う 3 つのテーマを柱に研究 理事長 平澤愛祥
を行っています。
研究所は、法律に基づき設立された独立行政
法人で、電子航法に関する試験研究を行う日本
で唯一の機関です。あなたも研修員として電子
航法に関する研究に参加し、研究員と共に世界
の民間航空の安全と発展に貢献す
る仕事を行うことで、将来の夢を
とらえ、研究の充実感を体験して

Electronic Navigation Research Institute
(ENRI) is carrying out the studies on three
main themes including effective utilization of
airspace and capacity expansion of airway in
ATM, capacity expansion of congested
airports, and improvement of safety and
effectiveness using a preventive safety
technology and new technology, during our
second middle term program period.
ENRI is an independent administrative
institution established on its own law, and
the only research organization of electronic
navigation in Japan.
ENRI welcomes you joining as a member
of trainee, and we hope you discover a future
dream and have an impressive experience of
fulfillment of a study, through studies of
electronic
navigation
contributing
an
improvement of safety and a development of
civil aviation.

z 大学院に在籍中のかた（詳細ご確認くださ
い）テーマによっては大学生も可
z 指導教員の推薦を受けられるかた
z 大学等が研究所と協定を締結できるかた
z 英語能力のあるかた
研修の開始に当たっては、大学等と研究所
とで取り決めを行う必要があります。ご希望
の方は大学等又は研究所にご相談ください。

z A graduate school student. (An
undergraduate student may be acceptable
depending on a theme.)

recommendation by the supervisor of the

school that could conclude an agreement
with ENRI.
z A person with English ability.

interested in one of the following subjects:
z Air traffic control.
z Safety assessment of air routes etc.

z Radio wave propagation.
z Human factors.

機器等の周波数に関する基礎知識があるかた

研修プログラムについて
Training program
研究テーマ
Study theme
研修実施に当たっては、受入可能な研究テー
マの中から 1 つを決定していただきます。事前
に、各研究領域長等ともよく相談してください。
研修の期間
A trainee is requested to
decide a study theme that is
carried out in ENRI. You
should be in touch with the director of
department in advance.
Period of the training
研究所と相談のうえ決定されます。原則とし
て、同一の会計年度（4 月から翌年 3 月まで）
内で、かつ、1 年以内の期間です。
A period of the training is decided in
consultation with ENRI. This must be in the
same fiscal year and within a year.
Service during the training
研修中の服務
The trainee is to be supervised by the
researcher in charge, and shall comply with
laws and the ENRI regulations.
研修期間中は担当研
究員の指導を受けると
ともに、法令及び研究
所の諸規程を遵守して
いただきます。
Treatment under training
研修中の待遇
原則として、研修員に対する報酬等はありま
せん。ただし、理事長が必要と認める場合、研
究所規程による通勤手当をお支払いします。ま
た、研究所の必要により、期間中特に「契約職
員」として雇用のうえ報酬、出張の際の旅費を
お支払いする制度があります。
なお、研修期間中は、担当研究員と同室又は
外来者用研究室（相部屋）使用の何れかとなり
ます。作業机、ロッカー及びＰＣ等を無償で貸
与します。
研修成果の報告
研修終了時には研究成果をとり
まとめ、研究所に提出してください。
また、所内において発表等をお願い
することがあります。
研修実施の協定
研修に当たっては、あらかじめ研究所と所属
する学校との間で、協定等の締結をお願いしま
す。なお、研究所が定める「独立行政法人電子
航法研究所研修員受入に関する達」も併せてご
参照ください。

There is no remuneration to the trainee
in principle. A commutation allowance is
paid to the trainee if President admits it
necessary. Also, if it is necessary for ENRI,
the trainee may be employed as the contract
personnel, and be paid remuneration and
traveling expenses of a business trip.
The trainee may share a room with the
researcher in charge or one of the guest
researcher’s laboratories and also can use a
desk, locker, personal computer and so on.
The report of a training result
The trainee is requested to submit a
report on a research result to ENRI at the
end of training. Moreover, he or she might be
asked to make a presentation within ENRI.
The agreement of training

