to $18,000 to assist with Mason County Economic
Development Summit.
6.2 Presentation to Suzanne Simmons who is retiring after 30 years of service. The Board presented and
read aloud the certificate to Suzanne for her service to the County from 1972 - 2003. Her last day is
the 16th of October.
6.3 Press Release – Solicitation of Applications for .08 Funds (Sales and Use Tax for Public Facilities in
Rural Counties). Cmmr. Johnson read aloud the press release announcing the County is accepting
applications for funding from the .08 funds for public facilities in rural counties.
7.
Open Forum for Citizen Input - No comments.

Adoption of Agenda – Cmmr. Kamin/Johnson moved and seconded to adopt the agenda as presented.
Motion carried unanimously. B-aye; J-aye; K-aye.
9.
Approval of Consent Agenda:
9.1 Approval of resolution for Declaration of Surplus Property of Mason County personal property as
requested by the Mason County Treasurer. The auction to be held on October 25th, 2003 at 10:00
a.m. at the Mason County Road Department, Central Shop located at 3620 E Johns Prairie Rd,
Shelton. Resolution No. 105-03 (Exhibit A)
9.2 Approval of Veterans Assistance Fund applications for Richard J. Munoz - food $400.00; Douglas
A. Drinkall - utilities $88.59; Gregory A. Wynn - housing $124.10; and Samuel M. Gonzales –
housing $400.00 totaling $1012.69.
9.3 Approval of Warrants

9.4 Authorization for Public Works to purchase new software from ESRI for GIS in the amount of
$18,443.55 and to update the Primary Licenses for 2004 in the amount of $6,504 for a total of
$24,947.55.
9.5 Set a public hearing on Tuesday, November 18, 2003 at 9:30 a.m. to consider adoption of the 20042009 Six Year Transportation Improvement Program.

Set a public hearing on Tuesday, November 18, 2003 at 9:30 a.m. to consider the adoption of the
2004 Annual Construction Program.
9.7 Set a public hearing for the establishment of a new name and road number for the remnant created
by 2003 construction project , CRP 1471, Cloquallum Rock Bluff. The hearing to be on Tuesday,
November 18, 2003, at 9:30 a.m.
9.8 Approval of Change Order No. 6 to the Building 8 remodeling project for reconstruction of the alley
drainage and surface. This change order increased the contract by $4,399.00, total contract price is
$399,787.00.
9.9 Set a public hearing on Tuesday, October 21, 2003 at 9:30 a.m. to consider a supplemental
appropriation to the 2003 budget for the Current Expense Fund in the estimated amount of $298,310
and the 2003 budget for the Reserve for Rodeo Equipment Fund in the estimated amount of $25,823.

9.10 Approval of a resolution to establish the Friends of Our Future Fair Reserve Fund (Fund #162-000000) for the purpose of receiving revenue and paying expenses for a new Mason County
Fairgrounds. Resolution No. 107-03 (Exhibit C)
9.11 Authorization for Department of Community Development to execute the notice to proceed on work
with Aspect Consulting for a hydrogeologic study for the Dosewallips River/Brinnon area. The
approximate cost is $6,000 and is grant funded.
Cmmr. Johnson referred to Item 9.2 and added Samuel M. Gonzales - housing $400.00 for a total of $1,012.69.
Cmmr. Johnson/Kamin moved and seconded to approve Consent Agenda Items 9.1 - 9.11 with the addition to
Item 9.2 as noted above. Motion carried unanimously. B-aye; J-aye; K-aye.
