Dear Colleagues:
This has been a very difficult year, not only for our University of Hawai`i research
enterprise, but for everyone across the nation. Funding profile uncertainties with our
agencies, sequestration, budget cuts and the realignment of R&D funding priorities have
made for a very challenging FY2014. Given this existing landscape, the Office of the
Vice President for Research and Innovation initially projected a seven to ten percent
reduction in extramural award funding.
However, due to the dedicated efforts of our talented research faculty and support staff,
I am pleased to report that UH’s FY2014 Extramural Awards closed at $392M, which
represents only a four percent reduction from $409M in FY2013.
Although research funding will continue to remain a challenge for the University in the
years to come, we began FY2015 in spectacular fashion with a $40 million award from
the Simons Foundation to our world-renowned microbial oceanographers Edward
DeLong and David Karl of the School of Ocean and Earth Science and Technology
(SOEST). It is the largest private foundation gift UH has received and will assist both
researchers to lead the Simons Collaboration on Ocean Processes and Ecology
(SCOPE), one of the Simons Foundation’s core programs to advance basic research in
life sciences.
In September 2014, UH launched its first proof of concept center, called XLR8UH, to set
the infrastructure, manage existing resources and to create new opportunities to help
the successful commercialization of UH research and promote a vibrant entrepreneurial
ecosystem throughout our 10-campus system. With XLR8UH and other future
initiatives, UH is looking to position its research enterprise to help diversify the state’s
economy. These efforts are part of the Hawai`i Innovation Initiative, a proactive and
aggressive partnership between UH, the private sector and government to create a third
economic driver for the state.
To complement our existing cutting edge research facilities like the Daniel K. Inouye
Center for Microbial Oceanography: Research & Education, Institute for Biogenesis
Research and the John A. Burns School of Medicine, new facilities like the Daniel K.
Inouye College of Pharmacy at the University of Hawai`i at Hilo and the Daniel K.
Inouye Solar Telescope on Haleakalā, will soon be online to provide UH researchers
with the additional tools to conduct competitive and innovative research in science and
technology. Once established, data visualization expert Jason Leigh’s Laboratory for

Advanced Visualization and Applications (LAVA) will conduct research, develop and
commercialize visual analysis technologies and train current and future generations of
students and faculty in the skill of big data visualization. Utilizing his Computer Assisted
Virtual Environment (CAVE2) technologies, UH researchers will be able to take analysis
of their data and collaboration amongst their peers to levels greater than ever imagined.
I greatly appreciate your steadfast support as we continue to work together during these
tough economic times to keep UH research at the forefront of educating our students,
improving our economy and to making our world a better place. I would like to thank

In a typical year, roughly a third of the University’s overhead for sponsored projects maintains UH
facilities for supporting sponsored activity and roughly two-thirds supports central and departmental
sponsored activity administration. About one third of the total F&A represents administration of
sponsored activity with Schools, Colleges, and Research Units. These funds are used by Deans and
Directors to support fiscal administrators and other staff who assist faculty with sponsored activity –
including grant proposal preparation and budget management.
The pie chart represents the proportion of actual overhead costs during the University’s last F&A base
year (FY 2011). Thirty-three percent of the F&A funds represented costs of providing centralized
research administration and compliance services, such as research accounting and analysis, human
resources, payroll, purchasing, Office of Research Services, Human Subjects, Institutional Animal Care &
Compliance, and Research Corporation of the University of Hawaii. Of the 36% spent on Facilities, half
was spent on operations and maintenance of existing sponsored activity space, including paying for such
costs as utilities, hazardous materials disposal, and janitorial services. The remainder paid for repairs
and renovations of buildings, ‘debt service’ (interest), major equipment replacement, and support for
the libraries.
The UH received approximately $49 million in F&A cost reimbursements in FY 2014. Each campus
receives 75% of the recovered F&A generated by its faculty through the Research and Training Revolving
Fund (RTRF) allocation. The PI’s college or research unit at the University of Hawaii at Manoa generally
receives 50% of the recovered F&A costs. These funds are used at the discretion of the Chancellors,
Deans and Directors to support research and training in their units.
F&A cost reimbursements are related to University expenditures. When the UH develops its biennial
budget, it stars with an estimate of the total revenues available for that biennium, including State
funding, tuition, F&A cost reimbursement, and interest and investment income. All these funding
sources are combined to pay for the UH’s operating expenses, including F&A costs related to research
and other sponsored agreements.