研修生活と厚生面について
Training life and welfare
社会保険
Social insurance
「契約職員」の身分となり、かつ、一定の条
件を満たす場合には、社会保険に加入すること
ができます。
これ以外の研修生の場合、研修中の病気、怪
我等に対する補助、補償等はありませんので、
特にご注意ください。
Social insurance can be joined only when
the trainee is became the contract personnel
and fulfills certain conditions. Please keep in
mind, except for the above case, that there is
neither assistance nor compensation to the
illness, injuries under training, etc.
Housing and accommodation
宿舎・宿泊
研究所には職員宿舎或いは宿泊施設がなく、
研修中は各自で宿舎を確保してください。なお、
研究所の近隣には多くの賃貸住宅があり、1 人
住まい用なら家賃 70,000 円程度です。スーパ
ーマーケットやコンビニエンスストアもあり
ます。
研究所へは自動車、自転車による通勤も可能
（駐車無料）です。
健康管理
研究所では、年に 1 回、定期健康診断を実施
しており、「契約職員」であればこれを受ける
ことができます。また、月に 1 回、産業医の訪
問がありますので、心身の健康相談を行うこと
ができます。
なお、研究所内は指定
場所を除き、禁煙です。

行えるよう、できる限り
相談に応じます。担当研

ENRI has neither personnel housing nor
accommodations. During the
training, please secure lodgings
by yourself.
There are many rental
housings in the neighborhood of
ENRI. You may find a room for a
person with the room rent of
about 70,000 yen (per month).
ENRI will support you to find a
room. There are also supermarkets and
convenience stores.
Commutation to the ENRI by car or
bicycle is also possible (parking no charge).
Health care administration
In ENRI, the regular health check is
carried out once per year. The contract
personnel can take advantage of having it.
Moreover, since there is a monthly visit of
medical advisor, health consultation of mind
and body is available.
In addition, smoking is prohibited inside
the ENRI buildings except for the appointed
area.
Other consultations
ENRI will respond to consultation as much
as possible for making your training
substantial. Please do not hesitate to consult
with the researcher in charge, Director of
Research Planning and Management,
Department Directors, or the personnel of
the General Affairs Division.

Trainees from a foreign country
在留資格認定証明の取得について
About acquisition of the Certificate of
Eligibility
外国人が研修のため来日する場合、査証
(VISA)の取得が必要になります。
この査証発給に際しては、日本国の入国管理
局が発行する「在留資格認定証明」が必要です
が、日本での手続きは研究所が行います。なお、
この手続きは８～10 週間程度かかりますので、
時間に余裕をもってご相談ください。
言語について
研修において使用され
る言語は、日本語及び英
語です。なお、施設の案
内表示、所内の掲示板及
び一般連絡事項は、日本
語表記となります。
If a foreigner wishes to enter Japan for
training, he or she will need a visa.
For the visa application to the embassy,
the Certificate of Eligibility issued from
the Immigration Bureau of Japan will be
required. ENRI will take the procedure to
obtain the certificate in Japan.
In addition, it will take about 8 or 10
weeks for this procedure, please consult us
with enough time margin.
About language
The languages used in training are
Japanese and English. In addition, notices in
guidance displays, bulletin boards within
ENRI, and general information associated
with institutional matters are described in
Japanese.
通貨について
About currency
研究所からお支払いする通勤
手当、報酬等がある場合、指定さ
れた銀行口座に日本円でお支払
いします。
If that is the case, a commutation
allowance, remuneration, etc. will be paid in
Japanese yen and to the specified bank
account.

About the ENRI
沿革と運営
History and management
研究所は約 40 年にわたる国の研究機関とし
ての歴史を経て、2001 年、独立行政法人電子
航法研究所として発足しました。
研究所は運営に当たり、5 年ごとの中期計画
を定めて国土交通大臣の認可を受けるととも
に、国の独立行政法人
評価委員会、及び学識
経験者からなる研究
所の評議員会により
業務実績評価を受け、
公共性や透明性を確
保しています。

In 2001, ENRI was launched as the
independent
administrative
institution,
through the history as a research
organization of the Japanese government
over about 40 years.
With regard to the management, ENRI
sets up the middle term program in every
five years and receives the approval of the
Minister of Land, Infrastructure and
Transports. It receives the performance
assessment by an assessment committee of
Japanese government, and the Council of the
ENRI whose member consists of a man of
learning and experience. It secures public
responsibility and transparency.
